1 2018 RES The entire foundation of reclassification is the honor system; meaning teams are expected to follow their assigned starting classification. However, a small percentage of teams will try to manipulate the rules by changing their team name or manager name, adding players beyond the scope of the rules or just be unethical. It takes a cooperative effort by the State Office and ALL teams to supervise classifications / reclassifications. If you see a team on USSSA.com that s classification doesn t match this report, or has pulled the team name / team manager switch-a-roo, or is not following the spirit of the rules, the State Office. Together, we all can make a positive impact in the development of each and every participant. Trophy Hunting and Sandbagging shall not be tolerated in USSSA Baseball. Prevention of both acts is a TOP PRIORITY! It is the responsibility of EVERY team to monitor all other teams in their classification and report any possible violators to the State Office. s may be sent anonymously to ga.baseball@usssa.com. Classification Basics One of the many responsibilities of the State Office is the enforcement of USSSA Rules with regards to classification and reclassification of teams (i.e.; leveling the playing field) and annually this remains our most difficult task. Additionally, year after year, the single largest misconception still persists that teams choose their classification. To facilitate the continued success of the USSSA multi-tiered classification system, teams must play at their Performance Level, not their Convenience Level. A team s classification IS NOT determined by the team manager, or by the team s geographical location or community size, or by what World Series the team wants to attend. Simply stated, a team s STARTING classification is determined by the team s ability and performance on the field within a classification the previous season with allowances for roster composition changes. B. Classification Notes 1. USSSA Rule 3.01.F.1: A team with six (6) or more players from the same frozen previous season roster or a combination of six (6) or more players from the same frozen previous season classification or End of Year classification regardless of previous or current team names, manager names, or sponsor names must START the current season at the highest classification or End of Year classification assigned to any of the previous season team names. 2. Junior Divisions (4U 8U): The 4U 7U teams all play within one (1) classification per age division. The 8U teams all start in one (1) classification (Triple-A) and on April 16, 2018, shall be split into two (2) classifications (Triple-A & Double-A) by performance on the field. Note: Any 8U team not playing USSSA by April 16, 2018, shall still be required to start in Triple-A and prove their ability on the field PRIOR to being reclassified to Double-A. 3. Youth Divisions (9U 14U): The statistical data used in the classification / reclassification process is based on a team s nucleus remaining intact. Obviously team rosters will change somewhat from year to year but such statistical data will continually be relative and comparative to the specific age 1

2 division of teams being evaluated. For this reason, the following Rule of Thumb shall apply with regards to team classifications in any given age division: a. The Major classification shall consist of the top 20 of teams in the state. b. The Triple-A classification shall consist of the next 40 of teams in the state. c. The Double-A classification shall consist of the remaining 40 of teams in the state. 4. Single-A Classification (10U 14U): Because the Single-A classification does not exist at the beginning of the season, there is a large quantity of teams automatically shifted up from Single-A to Double-A and a large quantity of teams automatically shifted up from Double-A to Single-A. This happens every season and is expected. As the season progresses, team s not in the correct classification will play themselves to where they belong. 5. USSSA Rule 2.05: The State Office shall adopt an acceptable method to classify teams within the state. The State Office shall have sole authority to classify teams within the state and the authority to classify and/or re-classify any team within the state at ANY TIME during the current season, except when a team classification has been assigned by the USSSA Baseball National Committee. C. Classification Appeals: Teams that oppose their assigned 2018 starting classification may file an appeal with the State Office by following the below outlined protocol. 1. All appeals MUST be sent via to: ga.baseball@usssa.com by the Team Manager of Record in the USSSA.com system ONLY. Appeals not sent to the correct address or from any person other than the Team Manager of Record in the USSSA.com system, shall not be heard, considered or adjudged. 2. Teams appealing to be moved up to a higher classification may do so by following the above procedures for an immediate modification. 3. Teams appealing to be moved down with fewer than six (6) players from the same frozen roster or a combination of fewer than six (6) players from the same frozen classification or End of Year classification should contact the State Office for a COMPLETE ROSTER REVIEW to determine their proper 2018 starting classification. Note: Do not contact the State Office until the team roster is online and complete. If the Complete Roster Review warrants a move down in classification, the team roster WILL BE LOCKED and all roster changes for the remainder of the season shall be performed by the State Office. Attempting the addition of players from a higher classification after being moved down in classification WILL NOT BE ED! 4. Teams appealing to be moved down with six (6) or more players from the same frozen roster or a combination of six (6) or more players from the same frozen classification or End of Year classification, regardless of previous or current team name(s), manager name(s) or sponsor name(s) may only do so AFTER having competed in a minimum of SIX games against teams IN THEIR NEW. Games must be played in Georgia USSSA Baseball sanctioned events and must be played against opponents with online rosters in the team s new classification. Games played outside the authority of Georgia USSSA Baseball (in another state or another organization) ABSOLUTELY will not be assessed. Note: Until the above minimum of SIX games against teams IN THEIR NEW requirement is met, NO appeal shall be heard, considered or adjudged. 2

3 D. Reclassification Report: The Reclassification Report is collated from the season by age division and classification. To locate a specific team, look for the team s age division, classification and team name. If a team is not listed, see the highlighted yellow box below. Only teams that have been reclassified UP or DOWN are listed in this report. Teams not listed are assigned a lateral move in the same classification to the next older age division.
