4 1. Assessing Land Availability Introduction 1. In 2015 the Council resolved to undertake a review of its local plan. Although the Solihull Local Plan (SLP) was only adopted in December 2013, a number of factors have triggered the need for an early review. 2. The first stage in undertaking the review was the publication in November 2015 of a Scope, Issues and Options Consultation 1. This was open for consultation from 30 th November 2015 to 22 nd January A summary of the representations to the consultation and the Council s response to them can be found on the Council s web site. Call for Sites 3. In parallel to this consultation, the Council also invited landowners (or others wishing to promote a site) to make submissions through a call for sites exercise. This would help identify what land may be available for development over the plan period. Submissions made at this stage would not necessarily mean that they would be considered suitable for development, but it would allow for a comprehensive assessment to be undertaken of them. The next stage for this process will be to consider the sites through a Strategic Housing and Economic Land Availability Assessment. Strategic Housing and Economic Land Availability Assessment. (SHELAA) 4. An assessment of land availability identifies a future supply of land which is suitable, available and achievable for housing and economic development uses over the plan period. The assessment of land availability includes the Strategic Housing Land Availability Assessment (SHLAA) requirement as set out in the National Planning Policy Framework The assessment of land availability is an important step in the preparation of Local Plans. The National Planning Policy Framework identifies the advantages of carrying out land assessments for housing and economic development as part of the same exercise, in order that sites may be allocated for the use which is most appropriate. 6. The Planning Practice Guidance advises that: Plan makers should issue a call for potential sites and broad locations for development, which should be aimed at as wide an audience as is practicable so that those not normally involved in property development have the opportunity to contribute. This should include parish councils and neighbourhood forums, landowners, developers, businesses and relevant local interest groups, and local notification/publicity. It may be possible to include notification of a call for sites in other local authority documentation (such as notification of local elections) to minimise costs. 7. The Council undertook a SHLAA in 2012 to inform the preparation of the SLP In order to ensure there is an up to date evidence base for the Local Plan Review, the Council will be Paragraph 159 prepare a Strategic Housing Land Availability Assessment to establish realistic assumptions about the availability, suitability and the likely economic viability of land to meet the identified need for housing over the plan period. 3 Solihull MBC May 2016
5 publishing a new land availability assessment. It will be a joint housing and economic land availability assessment undertaken in accordance with methodology set out in the PPG. 8. Consultants (Peter Brett Associates) have been commissioned to undertake the SHELAA for the Council and their report will be published in due course. In the meantime the Council has decided to publish the schedule of sites that have been submitted under the call for sites as this will be of interest to those following progress of the local plan review. 9. However it must be stressed that the Council has not yet undertaken any assessment of these sites and it has not yet come to a view on whether they will be considered suitable for development (either for the use suggested by the promoter or any other use). The information contained in this publication should be treated accordingly. What Sites Have Been Included? 10. The schedule in the appendix lists all of the sites for which a submission was made under the call for sites. Although submissions were requested to be made by 22 nd January 2016, a number were received after this date and all those that were received by 13 th May 2016 have been included. This date marks the point when the Council provided the consultants undertaking the SHELAA with the information and data required to undertake the assessment; and when they commenced the field work and started to review the data and submissions. 11. Should any more call for sites submissions be made, they will be retained for review as part of any future update to the SHELAA that may take place. Solihull MBC May 2016
