1 Bay Men's Club Baseball Little League (Ages: 9-10) Rules Overview 1. BMCB Leagues intended to be instructional; therefore, the objective is to educate the kids on baseball fundamentals and good sportsmanship. 2. The Managers/Coaches share the responsibility to support and mentor the Student umpires, they are here to learn and develop as well as the players 3. Please support your Umpire and take the opportunity to teach the boys to accept the umpire s decision as final and PLAY ON 4. Every player will bat whether he is in the game defensively or not. 5. Each player must play 2 complete innings defensively unless the game is called due to time or weather. With the exception of the catcher, no player shall play the same position in one game for more than 3 innings. 6. No pitcher may pitch more than 6 innings per week of 2 innings per game. 7. Intentional walks are not permitted. 8. The must slide rule is in effect. 9. No lead-offs or stealing is permitted. 10. No dropped 3 rd strike. 11. The infield fly rule is not in effect. 12. Home team is responsible for setting up the field, cleaning up the field after the game, provide new game ball, supply official score to league commissioner and paying the umpire. 13. Visiting team is responsible for providing a good (not necessarily new) game ball. 14. A complete game is normally 6 innings. Games stopped due to inclement weather are considered complete is: home team is ahead after 3½ innings or visiting team is ahead after 4 innings. 15. The game will be considered complete if either team is winning by 15 runs after 4 innings of play or 10 runs after 5 innings of play. In either case, the losing team must be allowed their last time at bat. 16. Rain out number is (do not forward to parents) Games are not to be played if the fields are deemed not playable by the Maintenance department. 17. The manager is responsible for the conduct of his coaches, players and parents. Page 1 of 5

2 Bay Men's Club Baseball Little League Rules: 9-10 In general it is expected that the manager and coaches of each team will lead by example in assuring that the games are played in the spirit of good sportsmanship. With that in mind, many of the "personnel rules" listed here should not be needed, but are to be referred to if necessary GENERAL RULES: GAME TIMES: See schedule for exact times. Makeup game times will be advised when scheduled. 18. A complete game is normally 6 innings. Games stopped due to inclement weather are considered complete is: home team is ahead after 3½ innings or visiting team is ahead after 4 innings. 19. The game will be considered complete if either team is winning by 15 runs after 4 innings of play or 10 runs after 5 innings of play. In either case, the losing team must be allowed their last time at bat FIELDS: The vast majority of games will be at Reese Park. Each team will be scheduled for one or two games at Hartman (under the lights) Number of players: There may only be a maximum of 9 defensive players on the playing field at any given time A game is forfeited if a team cannot field at least 8 players by 10 minutes after the scheduled game time. See Rule for procedure when team can only field 8 players In case of wet grounds, weather, time or condition of the field the Commissioner will decide if a game will begin. If the Commissioner is unavailable, the managers and the umpire should make that decision. After a game has begun the umpire may stop the game or the managers may mutually agree to stop the game if conditions warrant - COMMON SENSE SHOULD PREVAIL Canceled games, tied games and otherwise incomplete games will be rescheduled by the Commissioner within 1 week of the original game No inning will start 2 hours after the scheduled start of play A complete game is normally 6 innings. Tie games may continue into extra innings but not to exceed rule # Games stopped due to inclement weather are considered complete if: Home team is ahead after 3½ innings Visiting team is ahead after 4 innings. 3 1.8.0 HOME TEAM RESPONSIBILITIES: SET UP FIELD AT PRESCRIBED MEASUREMENTS PRACTICE 1ST (AT LEAST 20 MINUTES BEFORE GAME TIME) CLEANING UP THE FIELD AFTER THE GAME OCCUPY FIRST BASE DUGOUT SUPPLY OFFICIAL SCORE KEEPER PROVIDE A NEW GAME BALL RECORD THE NAMES OF THE UMPIRES VISITING TEAM RESPONSIBILITIES: PRACTICE 2ND (10 MINUTES BEFORE GAME TIME) PROVIDE A GOOD (NOT NECESSARILY NEW) GAME BALL Winning team manager will report game results to the league commissioner as soon as possible NO PROTESTS WILL BE ALLOWED! ONLY THE MANAGER IS PERMITTED TO TALK TO THE UMPIRE AND THE DECISION OF THE UMPIRE IS FINAL All players must wear a helmet while batting as well as while base running. A player will be called out if he removes his helmet before returning to the bench Catchers must wear complete catching equipment including helmet and cup Rubber spikes and tennis shoes are permitted - no steel spikes FIELD SPECIFICATIONS: Base length - 60 feet Pitching rubber - 45 feet No organized practice or game may be played at Cahoon Park on Sundays One umpire will be assigned to each game. If he does not show, the managers should agree on a method of umpiring, such as alternating coaches from each team and umpire standing behind the pitcher s mound BATTING ORDER AND SUBSTITUTIONS: Prior to the start of the game, opposing managers must exchange batting order and lineups. Every player will bat whether he is in the game defensively or not. Page 3 of 5

4 2.2.0 A team may begin the game with as few as 8 players; players arriving after the exchange of the line-ups must be added to the bottom of the batting order In the event of a team fielding only 8 players, the opposing team will loan them a player for defensive purposes only. That player should be rotated each inning The original batting order will be maintained throughout the game regardless of which players are in the game defensively Each player must play 2 complete innings defensively unless the game is called due to time or weather. No player is permitted to play the same position for more than 3 innings in one game Substitutions are permitted as follows: Defensively - at the beginning of an inning Pitching - once removed a player may not pitch again in that game but may play another position PITCHING RULES No pitcher may pitch more than 6 innings per week. No pitcher may pitch more than 2 innings per game. A violation of these rules will result in a team out and the pitcher must play another position One pitch constitutes an inning pitched An official week is Monday through Sunday Intentional walks are not permitted A straight ball at varying speeds is the only pitch permitted. All other pitches (curves, sliders, etc.) are illegal if thrown intentionally. A pitcher will be warned after one offense and removed (not ejected) if another illegal pitch is thrown RUNNER AND BATTER RULES: Runners advance 2 bases if a fair batted ball bounces, is deflected over, through or under a fence, scoreboard or foliage. The same rule applies to balls stuck in or lost in these objects Runners advance 1 base from the base last achieved when a thrown ball goes out of play whether or not the ball bounces back into the field of play As with other decisions, the umpire's decision will be final regarding which base was the "last achieved" when applying rule # When advancing a base the base runner must slide if a play is being made on him. An automatic out will be called for failure to observe this must slide rule. This rule applies to second base, third base and home plate. Page 4 of 5

5 4.5.0 No lead-off's or base stealing If the catcher drops the third strike the batter is out and may not run to first base The infield fly rule is not in effect PERSONNEL RULES All players not officially on the field must be seated in the dugout at all times The following are the only persons permitted in the dugout: The Manager Two Coaches Players One batboy One Scorekeeper No players are allowed to stand behind the backstop Any player "taunting" or using abusive language to other players, coaches, managers, or umpires will be ejected from the game by the umpire or removed from the game by his manager Any player flagrantly abusing equipment will be ejected from the game by the umpire immediately An ejected player, coach, or manager is also not eligible to participate in his team's next game. Two ejections will lead to automatic suspension from the league. Umpires and managers must report ejections to the commissioner. A coach or manager ejected from a game must remove himself from the field No player is allowed to play without full uniform consisting of BMC jersey/hat and baseball pants Any manager or coach abusing a player by words, actions, or manners will be ejected from the game and may be dismissed from the league Any manager or coach appearing at a game under the influence of drugs or alcohol will be expelled from the league Any abusive language or actions by a coach or manager directed toward the umpire will result in automatic suspension from the league. Only the manager is allowed to talk to the umpire No smoking is permitted by any coach or manager during a game. Page 5 of 5

6 If, in the umpire s judgment, a player or manager is employing tactics, which could result in injury to another player, that person will be ejected from the game The League Commissioners, the Director, Secretary and Treasurer of Bay Men's Club Baseball also have jurisdiction to enforce any or all of these Personnel Rules.
