14 Guidelines & Field Decorum After filling out the official line-up card completely, turn it into the scorekeeper. 14

15 Guidelines & Field Decorum After the scorekeeper reviews the official line-up card. The card will then be separated. Give the pink to the opposing team and you retain the gold. 15

16 Guidelines & Field Decorum Catchers must wear a mask, dangling type throat protector and catcher s helmet during practice, pitcher warm-up and games Managers or coaches must not warm up a pitcher at home plate or in the bullpen or elsewhere at any time (which includes infield & outfield practice. 16

17 Guidelines & Field Decorum NOTE: All players standing next to the person with the bat during infield & outfield practice, must wear a catchers helmet. Penalty for not complying: Team forfeits infield & outfield practice for that game. This is your only warning. 17

18 Guidelines & Field Decorum Thirty (30) minutes before the game, the visiting team will be allowed ten (10) minutes for infield practice. This is optional. Time begins when announcement is made. 18

19 Guidelines & Field Decorum Twenty (20) minutes before the game, the home team will be allowed ten (10) minutes for infield practice. This is optional. Time begins when announcement is made. 19

20 Manager & Coaches Dress Code Shorts may be worn, but no swimsuit style or cutoffs. To be permitted on the or in the dugout, manager & coaches are required to wear All Star team hats. No tank top shirts or sandal type shoes. 20

21 Team Score Books Team score books will be in a designated area, except for making changes, not on the field, in the coaches box, or in the stands. 21

22 Team Substitutions When to make substitutions: Defensive Subs must be made while the team is on defense. Offensive Subs must be made at the time the offensive player has her/his turn at bat or is on base. 22

23 Items not Allowed in the Dugout or on the Field during the Game. Food, players no seeds, glass in dugout, tobacco of any type, pins attached to hats or uniforms, bracelets, necklace s, ear rings, batting helmets without proper warning labels. 23

24 Items not Allowed in the Dugout or on the Field during the Game. No team shall use electronic equipment, including walkie-talkies, cellular telephones, etc., for any communication with on-field personnel including those in the dugout, bullpen or field. 24

54 50/70 & Junior League Tournament Rules The Tournament Director or Assistant shall judge fitness of the playing field before the game starts. 54

55 50/70 & Junior League Tournament Rules No one except the players, manager and coaches listed on the Eligibility Affidavit shall occupy the dugout and/or field before and during a game. Unless they are approved by District 27 DA or District 27 ADA. 55

56 50/70 & Junior League Tournament Rules When meeting with the umpires at the plate after introductions and the pledge: at that point, if a tournament team has twelve (12) or fewer eligible players in uniform at a game, that team must play their players six (6) consecutive defensive outs and bat at least one (1) time. 56

57 50/70 & Junior League Tournament Rules When meeting with the umpires at the plate after introductions and the pledge: at that point, if a tournament team has thirteen (13) or more eligible players in uniform at a game, they must bat at least one (1) time. 57

58 50/70 & Junior League Tournament Rules Base coaches may be players or adults. Two (2) adult base coaches are permitted at all levels. One (1) adult must remain in the dugout at all times. 58

59 50/70 & Junior League Tournament Rules Players, manager and coaches may not leave the dugout and/or confines without umpires OK. 59

60 50/70 & Junior League Pitching Rules The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted on next page, but the pitcher may remain in the game at another position. 60

63 50/70 & Junior League Pitching Rules A pitcher remaining in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once per game. 63

64 Junior & Under Pitching Rules Any player, who has played the position of catcher in four (4) or more innings in a game, is not eligible to pitch on that calendar day. 64

65 Juniors and Under Pitching Rules Pitches - Rest Requirements 66 or more - 4 days rest 51 to 65-3 days rest 36 to 50-2 days rest 21 to 35-1 days rest 1 to 20 - No rest is required 65

66 Junior & Under Pitching Rules EXCEPTION: If a pitcher reaches a day(s) rest threshold while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 66

68 Junior & Under Pitching Rules The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during that at-bat, provided that pitcher is removed before delivering a pitch to another batter. 68

69 Junior & Under Pitching Rules A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of that day. 69

70 Junior & Under Pitching Rules The days rest applies between different levels of tournament, regular season games and opening of tournament as well as resumption of regular season games following tournament elimination of Special Games following tournament. 70

71 Junior & Under Trips to Pitcher A manager or coach may come out twice in one inning to talk to the pitcher but the third time out, the player must be removed as a pitcher. The manager or coach may come out three times in a game, but the fourth time out, the player must be removed as a pitcher. 71

72 Junior & Under Trips to Pitcher The rule applies to each pitcher who enters a game. May come out Must be removed 2 per inning 3 time out per inning 3 per game 4 time out per game 72

73 Junior & Under Offensive Time Out Only one (1) offensive time-out will be permitted each inning to talk to player. 73

74 Junior & Under Who Is Charged with the Time Out Examples: 1) If a coach wants to talk to the batter and is given time-out, the coach may go out to talk to the pitcher and not be charged with a trip. But once the coach that is being charged with the time-out is done the other coach must return to their dugout. 74

75 Junior & Under Who Is Charged with the Time Out Examples: 2) Likewise if a coach makes a trip to the pitcher the coach may talk to the batter and/or runner. 75

76 Junior & Under Substitution Defensive Substitutions must be made while the team is on defense. Offensive substitutions must be made at the time the offensive player has her/his turn at bat or is on base. 76

77 Junior & Under Substitution Every player on a team roster will participate in each game for a minimum of: bat at least one (1) time if your team has 13 or more players. Six (6) consecutive defensive outs and bat at least one (1) time if your team has 12 or fewer players. 77

78 Junior & Under Substitution Managers are responsible for fulfilling mandatory play requirements. Failure to meet the mandatory play requirements in this rule is a basis for protest. 78

79 Junior & Under Substitution There is no exception to this rule unless the game is shortened for any reason. NOTE: A game is not considered shortened if the home team does not complete the offensive half of the seventh inning (or any extra inning) due to winning the game. 79

80 Junior & Under Substitution Any player who has been removed for a substitute may re-enter the game, in the SAME position in the batting order. Provided: 80

81 Junior & Under Substitution Examples: 1) his/her substitute has played defensively for a minimum of (0) or Six (6) consecutive defensive outs, and; 2) his/her substitute has completed one (1) time at bat. 81

82 Junior & Under Improper Substitution Improper substitution is a basis for Protest. Protests involving improper substitution not resolved before the next pitch or play shall not be considered. 82

83 Junior & Under Special Pinch Runner Special Pinch Runner: Tournament Playing Rule 3(d) will apply during the tournament. 1 time per inning 1 time for each player 2 maximum per game 83

85 Junior & Under Intentional Walk 6.08 (a) 2: Intentional Walk only applies to 8-10, 9-11, 10-12(LL). 50/70 & Juniors must pitch the ball. 85

86 Junior & Under The 10 Run Rule The 10 run rule: Team behind must concede victory after legal game in. 86

87 Junior & Under Illness - Injury - Ejections If illness, injury or the ejection of a player prevents a team form fielding nine (9) players, a player previously used in the lineup may be inserted, but only if there are no other eligible substitutes available. 87

88 Junior & Under Illness - Injury - Ejections The opposing team manager shall select the player to re-enter the lineup. A player ejected from the game is not eligible for re-entry. 88

89 Junior & Under Ejections & Altercations Penalty Ejection: Any manager, coach or player ejected from a game is suspended for his or her team s next physically played game. 89

90 Junior & Under Ejections & Altercations Penalty Altercations: Any player, manager, coach or official who is involved in a physical or verbal altercation at the game site could be suspended or removed from tournament play by the Tournament Committee. 90

91 Junior & Under Protests Violation of mandatory play requirements. If one or more players on a roster do not meet this requirement, and if protested before the umpires leave the playing field, it shall result (by action of the Tournament Committee) in the suspension of the team s manager for the next two scheduled tournament games even if those games are played at the next tournament level. 91

92 Junior & Under Protests Additional penalties (up to and including forfeiture of a game and/or disqualification of the team, managers or coaches from further tournament participation) may be imposed if, in the opinion of the Tournament Committee: 92

93 Junior & Under Protests 1) A manager or coach takes any action that results in making a travesty of the game, causing players to intentionally perform poorly for the purpose of extending or shortening a game, or; 93

94 Junior & Under Protests 2) A team fails to meet the requirements of this rule more than once during the International Tournament, which begins with District play and ends at the World Series level (State level for 8-10 and 9-11), or; 94

95 Junior & Under Protests 3) A manager willfully and knowingly disregards the requirements of this rule. 95

96 Junior & Under Protests Protest shall be considered only when based on: a) The violation or interpretation of a playing Rule; When a manager claims that a decision is in violation of the playing rules, the following steps must be taken: 96

97 Junior & Under Protests 1) A formal (verbal) protest must be made to the umpire-in-chief at once by the manager or coach. 2) The umpire-in-chief must immediately call a conference of all umpires working the game. 97

98 Junior & Under Protests 3) If the problem cannot be resolved to the satisfaction of the managers, the umpire-in-chief shall be required to consult with the Tournament Director or District Administrator. 98

99 Junior & Under Protests 4) If the managers do not accept the decision of the Tournament Director, either manager may elect, without penalty, to discontinue play until the matter is referred to the Regional Headquarters. 99

100 Junior & Under Protests Either the umpire-in-chief, Tournament Director or District Administrator will call the Regional Headquarters at this time. 100

101 Junior & Under Protests Protests involving playing rules not resolved before the next pitch or play shall not be considered. 101

102 Junior & Under Protests b. The use of an ineligible pitcher; Ineligibility under this rule applies to violations of Tournament Playing Rule 4. If an ineligible pitcher delivers one or more pitches to a batter, that team may be required to forfeit the game in question, subject to the following condition: 102

103 Junior & Under Protests 1) At any time before the umpire(s) leave the playing field, a formal (verbal) protest must be made to the umpire-in-chief by the manager or coach. 2) The umpire-in-chief must immediately consult with the Tournament Director or District Administrator. 103

104 Junior & Under Protests 3) Either the umpire-in-chief, Tournament Director or District Administrator will call the Regional Headquarter at this time. 104

105 Junior & Under Protests c. The use of an ineligible player; Ineligibility under this rule applies to age, residence ( as defined by Little League Baseball, Incorporated), and participation as an eligible player for 60% of the regular season in the proper division. 105

106 Junior & Under Protests A protest may be lodged by the manager or coach with the Tournament Director or District Administrator. Such protest must be made before either team affected by the protest begins another game. 106

107 Junior & Under Protests Penalty : Disqualification of a team or player(s) and/or forfeiture of a game must be the decision of the Tournament Committee. 107

If one or more players on a roster do not meet this requirement, and if protested before the umpires leave the playing field, it shall result (by action of the Tournament Committee) in the suspension of the team s manager for the next two scheduled tournament games even if those games are played at the next tournament level. 184
