3 GM Canada s Environmental Policy As a responsible corporate citizen, General Motors of Canada Company is dedicated to protecting human health, natural resources and the local and global environment, in accordance with the Environmental Principles of General Motors. This dedication reaches further than compliance with the law to encompass the integration of sound environmental practices into our business decisions. This policy is based on the integration of sound environmental practices into our business decisions. This policy is based on the integration of risk-based, cost effective management practices into site activities with the aim of continually improving environmental performance and conditions, and promoting sustainable development. GM Canada is committed to assess the environmental impacts of its activities, products or services as basis for its environmental management programs and to reduce wherever practicable these impacts through the establishment of appropriate objectives and targets. In particular, GM Canada will strive to achieve the following objectives through continued execution of our Environmental Management System: 1. Comply with all applicable environmental laws and regulations, and other requirements. 2. Assign management responsibility for the environment in all areas of our facilities and ensure that all employees are aware of their individual responsibilities for acting in accordance with this policy, while providing effective information and training to encourage individuals to contribute effectively. 3. Practice and promote effective prevention of pollution in accordance with a hierarchy giving top priority to waste prevention at the source, elimination or reduction of wasteful practices, and recycling. 4. Maintain communications with our local community, legislators, regulators and other organizations with an interest in our environmental performance. In accordance with our Environment Management System requirements, GM Canada will regularly review environmental performance and our facilities objectives and targets to assess progress toward continual improvement. This policy statement will be periodically reviewed to ensure its continuing suitability, be available to the public and communicated to all persons working for, or on behalf of, GM Canada.

7 Background - O. Reg. 455/09 The National Pollutant Release Inventory (NPRI) is Canada s publicly accessible inventory of releases (to air, water and land), disposals and transfer for recycling that are associated with industrial activity. Over 84,000 facilities report to the NPRI on more than 300 listed substances. GM has been reporting in accordance with federal NPRI regulations since its inception in Ontario Regulation 455/09 (O.Reg. 455/09) applies specifically to facilities and products made in Ontario that exceed NPRI reporting thresholds. The first reporting obligation under this regulation was on June 1, Phase 1 substances (a limited subset of the NPRI chemical list) required Plans by December 31, 2012 for the 2011 reporting year. Phase 2 (the balance of substances on the NPRI chemical list) required Plans by December 31, 2013 for the 2012 reporting year. Due to normal process variation, improvements or efficiencies or, changes to the NPRI chemical list and thresholds, GM may add or delete substances from its O.Reg. 455/09 reporting and plans each year to meet the ongoing reporting requirements. Vehicles are made by all manufacturers in a similar manner globally. All vehicles sold in Canada must meet the same safety standards and consumer performance expectations for the Canadian market as well as export markets where they may be sold. To meet these expectations, many of the substances listed in O.Reg. 455/09 as substances of concern are utilized in the manufacture of all vehicles, including those assembled elsewhere and imported to Ontario for sale. Only the vehicles assembled in Ontario, however, are required to report these substances. For example, the greater part of O.Reg. 455/09 reported metal is collected as metal chips and scrap and recycled into new metal or is contained as part of the finished vehicle. Metals and alloys such as copper, manganese, and nickel are commonly used in automotive components (such as Powertrain components) for their ability to strengthen, improve conductivity, and resist corrosion. Zinc is similarly used in automotive sheet metal and sealers to reduce corrosion in the vehicle body. Methanol is a key ingredient in windshield washer fluid and O.Reg. 455/09 reported uses of methanol are primarily the methanol content of the windshield washer fluid added to every car manufactured in our assembly plants. Plant Specific Information 2016 Reporting Year No new Plans or amendments to Plans were created for the St. Catharines facility. Oshawa Assembly added one reportable substance and CAMI Assembly removed five reportable substances. The following pages document the annual reporting required by the Regulation for each of the three facilities and the Plan Summaries for the new substance for Oshawa.

9 Basic Facility Information TRA Report for 2016 RY NPRI ID number: 3231 MOE ID number: NA Owner & Operator: General Motors of Canada Company (GM) Facility Name & Address: GM St. Catharines 570 Glendale Avenue St. Catharines, Ontario L2R 7B3 Full-time employee equivalents: 1669 NAICS Codes: Public Contact for this report: Sandy Willis Sr. Environmental Engineer Spatial Coordinates for Facility: m E m N Canadian Parent Company: NA The GM St. Catharines Propulsion Plant has many integrated programs to ensure continual reduction of its impact on the surrounding environment. It has a comprehensive waste reduction program which includes an aggressive recycling program targeting wood, plastics, paper, pop cans, cardboard, batteries, light bulbs, and all scrap metals. The facility has been landfill free since 2009, recycling 98.5% of its production wastes and sending the remaining 1.5% to an energy-from-waste facility. GM has pledged to use 100% renewable energy across its global operations by GM Canada s first use of renewable energy started at the GM St. Catharines Plant in 2012 using gravity fed canal-water to cool chillers eliminating the need for cooling towers and condenser pump infrastructure and their associated energy costs. GM St. Catharines is also proposing to build a co-generation plant that will use renewable landfill gas, or bio-fuel, to generate electricity and thermal energy to power and heat the facility. The project will reduce net greenhouse gas emissions by an estimated 77% as well as lower energy electrical costs and natural gas consumption. Once built, clean energy will power approximately 32% of the plant the most of any of GM s global propulsion operations worldwide. This project will also serve as Ontario s first complete renewable landfill gas industrial co-generation system that delivers renewable landfill gas from an offsite source and distributes it via a dedicated pipeline to a co-generation plant located at a large industrial facility. In 2017, Alectra Utilities (formerly Horizon Utilities) awarded GM St. Catharines the Energy Savings Champion Award for the plant lighting/energy savings upgrades completed in Since beginning the re-lamping initiative in 2014, GM has replaced over 3,900 inefficient 458W High Intensity Discharge lights with low energy 120W Light Emitting Diodes (LED) fixtures complete with occupancy sensors. Additionally, outdated T12 fluorescent lights were replaced with higher efficiency T8 fluorescents in the office areas. This initiative will continue into 2018 with more HID s being replaced with LEDs. Over the past five years, GM St. Catharines has developed partnerships with local schools, conservation organizations and non-profit groups to collaborate on sustainability-based community outreach programs. These connections have improved our community and the environment in which we live and work. In support of GM s corporate environmental goals, each year GM St. Catharines commits to planting native trees and flora on site, engaging College students in environmental education opportunities, and providing STEM education to young students. This is possible due to the support of our community partners and GM volunteers. To date, more than 10,000 trees have been planted on the GM St Catharines site. Objectives (applies to all substances at the facility): The Facility's objective is to reduce or minimize the use or creation of the listed substance by optimizing usage of raw materials, conserving resources, reducing waste and following industry best practices.
