1 PURPOSE This is to be an instructional baseball league to teach our youth the fundamentals of baseball. This teaching is to be accomplished in a fun manner without the use of stress or harsh criticism on any child. We must keep in mind that winning the game is not the ultimate goal. All players are to be given an equal opportunity to demonstrate their playing ability. REGULATION BRONCO RULES APPLY EXCEPT: 1.) No Big Barrel bats. 2.) One warning per pitcher for balks. 3.)-Games are scheduled to start at 8:00 PM -Games will be 6 innings in length or 2 hours in duration, whichever comes first - Games may only exceed 2 hours in duration to complete an inning - A new inning may not be started after 9:45 PM -Games that start late for any of the following reasons must end at 10:00 PM or at the end of a completed inning, whichever comes first: *Poor weather conditions *Tarp removal *Previously played games 4.) Managers please have your players on the field and ready to play at the designated time and please pinch run for your catcher with 2 outs 5.) The HOME TEAM manager is responsible for preparation of the field, cancellation of the game due to weather conditions and for notifying the following persons if a cancellation is necessary: a.) The opposing manager. b.) The assigned concession worker(s) or, if he/she cannot be reached, the concession stand coordinator. c.) MYBL board will cancel umpires. PAGE 1
2 6.) The umpires are in charge of the game once it has begun. 7.) The League Director or the League is responsible for rescheduling all cancelled games. Cancelled games are to be played in the order of cancellation unless, by agreement of both managers and the League Director and League, a change is desired. Every effort should be made to reschedule cancelled games for the next available date or the weekend following the game. 8.) The MYBL Major League shall keep current standings and they will be available on the Montour Youth Baseball League website: Both managers must report their completed game scores to the site by 5:00PM the day after the game was completed. Teams will be contacted if scores are not reported. 9.) There shall be no violent charging of umpires. If a question arises on a call or decision, the umpire should be approached in a gentlemanly manner. No swearing is permitted. ONLY the manager may approach the umpire. Violent charging of an umpire or the use of foul language is cause for ejection. 10.) Base runners should make every effort to avoid collisions with fielders while running the bases or at home plate. It is understood that there may be incidental contact due to the nature of the game. The umpire should use discretion when making a call that involves contact. Violent charging by base runners, where no effort is made to avoid contact, is grounds to be ruled an OUT. 11.) Managers and coaches are to conduct themselves as gentlemen and should teach good sportsmanship to all the players. 12.) Both teams shall meet at home plate following the game to shake hands. PAGE 2
3 13.) A manager, coach, or player ejected from a game for any reason shall neither sit in the stands nor be near the playing field. Doing so may result in the forfeit of the game by his/her team. Upon the decision of the MTBL board members, a one (1) game suspension may be issued to the violator. A suspended manager or coach shall not be permitted in the stands or near the field during his/her suspension. 14.) No player shall throw a piece of equipment (i.e. helmet, bat, etc.) in disgust. Possible ejection from game if above occurs. 15.) Only players on the respective team roster, the manager, two (2) coaches, a scorekeeper shall be permitted in the dugout during the game. The game will be delayed until all are in compliance with this rule. 16.) Bunting is permitted. Once a player commits to bunt (i.e., pivots his feet or assumes a bunting position), he/she is no longer permitted to swing at the pitch (slug bunting). A batter shall be called OUT, if he/she attempts to slug bunt. 17.) If at the end of regulation time the game has not completed four (4) or more innings, the game shall be considered no contest. 18.) If after four (4) innings (three and one-half innings if the home team is leading) one team leads the other by at least ten (10) runs, the game is complete and over. The home team shall have the opportunity to bat if a ten-run lead is reached in the top of an inning. 19.) Managers shall not trade or release any players after Opening Day without the approval of the MYBL board members. 20.) All managers and coaches shall wear team hats. 21.) The home team shall provide two (2) new game balls. PAGE 3
4 22.) There shall be no unnecessary shouting or whistling from the dugouts at opposing team members. The umpire shall first warn the guilty team to stop. Any subsequent offense shall result in the ejection of the guilty party and possible forfeiture of the game. 23.) Artificial noisemakers (i.e., air horns and milk jugs filled with stones or other loose substances) are not permitted near the field or in the stands. 24.) Catchers must wear their masks and protective cups at all times during warm-up and the game. Should any pitcher be warming-up along the foul lines, a player is required to stand guard for batted balls. The players warming-up a pitcher along the foul lines must also wear a mask and a protective cup. 25.) All appeals to the umpire(s) will be Dead Ball appeals, as described in the addendum: Dead Ball Appeals. 26.) All managers shall have permission to suspend any player for at least one (1) game for constantly missing practice or any other type of misconduct which is detrimental to the team and/or the League. This action is to be done only with the approval of the MYBL board members. 27.) Follow the MYBL Pitching Rule Document for pitchers in Majors (ages 11-12). 28.) The area inside the fence and the dugouts are to be policed by both teams prior to game time. 29.) There is to be no eating or smoking in the dugout or on the field. 30.) The League Directors, Umpire-in-Chief (or his assistant), or any MYBL board member has the authority to warn any manager or coach or delay any game in order to maintain order and gain compliance with the rules of the League. 31.) Managers and coaches must attend the monthly meetings (first Wednesday of the month) or request of the MYBL board member (by way of any MYBL board member; verbally or in writing) to be excused. 5 32.) The home team has the field first and must relinquish it to the visiting team fifteen (15) minutes prior to the start of the game. 34.) No game is to be played without at least one (1) official umpire present. 35.) Innings pitched in a rainout during the week shall count as innings pitched. 36.) Only one visit per inning to the pitching mound by the manager or coach is permitted without having to change pitchers. The second visit will necessitate the removal of the pitcher. The umpire may use his/her discretion in not charging an official visit if the visit to the mound is injury related. 37.) No players in uniform shall coach first or third base while adult coaches are available. In the event that adult coaches are not available, players may coach provided they wear a helmet. 38.) No Minor League ballplayers shall be called-up, if ten (10) Major League ballplayers are present at the start of the game. A Minor League player may be called-up if nine (9) or fewer Major League players are present at the start of the game. If nine (9) Major League players are present, they MUST all start the game. The Minor Leaguer(s) MAY NOT play more than three (3) innings during the game, unless there are only eight (8) or fewer Major League players available. Managers are encouraged to have the called-up player(s) participate in the game in some aspect (pinch-run, play defensively, etc.) of the game, when nine (9) Major League players are available. 39.) It is not mandatory that all players on a team wear the same colored sweatshirt under their uniforms when the weather is cold. The health of the child takes precedence over strict adherence to or league rules. The pitcher must wear a NON- WHITE (not off-white, bone or gray) sweat shirt under his/her uniform. PAGE 5
6 40.) It is each manager s responsibility to ensure accurate scorekeeping of all games, including innings pitched by each player and innings played by all players. The scorebook is considered the property of the League and may be examined by an opposing manager upon request. The scorebook must be surrendered to the League Director, if he/she deems necessary. Managers should compare scorebooks periodically throughout the game to ensure the game is being recorded properly. 41.) Each manager should keep a record of the players who did not attend each game and, if possible, include the reason for not attending (ex: illness, vacation, etc.). 42.) No jewelry may be worn by any player. Such jewelry includes watches, ID bracelets, rings, and earrings. No pitcher may wear wristbands on his/her wrists or arms. The umpires will delay the game until all participants are incompliance with this rule. 43) All players must bat with a continuous line up. PAGE 6 Approved April 2, 2014
