House bans sex between mnsters, parshoners By Joan Klrchner ATLANTA -Wth noopposton from the mnster-lawmakers who klled a smlar: proposal two years ago, the House unanmously passed a bll barrng mnsters from havng sex wth those they counsel. Wth no debate, the House voted 490 for the bll to ban mnsters, prests and rabbs from havng sex wth those they're counselng even f the parshoner consents. Mnsters who volate the law could be jaled for up to three years. The bll now goes to the Senate. In 994, three lawmakers who are mnsters successfully klted the proposal n the House despte the emotonal: testmony of women who sad ther pastors used Bblcal arguments to draw them nto sexual relatonshps durng counselng. Thsyear, authors of the bll removed a clause that would have barred mnsters from a sexual relatonshp wth parshoners for a year after the counselng ends. * I thnk t wll protect clergy n the long run," sad Rep. Baseball season creates a New plan to allow parkng crunch for dorms bkes on campus m ^mm By Beth Hendrlx Staff Wrter Cone, Sanford and Brannen Hall resdents have been recevng parkng ctatons for parkng ther cars n undesgnated areas because GSU baseball fans are usng ther parkng spaces. The dorms are located besde J.I. Clements Stadum and durng baseball games, fans are takng the already lmted parkng spaces of the dorm resdents. Ths s leavngtheresdents no other choce but to park n unauthorzed spaces, thus recevng tckets. "It sn't far that we have to pay $45 to purchase a parkng permt and have nowhere to park," sad Chrsty Whte, an SGArepresentatve and aresdent of Cone Hall. Resdents of these dorms have receved around 45 tckets snce the baseball season began. The problem wth parkng s greater ths year snce attendance to baseball gameshas ncreased. Bob Chambers, drector of parkng and transportaton, sad he wll work towards resolvng the problem. "We're askng the fans to park n the lower Hanner parkng lot near the Nursng Buldng and across from Arby's," he sad. Chambers sad that fans wllbe asked topark at Hanner durng the gameson weekdays, but sad that on the weekends there should not be a problem. The parkng area of the dorms are roped off and cars that do not have the parkng stcker for the A-lot cannot park " ;«?. * Staff Wrters GSU students Stephen Ira Leeb and Gordon Ross Mms have been charged wth second degree crmnal damage to property for the Feb. 5 fre at the Kappa Alpha fraternty house. The fre started when Mms allegedly pushed a lghted smoke bomb through an open laundry room wndow, gntng a basket of clothng, causng heat and smoke damage to the room. Resdents were able to extngush the blaze after they were awakened by smoke detectors, polce sad. Leeb, 20, of Metter, and Mms, 20, of Statesboro, turned themselves n to the Unversty Polce last Wednesday evenng. They were held at the Bulloch County jal on $2,000 bonds. Mms and Leeb are resdents of the Sgma Nu fraternty house. The KA house s located next door to the Sgma Nu house. Polce sad the men acted alone and Sgma Nu was not nvolved. "As far as my understandng, Sgma Nu wll not be prosecuted because the two men acted on ther own," GSU Polce Captan Buddy Peaster sad. Leeb refused to comment on the ncdent. The resdents wll be able to park n ther desgnated spaces along wth the elderly and handcapped durng the baseball games. Chambers sad the students who have receved the tckets wll be put through an appeals process. The tcketng of resdents s not the only problem that has come up durng ths baseball season. Several students' automobles have been damaged by foul balls that have gone over the stadum's fence. In a press release ssued by GSU, Peaster sad the two men ntended to create smoke and not fre wth the smoke bomb, a common llegal frework n Georga. "The charge was based on the recklessness of ther actons whch led to a fre," Peaster sad. "We determned that there was no malcous ntent to destroy the house." The crme s a felony, but s a lesser charge than arson. "Even though they weren't charged wth arson, that doesn't dmnsh the potental d anger th at the KA guy s faced," Peaster sad. "They were charged wth crmnal damage to property because that was the partcular statute that suted ths case." Peaster also sad the men would probably have to go through state or superor court, as well as the judcal affars dvson of the unversty. "A lot of people get confused and thnk that's double jeopardy, but t's not because they are dfferent hearngs," he sad. "The judcal affars hearng deals wth the students' unversty status." He sad the judcal hearng pertans to the volatons of the Student Conduct Code. "It s easer to break the student conduct code, because there are more thngs that can bevolatonsoftheconductcode than are volatons of the law," he sad. ng of the dangers of foul balls and to park at one's own rsk, resdents have no choce but to park n the lot. A car belongng to Scott Whdden, a resdent of Brannen Hall, was damaged by a foul ball durng the game aganst Georga Tech Feb. 4. The rght back wndow of hs car was shattered. Whdden sad he was told that GSU wll pay to have the wndow replaced. Frank Ellwood, assocate athletc drector, sad GSU plans to pay for the damages ncurred by the foul balls. "As long as they have fled aganst ther nsurance company, we wll pay for the damages," he sad. By Kevn Bonsor Staff Wrter A plan that wll allow students to keep rdng bkes on campus was approved by the presdent'scabnet last week. Thecostof the plan, whch wll nstall bke paths on campus, s projected to be $700,000, accordng to an estmate presented by facltes plannng. GSU Presdent Ncholas Henry sad the presdent's cabnet approved the plan because, "the students seemed to thnk t was a good dea." Accord ng to the plan, the constructon of an eght-to0 foot wde permeter bke path wll crcle the campus, and wll be the frst of two knds of bke paths bult. Ths loop s desgned to take bcycle traffc off the pedestrum and take t around the campus. "The pedestrum was not desgned to accommodate both walkers and bkers," sad Gregory Grey, landscape archtect for facltes plannng. "It really takes away from the atmosphere of the pedestrum to have a lot of bcycle traffc down t." The loop wll have connectng paths, gvng bke rders access to key ponts on campus. Bkes wll be parked n bkeplazas whch wll be constructed at varous locatons. Facltes plannng sad they hope to construct enough bkeplazas toelmnate bkes beng locked to lght poles. The second type of bke paths wll nvolve wdenng the roads of GSU. Drvers and bkerswllhavetoshare the road, but streets wll be clearly marked as to where bkes are supposed to be rdden. Two parts of theplan that wll affect the plan's budget are stll beng dscussed. As t stands now, the projected budget s $672,68. Facultes Plannng have not yet decded to use asphalt to construct the bke paths or pavers, whch were used to buld the pedestrum. A decson also has to be made whether or not to take the permeter loop around the sports complex. Threehundred thousand dollars would be saved by not takng the loop around the complex. Constructon wll not begn untl a budget s passed. Phlp Hodge, drector of facltesplannng, was hestant to comment on a tmelne for the project at: last week's SGA meetng snce a budget has not been agreed upon. Untl constructon scompleted, bke rders wll be allowed to keep on rdngon the pedestrum. Even after constructon s complete, bkers wll not be forced from the pedestrum onto the new paths. Heather Karlson, SGA vce presdent of auxlary affars, sad f "renegade" bkers would get off the pedestrum and use the new paths, the pedestrum would be safer. House Speaker Newt Gngrch sad today he understands why many Republcan voters support presdental canddate Pat Buchanan's stand aganst free trade. John Roblee, 9, called polce last weekend to report that the fve people who bought marjuana from hm had later returned and stolen what was left n hs room at the Frendly Motel, cty polce sad. The fve people accused of theft were arrested on charges of pett larcency and conspracy, polce sad. Roblee was charged wth unlawful possesson of marjuana. The bullet that klled the brd managed to graze Crawford's wfe n the f Man klls grlfrend to marry the corpse By Melane Burney 0 Florda Doctors remove 9pound ovaran cyst TAMPA A woman who couldn't ft behnd the steerng wheel of her car thought she was hopelessly fat untl doctors dscovered she was carryng a 9pound flud-flled ovaran cyst. "They say you get a brand new body n heaven. Well, I got mne sooner," sad the woman. Doctors draned eght gallons of blood from the bengn cyst, whch had dsplaced organs n the woman's abdomen. Afterwards, the surgcal team hosted the sac away on a large towel. The 27-year-old woman, who asked not to be dentfed, s 5-foot-4 and has been heavy snce age 2. Two years ago she weghed 370 pounds. She dropped 60 pounds n a year, but notced no change n her mdsecton. The Tampa woman had been retcent about gong out n publc, fearng she would nvte stares. Not any more. "I feel lke a brand-new me," she sad. PEORIA,. Two hgh school teachers lost ther coachng jobs for lockng three students n a room so they would stay away from food and lose weght for a wrestlng tournament. Bartonvlle polce, actng on an anonymous tp, found the boys locked, up at Lmestone Hgh School around p.m. on Feb., the eve of a regonal tournament. The students, who were locked up voluntarly for a few hours, had nothng but a bottle to urnate n and a screwdrver to take the doors off the hnges n case of an emergency. School offcals were summoned to unlock one set of doors, but another set was padlocked and had to be opened wth bolt cutters, accordng to a polce report. Peora County State's Attorney Kevn Lyons called the case "dumb and regrettable and embarrassng" but not crmnal, n part because the boys weren't held aganst ther wll. Lmestone Superntendent Sherwood Dees refused to dscuss the ncdent or the status of the two coaches. But head wrestlng coach Bob Daugherty confrmed to the Peora Journal Star that he and as: sstant Tm Turner were releved of ther coachng dutes. The par are stll employed as teachers at the school just outsde Peora. The wrestlers were reluctant to talk to authortes, but eventually cooperated. "The boys clam, or say, that coach Turner was the one who locked them n and coach Daugherty was well aware of t," Lyons sad. When t breaks those rules the publc trust has been betrayed. The revelaton that GSU's Campus Lfe Enrchment Commttee has volated ts by-laws regardng student members for some tme should come as lttle surprse to our readers. It s the sort of bunglng we expect from admnstrators who avod publc scrutny. Some on campus may be wonderng why CLEC has been the center of so much controversy, and why some members of student government have so aggresvely pursued ths ssue. The answer s smple. Students cannot allow ther trust n GSU offcals to be volated. If we don't hold ther feet to the fre now, we are settng ourselves up for another dsaster later. Look at the scope of ths problem. When the executve assstant to the presdent of GSU drects a staff member to follow the Faculty Senate by-laws regardng commttee membershp, and the staff member neffect refuses to do so, we have a rather serous stuaton. We are not n a poston to judge whether Mara Cahll ntentonally broke the rules, but even f she ddn't, her actvtes have the same result as a flat refusal to obey gudelnes. Neglect, n ths case, s just as bad as ntentonal volaton. Ths stuatonhas all theclassc propertes of a scandal: Covert actvtes that undermne regulatons, a snowball effect of new nformaton, and stonewallng from those responsble for the actvty. The fact that Cahll has refused to open her offce to the press sends the message that her case s ndefensble. If she could mount a reasonable defense she would have done so already. If anythng good can come out of ths stuaton, t wll send up a red flag to other faculty and staff at GSU who are responsble for a budget and who are bound to regulatons governng ther organzatons. In the future we expect more employees of GSU uphold thestandards of ther job by followng the regulatons of ther departments. Apparent excluson of SGA members nctes further outrage In a related matter, we cannot avod commentng on charges leveled at CLEC from others on campus. It was enough bad news to learn that CLEC has been operatng n volaton of ts rules. But n yet another affront to the student body, Cahll apparently scheduled commttee meetngs when SGA-apponted members could not attend. To fully understand the mplcatons here, remember that these members were the only two delegated from SGA as the result of an agreement last November. That agreement was reached after SGA pursued the matter of student membershp volatons. Cahll scheduled the meetngs when the "majorty" could attend, wthout consultng further wth SGA members. As a result, even though SGA was gven only a slght concesson n November, student government stll had no say on the commttee. Ths ncdent certanly smells of a power struggle. Lquor n 'Boro doomed f students don't vote The ncessant slander of Statesboro that often accompanes conversatons about the lquor ban n Bulloch County leads me to wonder why many students thnk they have a rght to complan. For years, too many of them have been lazng around campus fussng about the lack of avalable lquor n ths town. But few have taken any ntatve to help reverse ths Prohbton-era law that has stfled both our local economy and our socal scene. Students often complan that they don't lke Statesboro for all of ts backward laws and Purtan sentments. But n the nearly four years that I've been here, I've met all of a half-dozen or so students who are actvely engaged n makng some changes. A couple of years ago I wllngly took part n the 'Boro btch and-moan sessons where one college student says to another, "I can't beleve ths town doesn't even have lquor. I'm transferrng to UGA." That's not a bad proposton for a lot of people least of all for the ones who don't apprecate the advantages of Statesboro and who have wrtten t off as a hope- CHRISTOPHER COLE EDITOR less artfact of cvlzaton. I took part n these roundtable crtcsms of Statesboro because of the lquor law, but my atttude has changed slghtly. I've mellowed a lttle and realzed that students aren't gong to accomplsh any changes smply by complanng about the status quo. So I've qut complanng and now I'm smply watng for, and encouragng, a referendum on lquor by the drnk n Statesboro. If and when we see that referendum, I'll have my voter regstraton card watng n my wallet. Unfortunately, only a small fracton of GSU students even have Bulloch County voter cards n the frst place. And that's not me playng oneup on you. I don't thnk any less of people who aren't regstered to vote n the county where they resde. But I do thnk they are forfetng a moral rght to complan about government. Do any of the non-votng students who have made lquor ther favorte focus of complant really beleve the forces aganst them are weak? Do they thnk mere crtcsm of lquor laws wll make the proponents roll over and forget the whole thng? We're talkng about lons who wll never sleep wth the lambs. The only sure recourse for legal lquor s n the votng booth. Part of the msunderstandng s that lquor laws were developed n response to the growth of our college campus. The current ban on lquor has ts orgns n Prohbton tmes long before our school was a "threat" to the communty. The people who passed ths law groounded t n deep moral convctons aganst ntemperance. Moral arguments of that depth are not easly swayed especally not by us uppty college students, whose only perceved nterest s a quck alcohol buzz. Our only soluton s to get out the vote among supporters of legal lquor. Ths means more students must regster to vote and most of them must show up at the polls when the referendum appears. Wthout ths basc support, a lquor referendum wll not lkely pass. Many Statesboro voters want to keep t that way. Of all the rhetorc and cheap shots that get hurled at the kds of "Generaton X," perhaps the only justfable accusaton s that we fal to become nvolved when a stuaton appears hopeless. Ths s a most stngng accusaton snce the young people of so many other generatons were actvely engaged n hopeless stuatons and managed to pull through t. Instead of dsmssng themselves as useless n solvng problems, they loaded up for bear and jumped rght nto them. That sn't how Generaton X looks at problems. We see them as someone else's falure to provde leadershp but never the result of our own own lack of ntatve. Ths makes us, n effect (though not by all ntentons), rebels wthout a clue. Wake up and make a dfference, not another empty complant. Constant presdent-bashng s counter-productve The general unhappness of the Amercan people wth the performance of the presdent of the Unted States s frequently n the news. Ths s especally true as we near the electon. Not only are people dspleased wth the presdent, but they can also fnd fault wth every elected offcal. Not only has ths negatvty plagued our country, but ths poltcal dscontent brngs to lght a revealng truth about many Amercans: our ndfference to authorty. Our need for change heavly nfluences our dsposton toward government. The elected offcals upon whom Amercans lay blame for almost every daly conflct have one thng n common. They are all n a poston of authorty an dea that does not st well wth an amazng number of people n our socety. When somethng goes wrong n our socety, we assgn blame. It s our nature. Too often we put off a soluton untl another day so the soluton process does not nterfere wth the fnger-pontng that results. Even the smallest of complants can somehow be glorfed and blamed on the presdent. Is our leader the real cause for all of these problems, or s he just the easest scapegoat? He can't possbly be the cause of evey thng wrong n our country. Our defnton of poltcs has been dmnshed to mudslngng at ts best. Our connotaton of "poltcs" has become a negatve CLAY MINGUS COLUMNIST one. A poltcan, by defnton, s one who makes polcy. The next tme someone asks you about the occupaton of one of your parents, I challenge you to answer, "My father? Oh, he's a poltcan." It would be nterestng to see how many people mmedately wrte hm off as a shady, Machavellan creature. The truth s that most of us wll be poltcans, n the strct- not so quck to throw all the blame on the presdent. Perhaps they were not so negatve. Chrstan Coalton's verson of moralty (can we say, "Bg Brother s watchng"?) and has come up all the way down the global "hot-topcs" food chan and even popped up here on the pages of The. Often, students clmb up on soapboxes. Ths may be attrbuted to the fact that most of us are stll dealstc and optmstc enough to thnk that f we shout loud enough people wll lsten and modfy ther behavor accordngly. How could they not once we mpart our wsdom on them? After all, we're college students. Once you get back to realty you'll realze tha not everyone outgrows ths mndset. Take poltcs, for example: as proof I gve you Buchanan, Dole, Newt, and the almghty Rush. Whle all these men may be pushng the genus level of ntellgence, they have not realzed that you need to act the rght way, not. I guess the reason I take hearng Chrstans judge others so personally s because I am one. Every week I read letters to the edtor on ths person's snful behavor or that person's horrble lfestyle. As an avd reader of the Bble I can say that there are no passages n the Bble where Jesus turns to hs dscples and says, "okay, now that you're wth me, go out and judge people untl they can't stand you." But we must rase more money for sports programs, because that wll help attract students to GSU for degree programs that don't have adequate laboratory facltes. From an early age my parents taught me that the Bble was there for my edfcaton, not for my justfcaton. What that means s that t s there as an example to lve by and a measurng stck to judge my own lfe (not those around me). I know myself well enough to know that I fall way short of Jesus' example. I also know that perfecton sn't supposed to be my goal, but strvng for t s. My relatonshp to God s mne, not anyone else's, and certanly not the doman of anyone else to judge. However, my shortcomngs are key to my understandng of people around me. The key to Chrstan moralty s love. There are a lot of people out there who do a lot of thngs I fnd abhorrent or even puzzlng, but I can't condemn them for beng that way. Every tme I mess up, whether t be a cuss word or a felony, s no dfferent than anyone else's shortcomngs. As a Chrstan I have to realze that there s no scale by whch God says some thngs are "sorta bad" and others are "really bad." They are smply good or bad. It s cut and dred. And what s more fun gong to a game and sttng on your hands for two hours, or rasng hell for two hours and havng fun? Fans are the ones who pay to see the events. Fans are the ones who watch the games on televson. And fans are the ones who pay huge sums of money to buy merchandse from those teams. If fan partcpaton s lmted, then how does that help anyone? Schmdt, a 23-year-old rooke rght-hander, s expected to step n as the ffth starter for the Braves, who traded Kent Mercker to Baltmore after last season n a cost-cuttng move. At frst glance, t would seem akn to askng a guy who plays a gutar on the street corner to jon the Rollng Stones. The Braves, though, nsst t's actually the best stuaton for a young ptcher to be n. Many were skeptcal as to whether or not the theater students could pull off such a challengng performance.
