2 Friday Activities Coaches check in your team when you arrive at the Registration table on Friday at Antimi. A registration table and tent will be set up near the concessions stand. Coaches will receive their meal tickets for players and coaches, player tickets for the ceremonial first pitch (one boys and one girl will win), If your team is not going to participate in the Opening Ceremonies, please let us know via to: diamondcouncilcomo@gmail.com At check-in coaches MUST submit their Hotel form, and a printed copy of their team roster. Games will start at 12:00 noon on Friday, June 22. We will have games over by about 4:00 pm. Skills Competitions will be 4:00-6:00 pm at Antimi Complex. Players and Coaches Picnic will be 4:30-6:00 pm at Antimi Complex. OPENING CEREMONIES ORDER OF EVENTS Antimi Complex - FRIDAY June 22, :30-6:00 Players and Coaches picnic. All players and coaches will have a free picnic meal. Parents and siblings will be able to purchase tickets for the picnic meal if desired for $2. The Antimi Concessions will be open as well for your convenience. 6:30 All Teams should be in their designated area on the Antimi Blue field 6:45-7:30 Openings ceremonies - Teams must be on the Antimi Blue field at their designated spot at 6:30 pm. Teams will assemble and march down to home plate and be recognized by Clear 99 DJ Mr. Scotty Cox. Then continue to march back to the spot on the field where your team assembled. After all teams are recognized, we will have our ceremonial first pitches. All players attending opening ceremonies will be given a ticket by their coach. We will have a drawing for one girl and one boy to throw out a ceremonial first pitch during the opening ceremonies. The drawing will be at the beginning of the opening ceremonies. Featured Guest speakers at the opening ceremonies: University of Missouri Baseball and Softball Coaches, Coach Tim Jamieson and Coach Ehren Earleywine. Immediately following opening ceremonies we will have collegiate baseball and softball players as guests. They will be available to sign autographs for participants. Bring your favorite item for them autograph. We will have tournament t-shirts, baseballs, softball, and other items available for purchase. 2

3 ATTENTION COACHES THIS FORM MUST BE TURNED IN AT REGISTRATION. Hotel Information Please provide the name(s) of any hotel(s) and the number of rooms your team has made reservations at during your stay in Columbia for the tournament. (For example, if your team has 13 players and each player s family has reserved a room, then list the hotel name and 13 rooms reserved.) If you are Local team, the form must still be turned in. 4 USSSA All Star State Tournament & USSSA Missouri Central A Baseball Tournament MVP MEDALS After each completed game, 2 Most Valuable Player (MVP) medals will be awarded, one medal per team. A team player chosen to be the MVP should be a player that contributed to the team s success on the field and portrayed good sportsmanship toward their opponent and the umpires. Umpires will give the medals to the team coaches before the game at the pre-game conference/coin-flip. After the game is completed and the teams have shaken hands: The Visiting team and its coach will select a player on the Home team that earned the MVP medal for the Home team. A player/coach from the Visitor s team will award the MVP medal to the Home team player chosen to be the MVP. The Home team and its coach will select a player on the Visitor s team that earned the MVP medal for the Visiting team. A player/coach from the Home team will award the MVP medal to that Visitor s team player chosen to be the MVP. PLEASE NOTE: Coaches will need to be sure that the same player does not receive a game MVP more than once. 4

5 USSSA All Star Tournament Rules Columbia, MO Online schedule and rules are available at Rain Hotline Opening Ceremonies Teams will assemble on the Antimi Blue field at 6:30 and we will start the parade of teams at 6:45. We will have some opening comments from Debbie Jameson, Tim Jamieson and Ehren Earleywine. Teams will parade down the field in foul territory from 3rd base to home plate for their team recognition. The Master of Ceremonies will announce the team name, city they are from, and the Head Coaches name. The team will parade towards first base and go back to their beginning location in the outfield. We have 57 teams total, and this parade of teams will take about 30 minutes to recognize all the teams. After all teams are recognized, there will be parting comments and then have the official "Play Ball" announcement as teams disperse. After the ceremony, Coaches and Players will be the tournament guest for a picnic style dinner located in the Antimi Shelter. Parents and non-players may participate for $2.00 per plate. Players will be able to participate for softball and baseball competitions such as longest throw, throwing accuracy, running time from home-to-home and bunting. General Information 1) Each team will be provided picnic passes for their Coaches and Players. These will be picked up at the registration table at Antimi. 2) Provide your USSSA registration number and your USSSA roster. 3) Team insurance is provided by the tournament. 4) Game balls are provided by the tournament. 5) In case of rain, call (coaches only please). This is not a high volume answering machine. Be sure to have your Parent s and Player s phone numbers if there are schedule changes. Tournament Rules and Information 1) USSSA rules will govern the tournament with exceptions. Please see the following pages for your appropriate baseball and softball division. 2) Team chants and chatter may only be directed at your own team. 3) Absolutely NO infield practice on the playing fields. You may take ground balls behind the bases and near the outfield. 4) Head Coaches are responsible for the conduct of their Players, Coaches, Parents and Fans. 5) The official scorebook will be the scorekeeper of the home team. 6) Submit a lineup to the Plate Umpire for each game. 7) No protest on judgment calls, only rule interpretation. 8) In case of rain it is the responsibility of the Coaches to obtain their game times for the modified rain schedule. 9) State A baseball teams adding players to their roster must use the USSSA Player Pickup Form. 10) State A baseball Coaches must have a copy of all Player birth certificates. 5

6 USSSA Boys A State Tournament Ages 9, 11, 13 & 14 B. Run spreads will be 12 runs after 3 innings, 10 runs after 4 innings and 8 runs after 5 innings will be considered a complete game. C. A new inning may not start after 1 hour 30 minutes for 9A, and 1 hour and 40 minutes for 11, 13 and 14A. A. See USSSA Rule Book B. Pitching Mounds will be used when available. Pre-game infield is not permitted. Teams may take ground balls on the outfield side of the first and second base baseline and the second and third base baseline only if time permits. SPORTSMANSHIP Coaches please emphasize the importance of team and player sportsmanship. No cursing or foul language from players, parents, or coaches will be allowed, and will be cause for immediate ejection from the game. Unsportsman like conduct on the part of players, coaches or fans will not be tolerated this includes trash talking or taunting, i.e. hey batter, batter swing. Players may only direct their comments and chatter to their own teammates. Umpires may, but are not required to, warn players, coaches or fans of unacceptable conduct. Unsportsman like conduct will result in ejection from the game. Any player, coach or fan throwing any object on the field or in the dugout, may be ejected. If a player or fan is ejected, the Head Coach may also be ejected at the discretion of the umpire. An ejection of an offending fan, player or coach will result in the suspension for the remainder of the game being played and the next game. DC reserves the right to suspend a coach, player, parent or fan at any time during the tournament. As a coach, if you have a problem with a coach or a player from the opposing team, discuss the problem with the umpire and let the umpire handle the problem. Do not confront the opposing coach or player. 6

7 Boys Age 8 All Star State B. A R.I.F. 10 (Reduced Injury Factor) ball will be used. C. A new inning may not start after 1 hour and 10 minutes. D. Base distance 60 feet E. The Five Run Rule: A team cannot score more than five runs in an inning. BATTING & BASE RUNNING B. No walks. C. There is a limit of six pitches or four swinging strikes per batter unless the sixth pitch or the fourth strike is a foul ball; then, there will be additional pitches until there is no contact. D. No lead-offs or stealing. E. A play is over when the ball is returned to the infield and is controlled by an infielder on the infield. If a runner has passed the halfway mark between bases when the play stops, the runner will be awarded the next base. If the runner has not passed the halfway mark, the runner must go back to the last base touched. F. A courtesy runner may be used for the catcher. The substitute runner must take the same base as the catcher occupied. The substitute runner must be the last out. A coach from each team will pitch to his or her own players. Coaches may take several balls to the pitching rubber. We suggest a second coach get behind the catcher and retrieve passed balls. This is to help speed up the game. There will be a player in the pitching position for fielding purposes. The player must begin in the pitchers circle. Coaches must pitch from the pitching rubber which will be at 30 feet. A. The infield fly rule does not apply. B. Ten players are allowed with the tenth player being an outfielder. 6 players may be on the infield, all other players must be in the outfield C. A play is over when the ball is returned to the infield and is controlled by an infielder on the infield. D. Two defensive coaches are allowed on the field. 7

8 Boys Ages 9 10 All Star State B. Regulation Baseballs will be used. C. 75 Minutes Game times, A new inning may not start after 1 hour and 10 minutes. D. Base distance 65 feet E. Pitching distance 46 feet F. Five Run Rule: A team cannot score more than five runs in an inning. BATTING & BASE RUNNING B. The batter is out on a dropped third strike. C. Batters hit by a pitch will be awarded first base. D. Stealing or advance is permitted. Only one base may be advanced per pitch, irregardless of an overthrown ball. No stealing of Home even if a play is made on the base runner.. A player can only advance Home from a hit, walk or base award by the umpire. Runners are still at risk to be put out. E. A courtesy runner must replace the catcher if the catcher is on base after two outs. The substitute runner must take the same base as the catcher occupied. The catcher shall immediately put on equipment and be prepared to warm-up the pitcher between innings. The substitute runner must be a player not playing defense in the game, however, if a substitute is not available, then the second out of the inning will become the courtesy runner. A. Pitching Mounds will be used when available. B. Special Pitching Rules: 1. Pitcher may not pitch more than three innings in a game. 2. Three outs will constitute an inning pitched. Each out is one third of an inning. C. The strike zone will be expanded to the top of the shoulder to the bottom of the knee. A. The infield fly rule does not apply. B. Ten players are allowed with three players being outfielders. 6 players may be on the infield, the four outfielders must be on the outfield (grass area) at the beginning of each pitch. C. No defensive coaches on the field D. Teams will have one minute or five pitches between innings. If the catcher is getting into the catchers gear another player or coach should warm-up the pitcher. The home plate umpire may award balls and strikes for teams and players not ready to hit or pitch. E. Pre-game infield is not permitted. Teams may take ground balls on the outfield side of the first and second base baseline and the second and third base baseline only if time permits. 8

9 Boys Ages All Star State D. Teams will use USSSA rules for their age bracket with the exceptions noted on this page. E. Run spreads will be 12 runs after 3 innings, 10 runs after 4 innings and 8 runs after 5 innings will be considered a complete game. F. A new inning may not start after 1 hour 40 minutes. G. Base distance 80 feet H. Pitching distance 54 feet I. The Seven Run Rule for Boys Recreational Division age only: A team cannot score more than seven runs in an inning. Equipment Metal cleats are allowed. BATTING & BASE RUNNING B. The Seven Run Rule for Boys Recreational Division age only: A team cannot score more than seven runs in an inning. A. Pitching Mounds will be used when available. B. Pitchers are limited to three innings pitched per game. C. Teams will have 1 minute or five pitches between innings. All players must be ready to pitch and hit at the end of one minute. If the catcher is getting into gear another player or coach should warm-up the pitcher. The home plate umpire may assess balls and strikes for teams and players not ready to hit or pitch. Pre-game infield is not permitted. Teams may take ground balls on the outfield side of the first and second base baseline and the second and third base baseline only if time permits. 9

The Five Run Rule: A team cannot score more than five runs in an inning. BATTING & BASE RUNNING B. The batter is out on a dropped third strike. C. NO WALKS D. Stealing is permitted. A base runner cannot leave the base or steal until the ball crosses the plate. Only one base may be advanced per pitch, irregardless of an overthrown ball. No stealing of Home even if a play is made on the base runner.. A player can only advance Home from a hit, walk or base award by the umpire. Runners are still at risk to be put out. E. A courtesy runner must replace the catcher if the catcher is on base after two outs. The substitute runner must take the same base as the catcher occupied. The substitute runner must be a player not playing defense in the game, however, if a substitute is not available, then the second out of the inning will become the courtesy runner. F. The Five Run Rule: A team cannot score more than five runs in an inning. A. Any player may pitch. B. Pitchers are limited to three innings per game (9 outs). C. Pitchers are required to have only one foot in contact with the pitching rubber to begin a pitch. D. Strike zone will be expanded to the top of the shoulder to the bottom of the knee. E. Coach comes in to pitch after 4 balls; Pitchers will only pitch (4) called balls to a batter. Foul balls will be counted as strikes. At the end of the four ball count the COACH of the batting team will pitch two pitches to the batter. The coach must pitch from the pitching rubber. The batters will carryover their strike count to the two coach pitches. If the batter does not hit one of the pitches the batter will be declared out. Foul balls on the last pitch will continue the at bat. F. NO WALKS A. The infield fly rule does not apply. B. Ten players are allowed with three players being outfielders. Six players may be on the infield and the four outfielders must be in the outfield at the beginning of each pitch. C. No defensive coaches allowed on the field. 11

12 Girls 12 & Under All Star State B. Absolutely no metal spikes. C. A new inning may not start after 1 hour and 10 minutes. D. Base distance 60 feet E. Pitching distance 40 feet F. The Five Run Rule: A team cannot score more than five runs in an inning. BATTING B. Stealing is permitted. C. A courtesy runner may replace the catcher if the catcher is on base after two outs. The substitute runner must take the same base as the catcher occupied. The substitute runner must be the last out. A. Any player may pitch. B. Pitchers are limited to three innings per game (9 outs).
