1 Little Chenang Valley League Official League Rules The Little Chenang Valley League shall perate under the Official Regulatins and Playing Rules established by Little League Baseball Incrprated as amended annually by the Little Chenang Valley League, and the fllwing additinal regulatins. Organizatin 1. Organizatinal Meetings. Organizatinal Meeting is any meeting f the league bard. A minimum f ne per year (Annual Meeting) is required. 2. League Bard. Bard members are defined as civic president and/r civic baseball cmmissiner fr each civic, LCVL Directr and LCVL Assistant Directr. 3. Ntice f Meeting. Ntice f each meeting shall be delivered persnally, electrnically r by mail t each bard member at the last recrded address at least furteen (14) days in advance f the meeting, setting frth the place, time and purpse f the meeting. 4. Vting. Only league bard members shall be entitled t make mtins and vte at general meetings. Hwever, the League Bard (as defined abve) may invite, admit and recgnize guests fr presentatins r cmments during general meetings. 5. Annual Meeting f League Bard. The Annual Meeting f the League Bard shall be held the first week f March prir t the beginning f the seasn. The purpse f the meeting is t set dates, determine number f teams, team fees and fr the transactin f such business as may prperly cme befre the meeting. The cnditin f the LCVL presented by the Directr with a general summary f funds received and expended fr the previus year, the amunt f funds currently in pssessin f the LCVL, and the name f the financial institutin in which such funds are maintained. (currently Visins Federal Credit Unin) 6. Special General Meetings. Special General Meetings f the League Bard may be called if there is a *qurum*(mre than half the League Bard) that agrees t call a special meeting. Any League Bard member shall call a Special General Meeting t cnsider the subject specified in the request. N business ther than that specified in the ntice f the meeting shall be transacted at any Special General Meeting. Such Special General Meetings shall be scheduled t take place nt less than seven (7) days after request is received by the League Directr r Assistant League Directr. Number f League Bard members is determined at the annual meeting. Each bard member is determined by each civic. Example: CF = 1 bard member, PD = 1 bard member, Hillcrest = 1 bard member, PC = 1 bard member, ST = 1 bard member, Nimmnsburg = 1 bard member, Castle Creek = 1 bard member, Wyming Cnference = 1 bard member, CB = 1 bard member. (s, there wuld be nine League Bard members) *Qurum wuld require that at least five bard members wuld need t agree t have a Special General Meeting. Any bard member nt able t attend wuld get an absentee vte n anything vted n.

2 7. When vting n amendments t the league rules, each rganizatin has ne vte regardless t hw many teams an rganizatin may have in the league. (i.e., Chenang Frks may have three teams in the league but nly ne vte.) 8. Executive Cmmittee. In the event f a prtest r a league issue, a cmmittee f fur (4) members will be appinted frm different cmmunities with the League Directr having a vte. In the event that the League Directr feels that the prtest r league issue wuld be a cnflict f interest fr him, his vte wuld be then handed t the League Assistant Directr. 9. Each team will be assessed fees annually payable prir t pening day. The amunt will be determined by the League Directr t pay fr all expenses incurred. The ttal fee fr each team will be prrated per civic in the event that multiple civics are represented n ne team. The percentage is determined by hw many kids per civic divided by the ttal number f kids n the rster. (Example Prt Crane has three kids n a twelve man rster then 3 divided by 12 = 25%. 25% f the ttal fee f $650 wuld be $ Prt Crane wuld pay $162.50) Games 1. Regularly scheduled games may be rescheduled fr cmmunity purpses (example schl cncert r schl play). If this situatin arises, the cach must call the League Directr fr apprval. The League Directr has the authrity t apprve the change r deny it. If apprved, the cach must then call the ppsing cach t infrm him f the change. The cach must call the League Directr t reschedule the umpire(s). 2. Game time fr games n weeknights will be at 6:15. Game times n weekends will be determined. A team must have 8 players t start a game. Fifteen minutes after game time is a frfeit. 3. The hme team cach is respnsible fr ntifying the League Directr an hur befre regular scheduled start time f a game t be canceled due t pr field cnditins r weather. This is t ensure that the League Directr has enugh time t cancel umpires. 4. The hme team cach is respnsible fr ntifying the League Directr f the rescheduled date fr a canceled game r the mving f a game t a different field in rder t make the change with the umpires. Failure t d s will result in a frfeit fr the hme team. 5. It is the hme team's respnsibility t ntify the League Secretary f the results f their hme games as well as reprt the pitchers used and pitch cunt fr each pitcher used. 6. The hme team shall furnish tw (2) new game balls. 7. The hme team will be respnsible fr lining the ful lines and the batter's bx in accrdance with Little League rules 3 feet x 6 feet. 8. The field shall be turned ver t the visiting team n later than fifteen (15) minutes befre game time unless prevented by pr field cnditins. 9. It is the gal f the league t finish the regular seasn n time, t get the playffs cmpleted n time, and the travel teams t get ready fr turnaments. In rder t accmplish these gals the League Directr may be frced t mve teams ff their hme fields t play a game elsewhere. The League Directr has the pwer t d s. The Directr will make every effrt t be as fair as pssible fr all parties invlved. 10. If a game is called n accunt f rain, a game will be deemed cmplete after fur (4) cmpleted innings if the visiting team is winning, and 3 1/2 innings if the hme team is winning. Little League rules apply after this pint. 11. There is a ten (10) run rule bserved during LCVL regular seasn League play. If the hme team is ahead by ten r mre runs after 3 1/2 innings then the game is ver. If the visiting team is ahead by ten r mre runs after fur (4) cmplete innings then the game is ver. There isn t a ten run rule bserved during the LCVL playffs. 12. Slap-bunting is NOT allwed during LCVL League play.

3 Games (Cnt.) 13. NO drpped third strike rule during LCVL League play. 14. Stealing is allwed during LCVL League play nce the pitch reaches hme plate. The ball is live and players may steal r lead ff until the pitcher is back n the pitching rubber. Players must be n their base when pitcher is n pitching rubber. Umpire will determine if a player leaves early in which case the player will g back t riginal base. 15. NO leading ff r stealing while pitcher is n the pitching rubber. 16. Player must slide r make an attempt t mve ut f the way n a clse play at any base. Any player nt ding s and play is deemed a clse play by the umpire will be called ut. Pitching Rules 1. Any player n a regular seasn team may pitch. There is n limit t the number f pitchers a team may use in a game. 2. The cach must remve the pitcher when said pitcher reaches the limit, but the pitcher may remain in the game at anther psitin: 90 Pitches 3. If a pitcher reaches the limit impsed in Rule 2 f this sectin while facing a batter, the pitcher may cntinue t pitch until that batter reaches base r is put ut. Calendar Days Example: If a pitcher thrws 70 pitches in a game n Saturday mrning, that pitcher cannt pitch again until Wednesday. - If a player pitches 65 r mre pitches in a day, three (3) calendar days f rest must be bserved. - If a player pitches pitches in a day, tw (2) calendar days f rest must be bserved. - If a player pitches pitches in a day, ne (1) calendar day f rest must be bserved. - If a player pitches 1 30 pitches in a day, n (0) calendar day f rest must be bserved. 4. Bth the visiting and hme teams shall recrd the pitch cunt but the hme screkeeper will be designated as the fficial recrder f the pitch cunt. 5. The visiting and hme teams will recncile pitch cunt after each inning t determine and agree n the crrect pitch cunt. 6. The pitch cunt recrder must prvide the current pitch cunt fr any pitcher when requested by either cach r any umpire. Hwever, the cach is respnsible fr knwing when his/her pitcher must be remved. 7. The fficial pitch cunt recrder shuld infrm the umpire when a pitcher has delivered his/her maximum limit f pitches fr the game, as nted in Rule 2 f this sectin. The umpire will infrm the pitcher s cach that the pitcher must be remved in accrdance with Rule 2 f this sectin. Hwever, the failure by the pitch cunt recrder t ntify the umpire, and/r failure f the umpire t ntify the cach, des nt relieve the cach f his/her respnsibility t remve a pitcher when that pitcher is n lnger eligible. 8. Vilatin f any sectin f this regulatin can result in prtest f the game in which it ccurs. 9. A player is nt allwed t pitch in mre than ne game in a day regardless f pitch cunt. 10. Warm ups between innings are nt calculated twards a pitcher s pitch cunt. 11. Pitch cunt des nt reset when a new calendar week begins. 12. There is NO limit n hw many 12 year lds can be used in a week. 13. A pitcher remved frm pitching during the game cannt pitch in that game again.

4 14. NO balks and intentinal walks are waived n. 15. A pitcher wh delivers ne r mre pitches in a game CAN als catch in the LCVL. Rsters 1. Each team will turn in a rster cnsisting f nt less than ten (10) players and nt mre than fifteen (15) players. Each team can rster n mre than eight 12 year lds with 12 players, seven with 10 r 11 players. A player is eligible t play if he is nt 13 years ld befre May 1st. If a player is 12 years ld n April 30th, he is eligible t play. If he is 13 n May 1st he is eligible t play. 2. Players can be added t a rster previus t cmpleting 6 games. After that, they are nt eligible fr playff withut apprval f League Directr. 3. Each rster will have the player's name, birthday, and age. 4. NO player n Mdified Baseball rster is eligible t play in the Little Chenang Valley League. Re-Entry Rule 1. Starters must play a minimum f six (6) cnsecutive defensive uts in rder t be eligible t re-enter. 2. A starter that was remved frm the game may re-enter anywhere in the batting lineup nly after he has sat ut a minimum f six (6) defensive uts. 3. Only a starter may re-enter. 4. Every player n yur rster present at the start f a game will participate in each game fr a minimum f six (6) defensive uts AND bat at least ne (1) time. Fr the purpse f this rule, six (6) defensive uts is defined as: A player enters the field in ne f the nine defensive psitins when his/her team is n defense and ccupies such psitin while six uts are made; bat at least ne (1) time is defined as: A player enters the batter s bx with n cunt and cmpletes that time at bat by being put ut, called ut by an umpire r by reaching base safely. 5. At the cach's ptin, an extra hitter may be added t the lineup. The extra hitter may be inserted int the game defensively and the player replaced by the extra hitter becmes the extra hitter. This des NOT change the batting rder. One (1) switch is allwed per game. If the extra hitter is injured and n eligible sub is available, his spt will be skipped and n ut will be cunted. If the extra hitter is ejected fr any reasn, his spt is cunted as an ut when his spt cmes t bat. Equipment 1. The bat must be a baseball bat which meets Little League specificatins and standards as nted in this rule. It shall be a smth, runded stick and made f wd r f material and clr tested and prved acceptable t Little League standards. Bat shall nt be mre than thirty-three (33) inches in length nr mre than tw and ne-quarter (2 ¼) inches in diameter. Nn-wd bats shall be labeled with a BPF (bat perfrmance factr) f 1.15 r less. 2. An illegal bat is a bat that has been altered r a bat that is nt apprved fr play because it des nt meet specificatins with regard t length, weight, barrel diameter, labeling r perfrmance standard fr the divisin in which it is used. This defines an illegal bat fr the purpse f remving frm play. As a result, a bat that is, fr instance, cracked r damaged because f nrmal use, wuld nt be cnsidered illegal and culd nt result in the batter being called ut fr using it, but it still must be remved frm play. 3. A batter is ut fr illegal actin when Batter enters the batter s bx with ne r bth feet entirely n the grund with an illegal bat r is discvered having used an illegal bat prir t the next player entering the batter s bx.

5 1. NOTE: if infractin is discvered befre the next player enters the batter s bx fllwing the turn at bat f the player wh used an illegal bat: a. The manager f the defense may advise the plate umpire f a decisin t decline the penalty and accept the play. Such electin shall be made immediately at the end f the play. b. Fr the first vilatin, the ffensive team will lse ne eligible adult base cach fr the duratin f the game. c. Fr the secnd vilatin, the manager f the team will be ejected frm the game. Any subsequent vilatin will result in the newly designated manager being ejected. Playffs Playff frmat is a duble eliminatin turnament; all teams make the playffs and are seeded accrding t the standings f the regular seasn; hme field will be determined by the better seed, but may be changed due t field cnflicts. (Example: 8 team league 1 v. 8, 2 v. 7, 3 v. 6 and 4 v. 5 with seeds 1, 2, 3 and 4 hsting games) Ties fr hme field will be determined by: 1. Head t Head 2. Runs Allwed 3. Cin Flip Bundaries Althugh this has nt been a prblem as f late, the League established bundaries fr each assciatin in the late 1950's. These have been fllwed thrughut the League s 50 plus year histry. In the event that smene wants t play in anther assciatin, they must apply fr a waiver frm their assciatin and then btain apprval frm the League and new assciatin. Residence Eligibility Requirements residence shall be established and supprted by current dcuments (i.e. current driver s license) if questined. Eligibility is determined by current LCVL bundaries. Cde f Cnduct The Little Chenang Valley League has implemented a Sprt Parent Cde f Cnduct that must be signed by every parent, cach r players prir t the beginning f the LCVL seasn. This cde f cnduct will cver caches, parents, kids and any guests at any game r practice. As stated in the cde, any parent guilty f imprper cnduct at any game r practice will be asked t leave the sprts facility and be suspended frm the fllwing game. Repeat vilatins may cause a multiple game suspensin, r the seasn frfeiture f the privilege f attending all games. Vilatrs may face actin frm the League Bard if imprper cnduct cntinues and is cnsidered detrimental t the LCVL. General Caches fr civic teams are selected slely based n civic decisins. The LCVL has NO say in hw caches are selected. LCVL Directr, if necessary, has the respnsibility f mving kids t ther civics in rder t frm teams. Hwever, it is entirely up t the civics invlved n hw thse kids are separated int teams. The LCVL Directr has NO cntrl ver splitting teams up after being cmbined. This is strictly a civic decisin. Players must be 9 12 years ld in rder t participate in Farm r Little League (unless therwise apprved by the League Bard) Players must be 7 8 years ld in rder t participate in Cach Pitch (unless therwise apprved by the League Bard) The LCVL Assistant Directr shall be nminated by and vted in by the League Bard.

6 All-Stars and Cmpetitins fr LCVL All-Star games (Little League and Farm) All-Stars and cmpetitin participants are selected slely n criteria set frth by each civic. LCVL des NOT select All-Stars r cmpetitin participants. There will be three (3) and ONLY three All-Stars frm each team. NO exceptins. All-Star cmpetitins can have up t three (3) and ONLY three participants per each cmpetitin and ne participant may cmpete in all three cmpetitins (thrwing, running and hitting). (Judgment and discretin shuld be used when naming participants fr the hitting cmpetitin. This cmpetitin takes the lngest and we als d nt want t embarrass anyne that cannt hit the ball very well) Yu culd have three All-Stars and three participants per cmpetitin. Yu culd invlve up t twelve (12) players fr All-Star day if s desired. ONLY three players will play in the All-Star game. Players in the All-Star game may participate in the cmpetitins if s desired but they will als cunt twards the three chsen t participate in the cmpetitins. Trphies are awarded t the three (3) All-Stars selected fr Little League and Farm. Trphies are awarded t 1 st, 2 nd and 3 rd place fr each cmpetitin (thrwing, running and hitting) in bth Little League and Farm. FARM LEAGUE RULES All pitchers must pitch with ft in cntact with the pitching rubber (unless therwise discussed with the ppsing cach prir t the game). If decided t pitch in frnt f the rubber, it shuld be n mre than a cuple f feet in frnt f the pitching rubber. All players must bat in a cntinuus batting rder in rder t make sure that every player gets an at bat. This des NOT mean that each team bats thrugh the batting rder every inning. ONLY ten (10) players in the field at any ne time. The extra player must play in the utfield. Yu d NOT have t play with ten players in the field. Yu can play with nine (9) players in the field if yu s chse. Caches shuld NOT be n the field with the players. An exceptin t this rule may be used if cach deems it necessary t be behind the catcher in rder t assist the catcher in getting passed balls back t the pitcher. This may be dne t speed up the game. Inning ends at three (3) uts r five (5) runs, whichever cmes first. Last inning (6 th inning r designated inning by caches befre 8 P.M.) can scre any amunt f runs prir t three (3) uts. In the last inning, the visitrs can scre as many runs while batting thrugh the batting rder nce r until there are three (3) uts, whichever cmes first. If the hme team is behind, they can bat as many batters as they need t in rder t tie r win the game r until there are three (3) uts, whichever cmes first. NO bunting is allwed in Farm. NO stealing is allwed in Farm. The hme team shall prvide a vlunteer umpire t call balls and strikes and make ut and safe calls fr the game. Umpire will call the game frm behind the pitcher. COACH PITCH RULES Caches shuld agree n and discuss the strike zne with the vlunteer umpire prir t the game. An expanded strike zne (as agreed t by the caches) is encuraged in rder t encurage kids t swing and t speed up the game. All players will play the field each inning. All players will bat each inning. Inning ends after the last batter. A maximum f seven (7) pitches per player (equivalent t fur balls and three strikes) then player will hit ff the tee. If player is put ut by a play in the field then the player is ut and must be remved frm the field. On hit ball, player can prceed as many bases until play is made, then they can prceed nly ne additinal base.

7 CHENANGO VALLEY SUMMER BALL SEASON 1. Any cach r assistant cach frm the current seasn wishing t cach any CV summer ball team shall submit a letter ( ) t the LCVL Directr prir t June 1 st f the current seasn. Little League caches are given preference ver Farm League Caches. 2. All CV participating League Bard members will then vte n all candidates by ballt fr all head caching psitins. (One vte per League Bard member) 3. The LCVL supprts three CV summer ball teams. (12U B, 12U C and 10U) 4. After selectin f the head caches, the appinted head cach may then select their assistant caches fr the current seasn. (Tw assistants and usually a bk keeper) 5. Each CV team will bring frward names f players wanting t play summer baseball. The tp ten (10) vte getters frm the League Bard will be selected t the team autmatically. 6. The head cach fr each team will then select at least ne player f their chice up t the maximum f 12 players (unless therwise apprved by the League Bard). 7. Teams will be reviewed n an annual basis t determine if enugh players exist t frm cmpetitive teams.
