10 It seems odd, sitting here with the Christmas decorations still up to be writing a message that you will read at the start of February, by which time the Measham and the New Year Driving Tests will be consigned to history. The next event on the Club s calendar is the Pom, where we are hopeful that the changes that have been made to eligibility for the event allied with the use of the full Grand Prix circuit will attract a sufficient entry to ensure its survival. This will be followed by the Exmoor Fringe, John Harris and Herefordshire Trials in quick succession. In fact if one takes the Light Car and Edwardian Section Welsh Weekend and the AGM into account, from the Pomeroy Trophy on 18th February through to Wiscombe in early May there are only two weekends when there is not something happening. In the middle of this period will be one of the highlights of the year the two day Spring Start meeting at Silverstone. Saturday will follow the classic VSCC format, with races for each of the racing sets, a race for the HGPCA, one for 50 s Sports Cars plus F3 500s and FISCAR. On Sunday Silverstone will host the Team Relay Race as well as the High Speed Trial, pre-war scratch and handicap races and four invited grids, including one for the HGPCA. The race season continues with our traditional meetings at Oulton Park, Cadwell Park and Mallory Park before we return to Snetterton for our race season finale. This month s picture is of one of my proudest moments, being awarded the Motor Sport Brooklands Memorial Trophy at the Autosport Show for my race exploits in This year there will be not one but two visits to Prescott. Instead of running the Long Course on the Friday prior to the traditional Vintage Prescott Weekend, this will feature as a separate event in September and the weekend will revert to the old two day format, which will be welcomed by the local residents. There are two other significant changes to the hillclimb calendar to note. Firstly, Loton Park will move from its September date to the weekend of 27th and 28th May, which will avoid the clash with Goodwood Revival that we have experienced for the last few years. Shelsley Walsh will change from a one day to a two day meeting with practice on Saturday and the competitive runs on Sunday, as at Prescott and Loton, which will enable a larger entry for this always over-subscribed event. 10 PRESIDENT S MESSAGE Following a request at last year s AGM and the interest expressed in a summertime night rally, we will be running the Targa Oultonian, on the night following the Oulton Park race meeting. On a less competitive front the Derbyshire Tour moves from the day following the John Harris Trial to mid-may and the popular and successful Oxford Concours moves to a new venue, Woodland Grange in Leamington Spa. There are three new non-competitive events for this year: On 20th May there will be a concours at Daylesford, which is an opportunity to support an event local to Chipping Norton that attracts a substantial crowd. Taking place over five days at the end of June will be the Scottish Highlands Grand Tour based at the Crieff Hydro, which is being organised by Committee member Mike Holt. On 17th December as part of a vintage themed Christmas market we will have a cavalcade and concours based at Dunstall Park in Wolverhampton the home of Sunbeam on their centenary. There are no significant changes to the trials themselves other than the Lakeland Trial returning to its traditional date of the second Saturday in November, thereby avoiding the clash with the London to Brighton Veteran Car Run as was experienced in The trials season for the purposes of annual awards has however changed. For 2016/17, i.e. for the award to be presented at the 2018 awards dinner, will run from the Welsh last October through to the Scottish in April of this year. This year the Club is running its most adventurous programme ever and, as ever, it will require large numbers of marshals. If you want to be involved without competing, please consider volunteering to marshal and don t forget that you can claim points for marshalling towards annual aggregate awards. Tim Kneller

11 NEWS & VIEWS FROM THE OLD POST OFFICE Dear Club Members, We are now well into 2017 and there is no looking back with the events starting to come thick and fast. It is certainly going to be a very busy year and so I make no apology by starting with a plea to you all to support our events in any way that you can. There are many who give of their time freely either as an Organiser, Official, Marshal or Volunteer and so the only proper way to recognise their considerable efforts is to support the events. That can be as a Competitor or Spectator or by joining the small army of volunteers. We cannot run any of our events without volunteers and so if you have not helped out before please consider making this the year that you put a little something back into the Club. To those of you who already actively support our events we remain in your debt and we are looking to do more to recognise your endeavours. For example, this year we will extend the Marshals Draws to Race Meetings, we will introduce a separate Junior Marshals Draw at all events with the kind support of both Longstone Tyres and Hagerty, we will send two tickets to all Marshals supporting a ticketed event so that they can introduce a friend to the Club, we are inviting partners to the Marshals Dinner this year and we will also relax the dress code. I would add that this is just the start and the Marshals Working Group will no doubt recommend other ways in which we can further recognise the selfless commitment of so many. Whilst our events are a very important part of the Club they are not all that the VSCC has to offer. Accordingly, we realise the need to balance our resources to ensure that we properly cater for all Members be them at home or overseas. This is why we are currently conducting a survey which will help to inform the work of the Membership Working Group. This will ultimately be a wideranging review of membership issues and so if you have yet to complete the Survey please do so. We are also planning to invest in the future of the Club with a long overdue overhaul of the somewhat disconnected and outdated IT systems we have within TOPO replacing them with a modern joinedup IT infrastructure to help streamline processes and make us more efficient. The review will include a new website and one that will be much more user friendly and a proper front of house for the Club. Turning to the immediate future, this month we look forward to The Pomeroy Trophy on the 18th, an event which sadly has been on life support for far too long and an event that we have been doing all that we reasonably can to reinvigorate. This has included removing unnecessary hurdles to compete, extending the classes of car that can enter and persuading Silverstone to allow us to take advantage of the Grand Prix Circuit for the afternoon tests. We have also markedly reduced the entry fee for Postwar cars whilst keeping the entry fee for Pre-war cars as low as possible. Please, please help us to preserve this event of such historical provenance for the Club by entering if you have an appropriate car and Race Licence. As we are on the Grand Prix Circuit we will need a very good turnout of Marshals so again please, please come and along and marshal if you cannot enter. Whilst we have extended the classes for the event please be under no illusion that safety remains paramount and so cars that are not properly prepared or do not have the necessary safety equipment (if so required) will not pass scrutineering and so will not compete. The weekend after The Pomeroy we venture South to Exebridge for the Exmoor Fringe Trial, which quite rightly remains a highlight of the calendar. So long as you wrap up warm you are guaranteed a day to remember in some idyllic countryside so don t miss out. Happy Motoring! Dave Salmon 11

12 COMMITTEE NOTES A short Committee Meeting was held before the Directors Christmas Dinner. The minutes of the last meeting were approved. It was confirmed that the launch of the Formula Vintage season would take place early evening on Friday 21 April at Silverstone. It was noted that discussions were ongoing in respect of a Cotswold Novice Trial late in 2017 and that this might be run in conjunction with the Light Car & Edwardian Section. It was confirmed that the ESC was still considering changes to the PVT List and a report would be with Committee in the New Year. The Committee Review Working Group would also report back in the New Year. As of the date of the meeting 959 replies had been received to the recent Members Survey with the number increasing daily. The President congratulated Geoff Smith who had been elected to be the next President of the Club and he thanked Tania Brown for standing. The Committee then discussed at length the concerns raised at the last meeting by the Editor that the increasing number of Club events could not be properly covered in each edition of the Bulletin. It was agreed that to address these concerns a review of the construct and format of the Bulletin should be undertaken by a small Working Group which the President would appoint. The Review was to consider the wider objectives of the Communications Strategy, agreed earlier in the year. A paper by the Chairman of the Land Access and Recreation Association (LARA) outlining critical funding issues and proposing a number of options was discussed. It was agreed that the Club should continue to support LARA, but not increase our financial exposure or risk. A proposal was presented for a new Principal Associate and the terms of the agreement outlined. Some concern was expressed that there might be a conflict with an existing Principal Associate and this led to a wider discussion on sponsorship. It was agreed that before accepting a new Principal Associate the Committee needed to review the Club s approach to all forms of sponsorship and determine what they each should provide. An update on the preparations for the Measham Night Rally was given and all Directors were asked to actively support this event. The Secretary gave a quick update on the latest plans for the Trials Annual Awards and confirmed that there would be Awards for 2016, presented at the 2017 Awards Dinner, and then the new season format for 2016/17 (Welsh to the Scottish) which would be presented at the 2018 Awards Dinner. Finally, it was requested that event trophies be discussed at the next meeting AWARDS DINNER TROPHY CALL Members are asked to make arrangements for the safe return of perpetual trophies to the Club Office in Chipping Norton as soon as possible so that they can be engraved before the Annual Awards Dinner to be held on Friday 31 March at The Hilton Hotel, Warwick, CV34 6RE. 12

There are six events which will count towards the trophy: the traditional New Year Driving Tests at Brooklands (Sun 29 January) and the Winter Driving Tests at Bicester (Sat 2 December) plus four AutoSolos - at Silverstone (Sat 22 April); at Oulton Park (Sat 10 June); Scottish Borders (Sun 25 June) and at Snetterton (Sun 17 Sept). The three AutoSolos at Race Meetings will run in the morning during practice and finish before racing commences. The entry fees have been reduced but will still include a ticket to the Race Meeting. The Scottish AutoSolo is the day after the Scottish Tour and is followed by the Scottish Highland Tour so can be combined to make a great weekend or week of vintage motoring in Scotland. Entrants of the Oulton Park AutoSolo may also enter the new Targa Oultonian day/night rally for a fantastic full day of vintage Motorsport. GREAT NEW RALLY THIS SUMMER Following requests from Members at the AGM there will be a new Rally this summer based from the Oulton Park Race Meeting. Targa Oultonian will be run on the same lines as last year s highly successful Targa Lancastria Rally providing a suitable challenge to the regulars, but will also provide easy to follow road books for those new to rallying or those just wanting an enjoyable drive through the delightful Cheshire countryside. The Rally is a day/night rally starting after the Race Meeting finishing soon after midnight. Entrants will therefore experience some night rallying in warmer weather than the Measham and still get a fair night s sleep. 13

14 VSCC AWARDS DINNER, ANNUAL GENERAL MEETING, MARSHALS FORUM & DINNER 2017 HILTON HOTEL WARWICK, FRIDAY 31 MARCH / SATURDAY 1 APRIL Annual Awards Dinner Friday 31 March. We will host the Annual Awards Dinner to celebrate the achievements of the Club s 2016 Award Winners at the Hilton Hotel Warwick. Please join us to enjoy a fine meal and the presentation of the illustrious awards in the company of our guest of honour. The Dinner is open to all Club Members and their guests, but in the event of over-subscription priority will be given to the award winners and their guests. Only the awards being collected on the night will be specifically mentioned, but there will be a roll of honour on display which will reflect all of our award winners. The cost is 35 per person (20% reduction for award winners) or 315 for tables of ten and this will include a three course meal with wine to order. You can book your place now by completing the Booking Form enclosed in this Newsletter or by purchasing your tickets online from the VSCC website. Annual General Meeting Saturday 1 April. The Club s Annual General Meeting will be held in the Avon Suite at the Hilton Hotel, Warwick. A formal calling notice for acceptance of the Club s Annual Report and Accounts for 2016 was first issued in the November copy of the Newsletter. Club Members are invited to attend the meeting and to take the opportunity to discuss with Directors and fellow Members the performance of the Club in 2016 and the plans for the future. Marshals Forum and Dinner Saturday 1 April. The Marshals Forum and Marshals Dinner will be held after the Annual General Meeting. The Forum will be in the afternoon and is open to all who marshal or compete at VSCC events. Following tradition, the Marshals Dinner is by invitation only and will take place in the evening. Invitations will be sent out in due course and in 2017, the invitation will be extended to include partners and the dress code will be smart casual. Accommodation. The Hilton Hotel Warwick has overnight accommodation available and this can be booked through a dedicated VSCC webpage, the details of which can be found on the VSCC website when booking your tickets. This page will be live until 3 March after which time you will need to either book through the hotel or a third party booking site. The flexible bed and breakfast prices arranged for VSCC Members are as follows: single double Alternatively you can telephone and quote AVINS in order to obtain this rate. You may find that less expensive rates are available by booking through a third party agent, but most are not bed and breakfast and are not flexible. There is also overnight accommodation available almost directly over the main road in the Holiday Inn Express, Warwick which can be booked either direct with the hotel or through a third party agent, depending on availability. 14

16 Calling All Marshals As a Club we can only offer such a broad range of multi-disciplined events throughout the year with the support of a strong and loyal band of Marshals. To maintain the excellent support the Club enjoys from volunteers we do need a steady flow of new Marshals each year. Therefore, if you can find a few spare weekends this year and would like to be more involved in any of our events or simply wish to give a little back to other Competitors please contact the Competition Department to confirm your availability Event Calendar App A shared calendar app is available for Members to download, which has the dates of all Club events in 2017 preloaded. The name of the app is keep&share and it is available to download onto your mobile device from any good app store. The account details are: account name vsccevents and password vscc1934 Please note that this is an open, shared calendar with a single login and so Members are asked to use it as read only and not make any changes as this will impact upon others EVENT ENTRY CRITERIA The VSCC Committee have accepted a proposal to simplify the entry process for Club events from 2017 onwards. Further details will be published in due course, but in summary the majority of entries will be accepted on a first come basis in 2017 with the entry confirmed by return. It is hoped that this will allow Competitors to confirm their own logistical arrangements much sooner. It should also avoid the disappointment of a rejected entry sometimes many weeks after it was submitted. The Competition Department will reserve a limited number of places at each event to ensure that the Club s traditional entry criteria can still be accommodated which should help to safeguard the overarching principles of the VSCC. 16

17 EARLY REGISTRATION RECOMMENDED VSCC FEBRUARY 2017 A five-day Pre-war touring event for VSCC Members organised by Club Director, Mike Holt, based at the celebrated Crieff Hydro Hotel in Perthshire ( with daily circular tours from the venue to notable landmarks, including Loch Lomond, Royal Deeside, Whisky distilleries and more The week will also include visits to Falkland Palace and Stirling Castle, both Renaissance Palaces built by James V of Scotland father of James I of England and Scotland and his queen Mary of Guise, who brought her stonemasons and fancy European designs over to construct them. Entry will be based on two persons sharing, with breakfast and evening meals included each day. Participants can either join the daily outings, take a break to enjoy the hotel facilities, or do their own exploring. The proposed event will directly follow on from the Club s annual Scottish Borders Tour and AutoSolo events scheduled for the weekend of 24 / 25 June so why not enjoy a full week of Vintage motoring in Scotland with the VSCC? 18 2017 ANNUAL AGGREGATE TROPHIES The notes below are a summary of the VSCC trophies awarded annually, who is eligible for them and how points are scored. Points can only be scored when competing in an eligible car unless otherwise stated. Please check with the office if you believe that you are eligible to compete for and have scored points for a particular trophy but are not figuring in league tables. USUAL SYSTEM OF AWARDING POINTS Except where the rules of a particular trophy specify otherwise, points will be awarded as in the following table. At two-day Race Meetings drivers may score points in one race or class on each day except for aggregated races where both races count towards a single result). No points may be scored in the Pomeroy Memorial Trophy Competition, Section events (except where the rules of a particular Trophy specify otherwise) social events such as treasure hunts, or in the events of other clubs. Marshals who wish to claim points must do so by informing the office within fourteen days after the event concerned. Rally Navigators may score the same number of points as their drivers towards the first 5 Trophies listed. Some trophies operate a different scoring system and these are identified in the trophy descriptions below, where applicable. Julian Grimwade 83 SPECIAL MARSHALS TROPHIES The DAN ENGLAND AWARD is the Club s young marshal award. TBC The recipient must be under 23 years old on 1 January of the year in question but need not be a member of the VSCC. The award is presented (not necessarily annually) at the Marshals Dinner following judging by an award committee who may consider nominations for anyone and will consider regularity in marshalling, responsibility shown in conduct, tenacity and dedication. The DAVID PAYNE MEMORIAL Trophy is awarded to the Eric Stenson person with the highest annual score accumulated for race and speed marshalling at Club events. It is the wish of the Payne family that this trophy may be won only once by any marshal. For marshalling at a race meeting you score 20 points, for a hill climb 15 points, for a sprint 15 points, but for The Pomeroy Trophy it is 25 points and for and for each Marshals Training Day attended, which potentially could add 75 points. The DON GROSE Trophy is awarded to the person with the TBC highest annual score accumulated for marshalling at trials, rallies and driving tests. It is the wish of Thelma Grose that this trophy may be won only once by any marshal. Most events score 20 points and for attending the non-speed Marshals Training Day, 25 points but there are variations which are published in the Club newsletter for each season of competition. The De NEVERS HUNT trophy is awarded by selection at the TBC Club office, maybe on recommendation from outside the office, for good work as a marshal. 23 VSCC SUPPORTERS CLUB DRAW This Private Lottery, which is within the meaning of the Lotteries and Amusements Act 1976, is intended to raise funds for the VSCC while at the same time give you the opportunity to get a handsome return on your investment. Anyone may purchase as many shares as he or she wishes to hold, but a minimum subscription of (ie one share) is necessary in order to take part. 26 RECENT ACQUISITION LIBRARY & INFORMATION Whilst enjoying the multitude of pleasures at the last Classic Motor Show at the NEC, and between wiping sticky finger marks off our exhibits, we were approached by author James Mann who presented the Library with a copy of his latest book, to be available to all. The book, How to Photograph Cars, is an excellent guide to the eponymous subject written by the Classic and Sports Car magazine staff photographer. The clear and instructive text explains equipment choices from camera phone to the top end professional kit, advanced techniques for composing your image and how to find the best locations. Chapters set out how to photograph at a show or in a car museum, high-speed action at the track or out on the road, as well as how to shoot a magazine feature. The secret world of the car studio is exposed with professional lighting tips and behind the scenes images, manipulating digital images and re-touching pictures to make them perfect for sharing on the internet, car club magazine or business are all covered. Each of the dozens of photographs in the142 pages, many of which are of pre-war cars, have the camera settings and other techniques used. 27 MSA VEHICLE PASSPORT APPLICATION All cars competing in Hill Climbs or Sprints must be presented for scrutineering with a valid Competition Car Log Book/Vehicle Passport or an MSA Recognised Vehicle Identity Document unless the car is currently licensed for use on the public highway and is competing in a road legal condition or is currently used in circuit racing and is entered in an event on an occasional basis only. The onus of proof rests with the competitor The Competition Car Logbooks that were issued and endorsed by the VSCC will not be used any more: from now on competition vehicles in the relevant classes will need to have an MSA Vehicle Passport. Please note that these will no longer be dealt with by the VSCC office. These passports can be completed by the applicant or a scrutineer: however the vehicle must be inspected by an MSA scrutineer in all cases. You cannot complete the form yourself and send it direct to the MSA. The MSA charge for the Vehicle Passport is currently 40 (in 2016). Our VSCC scrutineering team have agreed to complete these passports at an event. Alternatively you may ask a local scrutineer to come and inspect the car elsewhere. Please bear in mind that the inspecting scrutineer may incur travel expenses in these cases. We suggest you discuss and agree any extra payment with the scrutineer before arranging their visit. The Application Form The form is available to download from the MSA website Centre/Technical-Car or can be obtained from the MSA Technical Department. You can complete the form in advance of the scrutineer s inspection if you prefer. Alternatively the scrutineer can complete the form himself at the time of or following the inspection. A scrutineer will inspect the vehicle and verify that the form contains all the relevant information. The applicant pays the scrutineer the MSA fee, which is currently 40 (in 2016). Any change to the fee will be notified in the 2017 Blue Book. The scrutineer will give you a receipt which serves as a logbook for the subsequent 30 days. Please retain this receipt as it allows you to compete in an event before the MSA return your completed Vehicle Passport. The scrutineer will send the completed form, fee and receipt to the MSA Technical Department. When you receive your completed Passport from the MSA, please ensure that you sign it. Photographs The Vehicle Passport shows three photographs of the vehicle, a front ¾ view, a rear ¾ view and a view of the engine bay. The Application Form contains examples of these photographs. The photographs can be taken by the inspecting scrutineer or the applicant. For applicants wishing to take their own photos there is some guidance available. 27

The two-day event, which features Garfitt s Gamble an optional stop-restart will start at lunchtime on Saturday and go through to a mid-afternoon finish on Sunday. It is a great recipe for a relaxed weekend of motor sport, allowing time to travel which avoids both the Friday night and Sunday evening commuter scrums. The annual Supper Party on Saturday night in the Concert Barn, to which Marshals are equally welcome, is a must-do on the social calendar, with super food and the announcement of the all-important halftime scores, this excellent three course meal with coffee offers exceptional value for money at only 13 per person (bookings can be made on your Entry Form or contact the Club Office). The organising team is sure to offer a challenging but enjoyable event. Let s hope the sun is shining as the Trials season breaks into the spring! 30 / 32 / 48 Now 10 Mar The Light Car & Edwardian Section will be returning once again to The Metropole Hotel in Llandrindod Wells for the 2017 Welsh Weekend. Saturday will see us taking to the roads for a 65 or so mile circular tour on the quiet local roads to a secret destination with some surprises on the way. There will be short cuts available for the more elderly and infirm (both cars and drivers!), and little in the way of hills meaning that it is ideal for you to bring out older and less powerful cars. This is followed in the evening by the legendary Section Annual Dinner and Awards at The Metropole Hotel in the heart of this scenic spa town. On Sunday we will be up early for the Trial, finishing in time for lunch. In a break from tradition we will be lowering the minimum age for entrants for the Trial to 14 subject to the front seat passenger being competent to take control if required and to drive between sections full details including lots of extra paperwork are in the regulations. So, if you have an interested young person why not consider getting them involved? 75 Now 27 Mar As one of only two VSCC competitive events to take place north of the border this year, the Scottish Trial is an important one for the staff at the Club office not to mention our Triallists and Marshals! The annual visit to the McCosh estate in Lanarkshire, 30 miles south of Edinburgh, is definitely a highlight of the calendar, set amid stunning scenery which is well worth the journey alone. Clerk of the Course, Jock Mackinnon and his team, are Competitors themselves and know what elements combine to make challenging but fun Trials Sections. 29 Last Night of the Pom ENTRIES CLOSE ON MONDAY 6 FEBRUARY The Pomeroy Trophy was presented to the Club in 1946 by Laurence Pomeroy Jnr, son the famous creator of the Prince Henry, and 1914 Grand Prix Vauxhalls, to advance the design of high speed tourers as a concept so close to his father s heart. The format of the event has evolved over the years, but the principle remains unchanged. The Pomeroy Trophy is one of the Club s signature events and takes place very early in the season, but sadly the number of competitors has steadily declined over the recent past to the point that the future viability of the event is now in question. Therefore, we need your help and support to save the event otherwise this will be the Last Night of the Pom. To hopefully revive the event for 2017 we plan the following: A warm and dry hospitality area for all Members at the venue Eligible cars competing to count towards Annual Aggregate Trophies Event to be open to all cc capacities Pre and Post-war Event to no longer involve a filter point or penalties for trailering to the venue Event to be run under a Sprint Permit so FHR Devices will not be needed, but Race Licences will still be required Afternoon session to take place on the Silverstone Grand Prix Circuit Grand Prix Circuit will allow grids of up to 58 Grand Prix Circuit will increase the length of each lap from 1.64 miles to 3.67 miles Entry fees to be set at 115 for Pre-war and 165 for Post-War. 31 An Open Letter to Competitors Members may be aware that we have had a poor record in terms of oil spillage in the 2016 season, with one particular instance leading to a very serious accident at Mallory Park in September. Our final speed event at Goodwood was subject to long delays from two oil spills, resulting in the curtailment of the second timed runs. This situation is unacceptable; it represents a serious threat to the safety of competitors and to the reputation of the Club. Good preparation is essential in eliminating fluid leaks and we expect all competitors to check and prepare their cars meticulously before bringing them to meetings. This includes, but is not limited to: drain plugs drilled and lock wired, oil pipes checked for tightness and security, vulnerable sump plugs protected, removable oil filters firmly secured, cooling system overflows and crankcase breathers fed into catch tanks. Above all it is incumbent upon all competitors to ensure that their cars are in safe condition to compete and that all fixings are tight and the interfaces between components do not leak. Scrutineering will henceforth include more stringent checks on fluid tightness. In addition to the mandatory inspection, cars will be checked for leaks in the assembly area and where space permits, cars will be held in park ferme for inspection following an event. Scrutineers will also make random inspections in the paddock. Therefore, it is the competitor s responsibility to check and monitor the condition of their car throughout the event and immediately address any mechanical issues. In the event of any fluid leak during a meeting the driver will be called to the Clerk of the Course and the offending car may be excluded from the event. Moreover, at the next event the driver attends they will be given a red scrutineering chit at signing-on, this will require the scrutineers to undertake a much more thorough inspection of the car before it is allowed to compete. Persistent offenders will not be accepted for further race or speed meetings. We need all competitors to actively help eliminate this persistent problem to ensure that competing with the VSCC remains fun and as safe as possible. 33 SAFETY FIRST Purpose We are acutely aware that we operate with special concessions from the Motor Sports Association and that our continued use of vintage cars in competition, as used in period, must be managed responsibly. We aim to provide an environment where all reasonable steps are taken to ensure that competition is undertaken safely and enjoyably. Accordingly a Safety Working Group for Race and Speed events was convened to address issues including driving standards, training, medical and mechanical fitness. VSCC Race and Speed Code We have developed a VSCC Race and Speed Code to capture the ethos of VSCC competition. This sets out the standards expected of Competitors and these will henceforth be monitored closely, with sanctions for infringement ranging from informal to formal, including licence endorsement and exclusion from subsequent events. Driving standards are monitored during events by the Post Marshals and by the Driving Standards Observers (DSOs); questionable behaviour is reported to the Clerk of the Course who will determine what action is necessary. In addition to the formal process, we are to nominate Competitor Safety Advisor (CSAs) for every event. These are intended as an informal point of contact for Competitors who may wish to discuss, amongst other matters, poor driving standards that they have experienced. The CSA will then determine what further action to take. Briefing Our drivers briefings have been refocussed to ensure that a consistent message is portrayed at each event and by every presenter. Recurring problems are reviewed and addressed, regulations changes and track specific matters are covered as appropriate. These messages are reinforced, for example by issuing flag signals with Competitors Instructions. The aim is not only to provide a track specific safety briefing, but also to inform and give guidance to our drivers through continuous instruction. Where possible, briefing is now offered on Friday evenings concurrent with scrutineering, to ease pressure on race day and also to offer smaller groups for improved communication. We now confirm attendance by issuing drivers with wristbands which are checked by the Assembly Marshals. Mentoring Programme We have developed a mentoring programme to help acclimatise new drivers to VSCC competition; invitations for volunteer mentors have already been issued, with good response. All new drivers will be appointed a mentor with the aim of instilling appropriate conduct from the outset, also providing them with a friendly and welcoming environment. We reserve the option also to review new car and driver combinations. The programme includes assistance with signing-on, briefing and scrutineering, together with kit check and tips for assembly, practice and competition. The Race and Speed Code will be discussed and the track walked where possible. A debrief of practice and race laps will be undertaken and the next five events reviewed with the competitor, consistent with the first licence upgrade. The mentor will review any DSOs / Clerks observations during this period and notes will be recorded on a pro-forma to verify that the process has been properly documented. Medical Fitness It is critical that Competitors are medically fit to compete. Despite undertaking a medical test where appropriate for a Race Licence, this is not a requirement for a Speed Licence and we recognise that health can deteriorate at any time. Entrants for each event certify that they are fit to compete and we will now be repeating the declaration at sign-on. Please remember that any medication or pre-existing conditions should be declared in a sealed envelope for the use of the Chief Medical Officer in the event of an emergency. If you feel unwell at any point during a Race Meeting, please withdraw so as not to endanger yourself or others. We encourage our Competitors to look after each other on each race day. Should a fellow racer appear to be unwell or have mobility problems, please offer help and advise them not to compete. In the event that 34

34 someone is clearly unable to compete but continues, please speak with an Official who will intercede and take appropriate action. Mechanical Fitness It is incumbent upon all Competitors to warrant the mechanical fitness of their vehicles. Entrants for each event certify that their vehicles are fit to race; scrutineering is not a substitute for proper checking and preparation. Historic vehicles and their drivers are afforded special privileges by the Motor Sports Association. These privileges remove the necessity to have safety roll cages, harnesses, head and neck support for drivers and other contemporary requirements. Drivers who participate are expected to drive with an attitude that reflects this privilege, and to recognise that the object is not to win at all costs, but to compete for pleasure. Competition is encouraged provided that it is undertaken responsibly, safely and with due respect for the other participants and their cars. When racing, variance in car and driver capability is inherent; Competitors are expected to acknowledge this and act accordingly. Slower drivers need to be aware of approaching cars and maintain a consistent racing line to allow safe overtaking. Faster and more experienced drivers should not intimidate or put other cars in jeopardy in order to overtake. VSCC racing is intended to be close and competitive, creating an enjoyable racing environment for participants and spectators alike. It is important that drivers share the same ethos and race with trust, respect and consideration for their fellow Competitors. The VSCC Race and Speed Code is based on a tradition of strong values and aligned with the Motor Sports Association best practice guidance. It includes friendship, fun and enjoyment for all. Respect for all participants; treat people as you expect to be treated Fair play respect both the rules and spirit of the sport Self-control be in control of emotions at all times Good manners be polite to others Drivers who contravene the code may be refused entry to subsequent Race or Speed events. 35 COMPETITION NOTICE BOARD MEMBERSHIP CARDS From 2017 onwards all Competitors will be required to produce their VSCC Membership Cards at Signing- On. Failure to produce the cards may result in you being refused a start for the event. For those events, which are held before Membership Cards are posted, we will check you are a Member prior to the event. NEW ENTRY PROCESS We would like to remind all Competitors that entries are now being accepted on a first come, first served basis for all events. There are a few key facts to remember with these changes: If you enter on the day that entries close or late, you are not guaranteed to be considered for an entry. You will still not be charged your entry fee until after the event You will still need to tell us if you are withdrawing from an event in order to avoid being charged a fee. If you regularly enter events and scratch, thereby preventing someone else entering, we reserve the right to charge you an admin fee. RACE Methanol From 2017 onwards all Competitors who use Methanol will be required to use an additive which makes the flame burn with a coloured flame. This is mandatory. SPEED MSA Log Books If you drive a car on Sprint or Hill Climbs which is not road registered (i.e. doesn t hold a DVLA Logbook) you will need to hold a MSA Logbook. The Buff Form and Yellow VSCC Passport doesn t replace a MSA Log Book. Scrutineers at all Speed events will be offering the facility to apply on the day of an event to all Competitors. You will also be required to produce this document as part of scrutineering for all events from 1 January 2017 onwards. Grades of Competition Licenses Required from 2018 From 2018 drivers of racing cars over 1100cc will be required to hold a National A Grade MSA Competition License. If you need to upgrade please remember to collect your signatures throughout 2017 by handing in a completed upgrade card at Signing-On for each event. MEDICAL INFORMATION FOR COMPETITORS & MARSHALS AT ALL EVENTS In addition to the MSA requirement for Competitors at all events to deposit an envelope containing details of any medication or medical conditions with the Secretary of the Meeting, to be passed to the Chief Medical Officer (when in attendance), we are extending this facility to Marshals and the Club is also now offering wristbands on which you can write your medication, so should you need medical assistance at an event the necessary details will be at hand. Wristbands will be available to collect from signing on. A MESSAGE FROM THE SCRUTINEERING TEAM The Club has stated its intent to address the issue of fluid leaks at our Meetings. The ideal that we must aim for is no leaks at all. This is an ideal and may not be wholly attainable. At Speed and Race events, we will have a dedicated Scrutineer checking for fluid leaks. This will be one of our most experienced VSCC Scrutineers, used to working with our type of cars. We shall take a pragmatic approach to the job, and where problems occur ideas will be offered on how to solve these where possible. Our aim is to help people get onto the track safely. However, if a car is judged to be leaking to such an extent that it poses a potential risk to other Competitors, a scrutineering ticket will not be issued, or the ticket will be removed, and this will be reported to the Clerk of the Course. 36

51 A Portrait of the Vintage Sports-Car Club, Written by Tom Pellow In 1934 a handful of motoring enthusiasts met to establish a club for owners of light cars of not more than 50 value and that were at least three years of age, hoping to hold Trials and other events suitable for such unassuming machinery. Eighty years later the resultant Club has grown to over 7,000 Members, its calendar of events including Race Meetings, Sprints, Hill Climbs, Trials, Navigation Rallies, Autotests and Tours, with their owners competing in such varied vehicles as Austin Sevens and ERAs together with a wide range of sporting cars built from 1905 onwards and particularly those of the 1920s and 1930s. 54 Midlands Air Ambulance Charity s Air25 Year of Celebration Midlands Air Ambulance Charity, which covers Gloucestershire, celebrated 25 years of its lifesaving service in 2016, commemorating the Air25 anniversary year with a full schedule of events, including a Fireworks Extravaganza organised by the Cheltenham Roundtable for Bonfire Night in November. The charity, which provides a lifesaving air ambulance service to six counties including Gloucestershire, home of the Prescott Speed Hill Climb, has undertaken over 46,000 missions since 1991, including over 5,000 in Gloucestershire alone. While providing a vitally important pre-hospital service to those in urgent need of medical attention, the organisation is entirely reliant on local generous donations from members of the public, and local businesses.
