1 SOFTBALL RULES SOFTBALL IS A CONTACT SPORT AND INJURIES ARE A POSSIBILITY. THE DEPARTMENT OF CAMPUS RECREATION INTRAMURAL SPORTS ASSUMES NO RESPONSIBILITY FOR INJURIES; HOWEVER, BASIC FIRST AID WILL BE AVAILABLE. THE GAMES WILL BE PLAYED ACCORDING TO THE NIRSA SLOW PITCH SOFTBALL RULES BOOK & UMPIRES MANUAL, THIRD EDITION WITH THE FOLLOWING OHIO UNIVERSITY CLARIFICATIONS AND EXCEPTIONS: Changes from last year s rules are highlighted in grey. Coed specific rules are indicated with white text highlighted in black. RULE 1 DEFINITIONS SECTION 2. APPEAL PLAY A play on which an umpire cannot make a ruling until the ruling is requested by a manager, coach, or player. This appeal for a ruling must be made before any of the following has occurred: a. The pitcher delivers a legal or illegal pitch. b. The pitcher and all infielders have left fair territory. c. The umpires have left the field of play. SECTION 3. BALL A pitch that is not struck at by the batter and does not enter the strike zone in flight, or a pitch that is considered an illegal pitch. SECTION 4. BANNED BAT Any bat not provided by OUIM Sports. SECTION 5. BASE Any one of the four corners of the infield, marked by a bag or plate, all four of which a runner must touch to score a run. The term is often used to describe the bags marking the designated spots on the field. If used, first base shall be considered the white portion of the base in fair territory, unless otherwise noted. The orange portion of the base is foul territory. SECTION 6. BASE ON BALLS Rule that allows the batter to reach first base without danger of being put out. The umpire awards the batter a base on balls when the ball count reaches four balls. SECTION 7. BASE LINE The area 3 feet to either side of a direct line between two bases SECTION 8. BASE PATH A line directly between a base and the runner s position at the time a defensive player is attempting to tag that runner.

2 SECTION 9. BASE RUNNER A player who has finished his or her turn at bat, has reached first base, and has not yet been put out. SECTION 10. BATTED BALL Any pitch that is hit by the bat or that hits the bat, whether or not the batter intended to hit the ball. A batted ball may land in either fair territory or foul territory. SECTION 11. BATTER A player from the offensive team who takes a position in the batter s box. SECTION 12. BATTER-RUNNER A player who has finished his or her turn at bat but has not yet touched first base or been put out. SECTION 13. BATTER S BOX The area, designated by lines, to which the batter is restricted while in position to bat. The batter must have both feet entirely within the lines of the box before the pitch. (The lines are considered to be within the box.) If the boxes are not marked, the batter s box is determined by the umpire s discretion. SECTION 14. BATTING ORDER A list of the order in which team members must come to bat. The batting order shall be provided on the line-up card. SECTION 15. BLOCKED BALL A batted, pitched or thrown ball that is touched, stopped or handled by a person not engaged in the game, or which touches loose equipment or any object that is not part of the official equipment or official playing area. SECTION 16. BLOOD RULE When a player, coach, or umpire is bleeding or has blood on his or her uniform and treatment is required (see rule 5, section 5). SECTION 17. BUNT A batted ball that the batter did not swing at but instead intentionally tapped slowly without making a full swing. SECTION 18. CALLED GAME A game that the umpire-in-chief ends for any reason. SECTION 19. CATCH When a fielder, with one hand, both hands, the glove, or any combination thereof, legally catches a ball that has been batted, pitched, or thrown. To establish a legal catch, the fielder must hold the ball long enough to gain complete control of it and, in subsequently releasing it, must do so voluntarily and intentionally. If the fielder simply holds the ball in the arm or arms, or if part of the fielder s body, clothing, or equipment prevents the ball from dropping to the ground, the catch is not complete. To be a legal catch, the ball must be in the grasp of the fielder s hand, hands, or glove. A fielder has not made a legal catch if: a. he or she drops the ball while attempting to gain control of it; b. he or she drops the ball upon colliding with another player, an umpire, or a fence; c. he or she drops the ball when falling to the ground; or d. he or she catches the ball with anything other than the hand(s) or glove in its proper place. In addition, for a catch to be legal, the fielder s feet must be within the field of play, touching the out-of-play line, or in the air after leaving live ball territory. A player who is returning from the out-of-play area must have both feet touching the playable area or one foot touching and the other in the air before the catch is legal. Also note that if a ball in flight strikes anything other than a defensive player, it is ruled the same as if it had struck the ground. SOFTBALL 2

3 SECTION 20. CATCH AND CARRY A legal catch that a fielder makes and carries into dead ball territory. See the rule about carrying a live ball into dead ball territory (rule 13, section 10). SECTION 21. CATCHER S BOX The area to which the catcher is restricted while catching. The catcher must remain in the box until the pitched ball is batted, touches the ground, plate or batter or reaches the catcher s box. SECTION 22. CHOPPED BALL A batted ball that results from the batter s deliberate strike downward so that the ball hits the ground in the infield. SECTION 23. COACH Any player or team member occupying a coach s box during a team s at bat. SECTION 24. COURTESY RUNNER Any player who runs for another player without being charged as a substitute. SECTION 25. DEAD AND DELAYED DEAD BALL a. Dead Ball A ball that is not in play. b. Delayed Dead Ball An acknowledgement by an umpire that an infraction has occurred that will not be ruled upon until the end of playing action at which point the umpire shall call time SECTION 26. DEFENSIVE TEAM The team in the field. SECTION 27. DISQUALIFIED PLAYER A player removed from the game for a rule violation. If any disqualified player is discovered participating in the game, his or her team forfeits the game. SECTION 28. DOUBLE PLAY A play that occurs when, as the result of continuous action, the defense legally puts out two offensive players. SECTION 29. DUGOUT/TEAM AREA An out-of-play area designated for players and team representatives. SECTION 30. EJECTED PARTICIPANT A player or coach who is removed from the game by the umpire for an unsportsmanlike act or unsportsmanlike conduct. An ejected player or coach must leave the grounds for the remainder of the game. A team may not play shorthanded. If no substitutes are available, the team must forfeit the game. If an ejected player or coach participates in the game, a forfeit results. SECTION 31. EXTRA PLAYER An optional player or players that may be used in the game. SECTION 32. FAIR BALL A ball hit by the batter that: a. comes to rest in fair territory between home plate and first base or between home plate and third base; b. when bouncing toward the outfield is in or over fair territory, including any part of first or third base, or touches first, second, or third base (first base refers to only the white portion of the double base, if used); c. first touches the ground in fair territory beyond first or third base; d. touches an umpire or player who is in fair territory; f. while on or over fair territory, touches the person, attached equipment, or clothing of a player or umpire. 4 In judging whether a fly ball is fair or foul, the umpire shall consider only the relative position of the ball and the foul line, not the position of the fielder when he or she touches the ball. Home plate is in fair territory. SECTION 33. FAIR TERRITORY The part of the playing field between and including the first-base and third-base lines from home plate to the base of the outfield fence and the fence itself. SECTION 34. FAKE TAG Motion of making a tag without the ball. A player who does this is guilty of obstruction and may be ejected. SECTION 35. FLY BALL Any batted ball hit into the air. SECTION 36. FORCE-OUT When a runner loses the right to the base that he or she is occupying because the batter has become a batterrunner and the batter-runner or a succeeding runner has not been put out. If after touching the next base, the forced runner retreats for any reason toward the base that he or she last occupied, the force play can occur again, and the defense may put the runner out by tagging the runner or the base to which the runner is forced. SECTION 37. FOUL BALL A ball hit by the batter that: a. comes to rest or is touched in or over foul territory between home plate and first base or between home plate and third base; b. bounces or rolls past first base or third base in or over foul territory; c. while over foul territory, touches a player or umpire, including clothing or attached or detached equipment, or any object not part of the natural ground; d. while over foul territory, is played on by a defensive player whose attempt is interfered with by a runner; e. first hits the ground in foul territory or a fielder first touches the ball over foul territory beyond first or third base (but a caught fly ball is not a foul ball); f. touches the batter or the bat in the batter s hands a second time while the batter is within the batter s box; or g. goes directly from the bat and not higher than the batter s head to any part of the catcher s body or equipment and is caught by another fielder. SECTION 38. FOUL TIP A batted ball that travels directly from the bat to the catcher s hands, glove, or mitt and not higher than the batter s head, and is legally caught by the catcher. A foul tip is a strike. The batter is out if the foul tip occurs when the batter has two strikes. A foul tip is a dead ball. SECTION 39. HOME TEAM The team on whose grounds the game is being played. If the teams are playing on a neutral site, they come to an agreement about which team will be the home team, or they decide by a toss of a coin. The home team bats in the last half of each inning. SECTION 40. ILLEGAL BAT Any bat that is not provided by Ohio University Intramural Sports. SECTION 41. ILLEGAL PITCH A pitch that does not meet the stipulations of a fairly delivered pitch. SECTION 42. ILLEGALLY BATTED BALL A ball that the batter hits fair or foul and for which any of the following conditions are present: a. The batter s entire foot touches the ground and is outside the lines of the batter s box when the bat hits the ball. SOFTBALL 4

5 b. Any part of the batter s foot is touching home plate when the bat hits the ball. c. The batter uses an illegal bat. d. The batter had moved his or her entire foot out of the batter s box and moved it back inside the box to hit the ball. SECTION 43. ILLEGAL PLAYER A player who participates in the game on either defense or offense and plays under an assumed name or is not on the team s roster. If the opposing team makes the proper appeal, use of an illegal player results in a forfeit. SECTION 44. INELIGIBLE PLAYER A player who does not meet the requirements of the rules. If the proper protest is made, the use of an ineligible player results in a forfeit. The umpire is not responsible for determining eligibility. SECTION 45. INFIELD The part of the field that is normally fielded by infielders. The infield usually refers to the part of the playing field in fair territory. SECTION 46. INFIELD FLY A fair fly ball that, in the umpire s judgment, an infielder can catch with normal effort when none or one is out and when runners occupy first and second bases or first, second, and third bases. The following conditions apply: a. A line drive cannot be an infield fly. b. Any defensive player, including the pitcher and catcher, who takes a position in the infield at the start of the pitch is an infielder for the purposes of this rule. c. The umpire makes the infield-fly ruling based on the position of the closest infielder when the ball reaches its highest point, regardless of who makes the play. d. When the umpire judges that a batted ball will be an infield fly, he or she shall declare, Infield fly. The ball is live, and runners may advance at the risk that a fielder will catch the ball. e. As on any fly ball, runners may tag up and advance after a fielder touches the ball. If runners do choose to advance legally, this shall not be considered a force play. f. A declared infield fly that becomes a foul ball is treated as any other foul ball. SECTION 47. INFIELDER A defensive player who occupies a position in the infield. SECTION 48. INNING That portion of a game within which the teams alternate on offense and defense and in which there are three outs for each team. A new inning begins immediately after the final out of the previous inning. SECTION 49. INTERFERENCE An act by players or others that interferes with a fielder s opportunity to make a play on a batted or thrown ball. Contact is not necessary. SECTION 50. LEGAL TAG Can occur in two ways: a. A fielder makes a legal tag by tagging with the ball a runner or batter-runner who is not touching a base. The fielder must be holding the ball securely in the hand, hands, or glove. The ball is not considered securely held if the fielder juggles or drops the ball after tagging the runner, unless the runner deliberately knocks the ball from the fielder s hands or glove. b. A fielder makes a legal tag of a base by having control of the ball in the hand, hands, or glove and by touching the base with any part of the body. This tag applies in a force-out or appeal situation. SOFTBALL 5

6 SECTION 51. LINE DRIVE A batted ball that travels parallel to or near the ground through most of its flight. SECTION 52. LINE-UP CARD The official document listing starting players and substitutes of a given team. SECTION 53. MANAGER The team representative that must have control of their team at all times. NOTE: OUIM refers to this person as Team Captain. SECTION 54. LIVE BALL Occurs when the umpire signals Play ball. The ball remains live until it becomes dead for any reason described in these rules. SECTION 55. OBSTRUCTION Occurs in either of the following situations: a. A defensive player or team member hinders or prevents a batter from striking at or hitting a pitched ball. b. A fielder who is not in possession of the ball, in the act of fielding a batted ball, or about to receive a thrown ball impedes the progress of a runner or batter-runner who is legally running the bases. SECTION 56. OFFENSIVE TEAM The team at bat. SECTION 57. OUTFIELD The part of the playing field beyond the lines of the infield and extending to the extreme edge of the playing field. The outfield usually refers to the part of the playing field in fair territory. SECTION 58. OUTFIELDER A defensive player who occupies a position in the outfield. SECTION 59. OVERSLIDE Occurs when a runner or batter-runner slides beyond a base that he or she is trying to reach. The momentum of the runner usually causes him or her to lose contact with the base and thus be at risk of being tagged out. The batterrunner may overslide first base without risk of being tagged out if he or she makes no attempt to advance to second base. SECTION 60. OVERTHROW Occurs when a fielder throws the ball into foul territory beyond the boundaries of the playing field in an attempt to retire a runner who has not yet reached base or who is off base. SECTION 61. PITCH Any delivery of the ball by the pitcher to the batter. SECTION 62. PIVOT FOOT The foot that the pitcher places on the pitcher s plate. The pitcher must keep that foot in contact with the pitcher s plate until he or she releases the ball. SECTION 63. PLAY An attempt by a defensive player to retire an offensive player. A pitch is not considered a play except as it relates to an appeal. SOFTBALL 6

7 SECTION 64. PLAY BALL Call that the plate umpire uses to start play. The umpire makes the call when all defensive players except the catcher are in fair territory, the catcher is in the catcher s box, and all runners are properly on base. SECTION 65. PROTESTS May result from two situations: a. Misinterpretation of a playing rule. b. Use of an illegal player. SECTION 66. QUICK PITCH A pitch that the pitcher throws with the obvious intent of catching the batter off balance. A quick pitch may occur before the batter takes his or her preferred position in the batter s box or while the batter is still off balance after the previous pitch SECTION 67. SACRIFICE FLY Occurs when, with none out or one out, a runner scores after tagging up on a fly ball or line drive that a fielder catches. If the fielder drops a fly ball or line drive in the same situation, the scorekeeper may score the play as a sacrifice fly if in his or her judgment, the runner could have scored had the fielder caught the ball. SECTION 68. STARTING PLAYER A player listed on the line-up card that is inspected and approved by the plate umpire/official scorer. SECTION 69. STRIKE ZONE The space above home plate that is not lower than the bottom of the batter s front knee and not higher than the batter s back shoulder, when the batter is in a natural batting stance. A pitch is a strike if any part of the ball passes through this space. SECTION 70. SUBSTITUTE Either a player on the team s roster who is not listed as a starting player or a starting player who reenters the game. An illegal substitute will be subject to penalty. SECTION 71. TIME Call by the umpire that indicates a legal interruption of play.the ball becomes dead and remains dead until it is legally put back in play. SECTION 72. TRAPPED BALL A batted fly ball or line drive that touches the ground or fence before a fielder catches it, or a ball that is thrown to a base to make a force-out and that a defensive player catches with the glove over the ball on the ground rather than under the ball. SECTION 73. TRIPLE PLAY Occurs when the defensive team legally puts out three offensive players in a continuous action. SECTION 74. TURN AT BAT Begins when a batter enters the batter s box and continues until the defensive team puts out the batter, the batter becomes a batter-runner, or a substitute takes the batter s place. SECTION 75. VISITING TEAM The team that bats in the first half of an inning. SOFTBALL 7

8 RULE 2 THE PLAYING FIELD SECTION 1. THE FIELD The field is the area in which teams can legally play and field the ball. It is bounded by the dead ball lines. If improper base or pitcher s plate distances are discovered during the game, the error shall be corrected and the game continued with no penalty. SECTION 3. FIELD LAYOUT The bases shall be placed sixty five (65) feet apart. The front edge of the pitcher s plate shall be placed fifty (50) feet from the point of home plate. SECTION 1. OFFICIAL BAT Players must use our bats RULE 3 EQUIPMENT SECTION 2. OFFICIAL BALL Ohio University Intramural Sports will provide all balls for games. Non-OUIM balls are not approved for use. SECTION 3. GLOVES All defensive players must wear a glove. First baseman mitts are approved for all players. SECTION 4. SHOES All players must wear shoes. Cleats are legal provided they are not metal. SECTION 5. MASKS Catchers and umpires may wear the masks provided by Ohio University Intramural Sports. Other masks are not permitted unless they are NOCSAE approved. SECTION 6. UNIFORMS Billed caps are legal. SOFTBALL 8

9 SECTION 7. PROTECTIVE OR EXTRANEOUS EQUIPMENT a. Jewelry is not permitted. Medic Alert bracelets or necklaces are not considered jewelry. If worn, they must be taped to the body so the Medic Alert information remains visible. b. Players must wear protective equipment properly. Braces, casts and splints must be properly covered. The umpire may prohibit the use of any type of equipment that presents considerable risk to the safety of other players. c. The umpire may prohibit the use of any equipment that may perceptibly affect the game, compromise the safety of participants or fans, or enhance a player s performance. EFFECT, Section 7: A player who is in violation of this rule will be prohibited from participating until his or her equipment is made legal. RULE 4 THE GAME SECTION 1. TEAMS The visiting team bats first and the home team bats second in every inning. When the umpires meet the captains, a coin toss will be held to determine who shall be the home and visiting team with the winning team being given the option. SECTION 2. REGULATION GAME a. A regulation game consists of seven innings or a fifty (50) minute time limit. Teams need not play seven innings if: 1. the home team scores more runs in six and one-half innings; 2. the home team scores more runs before the third out in the last half of the seventh inning; or 3. the run-ahead rule is in force. b. If the game is tied at the end of seven innings or after the time limit has been reached: 1. in the regular season, the game is over and is recorded as a tie; 2. in the playoffs, extra innings shall be played until one team has scored more runs than the other at the end of a complete inning or until the home team has scored more runs. Each extra inning shall begin with the player who batted last in the previous inning being placed on second base. c. The umpire may call the game after consultation with the Program Assistant and Supervisor at any time because of rain, fire, panic or any other cause that puts players or spectators in danger. d. In the event a game must be suspended because of conditions which make it impossible to continue play, the umpire shall declare it an official game if two and one half (home team ahead) or three (either team ahead) innings more of the game has been played (regular season or post-season tournament if the game is not tied). If less than the previously mentioned time-frame has been completed, or the game is tied at any point, the game may be restarted from the suspension of play (post-season tournament only). Otherwise, the game will be declared a no-contest. SECTION 3. FORFEITED GAMES The umpire may declare a forfeited game in favor of the team not at fault in the following cases: a. If, at game time, one team does not have enough players, but their opponents do, then the team ready with the minimum number of players will be given two options: 1. take the win by forfeit with a score of 1-0, or 2. allow a maximum 10-minute grace period to allow their opponents time to check in the minimum number of players. During this 10-minute grace period time will run off the game clock and the team with the minimum number of players will be awarded 1 run for every minute or part of a minute their opponents do not have enough people to play. If enough players arrive within the 10-minute period then points will stop accumulating. If the opponents do not obtain the minimum number of players to participate within the 10-minute period then the game will be forfeit and the score recorded as NOTE: This procedure is known as Captain s Choice. 10 b. A team refuses to continue to play after the game has started, unless the umpire has suspended or ended the game. c. Following a suspension of play, a team does not resume play after the umpire declares, Play ball. d. A team uses tactics noticeably intended to delay or speed up the game. e. A player, coach or manager does not obey an order of ejection. f. A team does not have the required number of players to continue the game after an ejection. g. An ejected player is discovered participating. h. A team receives three yellow cards in a game: 1. Three players are restricted to the dugout, or 2. One player is ejected and another is restricted to the dugout. i. In the playoffs, a player is ejected. SECTION 4. SCORING OF RUNS a. A team scores one run each time a runner touches first base, second base, third base and home plate in succession. b. A team does not score a run if the third out of an inning results from any of the following situations: 1. A force-out. 2. A runner is put out by a tag or a live ball appeal before the lead runner touches home plate. 3. A preceding runner is declared out on an appeal play. NOTE: An appeal can be made after the third out and, if successful, can nullify a run. SECTION 5. WINNER OF A GAME a. The team that scores more runs in a regulation game is the winner. b. The score of a called regulation game is the score at the end of the last complete inning or at the expiration of the time limit whichever is used. c. The score of a forfeited game is 1-0 in favor of the team not at fault. SECTION 7. RUN-AHEAD RULE OR MERCY RULE The game ends and a winner is declared in the following circumstances: a. A team is ahead by 20 or more runs at the completion of the third inning b. A team is ahead by 15 or more runs at the completion of the fourth inning. c. A team is ahead by 10 or more runs at the completion of the fifth or sixth inning. NOTE: If the visiting team reaches the run-ahead limit in the top half of an inning, the home team has the opportunity to reduce the deficit below the limit in the bottom half of the inning. If the home team reaches the runahead limit while at bat, the game ends and the home team is the winner. SECTION 8. TIME LIMIT RULE a. Games are subject to a fifty (50) minute time limit. b. No inning can begin after the time limit expires. A new inning begins when the third out of the previous inning occurs. c. If a playoff game is tied after the time limit expires, the next inning shall be the first extra inning. SECTION 9. DUGOUT CONDUCT Players, substitutes, fans or other bench personnel cannot be outside the designated bench area or across the dead ball lines except when the rules allow it or the umpire permits it. Players who have been restricted to the dugout may not cross the dead ball lines until the end of the game or they will be ejected. RULE 5 PLAYERS AND SUBSTITUTES SECTION 1. TEAM All participants must be listed on the Official Team Roster prior to their participation in any Intramural Sports activity. All player additions must be completed and approved on the IMLeagues.com website prior to 3:00PM on SOFTBALL 10

11 the day of the contest or by 4:00PM on Friday for all weekend contests for regular season play. To be included on a team s roster for the playoffs, a player must be added to the team roster and approved on the IMLeagues.com website prior to 2:00PM the day of the Playoff Captain s Meeting for that sport. In addition, each participant is required to create an IMLeagues.com account using his/her OAK address and accept the terms and conditions to legally appear on a roster. Players must bring a valid government-issued photo ID to show to the OUIM Staff member prior to participation. A team consists of 10 players. The positions are designated as (1) pitcher, (2) catcher, (3) first baseman, (4) second baseman, (5) third baseman, (6) shortstop, (7) left fielder, (8) center fielder, (9) right fielder and (10) short center fielder. A team may have an (11) extra player (or, in Corec, two extra players). A team may start the game with 8 players and may finish a game with 6 players. A team must have a pitcher and a catcher. Both must occupy legal positions the pitcher on the pitcher s plate and the catcher in the catcher s box. Other players may take positions anywhere in fair territory. SECTION 2. PLAYERS OR SUBSTITUTES A player or substitute is officially in the game when he or she is entered onto the official score sheet. A substitute may take the place of any player in the batting order of the team. The following regulations apply to the substitution of players. a. The captain of the team making the substitution must immediately notify the program assistant. EFFECT: If not reported, the substitute is treated the same as an illegal player. b. A substitute who enters the game without reporting is considered an unreported substitute after a legal or illegal pitch or other play (i.e., appeal) is made. Unreported substitutes are subject to the following guidelines and restrictions: 1. The offending team informs the umpire before a protest by the offended team. EFFECT: No violation. This action by the offending team legalizes the substitution. All previous action stands. 2. He or she bats, reaches first base safely, and is discovered BEFORE the next legal or illegal pitch, before the defensive team has left the field of play, and before the umpires have left the field of play. EFFECT: He or she is disqualified and called out. All runners return to the last base occupied before the batted ball except that any runner who was put out on the play remains out. 3. He or she bats, reaches first base safely, and is discovered AFTER the next legal or illegal pitch but before the defensive team has left the field of play and before the umpires have left the field of play. EFFECT: He or she is disqualified. If that player is on base, a legal substitute takes his or her position. If no legal substitute is available, he or she is out. All other action stands. 4. He or she is a base runner and is brought to the attention of an umpire BEFORE a legal or illegal pitch or play has been made. EFFECT: No penalty. Replace him or her with the correct player or enter that player into the game as a legal substitute. 5. He or she is a base runner and is protested AFTER a legal or illegal pitch or play has been made. EFFECT: He or she is disqualified and replaced on base. No out is charged unless no legal substitutes are available. All other play stands. 6. He or she enters on defense and is protested BEFORE a legal or illegal pitch or play has been made. EFFECT: No penalty. Replace him or her with the correct player or enter that player into the game as a legal substitute. 7. He or she is on defense, MAKES A PLAY, and is protested before the defensive team has left the field of play, and before the umpires have left the field of play. EFFECT: He or she is disqualified and the offensive team has the option to take the result of the play OR have the last batter return to bat with the ball and strike count he or she had before the last pitch and have all runners return to the last base occupied before the pitch. 8. He or she is on defense and is protested AFTER a legal or illegal pitch or play is made. EFFECT: He or she is disqualified and replaced. No All other play stands. c. Illegal players include the following: 1. Illegal pitcher a player who returns to pitch after being removed from the pitching position by an umpire. SOFTBALL 11

12 2. Illegal runner an offensive player who is currently in the lineup enters as a runner for another offensive player. 3. Illegal reentry occurs in any of the following situations: i. A starting player returns to the game a second time after having been substituted twice. ii. A starting player returns to the game in any position in the lineup other than the first position he or she occupied in the lineup. iii. A substitute returns to the game after having been replaced. EFFECT: Any infraction of Section 2, E #2 and 3, is covered under the unreported substitute rule, Rule 5, Section 2, B #1-8. SECTION 3. REENTRY RULE a. All starters may withdraw and reenter the game once, but they must occupy the same batting position in the lineup. Substitutes may enter the game at any time, but once they are withdrawn, they may not reenter. b. An improper reentry becomes a violation after a pitch is made. Examples of improper reentry are a starter who reenters in the wrong batting position in the lineup, a starter who reenters twice, and a substitute who reenters the game. c. If a player has reentered improperly and the program assistant or umpire discovers the violation when that player is playing offensively, the following penalties are applied. 1. If reentry is discovered while the player is batting, the player is ejected and a proper substitute assumes the accumulated balls and strikes. 2. If reentry is discovered after the at bat is complete and before a pitch to the next batter, the batter is called out and ejected. Base runners who have advanced return to the previous base occupied. 3. If the improper reentry is not discovered until after a pitch has been made to the next batter, or if the player who reenters improperly is a substitute runner, the player is restricted to the dugout, but all play that has occurred with the improper reentry stands. d. If a player has reentered improperly and the program assistant or umpire discovers the violation when that player is playing defensively, the following penalties are applied: 1. The player who reentered improperly is disqualified from further participation in the game and ejected. 2. If the reentry is discovered after the player makes a defensive play on a fair ball (catch or throw) or on a foul fly ball, the offensive team has the option to: i. take the result of the play or ii. have the batter return to the batter s box and assume the ball and strike count that he or she had before the discovery of the illegal player. All runners return to the bases they occupied before the play. 3. If improper reentry is discovered after a pitch that did not result in a batted ball or that the improper player did not make a play on, the player who reentered improperly is ejected. SECTION 4. SHORTHANDED RULE a. Teams in all divisions must begin the game with at least 8 players. Playing with 8 or 9 players is considered playing shorthanded. A team cannot continue a game with fewer than 6 players, unless a player has been removed because of the blood rule (rule 5, section 5). b. A player who arrives after the game has started must be placed in the 9 th or 10 th slot in the lineup depending on the order of arrival. c. After notifying the program assistant, a late-arriving player may immediately enter the game. d. If a team is playing shorthanded, an automatic out will be recorded whenever an empty slot in the lineup appears. e. A team that starts a game shorthanded cannot use an extra player at any time during a game. SECTION 5. CONTINUATION OF PARTICIPATION BECAUSE OF INJURY, BLEEDING, OR OPEN WOUND Any player, coach or umpire who is bleeding or has an open wound cannot participate or continue in the game until the bleeding has stopped and the wound has been covered. a. The player does not have to leave the game if the bleeding or wound can be treated in a reasonable amount of time. The umpire determines what is reasonable. SOFTBALL 12

13 b. The player must come out of the game if the umpire determines the amount of time is unreasonable. The reentry rule determines whether or how that player can reenter the game. c. If the bandage becomes blood soaked or an excessive amount of blood is on the uniform, the umpire will require that the player leave the game and change the bandage or uniform before he or she can reenter. The reentry rule determines whether or how that player can reenter the game. d. During a live-ball situation, when a player becomes injured, and in the umpire s judgment requires immediate attention, the umpire shall call Time and make the ball dead. EFFECT, D: Award any bases that, in the umpire s opinion, would have been reached. SECTION 6. EXTRA PLAYER A team may bat as many as 11 players (Corec 12) by using an extra player as an additional hitter. The batting order must remain the same. Any 10 of the 11 (or Corec 12) players may take defensive positions. In coed play, a team must use 2 extra players, 1 male and 1 female. After the game has started, if a team is shorthanded, an extra player or players may not be used. The extra player(s) may bat anywhere in the lineup. SECTION 7. COACHES There are no coaches allowed in OUIM Sports SECTION 8. UNSPORTSMANLIKE CONDUCT Players, coaches, or others on the bench may receive a warning, be restricted to the dugout, or be ejected for any of the following (a warning is not required before restriction to the dugout or ejection): a. Taunting or using abusive or profane language. b. Being outside the dugout or bench area unless the person is a batter, base runner, or on-deck batter, is in a coach s box, or is playing a defensive position. c. Conducting themselves in an unsportsmanlike way or engaging in flagrant misconduct. d. Arguing a judgment call (including arguing balls and strikes). e. Carelessly throwing a bat. RULE 6 PITCHING SECTION 1. PRELIMINARIES a. The pitcher must begin with both feet firmly on the ground and with one or both feet touching the pitcher s plate. The pivot foot must stay in contact with the pitcher s plate throughout the delivery. b. The pitcher must come to a full stop with the ball in front of the body, and the front of his/her body must be facing the batter. This position must be maintained for at least 1 second before delivery. c. If the catcher is not in position to receive the pitch, the pitcher is not considered to be in the pitching position. d. The pitcher must not perform any motion to pitch while not on the pitcher s plate. EFFECT, Section 1: If the pitcher violates any of the above provisions, the umpire should signal a delayed dead ball, call out illegal pitch, and also issue a warning to the pitcher. If the pitcher repeats the action, the umpire may declare him/her illegal and remove him/her from the pitching position. SECTION 2. START OF PITCH a. Before the delivery, the pitcher may hold or grip the ball in any manner. b. After assuming the pitching position, the pitcher must hold the ball in front of the body with one or both hands for at least 1 second before initiating the pitching motion. c. The pitcher must use a definite underhand motion in delivering the pitch. d. The pitcher may release the ball in any manner using any type of motion. e. After the pitcher starts the delivery motion, the umpire should not call time unless an unusual event occurs. SECTION 3. LEGAL DELIVERY a. After making any motion to pitch, the pitcher must immediately deliver the ball to the batter. b. The pitcher must perform the delivery in a continuous motion. SOFTBALL 13

14 c. In delivering the pitch, the pitcher must not stop or reverse the pitching motion. d. The pitcher must deliver the ball toward home plate on the first forward swing of the pitching arm past the hip with an underhand motion. e. The pitcher must keep the pivot foot in contact with the pitcher s plate until the pitched ball leaves the hand. The pitcher may take a step forward, backward or to the side, provided the pivot foot is touching the pitcher s plate and the step is simultaneous with the release of the ball. f. The pitcher may not pitch the ball through the legs or behind the back. g. The pitcher must release the ball at moderate speed. The umpire has sole authority to judge the speed of the pitch. If the umpire judges that a pitcher delivers a pitch with excessive speed, the umpire will call an illegal pitch and warn the pitcher. If the pitcher repeats such an act, he/she may be removed from the pitching position. h. The pitcher must deliver the ball with a perceptible arc of 6-12 feet from the ground. i. After releasing the ball, the pitcher must not continue the pitching motion. j. The pitcher cannot deliver a pitch from the glove. EFFECT, A-J: If the pitcher violates any of these provisions, the umpire shall signal a delayed dead ball and call out illegal pitch. k. After receiving the ball, or after the umpire declares Play ball, the pitcher must deliver the ball within 10 seconds. Failure to do so will result in a ball being awarded to the batter. EFFECT, K: The batter is awarded a ball. SECTION 4. DEFENSIVE POSITIONING a. When the pitcher delivers a pitch, all defensive players must be in fair territory, except the catcher, who must be in the catcher s box until the pitched ball is batted, touches the ground, plate, batter or reaches the catcher s box. All other defensive players may move as soon as the pitch is released subject to Rule 6, Section 4 B. b. A defensive player shall not take a position in the batter s line of vision or act in a manner to distract the batter with deliberate unsportsmanlike intent. A pitch does not have to be released for a defensive player to be declared in violation of this rule. EFFECT, B: After a warning, the offending player shall be ejected from the game. c. The catcher shall return the ball directly to the pitcher after each pitch. EFFECT, C: A ball is added to the batter s count. SECTION 5. FOREIGN SUBSTANCE Neither the pitcher nor any defensive player must apply any foreign substance to the ball, the pitching hand, or the fingers. EFFECT: The umpire shall call an illegal pitch on the first offense and eject any defensive player who continues to place a foreign substance on the ball. SECTION 6. QUICK PITCH The pitcher may not quickly pitch the ball if the batter has not taken a position in the batter s box or is off balance following the previous pitch. EFFECT: A ball is added to the batter s count. SECTION 7. ILLEGAL PITCHES When the umpire declares an illegal pitch and signals that the ball is delayed dead: a. If the batter swings at or contacts the pitch, the illegal pitch is nullified and all action as a result of the batter s swing stands. b. If the batter does not swing, a ball is added to the batter s count. SOFTBALL 14

15 SECTION 8. WARM-UP PITCHES a. At the start of each half inning or when a pitcher relieves another, the pitcher may use no more than one minute to throw no more than three warm-up pitches to the catcher or other teammate. Play is suspended for the warm-up pitch or pitches. EFFECT: The batter is awarded a ball on each excessive pitch. EXCEPTION: This penalty does not apply if the umpire delays the start of play because of substitution, conference, injury, or other cause. b. A player who returns to the pitching position in the same half inning may not throw warm-up pitches. A player may return to the pitching position any number of times if he/she has not left the batting order and if the umpire has not removed him/her from the pitching position. SECTION 9. NO PITCH The umpire declares no pitch in the following circumstances: a. The pitcher delivers a pitch while play is suspended. b. A runner is called out for leaving a base before the pitched ball reaches home plate, touches the ground before reaching home plate, or is hit by the batter. c. The pitcher delivers the ball before a runner returns to base after an umpire has declared a foul ball and the ball is dead. d. The pitcher delivers the ball before a runner has retouched the base after legitimately being off the base. e. The ball slips from the pitcher s hand during the backswing or delivery. f. While the ball is live and in play, no player, manager, or coach may call time, use any word or phrase, or commit any act obviously intended to make the pitcher commit an illegal pitch. The umpire shall warm the offending team and restrict to the dugout or eject any member of the team that repeats this type of act. EFFECT, Section 9: The ball is dead and all subsequent action on that pitch is canceled. RULE 7 BATTING SECTION 1. BATTING ORDER a. The captain must deliver the batting order to the program assistant before the game. b. Players must bat in the order they are listed unless a substitute enters the game. The substitute s name replaces the name of the player he/she is replacing. c. The first player who bats in each inning shall be the player whose name follows the last player who completed a turn at bat in the previous inning. When the third out of an inning occurs before a batter has completed his or her turn at bat, that player will be the first batter in the next inning. He/she will begin with a one ball, one strike count. EFFECT, B-C: Batting out of order is an appeal play that may be made by the defensive team only. The appeal must be made before the next legal or illegal pitch is made to the following batter or before the pitcher and all infielders have left fair territory. d. If batting out of order is discovered: 1. While the improper batter is at bat. EFFECT, 1: The proper batter must take the batter s position and assume the ball and strike count. 2. After the improper batter has competed a turn at bat and: i. Before a legal or illegal pitch to the following batter or ii. Before the pitcher and all infielders have left fair territory. EFFECT, 2: i. The proper batter is called out. ii. Any advance of runners and any runs scored shall be nullified. iii. iv. The next batter is the player whose name follows that of the proper batter. If the batter declared out is the third out, the batter who will lead off the next inning shall be the player who would have come to bat had the proper batter been put out by ordinary play. SOFTBALL 15

16 EXCEPTION: If the improper batter is called out as a result of his/her time at bat and is scheduled to be the proper batter, he/she will be skipped in the batting order and the person whose name follows him/her will be the batter 3. After a legal or illegal pitch to the batter following the improper batter, or after the pitcher and all infielders have left fair territory. EFFECT, 3: All action that occurred during the improper batter s at bat is legalized. No player who was skipped in the order is called out for failing to bat. Those players have simply lost their turn at bat until the next time around the line-up. The player whose name follows that of the legalized improper batter shall bat next. 4. No base runner is removed from base in order to bat in his or her proper position. That player simply misses his/her turn at bat, with no penalty. The batter following the correct batter becomes the legal batter. e. The batting order for a Corec game must list all players in alternating order by sex, subject to Rule 14, Section 6. SECTION 2. BATTING POSITION a. The batter must place both feet completely inside the lines of the batter s box before the pitch. The batter s feet may touch the lines, but no part of the batter s feet may touch outside the lines. b. The batter must take the batting position within 5 seconds after having been directed to do so by the umpire. EFFECT, B: The ball is dead and the umpire calls a strike. c. The batter may not step in front of the catcher to the opposite batter s box when the pitcher is in position to pitch or any time before the delivery of the pitch. EFFECT, C: The ball is dead, the batter is out, and the base runner or runners cannot advance. SECTION 3. BALL AND STRIKE COUNT The batter starts with a count of one ball and one strike. SECTION 4. EXTRA FOUL BALL RULE After a batter has two strikes, he/she is allowed one free foul ball on the first foul ball. The second foul ball is strike three and the batter is out. For example, the batter swings and misses on the first pitch; the result is strike two. The batter hits a foul ball on the second pitch, the result is a called foul ball, and the count remains one ball and two strikes. The batter hits a foul ball on the third pitch; the result is strike three, and the batter is out. SECTION 5. STRIKE The umpire calls a strike: a. for a legally pitched ball that enters the strike zone before it touches the ground and is not swung at by the batter; b. for a legally pitched ball that the batter swings at and misses; c. for every foul ball or foul tip not caught by a fielder except the first foul ball or foul tip not caught by a fielder when the batter has two strikes; d. for a pitched ball that the batter swings at and misses and touches any part of that batter; e. for a pitched ball that hits the batter when the ball is in the strike zone; f. if the batter does not take his/her position in the batter s box within ten seconds after being directed to do so by the umpire; g. when a pitched ball is prevented from entering the strike zone by any actions of the batter other than hitting the ball; or h. for every foul tip that is caught by a fielder. EFFECT, Section 5: A strike is added to the batter s count, the ball is dead and base runners return to their bases without liability to be put out. SECTION 6. BALL The umpire calls a ball: a. for a pitched ball that does not enter the strike zone and is not swung at by the batter; SOFTBALL 16

17 b. for a pitched ball that hits the ground before passing across any part of the plate and is not swung at by the batter; c. for a pitched ball that hits the ground in front of or on the plate, even if the batter swings at the ball after it touches the ground or plate, and regardless of whether the batter makes contact; d. for an illegally pitched ball not swung at by the batter; e. for a pitched ball that hits the batter when he or she is outside the strike zone; f. when he catcher does not return the ball directly to the pitcher; or g. when the pitcher does not pitch the ball within 10 seconds after the batter has taken a position in the batter s box; or h. for each excessive warm-up pitch. EFFECT, Section 6: A ball is added to the batter s count, the ball is dead and base runners return to their bases without liability to be put out. SECTION 7. OUTS The batter is out in the following circumstances: a. When a third strike is charged to the batter including when the batter hits a second foul ball with two strikes. b. When the batter enters the batter s box with an altered or illegal bat or is found using an altered or illegal bat. EFFECT, B: The batter is disqualified. c. When the batter bunts or chops at the ball. d. When the batter s entire foot touches the ground completely outside the batter s box when the batter hits the ball. e. When any part of the batter s foot is touching home plate at the moment the bat and ball make contact. f. When the batter steps in front of the catcher to the opposite batter s box when the pitcher is in position to pitch or any time before the delivery of the pitch. g. When a member of the team at bat interferes with a defensive player who is attempting to field a batted ball. h. When a fielder intentionally drops a fair ball or line drive that he/she could have caught with ordinary effort, at least one base is occupied, and none or one is out. i. When the batter s own batted ball hits him/her outside the batter s box in fair territory. j. Whenever the spot in the line-up that is scheduled to bat is vacant due to the shorthanded rule. k. When the batter hits a fair ball with the bat a second time in fair territory. EFFECT, D-K: The ball is dead and runner(s) must return to the base occupied at the time of the pitch. EXCEPTION, K: 1. When the batter is in the batter s box and contact is made while the bat is in the batters hands. EFFECT, 1: Foul ball regardless of whether the ball was hit a second time over fair territory or not. 2. When contact is made on the follow through after missing the pitch on the initial swing. EFFECT, 2: The ball is dead, and a strike is called. SECTION 8. ON-DECK BATTER a. The on-deck batter is the player whose name is listed in the batting order following the name of the player currently batting. b. The on-deck player takes a position in front of his/her team s dugout. c. The on-deck player may loosen up with no more than two official softball bats and may not use detachable pieces, such as donuts or weights. d. The on-deck batter may leave his/her position to direct base runners who are advancing from 3 rd base to home plate or when he/she becomes the batter. RULE 8 BASERUNNING SECTION 1. ADVANCEMENT A base runner can advance or return only by touching the bases in legal order, from 1 st base, to 2 nd base, to 3 rd base, to home plate.
