1 Spring Transition Baseball Division Plan Overview Eligibility: Player eligibility is primarily limited to children age 7 by August 31, Children who are turning 6 by August 31, 2017 and have played 2 years of Intro to Tee Ball / Tee Ball can register and upon evaluation by the League Player Agent and Division Coordinator may be approved to participate. Children who are turning 8 by August 31, 2017 that have either not been selected in the Minor baseball division draft or have specifically requested to be held back from Minors by their parents may also participate. Purpose: The transition division is designed to aid in the transition from non-competitive T-ball to competitive baseball as played in the minor baseball division. It is expected to have great diversity in player developments and intended to be focused on teaching fundamentals, the rules of baseball with heavy emphasis on players and coaches learning safety. There should be progression toward player independence of on-field and continuous coaching as well as competitive play. Each player is entitled to a defined minimum of position exposure and an equal opportunity of batting opportunities. This league should offer a great opportunity to strengthen interest in baseball for those that are new as well as support the competitive development of those with prior exposure. Basic Structure: Players are placed on a team via the annual draft held in late February / early March. Teams will play other teams from Morrisville Little League. Teams will typically play two games per week from early April through early June. Teams will practice once per week Games last 5 innings. Score is kept. An inning ends when either 3 outs are recorded or 4 runs are scored. Coaches pitch for the first half of the season. Players pitch for the second half of the season. There is no stealing, no bunting and no walks. Every player gets a trophy at the end of the season. Equipment: The league will provide each player with a hat, shirt, pants, and socks.. The league will provide each team with bats, balls, catcher s gear, helmets, first aid kit and ice packs. Each player needs to have his/her own glove. Each player should wear sneakers or rubber cleats. Boys must wear a protective cup. Location: All games are played on the fields in Williamson Park on Delmorr Avenue in Morrisville.
2 Additional Information / Rules Purpose This Morrisville Little League program is designed to aid in the transition from non-competitive Tee Ball to competitive baseball as played in its Minor Baseball division. Children who are turning 8 by May 1, 2015 that have either not been selected in the Minor baseball division draft or have specifically requested to be held back from Minors by their parents may also participate Rules 1. Weather a. All games will be called in the event of lightning. b. Rain outs should be first discussed with each Manager and then discussed with the league coordinator. c. Coaches are expected to make an effort to reschedule and make-up games that have been called for weather prior to start and for those games called prior to completing the 3rd inning. d. It is the coaches responsibility to improve field conditions to playable whenever possible. 2. General Rules 3. Coaches a. Games will last 5 innings. There is a two hour time limit (games usually last 1 to 1.5 hours) and no new inning to start after 8pm. If the home team leads after the top of the 5 th inning, they do not bat in the bottom of the fifth. b. The first half of the season will be coach pitch only. The second half of the season will be two innings of player pitch followed by three innings of coach pitch (providing the game is under the time limit). Exceptions to these rules must be agreed upon by both team managers and done so only to create additional opportunity for pitching exposure to players that have not yet had an opportunity. c. Continuous batting all players must bat in order before any player has a second time at bat. d. Innings will end after four runs are scored or three outs are made, whichever occurs first. e. No bunting (unless a bunt results from a full swing). f. All players must wear a protective cup. g. Transitional league will use Tee Balls (a.k.a. RIF balls or safety balls). h. Please note that Little League International has imposed a moratorium on composite bats. Only Little League approved composite bats can be used. Please refer to Little League International s website for details and a list of approved bats.
3 a. Coaches must always set a proper example. No arguing and no confrontations. Managers are responsible for the conduct of the parents and assistant coaches. Managers may also be required to excuse a coach or parent from a game based on their impact on the players or the quality if the game s environment. b. Coaches must emphasize safety and instruction and promote good sportsmanship at all times. c. Coaches are encouraged to create an enthusiastic and positive environment for the players. Individual or team negativism is not acceptable. d. Coaches are expected to use their best judgment and abilities in correcting player responses to small failure. e. Coaches will umpire. In the event of a disputed call, the closest coach makes the call; base coaches for first and third base, field coaches for second base, and pitching coach for home plate. f. Coaches shall not touch a ball or player in play. g. Pitching coaches must avoid batted balls. A batted ball that unavoidably hits a coach will still be a live ball. h. Although score will be kept, the competitive aspect of the game should not be over-emphasized. Score will be kept and shared to help the kids better understand the object of the game and not to measure which team is better. i. No standings, no playoffs, and no championship. j. Always line up for the good game exchange after the game.
4 4. Team Responsibilities 5. Runners 6. Fielders a. Home Team Occupies the third base side. Has pre-game warm up one half hour before the game for 15 minutes. Is responsible for selling the 50/50 tickets. Is responsible for setting up and putting away the bases. b. Visiting Team Occupies the first base side. Has pre-game warm up 15 minutes before game time. c. Note: both teams should help with field preparation. a. No leading and no stealing. A runner may leave the base to advance only when the batter makes contact. b. If a runner leaves the base prior to the batter making contact or if the coach makes contact with the runner to initiate a base advancement, the runner is out. c. A runner must slide to avoid a collision. Runners who intentionally create a collision are automatically out. d. A runner running out of the baseline to avoid a tag will be called out. e. Plays end when the ball is thrown to the pitcher. Runners can no longer advance once the ball is thrown toward the pitcher and reaches the mound area, whether it is caught or not. Subjective calls are determined by the runner s position when the ball reaches the mound. If the runner has progressed beyond half-way, he/she is granted the next base. f. Runners may advance one base on an overthrow. No advancing on an overthrow to the pitcher. A runner may continue to advance one base per overthrow if the fielders continue to throw after him and overthrows result. a. No infield fly rule. b. Ten players in the field. The tenth player is a fourth outfielder. c. Free defensive substitutions. d. Coaches must rotate position at least every two innings. All players must play at least one inning of infield per game though we encourage two innings of infield per game per player. All players must play at least one inning in every position during the season. e. Catchers must wear full safety gear including a protective cup. Catchers crouch behind the plate in the traditional manner. f. Each player is to pitch one inning in the second half of the season.
5 7. First Half Rules a. The coach must pitch from the transitional rubber 5 feet in front of the normal minor league rubber, 42 feet from home plate. b. The coach will pitch 6 pitches per batter unless a fair ball is hit sooner. If a fair ball is not hit after 6 pitches, the batter is out unless the batter fouls off the 6 th and subsequent pitch. No walks under any circumstances. c. If the sixth pitch is unhittable, the coach may throw one more pitch. d. While a coach pitches, the player pitcher can stand on either side of the coach pitcher but no closer to home than the minor league rubber until the ball is hit. e. Two coaches may be on the outfield grass to assist in defensive decisions. 8. Second Half Rules a. The first two innings will be player pitching with the following conditions. A player may not pitch more than one inning (or three outs) per game. Player pitchers must pitch from the transitional rubber. The coach pitcher will stand behind the player pitcher and call balls and strikes on their own batters. An at-bat off kid pitching will produce a hit ball, a strike out (called or swung), or 4 balls. A strike out or a hit ball has obvious results. A hit batter is awarded first base only if the batter is unable to continue hitting. If a player gets four balls before hitting or striking out, then the coach pitcher will step in and start over with a new count. A hit ball or a swinging strikeout will result. b. The final three innings will be coach pitch and either a hit ball or a strike out will result. Coach pitch strikeouts in any inning must involve swings on the third strike. The first two strikes may be called. An at-bat may be extended in any scenario if the batter fouls off with two-strikes. No walks under any circumstances. c. Bonus batter. Each team may name one bonus batter for each game. That child bats under first half rules: no kid pitching, up to six coach pitches. d. Only one coach may be on the field to assist in defensive decisions.
6 9. Little League Rules All other rules covered by the coordinator(s) of the transitional league, the Board of Directors of Morrisville Baseball and/or Little League Baseball. 10. First Aid Morrisville Little League s Automated External Defibrillator/AED (a portable electronic device that automatically diagnoses potentially life threatening cardiac arrhythmias) is located on the wall in the MLL Batting Cage when you first walk in the door if needed. 11. Transition All Stars Morrisville Little League supports a 7 year old all star team. Team managers are expected to track competitive team players and participate in a nomination and election process to build the team.
