1 2018 STANDARD RULES AND REGULATIONS The LCN Thunder Board reserves the right to make changes to these rules for the improvement of the league as needed. Suggestions may be given to the Board for review. It is expected as a coach and/or manager that patience is used with all players. 1. All players are required to wear the league issued uniform. This includes shirt, pants and socks.. Please note that uniforms are not to be altered in any way. 2. Absolutely no jewelry is to be worn during games. 3. Players are not allowed to wear metal spiked shoes. 4. The consumption of alcohol and smoking are prohibited at all LCN Thunder practices and games. 5. Each player will play a minimum of two innings, time permitting. 6. Bases will be at 60 feet. 7. In case of inclement weather, three (3) innings will constitute a complete game. (not applicable to TBALL/8U). In the event of torrential downpour, please wait 15 minutes before calling the game. In the event of lightning (no matter how far away it seems), you must get the girls off the field and wait 15 minutes before calling the game - no more lightning, then you resume. 8. All girls present are to bat and teams are to use a continuous batting order. Teams must have at least 6 players to start a game. If a team has less than 6 eligible players at game time, they will automatically forfeit the game and the opposing team will be awarded a victory. The game, with the consent of both managers, may still be played for fun, but the official result of the game will still be a forfeit. Coaches are encouraged to play these games for fun. If at any time during a game a team has less than 6 eligible players available to play, they will automatically forfeit the game (not applicable to 6U/8U). Any game in which a team uses a player borrowed from another team will be recorded as a loss. 9. No inning shall start after one-hour and fifteen minutes (1:15) from the start of the game. When time expires the inning in progress will continue until it is complete. The ending time limit will be when the last out of a full inning is made. If there is one minute left, the next inning will start. Games should begin on time and an exact start time will be communicated to both managers by the umpire at the start of the game. 10. If there is a tie when time expires and the inning is complete, the game is recorded as a tie. No additional innings will be played to break the tie. 11. Pitchers must wear a facemask or a shield and 1st and 3rd basemen at minimum must wear a mouth guard. Face shields are suggested for the 1st and 3rd basemen. The league suggests all players wear a mouth guard but that is at the discretion of the parent. Face shields and mouth guards are supplied by the parent. 12. Catchers must wear complete safety equipment as provided by the league. (N/A TBall/8U Division)

2 13. The catcher must be crouched in the appropriate position (must be able to reach any position within the strike zone with their arms) behind home plate. The umpire has the authority to suggest the proper position to both the player as well as the coach if required for the player s safety. (N/A 6U/8U Division) 14. Mercy Rule: If a team is leading an opponent by 15-runs or more after three innings, or 10-runs or more after four innings, the game will end with the leading team being declared the winner. If there is time left over, and both teams agree, the game may continue but the outcome of the game will not change. 15. Unnecessary roughness will not be allowed or tolerated. Infractions may lead to penalties ranging from removal from the current game up to revocation of Player Contract without refund of any player fees. LCN Thunder Standard Rules and Regulations Page 2 All Divisions 16. Anyone causing a disruption of the game, for any reason, will be warned once. The second occurrence will require removal of the individual from the playing area immediately. If they refuse to leave the field or the playing area or they become belligerent, the game will be called and the opposing team will be credited with a victory by forfeit. The same process will be applied to any individuals who smoke or consume alcohol near the playing field. Any such incidents must be immediately reported to the Board for review, investigation and determination of disciplinary action. *NO EXCEPTIONS* 17. All batters must use a helmet with a facemask. Chinstraps are optional. 18. A batter will be warned once for accidently throwing their bat. The subsequent times the batter will be called out and all runners will be returned to their previous base. (N/A 6U/8U Division) 19. Players who deliberately throw equipment (i.e. bats, helmets or gloves) after one warning will be asked to leave the game. This is up to the umpire s discretion. (N/A 6U/8U Division) 20. All players on the field are to take a knee in the case of an injury to another player. 21. A female adult must sit inside the dugout with the team during games. 22. The home team is responsible for chalking the field and placing the bases and pitching mound. A diagram on how to chalk the field will be placed in the chalk box for your convenience. 23. The home team is responsible for raking the field at the last game of the day. Please hand-rake all holes (at pitcher s mound, batters boxes, and any sliding divots), then drag the field from outside toward the center - always drag the dirt toward pitching mound. 24. Both teams are responsible for ensuring that all equipment is put away and locked up, the fields are locked up, and that all garbage/trash is picked up around the fields, in the dugouts, in the stands, and in/around the porta potties. Any rule concerns, problems or complaints should be forwarded to: - Scott Loyal - Sgt of Arms OR Norm Kuchenmeister - President (if Scott is unavailable) - If we are unable to resolve the issue, a division meeting will be held to determine what changes need to be made.

3 2018 T-Ball STANDARD RULES AND REGULATIONS 1. It is mandatory that players are rotated in every field position during the regular season (rotation is not required for tournament play). This gives players an opportunity to learn the different fundamentals required for different positions, 2. Each team will bat through their line up each inning, regardless of the number of outs. 3. Each team must have at least 5 players to play the game. 4. If a player is out she must return to the dugout. Note 3 outs do not constitute an inning, batting through the line up ends the inning. 5. Coaches are to play all players in the field. The defensive team will field 4 outfielders, 5 infielders and NO CATCHER. 6. One pitcher will be used. The player s foot must be in contact with the pitching rubber, until the ball is hit. No cheating forward is allowed, but moving backward is acceptable. 7. All batters will hit from the tee, coaches will not pitch to players. 8. Base runners may not leave base until the ball is hit into play. 9. Offensive coaches are to be in the dug out, at Home, 1 st and 3 rd bases. 10. Defensive coaches should be in the left field and right field as well as by the dugout. 11. The batter is to get only one base. Regardless if the ball his hit into the outfield. The last batter can run all the bases. 12. In case of inclement weather, two innings will constitute a complete game. 13. Scores will not be kept, nor recorded on the Website. 14. Tball will not have Play Offs, but each team will play one game on closing day.

Coaches are to play 10 players in the field. The catcher position will be played by a player, however the catcher will stand behind a coach until the ball is hit into fair territory. 4. The batting teams coaches will pitch and catch. Note: The batting team will also need coaches in the dugout, at 1 st and at 3 rd bases. 5. One pitcher will be used. The pitcher may not go in front of the coach pitching at any time. The coach pitching must pitch from 35 feet. 6. Batters will be allowed five (5) pitches from the batting team s coach to put a ball in play. If a batter does not put a ball in play after five pitches, they will be out. Note: If the 5 th, pitch is hit foul the batter continues to bat until the batter swings and misses, hits the ball fair or does not swing at all. 7. Base runners may not leave base until the ball is hit into play. 8. The Infield Fly rule will not be followed. 9. The batter is to get only one base unless the ball goes into the outfield. In this case the batter may keep running, at their own risk, until the opposing team throws the ball to the infield. There will be no advancement on an overthrow 10. In case of inclement weather, two innings will constitute a complete game.

5 U STANDARD RULES AND REGULATIONS 1. It is mandatory that players are rotated in different field positions. This gives players an opportunity to learn the different fundamentals required for different positions. Through out the season, every player must play at least 2 innings at each position. 2. Three outs end a team s at-bat. However, if 3 outs are not obtained, additional batters may not bat after 8 runs have scored. Additional runs (above 8) may be scored with the same batter as the 8th run. 3. Teams will play the standard six player infield and up to four outfielders if the team has 10 players present. The 10th player must play in the outfield on the grass. 4. Base runners must keep one foot on the base until the pitcher releases the ball. Runners are allowed three steps toward the next base when permitted to leave their base. No stealing is allowed. 5. Infield Fly Rule does not apply. 6. The batter is to get only one base unless the ball goes into the outfield. In this case the batter may keep running, at their own risk, until the opposing team has possession in the infield. If a runner is in between bases, when the infield gets possession, the runner may keep advancing to the upcoming base. If the infielder chooses make the play at the base and an overthrow occurs, the runner is not allowed further advancement. 7. Pitcher s mound shall be placed 35 from the point of home plate. The pitcher will get seven (7) warm up pitches the first inning, and five (5) for each inning thereafter. 8. No pitching balks will be called. 9. The pitcher s feet (both of them) must be in contact with the rubber until the pitching motion begins. Once the pitching motion begins, it can only be forward movement. There is no step back or double pumping. 10. If the batter is hit by a pitch, and the batter makes an attempt to get out of the way, the batter will be awarded 1st base. If the batter does not make an attempt to get out of the way, the pitch will be considered a ball and the batter will not be awarded a base. This call will be made by the umpire. 11. A courtesy runner will be allowed for the pitcher, catcher or an injured batter. Runner must be the last out. 12. No coaches are allowed beyond the chalked area of the 1st and 3rd base lines. A coach may only visit the pitcher s mound once per inning per pitcher. 13. All batters start their at-bat with a 1-1 count.

A pitcher removed from the pitching position can be put back in as a pitcher (not in same inning), provided they are not removed from the game defensively. 3. No pitching balks will be called and batters can not attempt to take first base on a dropped 3 rd strike. 4. The pitcher s feet (both of them) must be in contact with the rubber until the pitching motion begins. Once the pitching motion begins, it can only be forward movement. There is no step back or double pumping. 5. Pitchers will pitch from 40 and a pitching circle will be used with a diameter of 16. The pitcher will get seven (7) warm up pitches the first inning, and five (5) for each inning thereafter. 6. Courtesy runners may be used for the pitcher, catcher, or an injured player. Runner must be the last out. 7. The infield fly rule will be used. 8. Teams are encouraged to rotate field positions. 9. If a batter is hit by a pitch, and the batter makes an attempt to get out of the way, the batter will be awarded 1st base. If the batter does not make an attempt to get out of the way, the pitch will be considered a ball and the batter will not be awarded a base. This call will be made by the umpire 10. Runners may take a 3 step lead at release of pitch but may not steal until after the ball crosses the plate. 11. Stealing will be allowed. If there is a walk the batter will only be allowed to take 1st base until the pitcher commences to pitch to the next batter. However a runner on 2nd base can steal to 3rd base at their own risk. Base runners must keep one foot on the base until the pitcher releases the ball. In the event of an overthrow during a steal play, the runner will only be allowed the base they were in the process of stealing. 12. Stealing home is not allowed. The only way to score is from a batted ball or from a walk where bases are loaded. A ball overthrown by the catcher will not allow a runner from 3rd base to score. If on a batted ball there is an overthrow and there is a runner that can make it home on the one base overthrow, it would be considered legal to try to score. 13. Three outs end a team s at-bat. However, if 3 outs are not obtained, additional batters may not bat after 8 runs have scored. Additional runs (above 8) may be scored with the same batter as the 8th run. 14. The batter may keep running, at their own risk, until the opposing team has possession in the infield. If the infielder makes the play at the base and an overthrow occurs, the overthrow rule applies. 15. No coaches are allowed beyond the chalked area of the 1st and 3rd base lines. A coach may only visit the pitcher s mound once per inning per pitcher. 16. A runner may only advance one base on an overthrow during regular game play. The defensive team may still attempt to throw the runner out at the next base. 17. When attempting to steal or lead off, a runner may not advance an additional base on a throw from the catcher. For example: A runner attempts to steal 2nd base- the catcher overthrows or the ball is mishandled at 2nd- the runner is not to advance to 3rd. Or, a runner leads off at 3rd base on a pitch- the catcher throws down to 3rd for the pick-off- the runner must return to 3rd ( cannot advance to home). This rule only applies to a pitched ball- not regular play where a batted ball is fielded by the catcher. In that case, if the catcher fields the ball then overthrows in an attempt to make an out at a base, the one- base overthrow rule then applies.

Runners must remain in contact with the bag until the pitcher has released the ball. 11. The umpire will not call a player out for missing a base unless the opposing pitcher appeals the call with coach assistance. 12. Three outs end a team s at-bat. However, if 3 outs are not obtained, additional batters may not bat after 10 runs have scored. Additional runs (above 10) may be scored with the same batter as the 10th run. 13. No coaches are allowed beyond the chalked area of the 1st and 3rd base lines. However, this does not apply to coaches attending to an injured player or visiting the pitcher on the mound. A coach may only visit the pitcher s mound once per inning per pitcher. 14. The Dropped 3 rd Strike rule will be used. 15. If a batter is hit by a pitch, and the batter makes an attempt to get out of the way, the batter will be awarded 1st base. If the batter does not make an attempt to get out of the way, the pitch will be considered a ball and the batter will not be awarded a base. This call will be made by the umpire.
