Introduction The purpose of the East Downtown Tax Increment Reinvestment Zone (TIRZ) No. 15 Infrastructure Assessment Study is the identification of needed improvements to the existing infrastructure and underground utilities as part of the East Downtown revitalization plan. In addition to the revitalization plan, a study for a proposed soccer stadium is underway bounded by Hutchins and Dowling from west to east and Walker and Texas from south to north. Another project that is also under study in the area is a proposed pedestrian walkway along Bastrop from Bell to Walker. HNTB s responsibilities include a field inventory and record verification of drainage, water and storm sewer facilities. The study area limits fall within the Key Map 493 and existing TIRZ No. 15 boundary, see Exhibit 1: Study Area Limits. II. Background TIRZ No. 15 is part of the East Downtown revitalization plan. East Downtown is located east of US Highway (US) 59 and north of Interstate Highway (IH) 45. TIRZ No. 15 is easily accessible from all parts of the Greater Houston Region, due to its proximity to US 59 and IH 45, and ramps connecting directly to Interstate 10. The study area is bounded by Prairie Street on the north, Leeland Street on the south, Chartres Street on the west and St. Charles Street on the east, omitting the proposed soccer stadium limits, see Exhibit 1. The East Downtown TIRZ Conceptual Redevelopment Plan prepared by HNTB in February 2003 evaluated land use, urban design framework, and infrastructure improvements for utilities, roadways, and sidewalks. This previous plan will be referenced throughout this study as part of the basis of recommendations and estimates. Existing land use in the study area is a mix of residential, including single family and multi family, industrial, and commercial warehouses. In addition, there are some undeveloped parcels and abandoned buildings within the study area that local artists are using as live-work studios. There are also restaurants, groceries and small shops, but there are no schools or churches located in the study area. III. Evaluations The existing condition of the study area was evaluated by field observation and review of the previous record drawings and report. The evaluations are divided into three sections: Pavement and Sidewalk, Underground Utilities (which includes sanitary sewer, storm sewer, and water line) and Traffic. Pavement and Sidewalk Existing pavement and sidewalk conditions were identified by field observation. Most of the north-south street pavements are in good, good to fair or fair condition, as shown in Exhibit 2. The east-west streets, such as Bell Street, Dallas Street, Lamar Avenue and

4 Walker Street, are mostly in fair to poor and poor condition. These streets have significant deficiencies with broken curbs, faded pavement markings, large pot holes and cracks in the pavement. Along Walker Street and St. Charles Street, sections of nonfunctioning railroad tracks cross the streets and create an uncomfortable driving experience. Streets and sidewalks were analyzed on all streets within the project except for the areas designated for the proposed soccer stadium footprint and along Bastrop Street for the proposed future pedestrian walkway from Bell Street to Walker Street Another street eliminated from the analysis was Texas Avenue due to the future Metro rail line that will be constructed along this street, see Exhibit 6. As shown in Exhibit 3, sidewalks surrounding new developments on Texas Ave are in good condition. On other streets, sidewalks either do not exist or they are in poor condition. Some sidewalks are deteriorating so badly that they are unusable. See exhibit 4 for the combined existing sidewalks and pavement condition. Underground Utilities: Sanitary Sewer, Storm Sewer, Water Lines Sanitary Sewer The East Downtown TIRZ area is served by the 69 th Street Treatment Plant. Existing sanitary sewer is provided by a series of lines ranging between 6-inch to 36-inch diameter pipes, which vary in age and type, as shown in Exhibit 5: Existing Utilities. For example, an existing 36-inch line on Bastrop, which runs from Bell Street to McKinney Street, was constructed in An 8-inch line on Chartres Street runs from Bell Street to Texas Avenue. The majority of the sanitary sewers are 8-inch in size throughout the study area, see Exhibit 5. HNTB received from the City of Houston (COH) Engineering Planning Branch proposed sanitary line upgrades of existing deficient sanitary lines. These COH recommendations account for possible future developments in order to service the sanitary needs of the area, see Exhibit 8. Sanitary work is scheduled to be completed under the Texas Commission on Environmental Quality (TCEQ) Agree Order for the fiscal year 2009 along Dowling, from McKinney to Bell and along St. Charles, from Lamar to Bell. Therefore, no sanitary sewer recommendations are made on these streets in this study. Storm Sewer Existing storm sewer is provided by a series of lines ranging between 18-inch to 48-inch diameter pipes, shown in Exhibit 5: Existing Utilities. HNTB requested previous drainage studies/reports for the study area from various agencies, including City of Houston, Texas Department of Transportation (TxDOT) and Harris County Flood Control District (HCFCD), but all stated that no studies/reports were available. Based on field observations, many locations along Lamar Avenue, Bell Street, Hutchins Street and

5 Clay Street have water ponding issues along the streets after rain events. This creates an unsafe driving condition, possible pavement infiltration and unappealing aesthetics. From record drawings of existing facilities and geographic information system (GIS) files obtained from the City of Houston, and the Comprehensive Drainage Plan (CDP), there are three lateral lines serving the interior areas of the study area: Texas Street, Lamar Street, Bell Street with 36-inch, 36-inch and 48-inch pipe size respectively, see Exhibit 5. Based on the evaluation of the existing drainage system, four criteria were used to determine potential drainage improvements for this Phase I analysis. 1. Bring existing TIRZ 15 storm sewers up to current City of Houston minimum pipe size standards. All existing storm sewers and leads with diameters less than 24-inches would be removed and replaced with minimum standard storm sewers. 2. Remove, plug, and where necessary, realign the existing storm sewer system within the proposed soccer stadium footprint. 3. Realign, where required, future proposed (CDP) storm sewers within the proposed soccer stadium footprint. 4. Combine the drainage recommendations from the HNTB 2003 study, which accounts for full build out of the area, with the requirements of the first three criteria above to propose an optimal drainage facility for the study area, see Exhibit 8: Proposed Utilities. Water Lines Existing water lines, range from 3/4-inch to 72-inch, of which some have been in service for more than 50 years, are scattered through the study area, shown in Exhibit 5: Existing Utilities. Existing water is supplied to the service area by a 24-inch water line along Hutchins Street constructed in As with the sanitary facilities, deficient water lines were also identified by the COH Engineering Planning Branch with proposed water line upgrades. Similar to the storm sewer analysis, a comparison was made with the HNTB 2003 report and an overall recommendation was developed, see Exhibit 8: Proposed Utilities. Traffic Traffic controls within the study area include 4-way stops and traffic signals. No traffic queue up or congestion is caused by the existing signal timing. Two sets of traffic tube counts were collected on weekdays in October and November of One set was collected on a day with an event and the other set was collected on a day without an event. Review of the collected traffic data does not indicate a need for additional traffic lanes on any streets in the study area at this time. The highest AM and PM peak hour volume for the event and non-event days were collected on northbound Chartres Street between Rusk Street and Walker Street, which is summarized in Table 1: Highest AM and PM Peak Hour Volume (2008).

Recommended Improvements The following streets are recommended for improvement based on evaluation of the existing conditions of the streets from field observations and underground utility improvement needs, summarized in Table 2: East Downtown Tax Increment Reinvestment Zone No. 15 Recommended Improvements.
