2 Dates: Friday, June 27 th to Sunday, June 29 th, 2014 Entry Fee: Rules: Admission: $350 payable to South West Little League 2014 Official Little League Rules (with slight modifications). Please be sure to read the rules especially those relating to pitching, forfeits and tie breaker rules. Free. Format: 4 team per division (AA and AAA), 1 pool round robin. Each team will play a minimum of 4 games. Games will be six innings in round robin play (subject to mercy rule and time). If your team is planning to attend, we would appreciate your cheque in the amount of $ made payable to Southwest Little League, accompanied by a completed registration form as attached. Please send your registration form via to Joel Sanchez. Registration deadline is June 13 th, Cheques can be drop on the concession at Lakeview. 3 LETHBRIDGE SOUTH WEST LITTLE LEAGUE House League Tournament Regulations and Rules Tournament Format 1. Points 3 points will be assigned for a win, 1 point for a tie. The top 2 teams will move onto the Final (Gold). The bottom 2 teams will play a consolation final (Bronze). Tie breakers will be determined in accordance with the tie breaker rules described below. Tournament Eligibility 1. Age All players Little League age 10U (as of April 30 th ) are eligible to participate. 2. Team Roster Team rosters are restricted to a maximum of 14 players and a minimum of 8 players. Teams entered must be All Star team AA & AAA Playing Rules 1. Rules All games will be played under the official 2014 Regular Season Little League Regulations and Rules (including minimum play rules), except as stated otherwise herein. 2. Home Team The home team will be determined by a coin toss. The home team will occupy the third base dugout and will provide an official scorekeeper. The away team shall provide the official pitch counter. Each manager is ultimately responsible for the pitch count. 3. Score Sheets and Pitching Control sheet. The head umpire will sign the Official Score Sheets and the Pitching Control Sheet at the end of each game. It is the responsibility of the home team to deliver the score and the Pitching Control Sheet to the umpires after the game. Each coach/manager is responsible to maintain their team s pitching record. Please give the official score book to the plate umpire so they can turn it into the concession. 4. Pitching: Little League Regular Season Pitching Rules (as outlined completely in Regulation VI of the 2014 rule book) will be adhered to as per Little League Alberta mandate. All teams MUST verify their player s pitching eligibility prior to entering the tournament, during the tournament through the use of the Tournament Pitching Control Sheet, and upon exiting the tournament all Little League teams returning to regular season play in their own leagues must also observe required days of rest for their pitchers. (a) (b) Any player on a regular season team may pitch. (NOTE: There is no limit to the number of pitchers a team may use in a game.) The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted below, but the pitcher may remain in the game at another position: League Age 9 or 10: maximum 75 pitches per day 8: maximum 50 pitches per day

4 Exception: If a pitcher reaches the days of rest threshold while facing a batter, the pitcher may continue to pitch until one of the following conditions occurs: 1. the batter reaches base; 2. the batter is put out; 3. the third out is made to complete the half inning. The pitcher will only be required to observe the days of rest for the threshold reached during that at bat. Pitch counters should mark the pitch count followed by + to indicate the pitcher finished the batter Note: A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of that day. (c) Pitchers must adhere to the following rest requirements: If a player pitches 66 or more pitches in a day, four (4) calendar days If a player pitches pitches in a day, three (3) calendar days If a player pitches pitches in a day, two (2) calendar days If a player pitches pitches in a day, one (1) calendar day If a player pitches 1 20 pitches in a day, no (0) calendar days NOTE: A player may not pitch in more than one game in a day. (d) (e) (f) (g) (h) Any player who has played the position of catcher in 4 or more innings in a game is not eligible to pitch for the remainder of the calendar day. One Pitch constitutes an inning The pitch count recorder must provide the current pitch count for any pitcher when requested by either manager or any umpire. However, the manager is responsible for knowing when his/her pitcher must be removed. The official pitch count recorder should inform the umpire in chief when a pitcher has delivered his/her maximum limit of pitches for the game, as noted above. The umpire in chief will inform the pitcher s manager that the pitcher must be removed. However, the failure by the pitch count recorder to notify the umpire in chief, and/or the failure of the umpire in chief to notify the manager, does not relieve the manager of his/her responsibility to remove a pitcher when that pitcher is no longer eligible. Violation of any section of this regulation can result in protest of the game in which it occurs. Protest shall be made in accordance with Playing Rule A pitcher once removed from the mound cannot return as a pitcher. 5. Batting All players will bat in consecutive order regardless whether they are in the defensive lineup or not. 6. Substitute Runner A substitute runner may be used for the catcher when there are 2 outs. The substitute must be the last player put out. 7. Maximum Runs Per Inning There will be a maximum of 10 runs allowed per team per inning. Last inning is open. 8. Equipment. All catchers must wear approved Little League catchers helmets with throat protectors and long body chest protectors. Chin straps are mandatory on all batting helmets. 9. Mercy Rule A 10 run rule will be in effect after 4 complete innings (3 ½ innings if the home team is

5 ahead). 10. Game Balls Lethbridge South West Little League will provide game balls. All coaches are requested to kindly return all game balls to the umpires following each game. 11. Minimum Players A game may not be started with less than 8 players on each team. A team which cannot field the minimum number of 8 players to start shall forfeit the game, and a final score of 6 0 will be assessed. A 15 minute grace period shall be applied when a team does not have a minimum number of players available to start a game. 12. Protests All protests involving a decision of the umpire shall be resolved in accordance with the official Regular Season Little League Regulations and Rules. All other protests will be considered by the Tournament Committee in accordance with the official Regular Season Little League Regulations and Rules. All decisions by the Tournament Committee involving protests will be final. 13. Equipment All catchers must wear approved Little League catchers helmets with throat protectors and long body chest protectors. Chin straps are mandatory on all batting helmets. 14. Base Coaches Two (2) adult base coaches will be allowed. 15. Collisions and Any Close Play It is the responsibility of the runner to avoid a collision with the defensive player, or he or she will be called out at the discretion of the umpire (i.e. around, over or slide under). 16. Sportsmanship Good sportsmanship is expected by all participants, coaches, players and spectators. We have adopted a zero tolerance policy towards players, coaches, umpires or diamond officials. No warning is required to eject a participant, coach, player or spectator. Once an individual is ejected, that person must promptly leave the playing field, and the ball game shall not resume until that person has left the playing field to the satisfaction of the umpire. 17. The top two teams on the pool will move to the Final, positions will be determined on the following order: The final will be determined on the following order: a) Total number of points and b) runs against ratio. (RAR) The total number of runs given up in all pool games played for that team divided by the number of half innings on defense in pool play for that team. Teams will be ranked by the lowest RAR. The RAR will be calculated to 4 decimal points. c) flip of a coin. 18. Game Forfeit If a team has no eligible pitchers prior to the start of the game, they will forfeit the game and a score of 6 0 will be entered on the official score sheet. If a team runs out of eligible pitchers during the game, the game will be called. A score of 6 0 will be entered on the official score sheet. 19. No new inning will begin after 2 hours from the designated start time.
