3 *************** COYBL HAS A ZERO TOLERANCE NO ALCOHOL POLICY *************** ALCOHOL IS NOT PERMITTED AT ANY COYBL EVENTS (INCLUDING PRACTICES, GAMES, TEAM FUNCTIONS, ETC.) ANY VIOLATIONS OF THIS POLICY WILL RESULT IN AN IMMEDIATE AND PERMANENT BAN FROM COYBL. All players, caches, parents and fans are expected t behave in a sprtsmanlike manner at all times. Any player, cach, parent r fan, whse cnduct is unbecming r abusive will, at minimum be warned and may be remved frm the playing field and/r cmplex at the discretin f the umpires. Ful r abusive language will nt be tlerated at any time. Cursing r thrwing f equipment will be an autmatic ejectin. If a cach r team will nt restrain and cntrl its players, caches, parents and fans, the players, caches r team invlved may be banned frm league play fr the seasn and pssibly fr the fllwing year if deemed severe. Taunting f any kind against the ther team will nt be tlerated. Players and r caches that take part in this will be remved frm the game and park by the umpires immediately and will als serve anther game suspensin r if severe, may be banned frm league play fr a time t be determined by the league. Participatin in cmpetitive events can ften lead t regretful behavir, s it is essential that we all must exercise restraint and remember t be gd examples and rle mdels fr the kids and the game f baseball. 4 LEAGUE STANDINGS AND REPORTING OF SCORES FINAL SCORES AND PITCHING STATS OF ALL COYBL GAMES ARE TO BE POSTED TO THE WEBSITE WITHIN 24 HOURS OF THE COMPLETION OF THE GAME. ANY VIOLATION OF THIS WILL RESULT IN A FORFEIT. Standings are determined by wins and lsses as well as winning percentage within yur wn divisin. DO NOT POST ANY TIES Divisin champins will be determined using this methd. Games that are played utside f the divisin will nt be cnsidered when determining divisin standings. These games can still be kept in the verall win and lss clumn hwever. It is the respnsibility f the head cach t assure prper psting f scres befre the league ending date. N changes r exceptins will be made beynd this date. Any ties in the divisinal standings n the final day will be decided tie breakers in the Natins rule bk. There will be n C Champins. If there is a tie, the champins will be decided by the fllwing tie breakers (amng all teams/games played in their divisin) in descending rder: Head t head Runs allwed Run differential Cin flip NOTE: All teams must have a persn f cntact with an address s that league annuncements can be easily relayed t all teams and their families. This individual is typically the head cach, but any trusted individual will suffice. It is strngly recmmended t check the league web site frequently fr updates League ending date fr divisin games: July 12th, 2014 fr all Ages *Nte: ALL divisinal games must be cmpleted by the dates psted. N exceptins will be made. Any nn-divisin game can be played after these dates. Please remember it is league plicy that divisinal games take pririty ver nn-divisinal games. 5 FORFEITURE POLICY Frfeits are permitted nly under the fllwing circumstances: 1. Rster r game rules vilatins 2. Bth parties cntact the League Directr fr final determinatin. 3. Caches may nt pst frfeits at any time. TEAM ELIGIBILITY Sectin 1 The league fee includes yur Natinal Registratin fees fr all Sanctining bdies that the COYBL is affiliated with. Sectin 2 - A team cannt be made up f mre than 22 rster players. Sectin 3 Team rsters must be nline at and at by February 1, All rsters are available fr everyne t see nline. Specific rules will be further addressed in the Individual Player Eligibility sectin. If yu d nt place yur players n the Natins Baseball Rster, yu are subject t frfeiture f games and yur team insurance is vid and yur players will nt be cvered. Sectin 4 - All teams must submit the abve befre they will be permitted t start league play. Failure t d s will result in frfeiture f any games played. (Please refer t frfeiture plicy n pg. 4) Sectin 5 Fr turnament Play, teams may be reclassified at any time during the seasn by the Natins Ohi Directr r the USSSA Ohi Directr, based n strength f team r any ther pertinent infrmatin. Nte: This will nt affect any standings r divisinal decisins that have already been made in the COYBL. Sectin 6 - Use f an illegal player r a nn-rster player will result in frfeiture f any games in which the player participated. At ANYTIME during the seasn, if a league directr discvers that an illegal player was used, he can apply a frfeit t the team using the illegal player. (Please refer t frfeiture plicy n pg. 4) Sectin 7 - Caches must have a cpy f their team rster and birth certificates with them at all times. If yu cannt prvide yur rster and birth certificates when requested, yu will frfeit the game. 6 INDIVIDUAL PLAYER ELIGIBILITY Sectin 1 - Players may nt play fr tw COYBL team at the same age level. Sectin 2: Any player can play "UP" in an lder age grup fr COYBL Play. Sectin 3 If a player plays fr tw COYBL teams (must be tw different age grups), that player may nly pitch fr ne COYBL team per year and the league ffice must be aware f the team he will pitch fr. He must als be n BOTH COYBL rsters Nte: This cannt be changed during the current seasn f play. Nte: This rule includes players that are playing UP. S any player that plays up cannt pitch fr a secnd team if they have previusly pitched fr any ther team in the COYBL. Sectin 4 If a player is n tw COYBL rsters, he must als be n bth Teams Natins Baseball rsters t be insured prperly when playing fr each team. Please nte, adding a player t yur Natins rster culd adversely affect yur classificatin. Any questins abut that will need t g t the Natins Baseball Office. Sectin 5: Yu can add players at any pint in the seasn. It is a lng seasn and injuries and ther factrs can affect a team s rster. COYBL discurages picking up players frm Turnament nly teams. Sectin 6: If a player leaves a team fr any reasn during the current seasn, he must receive a letter f release frm the riginal team that is t be signed frm the head cach and the parent f the player and this is t be mailed t the age grup directr. The riginal team must als fficially drp the player frm their rster n the Natins Baseball website befre any team is eligible t pick that player up. If a player is released frm a team, he may nt return t that team fr the remainder f the current seasn. If a player leaves a team by their chice fr any reasn, all fees due t the team must be paid in full befre the player can play fr anther COYBL team. N Exceptins. A player in the 8U t 12U age grups must be drpped by 5/31/2014 t be picked up by anther team fr the 2014 seasn. 7 AGES 14 & Under: The player s age n April 30th determines the player s eligible age divisin fr the current seasn, this includes April 30th. Fr example: My child is 10 n April 30 th, he is eligible fr play in the 10 & under divisin. Players can play up an age divisin but can never play dwn. High Schl Divisins 15u 18u: Participatin is based n age and high schl grade. Nte: Age is always first. 15u is 15u (See belw fr the Grade Exceptin Rule.) All high schl divisins have a Grade Exceptin Rule based n ONE age up. Fr example: My 16-year ld freshman can play in the 15U - freshman age divisin. Sectin 1 Umpires: High Schl Divisin Age Eligibility Chart 15U HS Freshman/Sixteenth Birthday 16U HS Sphmre/Seventeenth Birthday 17U HS Junir/Eighteenth Birthday 18U HS Senir/Nineteenth Birthday GAME RULES All divisinal games fr 8u 10u must have at least ne certified COYBL apprved umpire. All divisinal games fr 11u 18u must have tw certified COYBL apprved umpires. NOTE: Fr age s 11u-18u, if bth teams agree t play with ne umpire prir t the game then n cmplaints r inquiries can be made t any league directrs. If there is nt a pre-game agreement, then the utcme f the game will nt be recrded in league standings. NOTE: All fees fr umpires are set based n the agreement frm the paying team(s) and the umpire, the COYBL des nt make thse arrangements. Als, fr nn-divisin games if yu are nt ging t fllw divisin rules, please give the ppsing team the curtesy f making them aware f the game arrangements as early as pssible. NOTE: If yu playing a divisinal duble header, the umpire fees are t be split by bth teams. All nn-divisin duble headers, the umpire fees are t be determined by the participating teams. Sectin 2 Divisinal Standings: Divisinal standings will include the wins and lsses f the tw games yu play against each f yur divisinal ppnents. Any divisinal game that is tied must be finished. N tie will be included in the final divisinal standings. Sectin 3 Rainuts and Cancellatins: Rainuts r ther cancellatins must be made up in gd faith fr divisinal play CENTRAL OHIO YOUTH BASEBALL LEAGUE RULES 7

8 Nte: Divisinal play takes pririty f nn-divisinal play, s any rainut r cancellatin in divisin play must be made up befre nn-divisin games. Failure t d s will result in frfeiture f the game(s) and pssible league suspensin fr the next seasn if it is deemed a team is nt acting in gd faith. (Please refer t the Frfeiture Plicy n pg. 4) Each game is imprtant fr the divisin standings. Sectin 4 - Gd sprtsmanship is expected by all caches, players, parents and fans. Any vilatin f this will nt be tlerated and will be handled at the league ffice. (Please refer t the Sprtsmanship Statement n pg. 3) Sectin 5 Pregame Agreements: Any pregame agreements regarding time limits must be agreed upn by bth head caches and in witness f the umpire in charge. Once agreed upn, n exceptins can be made. NOTE: Sme parks have specific restrictins that need t be discussed during pregame cnferences. Sectin 6 Regulatin Game Lengths: Ages 8u 12u are t play 6 inning regulatin games. Ages 12u 18u are t play 7 inning regulatin games. NOTE: All divisin game duble headers are t be played accrding t regulatin length. All nn-divisin duble headers can be adjusted if a pregame agreement is made between bth head caches and in witness f the umpire in charge. Sectin 7 - Run Rules (Mercy Rules) Ages 8u-12u: 10 runs after 4 innings (3 ½ innings if the hme team is ahead) Ages 13u-18u: 10 runs after 5 innings (4 ½ innings if the hme team is ahead) Sectin 8 Official Games due t Weather r Darkness (7 inning games) If weather r darkness interferes with play s that the game is called (ended) by the umpire, it is a regulatin game if: 5 full innings have been played, r if the hme team has the lead after the visiting team has recrded 3 ffensive uts in the 5 th inning. NOTE: If the game is tied when the umpire decides t end the game after 5 full innings r if the visiting team has recrded 3 ffensive uts in the 5 th inning, then the game is t be resumed as it stands with all ffensive and defensive stats kept and recrded. This is specifically mandatry fr divisin games, this is nt mandatry fr nn-divisin games. (An agreement between head caches can be made in a safe place after the game has ended as t whether r nt and hw the game will be finished fr nn-divisin games.) If play has gne beynd 5 full innings: G back t the last cmplete inning f play after the 5 th full inning fr fficial recrd f game. If play has stpped befre 5 full innings: An agreement must be made by the tw head caches in witness f the umpire in charge t resume the game with ffensive and defensive stats kept and recrded r t start game ver frm beginning CENTRAL OHIO YOUTH BASEBALL LEAGUE RULES 8

Sectin 10 - EH (Extra Hitter) is allwed fr all ages. If an agreement cannt be reached then the game is t be resumed frm where it was stpped. NOTE: Please refer t Pitching Rule #13 fr pitcher eligibility fr a resumed game. (Page 12) Sectin 11 DH is allwed fr ages 14u and up, but cannt be used if using an EH. Sectin 12 See belw fr specific 2014 USSSA Bat Rule (Page 10). Sectin 13 Metal spikes are permitted fr ages 13u and up. N metal spikes fr ages 8u-12u. Sectin 14 Slug Bunting is nt permitted fr ages 8u t 13u. Penalty is batter is declared ut and dead ball. A Slug bunt is squaring t bunt and then pulling the bat back and swinging away. This puts players in danger and will nt be permitted. NOTE: Turnament rules differ frm COYBL rules please be sure t knw specific turnament rules. Sectin 15 - Yu may start a game with 8 players, but yu must take an ut fr the spt in the batting rder. The 9 th player may enter the lineup at anytime during the game as lng as the players name is entered n the lineup card prir t the game. Yu may finish with 8 players with the understanding that the vacated spt in the lineup will be an ut each time it cmes up in the batting rder CENTRAL OHIO YOUTH BASEBALL LEAGUE RULES 9

10 Sectin 16 There will be n tbacc use in r arund the dugut area r n the field f play at any time. Vilatin f this rule culd result in suspensin f the vilating cach r player. Sectin 17 Curtesy runner fr pitcher and catcher nly with 2 uts runners cannt currently be in the game lineup. If rster batting, the curtesy runner must be the persn that made the last ut. Nte: It is nt mandatry t utilize the curtesy runner. Sectin 18 Taunting f any kind against the ther team will nt be tlerated. Caches, players, parents r fans that take part in this will be remved frm the game and park by the umpires immediately. Nte: Each incident will be handled individually by the league ffice. Sectin 19 Rster Batting: Rster batting is permitted frm age s 8u-14u, but it is nt mandatry. If a team chses t rster bat then each player can switch defensive psitins freely. (Pitching rules still apply) If a player is injured r sick and cannt cntinue in the game while rster batting that spt in the lineup is NOT cnsidered an ut. REVISED 6/13 If a player is ejected when rster batting, the vacated spt in the lineup WILL BE cnsidered and ut. 11 2014 COYBL Bat Rules The COYBL has decided t adpt the USSSA bat rule fr age s 8u-14u in rder t minimize cnfusin fr caches, players and parents. **This rule is fr COYBL league play nly. Turnament rules will vary, s be certain t understand turnament rules prir t entering the turnament. 8U t 14U SMALL BARREL 2 ¼ All bats will have the 1.15 BPF Stamped n the bat. Stickers will nt be enugh prf that the bat meets the standard. If yu cannt prve the bat is 1.15 BPF certified, the bat is illegal There is n weight/length rati rule such as -3 r -5 drp factr fr age s 8U-14u. ALL BATS MUST BE STAMPED USSSA 1.15 BPF. BIG BARREL (2 5/8 r 2 ¾ ) All bats will have the 1.15 BPF Stamped n the bat. Stickers will nt be enugh prf that the bat meets the standard. If yu cannt prve the bat is 1.15 BPF certified, the bat is illegal. Thse bats that have a BBCOR mark permanently attached t the bat that is recgnized by OHSAA as a legal bat. There is n weight/length rati rule such as -3 r -5 drp factr fr age s 8U-14u. ALL BATS MUST BE STAMPED USSSA 1.15 BPF. WOOD BATS are permitted fr COYBL use. 15u and lder All bats must cmply with the current OHSAA bat standards. Meaning it must be a qualified BBCOR bat with a drp 3 factr. OR be a wd bat. While COYBL believes that the material riented 2011 ban and the ultimate mve t a wd like perfrmance standard is nt in the best interests f the game, COYBL will cntinue its plicy fr 15 and ver f fllwing the NHSF rules. Because s many f ur 15 and ver players are fcused n being a part f their high schl teams, it is the view f COYBL that its custmers are best served by playing with the same bats that they will be using in High Schl play. Thus, if a bat is legal under the NHFS rules, it is legal fr COYBL sanctined play. If nt legal fr NHFS play, it is nt legal fr COYBL play. AGAIN PLEASE NOTE THAT THESE ARE COYBL RULES AND THEY DO NOT NECESSARILY REFLECT RULES OF TOURNAMENTS; BE SURE TO CHECK THESE RULES PRIOR TO ENTERING THE TOURNAMENTS CENTRAL OHIO YOUTH BASEBALL LEAGUE RULES 11

12 Pitching rules 2014 Pitch Cunt Limit Rule fr The Central Ohi Yuth Baseball League COYBL has decided t cntinue with a pitch cunt/limit rule fr this upcming seasn. COYBL has develped as precise a prgram as realistically pssible t ensure the lng-term safety f ur players. We are asking caches t frward this infrmatin t their team s parents s they can als be aware f the dangers f ver-pitching yung players. Because we have n ability r authrity t plice activities utside the regular COYBL seasn, ur gal is t educate caches, parents, and players s pitchers will remain safe frm arm injury thrugh-ut their entire career. Prcedure: Because the purpse f a pitch cunt limit rule is t prtect yung pitchers and prevent caches frm practicing a win at any cst mentality; the fllwing prcedures have been adpted by COYBL. It is vital that caches fllw these prcedures precisely and with the player s safety in mind. This rule is fr COYBL league play nly. 1. Prir t the start f each game, cmmunicate with the ppsing team as t wh is eligible t pitch and hw many pitches each pitcher has available t thrw. This infrmatin will be written n the line-up card and exchanged befre the game starts. Inaccurate r false infrmatin given t an ppsing cach can lead t disciplinary actins by COYBL 2. Each pitch thrwn in the game cunts twards the pitch cunt ttal. Warm-up pitches and a thrw ver t a base d nt cunt tward the pitch cunt ttal. A guide t as if a pitch shuld cunt tward the pitch cunt ttal is if an umpire makes a call n the pitch then it shuld cunt tward the ttal f pitches thrwn{ball, strike, ful ball, fair ball, ball fur, hit batter, ful tip, etc.}. 3. Per Natins Baseball rule IX, sectin C, #14, an intentinal walk is granted upn request. Since a pitch is nt thrwn, althugh a ball is called by the umpire, the 4 balls called by the umpire during the intentinal walk d nt cunt tward the pitch cunt ttal. 4. Pitch cunt ttals will be tallied n the fficial COYBL pitch cunt lg frm. It is suggested the cunt be maintained by an assistant cach, the scre keeper, r a parent. The lg frms can be dwnladed and printed frm the COYBL web site. There is rm fr infrmatin t be dcumented n each sheet fr ten pitchers. There is a black line dividing the sheet int tw halves. The tp half f the frm fr ne team and the bttm half fr the ther team. If needed mre than ne frm can be used per game. 5. Pitch cunt ttals will be cmpared and verified accurate after each cmpleted inning. The hme team will be respnsible fr keeping the fficial cunt. If a difference in the pitch cunt ttal is recgnized, try t reslve the difference in a civil nn-cnfrntatinal manner. If an incnsistency f pitch cunting is repeated inning after inning r a persn becmes cnfrntatinal, the hme plate umpire will be ntified alng with the league directr. A prtest can be filed fllwing COYBL league Prtest Prcedures fund in ur rule bk. The league directr will mnitr teams wh are cnsistently reprted fr having disputed pitch cunt ttals during a game r have a pattern f being cnfrntatinal. The league directr can institute a ruling and assess a penalty, if the directr feels a pattern f cnfrntatinal behavir r disputed cunts are in bad faith and are an attempt t cheat the pitch cunt limit rule CENTRAL OHIO YOUTH BASEBALL LEAGUE RULES 12

13 6. As a pitcher appraches his maximum daily pitch cunt limit, insure the ppsing team and hme plate umpire are made aware f the fact. When the maximum daily pitch cunt limit is reached, annunce that the limit has been reached. At that time the pitcher will be remved frm the game. Caches are encuraged t knw when a pitcher is clse t reaching his maximum daily pitch cunt limit s anther pitcher can be prperly warmed-up. EXCEPTION RULE: If a pitcher reaches his maximum daily pitch cunt limit while actively pitching t a batter, the pitcher may cntinue t pitch t that batter until any ne f the fllwing cnditins ccurs: a.}the batter reaches base, b.} The batter is put ut, c.} The third ut is made t cmplete the half-inning. This exceptin will cause the pitcher t exceed the pitch cunt limit by mst likely a few pitches. This exceptin will mst likely be the nrm rather than an exceptin. 7. A pitcher may be remved frm a game at any time prir t reaching his maximum daily pitch cunt limit. The pitcher s ttal pitch cunt fr that game will then be used t determine his pitching eligibility fr the cming days. If a cach wants t limit a pitcher s ttal pitch cunt s that the pitcher can be used in future games, the situatin may arise when a pitcher needs t be remved frm a game while actively facing a batter and nt finishing that at bat. 8. Pitchers, f all ages, may nly pitch tw cnsecutive days. T be eligible t pitch a secnd cnsecutive day, the pitcher is limited t 25 r fewer pitches the first day. The fllwing day that same pitcher has a maximum daily pitch cunt limit 40 pitches fr U9 t U12 and 45 pitches fr U13 and u14. In all cases, a pitcher wh thrws tw cnsecutive days must rest tw days befre his next appearance. A cach frm each team will sign bth teams pitch cunt limit lg sheet cnfirming the accuracy f the ttals. It is the respnsibility f each team t immediately reprt the pitch cunt ttals fr their team s pitchers t the COYBL web site. Failure t pst the pitch cunt ttals within 24 hurs f the game s cmpletin will result in disciplinary actins by COYBL as described in the penalties sectin f this rule. 10. It is the respnsibility f bth teams t verify the accuracy f the scre and the pitch cunt ttals entered by the ppsing team and reprt any discrepancies t the league directr. 11. Once a player is remved frm the mund he may nt return t the pitcher psitin in that game. 12. A pitcher may pitch in mre than ne game in a day as lng as the maximum daily pitch cunt limit is nt exceeded. If pitching in bth games f a duble header, the pitch cunt ttal frm the first will be added t the pitches thrwn in the secnd game t ttal the daily pitch cunt. 13. Pitches delivered in a game declared a Suspended Game shall be charged against the pitcher s eligibility. The pitch cunt f the suspended game must be reprted t the COYBL website as described in # 9. N matter the day the suspended game is resumed, the pitch cunt/limit chart shall be fllwed t determine a pitcher s eligibility. If the pitcher that was pitching when a game was declared a suspended game is nw ineligible t pitch due t the pitch cunt limit rule, a different pitcher will need t be inserted t finish the suspended game. * Research has shwn that a player which has been remved frm the pitcher psitin shuld nt play the catcher psitin in the same day. 14 PENALTY FOR PITCHING RULES VIOLATION: Vilatin f any rule listed abve will be dealt with by COYBL in the mst serius manner. Fllwing the abve listed rules is nt an ptin. They are mandatry s that we ensure the safety f ur players. COYBL is encuraging all caches, parents, and umpires t wrk tgether in understanding and interpreting these rules. If the penalties appear t be severe, they are purpsely designed that way t discurage any thught f breaking a pitch cunt limit rule. It is COYBL s hpe that we will never have t hand dwn a penalty t any cach r team. We wuld like t say at the end f every seasn that n team has been penalized fr breaking a pitch cunt limit rule because the safety f ur players is ur biggest respnsibility. Penalty Prgressin Scale: Head caches are ultimately respnsible fr accurate and timely reprting f their team s pitch cunt ttals t COYBL as described in the prcedure sectin. 1 st Offense: If a head cach is fund t have exceeded a pitcher s limit thrugh late r inaccurate reprting, he will be ntified that is actins have been recrded by the league and a warning will be given. 2 nd Offense: If a head cach is fund t have exceeded a pitcher s limit thrugh late r inaccurate reprting fr a secnd time, the team will frfeit their tw mst recent wins. If a team des nt have tw wins at the time f the infractin, the team will frfeit their wins as they ccur t ttal tw games. 3 rd Offense: If a head cach is fund t have exceeded a pitcher s limit thrugh late r inaccurate reprting fr a third time, the team will frfeit tw games in the manner described abve and the team will nt be eligible t win their divisin r league. Plus the head cach will be given a tw game suspensin t be served per league rules. 4 th Offense: If the head cach is fund t have exceeded a pitcher s limit thrugh late r inaccurate reprting fr a furth time, the cach will be suspended fr the remainder f the seasn and serve a ne year league suspensin frm the time f the furth ffense. One player plays the pitching psitin; ne player plays the catching psitin. Fur players play the utfield psitins. 2. There is a pitching plate 40-ft frm the tip f hme plate frm which the cach must pitch. 3. The pitcher must be within 2 feet f either side f the pitchers plate and cannt be in frnt f the pitchers plate prir t the pitch being made. Make a 4 ft diameter circle frm the middle f the rubber and the pitcher must have at least ne ft inside the circle and must remain behind the pitching rubber until the pitch is thrwn 4. Each batter is allwed six pitches r three strikes. If a batter hits a ful ball n the sixth pitch, he r she is allwed t cntinue batting until he r she either des nt make cntact with the ball r puts the ball in play. 5. In innings 1-5 there will be a 7 run limit and in the 6th inning, it is limitless n the number f runs allwed. 6. There will be a mercy rule f 15 runs after 4.5 innings. 7. A fair-batted ball hitting a cach pitcher is declared n pitch / d ver if the umpire rules that the cach pitcher s cntact with the ball was unintentinal. If, in the umpire s judgment, a cach pitcher intentinally makes cntact with a batted ball, the batter is ut, and n runner can advance. 8. Umpires call time after every play and declare the ball dead. 16 a. The lead runner stps attempting t advance. b. The ball is in the pssessin f a fielder in the infield. c. N defensive play in imminent. Time des nt have t be called by the defense fr the purpse f this rule. The game is t be played in a manner that is realistic and baseball like. These players are 8 years ld, and it des them n gd t have the game played like a track meet. Try t play as realistic as pssible. It des everyne n gd t just run all ver the place. 9. All teams must rster bat fr all games. 10. Teams can use either nine r 10 defensive players. One player must be a pitcher, and ne player must be a catcher. 11. Teams must have a minimum f eight players t start and finish a game but must take an ut fr the ninth player. With number less than eight the game is declared a suspended game and is nt rescheduled. The suspended game is then ruled a frfeit by the turnament r league directr. Umpires have n authrity t frfeit a game. 12. Because teams are rster batting, there is free substitutin n defense. The batting rder must remain the same. 13. The catcher must be lcated in the catcher s bx. The Catcher MUST return all nn-batted pitches back t the pitcher nly. If the catcher interferes with a batter, it will be declared a dead ball and n pitch. 14. There are n: Base n balls Base awards fr hit by pitcher Infield fly rule Base stealing Bunting (players must take a full swing) Intentinal walks 15. If a player bunts r takes a half-swing, it is a ful ball. 16. Runners cannt leave their bases until the pitched ball crsses the frnt edge f hme plate. A runner wh leaves early is declared ut, and the pitch is declared a n pitch. 17. Curtesy runners must be the last batted ut and can be fr the catcher f the previus inning nly. 18. Barrel f the bat cannt be any larger than 2 ¾. Each team will play everyne within their divisin twice (2) Yu may play teams frm the ther divisin as nn-league games. These nn-league games will nt cunt in the divisin standings. THIS LEAGUE IS GOVERNED BY THE COYBL. COYBL RULES WILL BE FOLLOWED. UMPIRES, LIGHTNING AND INCLEMENT WEATHER POLICY COYBL requires that OHSAA licensed umpires be used s that ur games are played in accrdance t thse rules fr the safety f the players f COYBL. Umpires need t register with COYBL n the Umpire page n ur web site if they want t umpire COYBL games. We must have the ability t cntact and infrm Umpires that wrk COYBL games f the rules and address issues that arise during COYBL events fr the safety and well being f all COYBL Members. LIGHTNING AND INCLEMENT WEATHER Recgnitin - Caches, athletic trainers, athletes, administratrs and cntest fficials shall be educated regarding the signs indicating thunderstrm develpment. Since the average distance between successive lightning flashes is apprximately tw t three miles, ANYTIME that lightning can be seen r heard, the risk is already present. Weather can be mnitred using the fllwing methds: Mnitr Weather Patterns Be aware f ptential thunderstrms by mnitring lcal weather frecasts the day befre and mrning f the cmpetitin, and by scanning the sky fr signs f ptential thunderstrm activity Natinal Weather Service Weather can als be mnitred using small, prtable weather radis frm the NWS. The NWS uses a system f severe strm watches and warnings. A watch indicates cnditins are favrable fr severe weather t develp in an area; a warning indicates severe weather has been reprted in an area, and everyne shuld take prper precautins. Any thunderstrm pses a risk f injury r death even if it des nt meet the criteria fr severe weather. Therefre, anytime thunderstrms are in the frecast (even if it is nly a 20 percent chance), event rganizers shall be at a heightened level f awareness t the ptential danger f lightning. Management Evacuatin If lightning is imminent r a thunderstrm is appraching, all persnnel, athletes and spectatrs shall evacuate t available safe structures r shelters. A list f the clsest safe structures shuld be annunced and displayed n placards at all athletic venues. Thirty-minute rule Cmpetitin r practice shall be suspended nce lightning has been recgnized r thunder is heard. It is required t wait at least 30 minutes after the last flash f lightning is witnessed r thunder is heard prir t resuming practice r cmpetitin. Given the average rates f thunderstrm travel, the strm shuld mve miles away frm the area. This significantly reduces the risk f lcal lightning flashes. Any subsequent lightning r thunder after the beginning f the 30-minute cunt shall reset the clck, and anther cunt shall begin. Safety f the players, caches, parents and spectatrs are f the utmst imprtance and there is abslutely n leeway in these rules. N deviatins frm this rule are permitted and vilatins will result in suspensin frm COYBL fr the remainder f the year CENTRAL OHIO YOUTH BASEBALL LEAGUE RULES 17

18 COYBL FULL DISCLOSURE POLICY Any and all cmplaints against a cach r team must be sent t the league ffice and yur age grup league directr and yu must cpy the cach f the team yu are cmplaining abut. If this step is nt fllwed, yur cmplaint will nt be addressed until yu cmply. We will cmpile a list f teams / caches that receive cmplaints and if it is deemed excessive r the issue(s) are severe, yu culd be banned frm play fr the next year r lnger. COACHES OR PLAYER EJECTIONS *Caches ejected frm a game must sit ut that game and the next tw games als. A head cach has the right t appeal this asking it t be reviewed. Even then, a ne game suspensin is warranted fr ejectin. Players ejected frm a game will sit ut the remainder f that game nly. *Cach and Player ejectin must be reprted t the league ffice by the head cach within 24 hurs. *A tw week suspensin will be levied if the game penalty if nt reprted per abve. If the ejectin is deemed t be severe in nature, further suspensins frm the League culd result. *If the persn ejected des nt leave as sn as they are ejected and makes a bigger scene, it will be escalated t a 2 week suspensin * If there is any physical cntact, ie. Chest bump f push, it will be a 30 day suspensin *If there are any punches thrwn, it will be a lifetime ban frm the league. * These rules pertain t parents, Umpires, Caches and ther spectatrs at the game PROTESTS Prtests must be given t the Umpire in charge befre the game is cmpleted. The prtesting team must get the Umpire's name and phne number and be submitted alng with yur prtest t the league ffice. Prtests must be made t the league ffice by within 24 hurs. A $ prtest fee must be submitted with a written prtest within 72 hurs t the league ffice t make the prtest fficial. The $ prtest fee is refunded if the prtest is allwed.
