1 SECTION I MISSION Munster Little League All-Star Procedures The Munster Little League (MLL) is committed to ensuring that the players and coaching staffs who make up our all-star teams are placed in the best position to compete at the highest levels and win within our District and all other tournaments entered; while having fun and playing within the rules and fundamental principles of Little League; and to represent the Town of Munster and the MLL as both a competitive and respectful group of players, managers, coaches and fans. This mission shall never outweigh the overall mission of Little League to develop superior citizens rather than superior athletes, which can be accomplished by espousing the virtues of character, courage and loyalty through the development of qualities of citizenship, discipline, teamwork and physical well-being. SECTION II ELIGIBLE PARTIPANTS Any MLL player who is league age 8, 9, 10, 11 and 12 (based on the current Little League Age Chart attached), and has participated as an eligible player in 60 percent (60%) of the regular season games as of June 15th (Green Book) (see Addendum II) is eligible to be considered for all-stars (note meeting the eligibility requirement does not ensure an all-star roster spot). Exceptions to this mandatory National Rule (Green Book) will only be considered in cases of injury or illness upon proof of a physician s note releasing the player for the balance of the regular season and/or tournament season. Players must be deemed to reside within the MLL boundaries as defined by the Little League Residency and School Attendance Eligibility Requirements document (attached). SECTION III SELECTION PROCESS PLAYERS MLL Players Who Are League Age 12, 11 and 10 The MLL has adopted the Green Book recommendation for selecting tournament teams. The principle of this recommendation is to have all components of the MLL determine tournament teams through a fair and democratic selection process. Voters include all players league age 12, 11 and 10, respective division team managers and official coaches (Major and Minor Divisions only), and eligible MLL members (see Balloting Process). MLL Players Who Are League Age 9 and 8 MLL managers from the Minor and C-League Divisions will make a recommendation regarding eligible players league age 9 and 8 for whom they feel should be considered for all-stars. A pool consisting of no less than 12 players and no more than 24 players from each age group will be chosen by the respective division managers during a meeting hosted by the All-Star Commissioner (note this process does not guarantee that every team from each respective division will be represented by an all-star). The All-Star Commissioner shall hold a draft for each age group to formulate teams. For non-little League sanctioned tournaments, an exception to the Little League age rule may be granted based on the age requirements of a specific tournament (e.g., age based on players school grade level, age based on a players birthday from May 1st April 30th, other age rules not consistent with the current Little League Age Chart). 1

2 SECTION IV ALL-STAR TEAMS Final all-star team rosters should be made available, via the league website, not prior to June 1st (Green Book), but no later than June 15th and not before all-star managers for the respective teams have been selected. The All-Star Commissioner shall make a determination as to how many tournament teams (no less than four) will represent the MLL during District tournament play (International, TOC, 11 District and 10 District) on an annual basis. Final approval shall come from the Board. Required and Recommended Team Compositions: International Team (13 players total) (Required) Comprised of the top 13 vote getters from the ballot consisting of all eligible players league age 12, 11 and 10 that played in the Major Division. 11 Year Old District Team (13 players total) (Required) Comprised of the top 13 vote getters from the ballot consisting of all eligible players league age 11 and any player league age 10 that played in the Major Division. Combined 12/11 Tournament of Champions (TOC) Team (1 Team 13 players total) (Recommended) Comprised of a pool of the 14th through 20th vote getters from the ballot consisting of all eligible players league age 12 as well as the 14th through 19th vote getters from the ballot consisting of all eligible players league age 11. An optional team composition may apply; see option 1 or Year Old District Team (13 players total) (Required) Comprised of the top 13 vote getters from the ballot consisting of all eligible players league age Year Old TOC (13 players total) (Recommended) Comprised of the 14th through 26th vote getters from the ballot consisting of all eligible players league age 10. An optional team composition may apply; see option 3 or 4. 9 Year Old Team (Up to 2 Teams) (Recommended Minimum of 1 team) Comprised of a pool of no less than 12 and no more than 24 players league age 9, or any player league age 8 rostered to a Minor Division team, as a result of the recommendations of the respective division managers (Minor & C-League Divisions) and/or the optional evaluation. A draft will occur to formulate up to two league age 9 year old teams of 12 players each. The respective divisional managers and commissioners will vote on the total number of teams league age 9 that will be formed no less than one team; no more than two teams. In the event only one team is selected, the roster may be comprised of up to 14 players. An optional team composition may apply; see option 3. 8 Year Old Team (Up to 2 Teams) (Recommended Minimum of 1 team) Comprised of a pool of no less than 12 players and no more than 24 players league age 8 as a result of the recommendations of the respective division managers (Minor & C-League Divisions) and/or the optional evaluation. A draft will occur to formulate up to two league age 8 2

3 year old teams of 12 players each. The respective divisional managers and commissioners will vote on the total number of teams league age 8 that will be formed no less than one team; no more than two teams. In the event only one team is selected, the roster may be comprised of up to 14 players. Combined 9/8 Year Old Team In special circumstances, the respective division managers (Minor & C-League Divisions) may recommend a combined all-star team made up of a combination of 9 and 8 year olds. If this option is accepted, the roster should be made up of at least 12 players, but no more than 14 players. The respective managers will determine the number of players for each age group, who will comprise this team. Tournament teams (e.g., International, District, TOC) shall consist of no less than 12 players and no more than 14 players. Any deviation from the required/recommended number of rostered player spots must be approved by the Board. If this occurs, the total number of vote getters that make a team should be adjusted accordingly for all affected teams. Optional Team Compositions: The All-Star Commissioner may recommend utilizing an optional team composition for players league age 12, 11, and 10, and in certain circumstances, players league age 9. This determination shall be made on an annual basis, taking into consideration any input from both the respective divisional managers and commissioners, with final authority coming from the Board. If this occurs, the following team compositions may be utilized: Option 1 In lieu of recommended combined 12/11 TOC team: 12 Year Old TOC Team (1 Team 13 players total) (Optional) Comprised of the 14th through 26th vote getters from the ballot consisting of all eligible players league age 12; and 11 Year old TOC/Alternate District Team (1 Team 13 players total) (Optional) Comprised of the 14th through 26th vote getters from the ballot consisting of all eligible players league age 11. Option 2 In lieu of recommended combined 12/11 TOC team: Combined 12/11 TOC Team (2 Teams 26 players total) (Optional) Comprised of a pool of the 14th through 26th vote getters from the ballot consisting of all eligible players league age 12 as well as the 14th through 26th vote getters from the ballot consisting of all eligible players league age 11. Option 3 In lieu of recommended 10 TOC team: 10 Year Old Alternate District Team (13 players total) (Optional) Comprised of the 14th through 26th vote getters from the ballot consisting of all eligible players league age 10; or 3

4 Combined 10/9 TOC Team (1 Team 13 players total) (Optional) Comprised of a pool of the 14th through 19th vote getters from the ballot consisting of all eligible players league age 10 as well as six players league age 9 (after initial team of players league age 9 is created) chosen by the respective divisional managers. If the respective divisional managers and commissioners determine there is not enough players league age 9 to fill their allotment of roster spots, the All-Star Commission may elect to continue to fill roster spots from the 10 year old ballot. Option 4 Any other suitable team composition (e.g., up to two district teams for players league age 11 and 10), provided there are, at a minimum, at least one MLL team each for players league age 12, 11 and 10 to represent the District in tournament play and at least one team each for players league age 9 and 8. SECTION V BALLOTING PROCESS Ballots will be made available to all players league age 12, 11 and 10, respective team managers and official coaches (Major and Minor Divisions only), and eligible MLL members (International Ballot only). All-star voting will take place on the designated dates/times/location as determined by the All-Star Commissioner. Voting must take place in person; there will be no absentee ballots provided for all-star voting. Voting dates and locations shall be posted to the website and ed to the league at least 14 days prior the commencement of all-star voting. Ballots will be counted by the All-Star Committee or authorized designees, under the direction of the All-Star Commissioner, following the voting deadline and prior to the official announcement of the teams. The observation of the process of counting ballots is open to the membership. Information concerning the date, time and location will be made available on the MLL website. Ballots will be prepared based solely on a player s actual league age in accordance with the rules outlined below. League age is strictly based on the current Little League Age Chart and not on the actual division the player participated within during the current season. Players shall only vote in their respective league age ballot categories; managers and official coaches shall only vote in their respective divisional ballot categories. The Player Agent shall provide league age data to the All-Star Commissioner at least 14 days prior to the commencement of all-star voting. Players League Age 12 (2 Ballots) Players league age 12 shall vote as follows: International Ballot Select up to 13 players league age 12, 11 and 10 that played in the Major Division for the International ballot; 12 Year Old Ballot Select up to 26 players league age 12 for the 12 year old ballot. 4

5 Players League Age 11 (2 Ballots) Players league age 11 shall vote as follows: International Ballot Select up to 13 players league age 12, 11 and 10 that played in the Major Division for the International ballot; 11 Year Old Ballot Select up to 26 players league age 11 or any player league age 10 that played in the Major Division for the 11 year old ballot. Players League Age 10 (1-3 Ballots; Dependent on Rostered Division) Players league age 10 shall vote as follows: International Ballot If rostered to a Major Division team, select up to 13 players league age 12, 11 and 10 that played in the Major Division for the International ballot. 11 Year Old Ballot If rostered to a Major Division team, select up to 26 players league age 11 or any player league age 10 that played in the Major Division for the 11 year old ballot. 10 Year Old Ballot Select up to 26 players league age 10 for the 10 year old ballot. Major Division Managers and Official Coaches (3 Ballots) Major Division managers and official coaches shall vote as follows: International Ballot Select up to 13 players league age 12, 11 and 10 who played in the Major Division for the International ballot; 12 Year Old Ballot Select up to 26 players league age 12 for the 12 year old ballot. 11 Year Old Ballot Select up to 26 players league age 11 or any player league age 10 that played in the Major Division for the 11 year old ballot. Minor Division Managers and Official Coaches (1 Ballot) Minor Division managers and official coaches shall vote as follows: 10 Year old Ballot Select up to 26 players league age 10 for the 10 year old ballot. Eligible MLL Members (International Ballot Only) The President, Vice-President, Treasurer, Secretary, Player Agent, Major Commissioner, Coaching Coordinator and all volunteer umpires from the Major Division shall vote as follows: International Ballot Select up to 13 players league age 12, 11 and 10 who played in the Major Division for the International ballot (note an individual holding more than one title listed or already has a vote as a Major Division manager/coach will be limited to only one vote). 5

6 Tie Breaker In the event that more than one player has an equal number of votes to qualify for the last position or positions, final selection should be made by a majority vote of the MLL Board (Green Book recommendation). Election to Multiple Teams If a player is elected to two or more teams, that player will choose only one team to play for throughout the all-star season. The next player chosen via ballot will automatically be promoted to fill the vacancy. If this occurs, the affected player and parent(s) will be contacted by the All-Star Commissioner following the counting of the ballots and prior to the official announcement of the teams for the posting of the all-star rosters. A final decision regarding the choice of the team that the player will participate with is required no later than 48 hours after the official announcement of teams. If there is no final decision provided by the deadline, the player will automatically be assigned to the league age (players league age) appropriate team. Inability to Participate If a player is unable to participate (e.g., medical, vacation, other conflict) and proper notice is given to the All-Star Commissioner (see Section IX), the next player chosen via ballot will automatically be promoted to fill the vacancy. Election Results The ballots and tabulated results will be maintained on file with the MLL, under the authority of the All-Star Commissioner, until September 30th of the current all-star year. As a note, any ballot that exceeds the number of allowable votes will be rejected and not counted towards the final tabulated results. SECTION VI SELECTION PROCESS MANAGERS AND COACHES All-Star Managers Only MLL managers and official coaches (respective to division/age) are eligible to be considered for the position of all-star manager per the Green Book. All-star managers will be selected by the respective division commissioner and division managers, relative to the league age of their son/daughter, through a democratic selection process. Any interested candidate must self-nominate, in writing via , to the All-Star Commissioner prior to 11:59pm CST on June 1st. No nominations will be accepted after the deadline. The manager selection process for the International, 11 District, 10 District, combined 12/11 TOC, 10 TOC teams and for teams league age 9 and 8 (note include 12 TOC and 11 TOC or the various combination TOC teams if an optional team composition is selected), will take place prior to the initial posting of the all-star rosters. If a draft is required for any team, the manager selection process will take place prior to the respective draft, if applicable. If an all-star team managerial spot is unable to be filled and the self-nomination list has been exhausted, the All-Star Commissioner should seek a qualified all-star manager from the pool of managers and official coaches approved for the current spring season (respective to division/age). All-Star Coaches After managers have been selected, each manager will be able to select two official coaches from the eligible pool of respective division managers and official coaches. Each manager shall submit the names of the two official coaches who have been selected to the 6

7 All-Star Commissioner via no later than five business days following the official announcement of teams. As a note, all-star coaches do not self-nominate. All-Star Manager Meeting At the discretion of the All-Star Commissioner, a mandatory all-star manager meeting may be held prior to the commencement of all-star activities. If a meeting is held, the All-Star Commissioner may elect to require the attendance of official coaches as well. Notification that a meeting will occur should be made to managers at least seven days prior to the meeting date. SECTION VII SELECTION OF TOURNAMENTS The All-Star Commissioner should compile a list of local tournaments, in addition to the mandated District # 2 tournaments for MLL tournament teams, suitable for all MLL all-star teams; all-star teams will be placed in the tournaments appropriate to age and competition level. The All-Star Commissioner will have the final authority to approve or deny tournament requests. The MLL will cover the entry fees and provide insurance for two approved tournaments per team. Tournament Rules For all sanctioned Little League tournaments, tournament rules can be found in the Green Book in the section entitled Tournament Rules and Guidelines. For all other tournaments, rules should be provided to the respective team manager by the tournament host. Mementos In the event a team is awarded a tournament memento (e.g., district banner, team trophy) while participating in a tournament that was paid for by the MLL, that memento shall be considered property of the MLL and shall be turned over to the MLL. This does not include mementos awarded to individual players or managers/coaches. SECTION VIII UNIFORMS AND EQUIPMENT The All-Star Commissioner and Uniform Coordinator will select an appropriate uniform for each team. Additional special requests, beyond the approved MLL all-star uniform, must be made in writing to the All-Star Commissioner prior to the uniform order deadline. Requests will only be accepted from the team manager. The All-Star Commissioner has final authority to approve or deny any special requests. If approved, the costs associated with any special requests will be incurred by the individual team and not the MLL. Players/families are encouraged to compromise if two or more players request the same uniform jersey number. If unable, preference shall be given to the player who received more all-star votes. If there is a tie in all-star votes (for players 12, 11 and 10) or there are two appointed players requesting the same uniform jersey number (for players 9 and 8), the respective manager shall conduct a coin flip to determine the assignment of the number. Manager/Coach Uniforms All-star managers and official coaches will be provided a league approved all-star hat and polo shirt and are required to wear the league provided hat and shirt 7

8 while representing the MLL during all-stars (e.g., game play, tournament meetings, all-star events). Batting Helmet Protective Masks Although strongly discouraged by the MLL, the protective mask may be removed on personal batting helmets for any player on the 12, 11 and 10 year old tournament teams at the discretion of the respective manager, provided the player has received parental consent. Personal helmets without a protective mask may not be shared amongst players. Any player without a personal helmet shall wear either another players helmet, provided it still has a protective mask attached, or an MLL provided helmet, for which the protective mask shall remain. Bats Bats used during Little League tournament play must be listed on the current Little League Approved Bat List. For non-sanctioned tournaments, bats shall be in compliance with the respective tournaments bat rules. SECTION IX AVAILABILITY Parents should be aware that the all-star season generally lasts the entire month of July. The expectation of the MLL Board is that if your child is selected, he/she will attend all practices and games. If you are unable to commit as a family and/or the player will miss a significant portion of the all-star season, please notify the All-Star Commissioner via prior no later than 48 hours after the initial announcement of teams (prior to the official announcement on June 15th). SECTION X COSTS ASSOCIATED WITH ALL-STARS The MLL will cover the cost of insurance (accident and liability) and tournament fees for two approved tournaments per team. Individual families will be responsible for the total cost of allstar uniforms and other costs associated with the all-star season (e.g., lodging, food, fuel). All other extraordinary costs (e.g., special uniform requests) will be incurred by the respective team. If a manager chooses to play in additional tournaments above the two provided by the MLL, the cost for the tournament fees will be the responsibility of the respective team and not the MLL. The All-Star Commissioner may allow teams to use MLL insurance for additional tournaments. Requests shall be made in writing to the All-Star Commissioner via 14 days prior to the commencement of the tournament. If the request for the use of MLL insurance is denied, the manager will be responsible for securing a separate insurance policy. Team Meal (state tournament teams only) In the event a district team advances to a state tournament, the MLL will provide reimbursement for one team meal excluding alcohol, up to $300, at the discretion of the team manager. A detailed receipt shall be provided to the Board for reimbursement. Charter Credits Any Charter credits from the previous tournament season will be applied to the current tournament team (e.g., the District team received a Charter credit on the 2017 Charter based on mileage; those funds will be credited to the 2017 International team). 8

9 If the Charter credit was for the International team, those funds will be distributed equally amongst the current District teams. Financial Hardships Financial hardships for families should be addressed with the All-star Commissioner. SECTION XI IMPORTANT INFORMATION REGARDING ALL-STARS The All-Star Commissioner shall provide a list of important information (e.g., deadlines, dates, times, locations, required paperwork) regarding all-stars for the current year as a supplement to this document on an annual basis (see Addendum I). 9

10 Addendum I Munster Little League All-Star Procedures 2017 Supplemental Document This document is meant to supplement the procedures set forth in the Munster Little League All-Star Procedures. This supplement is only intended for use during the 2017 all-star season. All correspondence regarding all-stars shall be sent via to the All-Star Commissioner at munsterlittleleague@yahoo.com. Selection Process Players The MLL will utilize the Green Book recommendation for players league age 12, 11 and 10 and the process outlined for players league age 9 and 8. All-Star Teams The following teams will compete during the 2017 all-star season: International, 11 District, 12 TOC & 11 TOC (Team Composition Option 1), 10 District, 10 TOC. For 9 s and 8 s, the number of teams will be determined by the respective division managers. Balloting Process 12 s, 11 s, 10 s and Authorized Volunteers Voting will take place from Monday, June 5th through Thursday, June 8th between the hours of 5:00pm and 7:30pm at the Community Park Rotary Shelter. In the event of inclement weather, voting will be moved to the A-Field Press Box/Conference Room on the second floor. Selection Process Managers & Coaches Interested candidates in an all-star managerial spot only Any interested candidate must selfnominate, in writing via , to the All-Star Commissioner prior to 11:59pm on June 1st. No nominations will be accepted after the deadline. Field Priority for Practices All-Star practices may not interfere with any regularly scheduled MLL/Challenger Division games. Additional town parks may be utilized. The schedule will be managed by the Practice Schedule Coordinator. The order of priority for practices on Community Park fields is as follows: 1. International Team District Team District Team TOC Team 1

12 Addendum II 60% All-Star Requirement Per Little League National Rules, a player is only eligible to be considered for all-stars if he/she participates in at least 60% of the respective teams scheduled games for the current season (through June 15th). The following list is a breakdown of the 60% play requirement. 14 RESIDENCY AND SCHOOL ATTENDANCE ELIGIBILITY REQUIREMENTS Each local Little League determines the actual geographic boundaries of the area from within which it shall select players. These boundaries must be described in detail and shown on a map and dated when making application for a Little League charter. Players will be eligible to play with that league only if they reside or the physical location of the school where they attend classes is within the boundaries provided to and approved by Little League Baseball, Incorporated. I. A PLAYER WILL BE DEEMED TO RESIDE WITHIN THE LEAGUE BOUNDARIES IF: A. His/her parents are living together and are residing within such league boundaries, OR; B. Either of the player s parents (or his/her court-appointed legal guardian) reside within such boundaries. It is unacceptable if a parent moves into a league s boundaries for the purpose of qualifying for tournament play. As detailed later in these rules, the penalty for violation of this rule may, in Little League Baseball, Incorporated s discretion, result in the disqualification of a player, team or entire league from regular season and/or tournament play. Residence, reside and residing refers to a place of bona fide continuous habitation. A place of residence once established shall not be considered changed unless the parents, parent or guardian makes a bona fide change of residence. Residence shall be established and supported by documents, dated or in force between February 1, 2015 (previous year) and February 1, 2016 (current year), from THREE OR MORE of the following categories to determine residency of such parent(s) or guardian: 1. Driver s License 2. Voter s Registration 3. School records 4. Welfare/child care records 5. Federal records 6. State records 7. Local (municipal) records 8. Support payment records 9. Homeowner or tenant records 10. Utility bills (i.e., gas, electric, water/sewer, phone, mobile phone, heating, waste disposal) 11. Financial (loan, credit, investments, etc.) records 12. Insurance documents 13. Medical records 14. Military records 15. Internet, cable or satellite records 16. Vehicle records 17. Employment records NOTE: Example Three utility bills (three items from No. 10 above) constitute only ONE document. Any documents submitted as proof of residence must show customary usage or consumption to demonstrate bona fide continuous habitation as determined by Little League Baseball, Incorporated in its discretion. II. A PLAYER WILL BE DEEMED TO ATTEND SCHOOL IN THE BOUNDARIES IF: A. The physical location of the school where they attend classes is within the boundaries established by the local league. NOTE: This excludes home schools, cyber schools, sports-related schools, sports academies, or preschool or after school where a student participates outside of the primary school the player is enrolled. School attendance refers to the (place) physical location the player in question attends school during the traditional academic year. Once established, a location of school attendance shall not be considered changed unless the child is enrolled and attends another school or is no longer enrolled in the previous school. School attendance shall be established and supported by a document indicating enrollment for the current academic year, dated prior to October 1, 2015 and with the physical location of the school, from ONE of the following categories to determine school attendance by such player: 1. Official/Certified school enrollment record dated prior to October 1, School issued report card or performance record dated propr to October 1, A Little League issued school attendance form completed by the principal, assistant principal or administrator It is recommended that the league require some proof of residence or school attendance within the league s boundaries at the time the player registers. Players and their parents/guardians are advised that a false statement of residence or school attendance may lead to ineligibility to play Little League Baseball or Softball. Under NO circumstances does ANY person have the authority to grant a waiver that allows a child to play in a local Little League program IN ANY DIVISION, when that child does not qualify under 2016 Little League Residency and School Attendance Eligibility Requirements Page 1

15 these residency requirements. Any league who accepts any player outside of their boundaries and fails to properly document compliance with the Residence and/or School Attendance Player Eligibility Requirement or obtain a waiver through the Charter Committee may result in the disqualification of a player, team or entire league from regular season and/or tournament play. If the claim for residency or school attendance is challenged, the above materials must be submitted to Little League Baseball, Incorporated, with an affidavit of residency or school attendance from the parent(s) or guardian. Little League Baseball, Incorporated shall have the right to request additional documentation in support of the claim of residency or school attendance. The parent(s) or legal guardian will be required to provide said documentation to obtain eligibility. Little League Baseball, Incorporated shall decide the issue in its sole discretion, and that decision will be final and binding. Residency or school documents must illustrate that the residence or school attendance (as defined above) was inside the league s boundaries throughout the regular season (as of June 15 of the year in question). In the case of a Regulation II(d) Waiver Form, or a Regulation IV(h) Waiver Form, the proof of residence for the FORMER residence of the parent(s) or former school that was within the current league s boundaries must be obtained. This proof of residence for the former residence or former school attendance must be supported by the same documentation as noted above. TOURNAMENT REQUIREMENT FOR NON-CITIZENS: A participant who is not a citizen of the country in which he/she wishes to play, but meets residency requirements as defined by Little League, may participate in that country if: 1. his/her visa allows that participant to remain in that country for a period of at least one year, or; 2. the prevailing laws allow that participant to remain in that country for at least one year, or; 3. the participant has an established bona fide residence in that country for at least two years prior to the start of the regular season. Exceptions can only be made by action of the Charter Committee in Williamsport. Any request for a waiver pertaining to the eligibility of a player must be submitted in writing, by the president of the local Little League through the District Administrator, to their respective Regional Director not later than the date prescribed in Regulation IV(j). Requests submitted after that date will not be considered. PROOF-OF-AGE REQUIREMENTS ACCEPTABLE FORMS OF PROOF OF BIRTH DATE 1. Original proof of age document, if issued by federal, state or provincial registrars of vital statistics in the country in which the Little Leaguer is participating. 2. If country of participation differs from the country of proof of age document, original proof-of-age document issued by federal, state or provincial registrars of vital statistics, or local offices thereof, are acceptable proof of age, provided the document was filed, recorded, registered or issued within one (1) year of the birth of the child. 3. An original document issued by federal, state or provincial registrars of vital statistics, or local offices thereof, listing the date of birth, with reference to the location and issue date of the original birth certificate, is acceptable. (The original birth certificate referenced must have been filed, recorded, registered or issued within one (1) year of the birth of the child.) Also issued by these agencies are photocopies of the certificate of live birth with the certification also photocopied, including the signature, and include the seal impressed thereon. Such documents are acceptable without live signatures, provided the original filed, recorded, registered or issued date of the birth certificate was within one (1) year of the date of birth. 4. For children born abroad of a parent or parents who are U.S. citizens, any official government document issued by a U. S. federal agency or service, is acceptable. For military dependents, Department of Defense identification cards and military hospital certificates are acceptable. These must be originals, not copies, and must refer to a filing, recording, registration, or issue date that is within one (1) year of the birth of the child. 5. A Statement in Lieu of Acceptable Proof of Birth issued by a District Administrator is acceptable. NOT ACCEPTABLE AS SOLE PROOF OF BIRTH: Baptismal Certificate; Certificate of Blessing; Certificate of Dedication; Certificate of Circumcision, etc.; Hospital Certificate; photocopied records; passports. NOTE: Little League International has authorized the Regional Directors for Latin America, Europe and Africa, and Asia/Pacific, to adopt a policy that excludes No. 1 above. 16 HOW TO OBTAIN ACCEPTABLE DOCUMENTS PROVING DATE OF BIRTH Certified copy-of-birth records may be obtained from the Registrar of Vital Statistics of each state, province or local office where the child was born. For U.S.-born persons, addresses of these offices or bureaus, fees required, and other pertinent information are supplied by the United States Department of Health and Human Services (National Center for Health Statistics). A database listing the method for obtaining birth records from any U.S. state or territory is available at the following Internet address: è cdc.gov/nchs/w2w.htm Individual states may also have on-line instructions on how to obtain rush birth records. To find out a state s latest policies regarding birth records, go to the Internet site listed below and type birth records into the search field, designate the appropriate state, then click on SUBMIT. è usa.gov Persons in the U.S. who need a copy of a non-u.s. birth record should contact the Embassy or the nearest Consulate of the country in which the birth occurred. Addresses and telephone numbers for these offices are listed in the U.S. Department of State Publication 7846, Foreign Consular Offices in the United States, which is available in many local libraries. This publication may also be located at the following Internet address: è state.gov/s/cpr/rls/fco/. Such proof-of-birth records must meet the criteria for acceptable proof listed above. HOW TO OBTAIN A STATEMENT IN LIEU OF ACCEPTABLE PROOF OF BIRTH When an Acceptable Proof of Birth as described previously is not available, then the appropriate number of items in EACH of these FOUR groups are required so that the participant may obtain a Statement in Lieu of Acceptable Proof of Birth, which is required for such a participant to be eligible for regular season or tournament play: Group 1 Any one (1) of the following, provided the date of birth is listed: a naturalization document issued by the United States Department of Justice; photocopy of birth certificate; original birth certificate or government record of birth if not containing a filing, recording, registration, or issue date within one (1) year of the date of birth; passport; PLUS Group 2 Any two (2) of the following, provided the date of birth is listed: Baptismal Certificate; Certificate of Blessing; Certificate of Dedication; Certificate of Circumcision; or any other religious-related certificate; Hospital Certificate; School Record (must be dated, and date of issue must be at least two years prior to current season); Social Security document; Welfare Department document; adoption record. Any item in this group must be an original document, not a copy; PLUS Group 3 Any two (2) of the following: A written, signed and notarized statement from the doctor who delivered the child; a hospital administrator where the child was delivered; the principal or headmaster of the school the child attends; a Social Worker with personal knowledge of the child s date of birth; a Priest, Rabbi, Minister, Mullah, or other titled religious figure with personal knowledge of the child s date of birth; the child s pediatrician or family doctor. NOTE: In each statement in Group 3, the writer must describe his/her responsibilities or his/her relationship to the child, and must attest to his/her personal knowledge that the child was born on the date claimed; PLUS Group 4 A written, signed and notarized statement from one or both parents, or the legal guardian (as appointed by a court of jurisdiction), attesting to the date of birth claimed Little League Residency and School Attendance Eligibility Requirements Page 3

17 The league president will forward the above documentation to the District Administrator (or, if the team is traveling, the Tournament Director). If in the opinion of the District Administrator, such evidence is satisfactory, a Statement In Lieu of Acceptable Proof of Birth will be issued. This statement will be considered to be acceptable proof of age from that point forward, throughout the child s Little League experience, provided all the information submitted is accurate. (NOTE: If the District Administrator is unable to review the documents, they may be submitted to the appropriate Regional Headquarters.) NOTE: Situations where players use the name of an adopting family or the name of the family with whom they live, but whose births are recorded under the surname of the natural father or mother, will be handled as follows: The president of the league will obtain from the parents or guardian a document that qualifies under Proof-of-Age Requirements, as well as a copy of the adoption papers (if the player has been legally adopted). If the player was not adopted, a notarized statement from the mother and/or father or legal guardian (as appointed by a court of jurisdiction), saying that the player living under one or the other of their surnames is the same player for whom the birth certificate was issued) is also required. These documents will be submitted to the District Administrator. If the documents are found to be acceptable, a Statement in Lieu of Acceptable Proof of Birth will be issued and all original documents returned. Mandatory play: As soon as the facts become known. Ineligible pitcher or player: As soon as facts become known, but before either teams next game. The stealing and relaying of signs to alert the batter of pitch selection and/or location is unsportsmanlike behavior. If, in the judgment of the umpire, this behavior is occurring, both the player and the manager may be ejected from the game.
