1 MAJORS 2017 Twin Rivers Girls Softball Special League Rules This season will be played by the Iowa Girl s High School Athletic Union Official Softball Rules, except for those that have been amended by a vote of the League s coaches as follows: 1. Each town s league is responsible for supplying its coaches with the current Iowa High School Girls Athletic Union Softball Rules book. 2. All Tuesday/Thursday games shall start at 6:30 p.m. or immediately following the end of the minor s game. Majors will play 6 innings, but cannot start a new inning 20 minutes past official sunset time. However, any inning started before the determined cut off time shall be played in its entirety unless the home team has a lead in what is determined to be the last inning of the game. 3. If games are tied at the end of the inning or time limit, the next inning will be played under international tie-breaker rules if conditions permit. The player who was last to bat for the each team will start their team s half of the extra inning on second base. 4. If each member participating in the Twin Rivers League has enough players to have more than one team, that member must perform an open draft prior to April 1st. Participating members include I-35, MstM, Norwalk, SEW, & Winterset. 5. Age limits: 4th graders may play up on a majors Team if needed. 5th & 6th graders may play on Majors teams only. 7th graders are not eligible to play. 6. A girl is only allowed to play on the team for which their name appears on the roster, the only time that a name would appear in duplicate would be when a minor girl is playing on a major team. If a community has more than 1 team and they choose to move a player from team to team, this should be brought to the attention of the Twin Rivers Commissioner. If found guilty of this action, both teams will be disqualified for the rest of the season and or tournament. A certified umpire behind the plate is required for tournaments. 7. Umpires behind the plate must be a Certified Umpire for softball, who knows the softball rules and Twin River s special league rules. If a replacement needs to be brought in that is not certified, the coaches must be notified and both coaches must agree that it is acceptable before the game starts. A base/field umpire is optional. The home coach is responsible for supplying a base/field umpire if the visiting team wants to have one. 8. The certified umpire shall provide a stop watch (or some other device that measures time) to keep track of the official time limit. 9. Pitching rubber will be set from the back point of home plate to the front edge of the pitching rubber at 40 feet for majors. 10. Player s socks, visors and hats do not have to match. 11. Double safety bases required at 1st base.

2 12. Run rules are as follows: 12 runs after 2 ½ innings, 10 runs after 3 ½innings, 8 runs after 4 ½ innings 13. All players listed on the roster must play at least 2 defensive innings everyone must bat. Roster bat rules are in effect. Breaking of this rule will result in forfeiture of game. All participating players for that game must be submitted as a roster to opposing team prior to game start. 14. The last inning (6) will be open, unless the time limit of 1 ½ hours will not allow all 6 innings to be played, then it becomes the umpire s responsibility to notify each team of what inning will be used as the open inning. This must be completed before said inning has begun. No NEW innings started after 20 minutes past official sunset time. 15. Majors shall use a 12 yellow, leather softball. 16. A batter may advance to 1st base on a dropped third strike if 1st base is unoccupied. 17. Maximum of 5 runs per inning or 3 outs, whichever comes first, with the last inning to be open ended. 18. When the pitcher has control of the ball with 1 foot in the circle all base runners have to make an immediate choice-advance to next base or go back to previously awarded base. Any delay on base runners part will result in base runner being called out. 19. All teams shall use 9 position players and one outfield rover. To avoid a forfeit, a team must start with at least 7 players and play with no less than 7 players at any time during the game. If you do not have the 10th player you do not have to take an out for that 10th player. However for every player less than nine, the coach of such team shall inform the official scorer as to the positions in the batting order he desires the absent players to come to bat and when such turn at bat occurs, the umpire shall declare an out. 20. A starting pitcher who has not left the lineup may re-enter as a pitcher once per game. 21. There is NO inning limit on pitchers. 22. If a player slides head first while she is advancing to another base (versus diving back to a base she has rounded), she will be called out. 23. The league will follow the Iowa Girl s High School Athletic Union Official Softball Rules as to when a girl has to slide at home plate. 24. The Home team will be responsible for recording the game result within one week of the game being played. If no score has been recorded in said timeframe, the Visiting team will be awarded the victory despite who actually won the game.

3 25. If a rainout/postponement occurs, it is the responsibility of the Home team to reschedule the game. At least two attempts must be made to qualify as a no contest. A no contest shall be applied when at least 2 attempts have been made to reschedule or if both teams cannot agree on a date to play the game. The League Commissioner shall be included in all attempts of rescheduling the games. All rescheduled games must be played prior to Tuesday of the Major s Tournament. 26. If the umpire feels a spectator is displaying excessive protests, arguments, complaints or behavior not appropriate in a recreational setting, the umpire will notify the coach of the offending team s spectator. That coach will give one warning to that spectator. If there is a second incident with the same spectator, the umpire will again notify the coach and the coach will ask the spectator to leave the game. 27. Rosters from all communities must be submitted to the Twin Rivers League President by April 1st. These rosters will be considered final for the season games and for the season ending tournaments and cannot be changed unless Rule 6 applies. All players must have played 50% of the regular season games before being allowed to play in the tournament. Reserves must have played 50% of games with the minor or major team. 28. Section Unsporting acts shall not be committed, including but not limited to: A. Use of words or actions to incite or try to incite spectators to demonstrate. B. Use of profanity, intimidation and/or deceitful tactics, or baiting or taunting. C. Behavior in any manner not in accordance with the spirit of fair play.

5 2016 Twin Rivers Major Girls League Tournament Rules Tournament Rules also include Special League Season Rules Majors Tournament June MSTM 1. All Iowa Girl s 11U USSSA (2016) except those that have been amended by the League s Coaches and are listed in the 2017 special rules. 2. Majors tournament will be double elimination. 3. Games will be 6 innings or 1 1/2 hour time limit, whichever comes first. No inning will begin after the one hour and twenty minute point in the game. The umpire will determine what is to be called the last open inning if needed. 4. (Yellow) 12, leather ball shall be used. 5. The run rule for tournament games will be 5 runs per inning or three outs, whichever occurs first. 6. The last inning (6) will be open, unless the time limit of 1 ½ hours will not allow all 6 innings to be played, then it becomes the umpire s responsibility to notify each team of what inning will be used as the open inning. This must be completed before said inning is started. 7. One Certified umpire is required behind the plate. A responsible adult (over age 18) from each team who knows the rules shall be used to umpire the bases in the first games. The certified umpire shall have a stop watch (or some other device that measures time) to keep track of the official time limit. The head coach of the defeated team must stay or show up the following day/ night to umpire the bases in the following game. Unless their team is playing when they are to be umpiring. If there is a no show, the defeated team s league will be charged the cost of umpire fees. If this should occur please let the League President know. Consolation and Championship games are to have 2 certified umpires. 8. Each site will have a tournament director. The director may be appointed by the League Commissioner. The tournament host shall provide an official scorer. Only the official score book will be utilized where questions arise. Coaches, as a courtesy, please notify the opposing team of any changes after notifying the Official scorer. 9. Each team will share equally in the cost of umpires with payment due to the hosting team at the time of the tournament.

6 10. The host tournament team will provide games balls and pay for the trophies. 11. No more than 10 positioned players shall play in the field and bat in the lineup, however all players listed on the roster shall play a minimum of 2 defensive innings and at least 1 at bat per game unless the game ends early due to the run rule (see Rule 12 of regular season). 12. Exception to rule 11. If a player on the lineup arrives late or leaves early, to or from a game, it is up to the coach as to how much playing time that player will receive. 13. Tournament Awards: First place team will be awarded 6-8 inch trophies. The following information will be placed on the trophies. 1st Place 2016 Major Girls Twin Rivers Second and third place teams will be awarded silver and bronze medals with the following information on the back of the medal: 2nd Place/ 3rd Place 2016 Major Girls Twin Rivers Rotation for town responsible for hosting the tournament: Minor Girls MSTM I-35 NOR WINT SEW Minor Boys SEW MSTM I-35 NOR WINT Major Girls WINT SEW MSTM I35 NOR Major Boys NOR WINT SEW MSTM I35 No Tourney I-35 NOR WINT SEW MSTM
