1 2012 SHOPRITE NUTMEG STATE GAMES YOUTH BASEBALL TOURNAMENT 10 & UNDER AND 12 & UNDER Dates: July 23 rd July 28 th Sunday, July 29th will be used as a make up day if we have inclement weather during the tournament. Format: Round Robin / Pool Play format with a minimum 3 Game Guarantee. Locations: Little League (Bantam & Youth): - A.W. Stanley Park, New Britain - 1 Field - Martha Hart Park, New Britain - 3 Fields - Walnut Hill Park, New Britain - 1 Field - Pettit Little League, Berlin - 2 Fields Age Divisions: Age Division Roster Maximum Age Cut Off 9-10 Bantam Little League 16 April 30 th, Youth - Little League 16 April 30 th, 2012 Forfeiture Policy: Due to the fact that all competition brackets are round robin formats, a team may not intentionally forfeit a contest; even though the game may have no consequence on the seeding of the tournament at the conclusion of round robin play. Any team intentionally forfeiting a contest will be disqualified from further competition and the remaining teams will be re-seeded. Baseball Tournament Rules and Regulations: Age: Any candidate who will attain the age of 9 before April 30 th, 2012 and who will not attain the age of 13 before May 1 st, 2012, shall be eligible to compete in the Nutmeg State Games Bantam or Youth Baseball Tournament. Tournament Rules (Bantam & Youth): 2012 Little League Tournament Rules: THE COMPLETE LITTLE LEAGUE TOURNAMENT RULES CAN BE FOUND ONLINE AT: Baseball.pdf CONDITIONS OF TOURNAMENT PLAY Protests - No protest shall be considered on a decision involving an umpire s judgment. - Equipment which does not meet specifications must be removed from the Protest shall be considered only when based on: A. The violation or interpretation of a playing rule; - When a manager claims that a decision is in violation of the playing rules, the following steps must be taken:
2 1. A formal (verbal) protest must be made to the umpire-in-chief at once by the manager or coach. 2. The umpire-in-chief must immediately call a conference of all umpires working the 3. If the problem cannot be resolved to the satisfaction of the managers, the umpire-inchief shall be required to consult with the Tournament Director. The Tournament Director s decision is FINAL. NOTE 1 - PROTESTS INVOLVING PLAYING RULES NOT RESOLVED BEFORE THE NEXT PITCH OR PLAY SHALL NOT BE CONSIDERED. B. The use of an ineligible pitcher. - Ineligibility under this rule applies to violations of Tournament Playing Rule 4. If an ineligible pitcher delivers one or more pitches to a batter, that game is subject to protest and action by Tournament Director. 1. If the facts establishing or verifying an ineligible pitcher become known DURING a game, and the ineligible pitcher participates in the game, subject to the following conditions: (a) A protest may be lodged by the manager or coach with the umpire-in-chief, who shall consult with the Tournament Director. 2. If the facts establishing or verifying an ineligible pitcher become known AFTER a game, and the ineligible pitcher participated in the game, subject to the following conditions: (a) A protest may be lodged by the manager or coach with the Tournament Director. Such protest must be made before either team affected by the protest begins another C. The use of an ineligible player. - Ineligibility under this rule applies to league age, residence (as defined by Little League Baseball, Incorporated), participation in other programs, participation as an eligible player for sixty (60) percent of the regular season in the proper division, or violation of Regulation I- XVII. 1. If the facts establishing or verifying the ineligibility of a player are known to the complainant PRIOR TO the game, the following steps must be taken: (a) The complainant shall present the matter to the Tournament Director. (b) The matter SHALL be resolved with the Tournament Director BEFORE the first pitch of the The decision of the Tournament Director shall be final and binding. 2. If the facts establishing or verifying an ineligible player become known DURING a game, and the ineligible player participates in the game, subject to the following conditions: (a) A protest may be lodged by the manager or coach with the umpire-in-chief, who shall consult with the Tournament Director. (b) The decision of the Tournament Director shall be final and binding. 3. If the facts establishing or verifying the ineligibility of a player become known AFTER a game, and the ineligible player participated in the game, that team shall forfeit the game in question, subject to the following conditions: (a) A protest may be lodged by the manager or coach with the Tournament Director. Such protest must be made before either team affected by the protest begins another (b) The decision of the Tournament Director shall be final and binding. NOTE 1: All officials, including all managers, coaches, scorekeepers, umpires, Tournament Directors, etc., should make every effort to prevent a situation that may result in the forfeiture of a game or suspension of tournament privileges. However, failure by any party to prevent such situations shall not affect the validity of a protest.
3 Grace Period: - All teams will be given a 15 minute grace period beginning at the start time of their scheduled If a team does not have enough players (9) to field a team 15 minutes after the scheduled start of the game, that team will forfeit the Mercy Rule: - Mercy Rule will be 10 runs after 3.5 innings if the home team is winning or 4 innings if the visiting team is leading. Player Eligibility: - Players are eligible for Tournament Play, provided they meet the criteria established by the Little League Residency Eligibility Requirement, Participation In Other Programs and the following: Little League (11-12 Year Old Division) - Any player League Age 11 or 12, who has participated as an eligible player in 60 percent of the regular season games as of June 15 on a Little League Baseball (Majors Division) team, with the exception of the school baseball season Year Old Division - Any player League Age 9 or 10, who has participated as an eligible player in 60 percent of the regular season games as of June 15, with the exception of the school baseball season, on a: Little League Baseball (Majors Division) team, or; Minor League Baseball team. Pitching Rules (Bantam & Youth Divisions): BANTAM (10&U) DIVISION A pitcher may not pitch more than 75 pitches unless the pitcher reaches 75 pitches while pitching to a batter, then he may exceed 75 pitches until that batter makes an out, or gets on base. YOUTH (12&U) DIVISION - A pitcher may not pitch more than 85 pitches unless the pitcher reaches 85 pitches while pitching to a batter, then he may exceed 85 pitches until that batter makes an out, or gets on base. Pitchers for the Bantam (10&U) and Youth (12&U) Divisions must adhere to the following to the following rest requirements: - If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be observed. - If a player pitches pitches in a day, three (3) calendar days of rest must be observed. - If a player pitches pitches in a day, two (2) calendar days of rest must be observed. - If a player pitches pitches in a day, one (1) calendar days of rest must be observed. - If a player pitches 1 20 pitches in a day, zero (0) calendar days of rest are required. These rules replace the regular season pitching regulations. - Any player on a tournament team may pitch. Exception: Any player, who has played the position of catcher in four (4) or more innings in a game, is not eligible to pitch on that calendar day. - Pitchers once removed from the mound may not return as pitchers. - The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted below, but the pitcher may remain in the game at another position.
4 Mandatory Play: 10 & Under Division and 12 & Under Division: If a tournament team has thirteen (13) or more eligible players in uniform at a game, then every player on a team roster shall participate in each game for a minimum of three (3) consecutive defensive outs and bat at least one (1) time. If a tournament has twelve (12) or fewer eligible players in uniform at a game, then every player on a team roster shall participate in each game for a minimum of six (6) consecutive defensive outs and bat at least one (1) time. SUBSTITUTIONS/RE-ENTRY: This tournament rule replaces regular season Rule 3.03 (reentry) for all levels of tournament play. a. If illness, injury or the ejection of a player prevents a team from fielding nine (9) players, a player previously used in the lineup may be inserted, but only if there are no other eligible substitutes available. The opposing team manager shall select the player to re-enter the lineup. A player ejected from the game is not eligible for re-entry. b. Any player who has been removed for a substitute may re-enter the game in the SAME position in the batting order. c. A substitute entering the game for the first time may not be removed prior to completion of her/his mandatory play requirements. NOTE 1: See definitions in Rule 9(d) above on complying with this rule defensively and offensively. Tournament Rule 10(c) does not apply to Senior League or Big League Baseball. NOTE 2: A player who has met the mandatory play requirements, and is a pitcher at the time she/he is removed, may be removed for a substitute batter and re-enter the game as a pitcher once, provided the pitcher was not physically replaced on the mound. EXAMPLE: Player A is a starter and not a pitcher, Player B substitutes into the game for player A. Both players have met mandatory play by completing one time at bat and 6/3 consecutive outs and both occupy the same spot in the batting order. In the fifth inning player A becomes a pitcher and is scheduled to bat in the sixth inning, but player B bats for player A. Both players have met mandatory play requirements and player A was not physically replaced on the mound as a pitcher, therefore, player A can return to pitch the sixth inning. d. Defensive substitutions must be made while the team is on defense. Offensive substitutions must be made at the time the offensive player has her/his turn at bat or is on base. e. A starter and her/his substitute must not be in the lineup at the same time, except as provided in Rule 10(a). f. Improper substitution is a basis for protest. Protests involving improper substitution not resolved before the next pitch or play shall not be considered. 13. REGULATION GAME: Each tournament game must be played to the point of being an official game: a. Regulation games are of four or more innings in which one team has scored more runs than the other (three and one-half (3 1/2) if the home team is ahead). b. Regulation games (when a winner can be determined) terminated because of weather, darkness or curfew must be resumed if the visiting team ties the game or takes the lead in their half of the inning and the home team does not complete their at bat or take the lead in an incomplete inning. This does not apply to games suspended or delayed by weather that may still be resumed before darkness or curfew (as defined in Tournament Rules and Guidelines Curfew) on the same day. - Game length will be six innings for LITTLE LEAGUE BANTAM & YOUTH Divisions. - Home and Away Teams will be determined each game by a coin toss conducted by the Umpire or ShopRite Nutmeg State Games Event Staff.
5 - Time limit for preliminary round games: 2 hours and 30 minutes. Play-In or Medal round games will NOT have a time limit. - If a game is called, the game must complete 3.5 innings if the home team is ahead or full 4 innings if the home team is losing to be an official Team Sport Information: - No schedule accommodations will be made for teams participating in another tournament while playing in the Nutmeg State Games. - Any player whose age is challenged and the coach CANNOT produce proof of age, said player will be declared ineligible for that game! - Nutmeg State Games Coaches are required to have with them at all games the following information: full team roster & copies of proof of age for all players on the team s roster. - FIFTY percent (50%) of a team s competitors must be comprised of athletes from one region (North, South, East, West) Please see Region Breakdown for further information. - Please designate your team s name on all appropriate forms; if no name is given one will be assigned to you by the Nutmeg State Games administration. - Teams will be allowed to wear their own uniforms. - Athletes who wish to play up in a division (play in an older age group then their age at the time of the tournament) will be allowed to do so. Athletes are not allowed to play down into a younger age group. - Athletes may NOT sign up for multiple TEAM sports in the Nutmeg State Games. Reporting Game Scores: Upon game completion, Officials and a Manager/Head Coach from each team will be required to sign the Official Score Sheet. Once this is done, the HEAD COACH of the WINNING TEAM is required to call in the final score and other important game information (including highlights) to the Nutmeg State Games Headquarters in New Britain at (860) It is of the utmost importance that the game score is reported accurately and IMMEDIATELY after the game! Score sheets must also be submitted to the Game Administrator at your field at the conclusion of the Game. The Standings & Scoreboard Page will be updated nightly after all scores are received and verified. Please be certain your report is accurate; mistakes cause enormous problems in scheduling medal round games. Standings & Scoreboard Page on The Standings and Scoreboard pages were created for coaches, managers, parents and athletes to view their team s record, game results and standings within their round robin brackets during the tournament. Since the Nutmeg State Games adopted the round robin / pool play structure we wanted to offer our participants a way to view their own and their competitor s records and also be able to see who advances during the playoff and medal round competition. Please check the Scoreboard and Standings pages daily during the week of competition to make sure we have recorded the correct game results. Also, please check the Standings Page to verify when, where and who you will be playing for PLAY IN and MEDAL ROUND Games! Ice & Water: Teams will be responsible for providing their own ICE & Water during the 2012 Nutmeg State Games! Mandatory:
6 - All Teams must have an Official Score Keeper present at each The Home Team will keep the official book, and the Away Team will keep a secondary book as a back up. - Teams will be allowed to wear their own uniforms / jerseys for Preliminary Games and Medal Games! - Athletes who wish to play up in a division (play in an older age group than their age at the time of the tournament) will be allowed to do so. Athletes are not allowed to play down into a younger age group. - Schedules will not be adjusted to accommodate teams and/or athletes participating in other tournaments during the Nutmeg State Games!
