1 ARTICLES OF INCORPORATION FOR TAYLORSVILLE YOUTH BASEBALL ARTICLE I MEETINGS Section 1 - Place of Meeting Any or all meetings of the Governing Board of this corporation, may be held within or outside of the State of Utah; meetings shall be held at the office of the corporation in Salt Lake City, Utah, unless provided otherwise pursuant to the Bylaw or resolution adopted by the Governing Board. Section 2 - Annual Meeting of the Governing Board An annual meeting of the Governing Board shall be held each year on the second Tuesday of September, at 7:00 o'clock p.m. Section 3 - Notice of Annual Meeting Please refer to Section 7 and Section 8 for Notice. Section 4 - Delayed Annual Meeting If, for any reason, the annual meeting shall not be held on the day hereinfore designated, such meeting may be called and held as a special meeting, and the same proceeding may be had thereat as at an annual meeting; provide, however, that the notice of such meeting shall be the same as herein required for the annual meeting, namely, not less than a seven-day notice. Section 5 - Order of Business at Annual Meeting The order of the business at the annual meeting shall be as follows: (a) Roll call; (b) Reading of notice and proof of mailing; (c) Election of remaining Governing Board positions starting with: 1. IT (Publicist/Historian) 2. Umpire-in-chief/Scheduler 3. Equipment Manager 4. Concession Manager 5. Player Agent (A & T-ball), (AA), (AAA), (Majors), (Babe Ruth) 6. Treasurer 7. Secretary 8. Vice President (A&T-ball),(AA), (AAA), (Majors), (Babe Ruth) (All elected voting positions at the time of election shall assume all activities of the position elected to as well as voting privileges for that position. Outgoing positions shall lose all voting privileges. In the event of no nominations for any position the past board member shall continue to vote until all positions have been voted on, at which time member loses voting privileges.) (d) Report of President; (e) Report of Secretary/Treasurer; (f) (g) (h) (i) (j) (k) (l) Election of Trustees and Officers; Election of Majors, Babe Ruth, AAA, AA coaches by seniority, and so on until all returning coaches have been voted on. Then vacant coaches positions until all coaches positions for majors, Babe Ruth, AAA, and AA have been filled. (Upon election to position coaches shall have immediate voting privileges with regards to their Rules & Regulations as outlined below.) Transactions of other business mentioned in the notice; and The Governing Board will then meet with Divisions coaches, VP, Player Agent where the opportunity to discuss and vote on Rules and Regulations as pertains to their Division (i.e. AA, AAA, Majors, Babe Ruth) will take place. Adjournment The following rules apply for Little League Chartered Seasons only: All Majors positions shall break from Main Board and from this point until the end of following season shall be known as Taylorsville Little League. With Taylorsville Youth Baseball as their main sponsor with the President as a voting member. At this time Little League will not vote or participate in any actions with the main Board. The Little League Board shall disband at the end of closing ceremonies. Provided that in the absence of any objection, the presiding officer shall have the discretion to vary the order of business. Section 6 - Special Meetings of Governing Board Special meetings of the Governing Board may be called by the President or any two, or more, Trustees upon written notice thereof, signed by the President and the Secretary, who shall mail copies of such notice to the last known address of each Trustee in the United States mails, at least ten (10) days in advance of the holding of such meeting. No business not mentioned in the notice shall be transacted at such meeting unless all Trustees are present and agree to the transactions of such business. Section 7 - Notices of Mailing All notices required to be given by any provision of these Bylaws shall state the authority pursuant to which they are issued (as, "by order of the President," or "by order of the Governing Board," as the case may be) and shall bear the written, stamped, typewritten or printed signature of the Secretary or Assistant Secretary. Every notice shall be deemed duly served when the same has been deposited in the United States mails, with postage fully prepaid, plainly addressed to the addressee at his, or her, or it's last known address appearing upon the records of this corporation

2 Section 8 - Waiver of Notice Notice of the time, place and purpose of any meeting of the Governing Board may be waived by verbal, telegram, radiogram, cablegram, e- mail, text messaging, web page or other writing, either before or after such meeting has been held. ARTICLE II QUORUM OF TRUSTEES A majority of the Trustees shall constitute a quorum for the transaction of business of the corporation, but a lesser number may adjourn from time to time without notice other than an announcement at the meeting, until a quorum shall attend. ARTICLE III GOVERNING BOARD Section 1 - Number and Term of Trustees The business, property and affairs of this corporation shall be managed by a Governing Board composed of from three (3) to twenty-seven (27) Trustees, as decided by the Board. The Trustees shall consist of the following officers and volunteers: President (cannot exceed more than two (2) two year consecutive terms), Vice-President, Secretary (two year term), Treasurer (two year term), IT, Player Agent (consisting of Player Agent T-ball, Single A, triple A, Majors, Babe Ruth), Vice President (consisting of Vice President T-ball, Single A, triple A, Majors, Babe Ruth), Equipment Manager, and Concessions Manager. The Governing Board shall have terms of office for one (1) year, and until their successor is duly elected and qualified, or until removal, death or resignation; with the exception as noted above. Section 2 - Removal of Trustees Any Trustee or Trustees, officer or agent of the corporation may be removed from office, whether with or without cause and for any reason, as decided upon by a quorum of the Trustees at any meeting of the Trustees called for such purpose. Section 3 - Vacancies Vacancies in the Governing Board shall be filled by election by a majority of the remaining Trustees. Each person so elected to fill a vacancy shall remain a Trustee until removed or his successor has been elected at the next annual meeting. Section 4 - Action by Unanimous Written Consent If and when the Trustees shall unanimously consent in writing to any action to be taken by the corporation, such action shall be as valid a corporate action as though it had been authorized at a meeting of the Governing Board. Section 5 - General Powers and Duties The Governing Board shall have the complete and exclusive care, custody and control of the corporation's properties and shall exercise all of the corporate powers subject to the provisions of the laws of the State of Utah, the Articles of Incorporation and the Bylaws. The entire management of the corporation, its affairs, its properties and assets, is vested exclusively in the Governing Board. The Governing Board shall have the power to decide finally and to effectuate and perform decisions of the Board regarding to whom and in what amounts and at what times and under what conditions contributions, payments and distributions be made in furtherance of the pursuits and objects of this corporation; accordingly, the Governing Board shall make such contributions, payments and distributions of the corporation's properties and assets and income as may be decided upon from time to time by a decision of the majority of the Board as contained in its minutes; further, in lieu of making contributions, payments and distributions in the form of cash monies, the pursuits and objects of this corporation may be accomplished by distribution of the corporation's properties in kind, or the Board may as it sees fit, undertake the accomplishment of the pursuits and objects by under taking projects, but all nevertheless strictly of the type permitted under the Article of Incorporation. Notwithstanding anything herein to the contrary, it is strictly understood and agreed that the Governing Board's powers, prerogatives, duties and responsibilities shall be vested in them and shall be exercised by them strictly in a fiduciary capacity to carry out, perform and accomplish the pursuits and objects of this corporation and their powers are expressly limited so as to do nor accomplish any act which would be in contraventions or derogation of the pursuits and objects as stipulated above. Section 6 Power to Make Bylaws The Governing Board shall have power to make and alter any Bylaw or Bylaws, including the fixing and altering of the number of Trustees. Provided that the Board shall not make or alter any Bylaw or Bylaws fixing the qualifications, classifications or term of office of any member or members of the then existing Board. Section 7 - Power to Elect Officers The Officers and Trustees of the Corporation shall be elected at the annual meeting of the Governing Board. All persons in attendance at that meeting, whether members of the Board or otherwise, shall be entitled to vote on the election of officers. All officers shall be Trustees, and at the option of the Board, the offices of the Secretary and Treasurer may be held by one Trustee. Assistants to officers may be appointed by the Trustees and such assistants need not be Trustees. Section 8 - Power to Appoint Other Officers and Agents The Governing Board shall have power to appoint such other officers and agents as the Board may deem necessary for transaction of the business of the corporation. Section 9 - Power to Fill Vacancies The Governing Board shall have power to fill any vacancy in any office occurring from any reason whatsoever, pending the next annual meeting

3 Section 10 - Delegation of Powers For any reason deemed sufficient by the Governing Board, whether occasioned by absence or otherwise, the Board may delegate all or any of the powers and duties of any officer to any other officer or Trustee, but no officer or Trustee shall execute, knowledge or verify any instrument in more than one capacity. Section 11 - Power to Appoint Executive Committee The Governing Board shall have power to appoint by resolution an executive committee composed of two (2) or more Trustees who, to the extent provided in such resolution, shall have and exercise the authority of the Governing Board in the management of the business of the corporation between meetings of the Board. Section 12 - Power to Require Bonds The Governing Board may require any officer or agent to file with the corporation a satisfactory bond conditioned upon the faithful performance of his duties. Section 13 - President The President shall not be a manager or coach, including assistants, of any team participating in a league of the Corporation. The President shall be the Chief Executive Officer of the Corporation and shall preside over all meetings of the Corporation. The President shall have general and active management of the business of the corporation and shall see that all orders and resolutions of the Board are carried into effect. The President shall be example-officio a member of all standing committees and shall have the general powers and duties of the supervision and management usually vested in the office of the President of a corporation. Section 14 - Vice-Presidents Those persons elected as precedents of each the leagues of the Corporation (Major, Minor A, Minor B and Pee Wees) shall be the Vice- Presidents of the Corporation. The Vice-Presidents shall have the same powers as vested in the President, but shall not exercise said powers unless acting under the delegation, authority or direction of the President, or in the absence or in capacity of the President. The Vice-Presidents shall have such additional prerogative and powers as are not inconsistent with the powers conferred upon the President and which usually pertain to the office of Vice-President. In the absence, or in capacity of the President, the Vice-Presidents shall exercise the powers of the President in the following order: Vice-President for Babe Ruth, Vice-President for Majors, Vice-President for AAA, Vice- President for AA, Vice-President for A and T-Ball. Section 15 - Secretary The Secretary shall attend all meetings of the Governing Board and the Executive Committee, and shall preserve in Books of the Corporation true Minutes of the proceeding of all such Meetings. The Secretary shall safely keep in his or her custody the sale of the corporation and shall have authority to affix the same to all instruments where its use is required. The Secretary shall give all notices required by statute, bylaw or resolution and shall perform such other duties as may be delegated to the Secretary by the Governing Board or by the Executive Committee. The Secretary shall give and receive communications with County contact and report to The Governing Board. Section 16 - Treasurer The Treasurer shall be selected by the Governing Board. The Treasurer shall have custody of all corporate funds and securities and shall keep in books belonging to the corporation full and accurate accounts of all receipts and disbursements; and shall deposit all moneys, securities and other valuable effect in the name of the Corporation in such depositories as may be designated for that purpose by the Governing Board. The Treasurer shall disburse such funds of the corporation as may be ordered by the Board, and verified by the President, taking proper vouchers for such disbursements, and shall render to the President and Trustees at the regular meetings of the Board, and whenever requested by them, an account for all of the transactions of the Treasurer, and of the financial condition of the Corporation. If required by the Board, the Treasurer shall deliver to the President of the Corporation and shall keep in force a bond in form, amount and with a surety or sureties satisfactory to the Board, conditioned upon the faithful performance of the duties of the office of Treasurer, and for Restoration to the corporation in case of the death, resignation, retirement or removal from office of the Treasurer of all books, paper, vouchers, money and property of whatever kind in the possession or under the control of the Treasurer, which belong to the corporation. The Board will hire a designated third party for preparation of taxes and an annual audit of expenditures. Section 17 - Assistant Secretary and Assistant Treasurer An Assistant Secretary and an Assistant Treasurer may be appointed. The Assistant Secretary, in the absence or disability of the Secretary, shall perform the duties and exercise the powers of the Secretary. The Assistant Treasurer, in the absence or disability of the Treasurer, shall perform the duties and exercise the powers of the Treasurer. Section 18 - Player Agent The Player Agent shall be selected by the Governing Board. The Player Agent shall not be the manager or coach, including assistants, of any team participating in a league of the corporation. The Payer Agent shall be in charge of player registration, tryouts and draft. All concerns of any nature pertaining to any player shall be handled initially by the Player Agent. Section 19 - Umpire and Chief/Scheduler The Umpire-and-Chief will be responsible for all regular season scheduling and rain out re-scheduling. They will also work with the Cal Ripken and Babe Ruth umpires to coordinate all game schedules and rain re-schedule. Any Coach requesting a game be moved must go through the League President for approval prior to contacting the UIC. Section 20 - Equipment Manager The Equipment Manager shall be responsible for purchasing, distribution and collection of all uniforms and equipment used for regular season team and All-Star teams. Section 21 - Snack Bar Coordinators The Snack Bar Coordinators shall be responsible for the purchase of all items to be sold in the snack bar. They shall also be responsible for making sure the snack bar is properly staffed for each game

4 Section 22 - IT IT will serve as publicist and historian. They will keep the Website affiliated with the League updated. And help with communications. ARTICLE IV EXECUTION OF INSTRUMENTS Section 1 - Checks, etc. All checks, drafts and order for payment of money shall be signed in the name of the corporation by the President or Vice-President, and the Treasurer or Assistant Treasurer, Or by any Officer of the Corporation authorized by the Governing Board to so act. Reimbursement and checks will be written at the Governing Board Meeting when possible. Section 2 - Contracts, Conveyances, etc. When the execution of any contract, conveyance or other instrument has been authorized within the specifications of the authorized officers, the President and/or Secretary and/or Assistant Secretary may execute the same in the name and on behalf of this corporation and may affix the corporate seal thereto. The Governing Board shall have power to designate the officers and agents who shall have authority to execute any instrument in be half of this corporation. ARTICLE V LEAGUES, MANAGERS, RULES Section 1 - Leagues The Corporation shall have the following leagues: T-ball, Single A (coach pitch), Double A, Triple A, and Major, consisting of players ages 3-5, 5-7, 7-9, 10-12, and 10-12, respectively, based on the player's age on May 1. Provided, however, that 9-year-old player's exceptional ability may be selected to play on Triple A or Major league teams. Babe Ruth consisting of players ages and Section 2 - Managers All team managers must be approved by a majority vote of the Governing Board. Managers of league teams shall be selected according to Governing Board Vote if more than one candidate is available for an open position. Section 2a. All Managers/Coaches/Assistant Coaches will have a valid Back Ground Check and Cal Ripken/Babe Ruth Coaching certificate completed prior the season s first game. Section 3 - Rules and Regulations The Governing Board shall have the power to prescribe playing rules, eligibility standards, player selection rules and similar requirements (collectively the "Rules and Regulations"), for any league of the Corporation. To the extent not conflicting with or preempted by the Rules and Regulations established by the Governing Board, the majority of the Governing Board and managers for each specific league of the Corporation may establish playing rules for that league. The Rules and Regulations shall be compiled for each year and related to all managers, assistants, members of the Governing Board and other interested parties. THE RULES AND REGULATIONS CAN ONLY BE CHANGED DURING THE PERIOD COMMENCING SEPTEMBER 1 AND ENDING DECEMBER 31 OF EACH YEAR, TO BE EFFECTIVE FOR ENSUING SEASONS. ONCE CHANGED (OR, IN THE CASE OF A NEW RULE, ONCE ENACTED), A RULE OR REGULATION CANNOT BE CHANGED UNTIL THE FOLLOWING YEAR. WITH THE EXCEPTION OF BABE RUTH S DRAFTING RULES AND PITCHING RULE, WHICH THE GOVERNING BOARD WILL HAVE AN OPPORTUNITY TO REVIEW WITH BABE RUTH BASED ON AMOUNT OF PLAYERS THAT SIGN UP IN ANY GIVEN SEASON. Section 4 - Little League Rules and Regulations During any period when the Corporation is operating under a charter or the consent of Little League Baseball, the Rules and Regulations of Little League Baseball, as they exist from time to time, shall be incorporated into the Rules and Regulations of the Corporation. Provided, that any conflict between the Rules and Regulations adopted by the Governing Board of and those of Little League Baseball shall be resolved in favor of those adopted by the Governing Board. ARTICLE VIII AMENDMENT OF BYLAWS Section 1 These Bylaws may also be amended, altered, changed, added to or replaced by any affirmative vote of a majority of the Governing Board at any regular or special meeting of Governing Board if notice of the proposed amendment, alteration, change or repeal be contained in the notice of the meeting. Section 2 The Governing Board shall not be permitted to amend the Bylaws contrary to the professions of the Articles of Incorporation. The foregoing Amended Bylaws were adopted by consent on the Trustees at a meeting held on Secretary. Jas 1/6/12-4 -

5 TAYLORSVILLE YOUTH BASEBALL RULES AND REGULATIONS OF BABE RUTH Taylorsville Youth Baseball abides by the Affiliated Program Rules with the following exception: 1. Taylorsville Youth Baseball abides by Utah State No Smoking Laws No smoking is allowed on the fields or in the dugouts during games or practices. No smoking is allowed within 50 feet of the Baseball Complex at any time. 2. A Protest Committee will include the 3 of the 4 Vice Presidents. When there is a protest in the Majors, the Majors VP will not be on the committee. When there is a protest in AAA the AAA VP will not be on the committee, etc. When there is a protest in Babe Ruth, the Babe Ruth VP will not be on the committee. When there is a protest in AA, the AA VP will not be on the committee. 3. Home team dugout on third base side. 4. The first in/first out rule shall be applied to all rain outs. In other words, the oldest game rained out will be played on the first available rain out date. NO EXCEPTIONS. (Any moved game MUST be approved by the league President.) 5. Drafting of Player: 5.1. Each team must carry a minimum of two (2) 13 year olds and three (3) 14 year olds per team. You cannot carry more than 6 players of one age group. Any team carrying more than 5 players, in any one age group must roster a team of 12 players The minimum/maximum of each age group will be determined after registration Reverse order in standing from prior season last two placed teams draw for first and second pick (2-6 teams), 7-10 teams the last three placed team will draw for first, second, third. This will be done at the draft. 5.3 Brother/sister/son/daughter/grandson/granddaughter must be declared prior to the beginning of the draft. 5.4 Order of the draft will be serpentine. Third round will be brother/sister/son/daughter/grandson/granddaughter option. 5.5 No trades. 6. Game Rules: 6.1. If time permits, games will have seven (7) innings. If not, no new inning after 2: Each player in the league shall play a minimum of two (2) defensive innings and one (1) at-bat per ball game. In the event of a shortened ball game (rainout, 10-run rule) the minimum number of innings will be suspended. In the event a player does not play the minimum number of innings in a shortened game, the manager will start the player in the very next game. In the event a player is not allowed to play due to disciplinary action, the opposing manager and official scorekeeper shall be notified prior to the start of the game. Every player on the team roster shall be accounted for in the official scorebook for each game. Disciplinary action for the coach who disregards this rule will be in the form of a forfeit for his team Home team is responsible for picking up the official scorebook at the snack bar. If you are the first game of the night turn over the official book to the next home team who will then return the official scorebook back to the snack bar after their game. It will verify pitching daily. Coaches are responsible for submitting scores and pitching immediately following their game to their division VP. The official scorebook will be the ultimate determination for pitching eligibility. 7. Pitching: 7.1. All babe ruth pitching rules will be followed with the exceptions noted below If a player is selected to play on any automotive team, the player shall be allowed to pitch a maximum of ten total innings per week in automotive games and babe ruth games combined, with all other babe ruth rules still applicable All teams must pitch a 13 year old at least 4 outs per game, unless a team is down by 8 runs in the third. 8. All-Star Selection: 8.1. All-star coaches are determined by the board, not standings. Each coach will be considered Coaches vote on the top 12 from each age group. The top 8 voted players become the all-star team. At that point, the all-star manager picks the remaining 4 to 7 players. If there is a tie between two or more players for the 8 th spot, it is the head mangers choice to take all the players or call for a revote on the tied players for the 8 th spot. The process will then be repeated for the 2nd team in that group. Players who receive votes for the 1st team, but do not make the 1st team will be transferred, along with their votes, to the 2nd team list, where any votes for the 2nd team for this player will be added to the votes for the 1st team. 6 TAYLORSVILLE YOUTH BASEBALL RULES AND REGULATIONS OF MAJORS Taylorsville Youth Baseball abides by the Affiliated Program Rules with the following exception: 1. Pitching violation results in an automatic forfeiture of the game involved Each coach is responsible to find a suitable scorekeeper(s) for every game. The home team will be the official scorebook. Both teams will keep score After each game, both home and visitor teams MUST have both coaches sign scorebook and verify innings pitched for each pitcher of the game A team may use 12-year-old pitchers for a maximum of 12 innings during any calendar week. No individual pitcher can pitch in excess of 6 innings per week. One pitch will constitute one inning for that player. The rest rules will apply. Two innings or less no rest required. Two+ innings equals 2 calendar days of rest. Each pitcher shall receive 6 possible innings to pitch each Monday but rest rules must be followed as per Cal Ripken Rules. 7. Play up rules: 7.1. Players with exceptional ability will be allowed to "play up" in an older age-group league, with the exception of all-stars. Barring exceptional circumstances and approval of the Board, players may not play down from the league required by their age Secondary all-star teams will be allowed to play up if needed to fill a roster. This means there are no more players to fill the roster in the appropriate age group. 8. Maximum Number of Players: 8.1. Teams will consist of a minimum 11 players and maximum of 12. At the end of the draft, coaches will be expected to have picked either 11 or 12 players rostered. If you leave the draft with 11 rostered you must have 11 no-more no-less. If you leave the draft with 12 rostered you must have 12 no-more no-less Each major team must carry a minimum of two (2) 10 year olds (any lower age group cannot fulfill the age group minimum of a higher age group) and three (3) 11 year olds, and three (3) 12 year olds. You cannot carry more than 6 players of one age group. Any team carrying 6 players, in any one age group must roster a team of 12 players If a major teams roster drops below 11 or 12 for the year, or below 9 for a game, a replacement player can ONLY be picked from the draft tryout list and MUST have participated in said tryout (NO EXCEPTIONS.) The age of a replacement player must be the same as the lost player. The team s manager will only notify the player agent within 24 hours. The player agent only is to notify the player NO EXCEPTION. Player agent will give the player 24 hours for a determination if the player would like to move to the major s team. The coach has 10 days to agree upon an eligible replacement player for the duration of the season. If the team does not have 11 at the end of the 10 days said team will forfeit all games until roster is full Once said player has played ¼ of the regular schedule major season games, he will be a permanent rostered player. 9. Tryout Rules/Draft: 9.1. Any player wishing to be drafted to a major s team must attend tryouts. If they choose not to attend, their name will be put in a hat for selection by a AAA team If a player declines being drafted by a major s team, he/she is ineligible to play on any major s team that season, and will not be eligible to be a coach s option the following season Any 9 year old wishing to be eligible for a major s team must attend AA (if new to the league) and major s tryouts. If said 9 year old declines being drafted by a major s team, he/she is ineligible to play on any major s team that season, and will not be eligible to be a coach s option EVER.

7 9.4. If the player changes his mind after the sheet is signed by his parents, he cannot play as a coach s option that year. If a coach backs out after the sheet is signed, he is allowed no coach s option that year Reverse order in standing from prior season last two placed team draw for first and second pick (2-6 teams), 7-10 teams the last three placed team will draw for first, second, third. This will be done at the draft Brother/sister/son/daughter/grandson/granddaughter must be declared prior to the beginning of the draft Order of the draft will be serpentine. Third round will be brother/sister/son/daughter/grandson/granddaughter option No trades. 10. Eligibility: Any player that abandons Taylorsville Youth Baseball to play solely for another baseball organization and/or league shall not be allowed to return to the league as a coach s option on a major team; however, that player can return and participate in the major s draft according to current bylaws. 11. Game Rules: If time permits, games will have six innings. If not, no new inning after 1: All majors games will be played at 70 foot bases and follow all 70 Cal Ripken Rules Games have 5 minutes to begin after game scheduled time. Running clock starts at scheduled game time, as long as official is on time No games will end in a tie. If time/light permits international tie breaker rule will be played out. If not then prior to the next game between the two teams they will finish tie game with international tie breaker innings The game ends when a team is ahead by 10 or more runs after four (4) innings When the ball is 5 off the base there is a mandatory slide or avoid (potentially dangerous contact) at 2nd, 3rd, and especially home plate. Umpire shall have discretion in all cases Catcher is allowed to block home as long as the ball is within 5 of home plate, as determined by umpire Start game with 7 players. If there are not 9 players at the end of game time, team forfeits. A shorthanded team will be assessed 1 out for each player short of 9 players at the time that player would come up to bat If any coach in any age division is ejected from a game, he ll have to go before the board to be eligible for coaching his next game. If any coach in any division is then ejected a second time, he will forfeit his coaching position for the rest of the season. Said coach must re-submit a letter and must be re-voted by the board in order to be considered for a coach position for the next season. 12. Trophies: If there are two or more teams tied for first, 1st and 2nd will be determined by season head-to-head record. In the event that head-to-head is even, a one game play off will accord with winner awarded 1st place, and the play off looser awarded 2nd place If there are two or more teams tied for 2nd place, 2nd and 3rd will be determined by season head-to-head record. In the event head-to-head record is even, a one game playoff will accord with winner awarded 2nd place. If it division consisted of more than 7 teams, playoff looser will be awarded 3rd place. 13. All-Stars: Coaches for all-stars are chosen by season winning standings: The President and Player Agent shall record the number of votes cast for each player. Or The President and Player agent or VP of that division or another division will verify all votes and report out who the all-star players are for the initial 8 members of the all star team. At that time the all-star manager can fill his team up to st team first choice down through 6 th place Head coach cannot pass a team down All-stars are not announced at closing ceremonies Any boy wishing to be eligible for all-stars must have played in half of his eligible games Coaches vote on the top 8 from each age group. The top 8 voted players become the all-star team. At that point, the allstar manager picks the remaining 4 to 7 players If there is a tie between two or more players for the 8 th spot, it is the head mangers choice to take all the players or call for a revote on the tied players for the 8 th spot Any player who makes an all-star team cannot participate in a tournament with another league (i.e. super league team) that would conflict with all-stars, until the all-star team has gone as far as they can (i.e. state, regional, etc). Once they are done with all-star tournaments they can play with whoever they like All-star fees include tournament fees, t-shirts, hat, patch. For each player and up to 3 coaches. All-star fees will be determined on a year to year basis by the Executive Board. Any and all travel expenses will not be covered by league funds, unless otherwise approved by the Executive Board, prior to all-stars each season. At which time the amount would be determined by a mileage per-diem as decided on by the Executive Board only No major s all-star coaches can pull up players from Triple AAA to fill an all-star team. 8 TAYLORSVILLE YOUTH BASEBALL RULES AND REGULATIONS OF AAA Taylorsville Youth Baseball abides by the Affiliated Program Rules with the following exception: 1. Taylorsville Youth Baseball abides by Utah State No Smoking Laws No smoking is allowed on the fields or in the dugouts during games or practices. No smoking is allowed within 50 feet of the Baseball Complex at any time. 2. A Protest Committee will include the 3 of the 5 Vice Presidents. When there is a protest in the Majors, the Majors VP will not be on the committee. When there is a protest in AAA the AAA VP will not be on the committee, etc. When there is a protest in Babe Ruth, the Babe Ruth VP will not be on the committee. When there is a protest in AA, the AA VP will not be on the committee. 3. Home team dugout on third base side. 4. Rainout games do not necessarily fall into what is made to be a rain spot on the original schedule. Scheduled games cannot be bumped in order to accommodate a rainout. You will play rain out spots with same rules as a regularly scheduled game. If you do not have enough players for a rainout game the team will forfeit. NO EXCEPTIONS. (Any moved game MUST be approved by the League President or Vice President.) 5. Game Rules: 5.1. If time permits, games will have six innings. If not, no new inning after 1: Games can NOT end in a tie. If time allows International tie breaker will go into effect. If time/light does not allow the two teams will play international tie breaker inning prior to their next game played against each other run rule after 4 innings or 3-1/2 with home team ahead Start game with 7 players. No individual pitcher can pitch in excess of 6 innings per week. One pitch constitutes an inning for that player. The rest rules will apply. Two innings or less no rest required. More than two+ innings equals 2 calendar days of rest. Each pitcher shall receive 6 possible innings to pitch each Monday but rest rules must be followed as per Cal Ripken Rules Home team is responsible for picking up the official scorebook at the snack bar. If you are the first game of the night turn over the official book to the next home team who will then return to the official scorebook to snack bar after their game. It will verify pitching daily. Coaches are responsible for submitting scores and pitching immediately following their game to their division VP. The official scorebook will be the ultimate determination for pitching eligibility. Each coach or manager must sign the official scorebook Any coach or assistant that is thrown out of a must leave the fields and serve a one (1) game suspension following game. INTERPRETATION: If you are thrown out of a game, you cannot watch the game from the stands. You must leave the field area Must-slide rule observed on plays at home plate. Explanation: There must be a play at the plate, meaning the ball must be coming home and a fielder must be in position to make a play. If there is no throw coming or no fielder in position, the runner does not have to slide. Also, under obstruction rules, a fielder cannot block any base or home plate if he does not have the ball. A player cannot stand in front of any base or the plate while waiting for the throw. To avoid collisions and injury, the obstruction rule will be enforced in conjunction with the must slide rule. This is subject to umpire interpretation, and protest able Any player leaving a base early will be sent back. Each team may receive one (1) warning and all leaving early after their team has been warned will be automatically called out. This is subject to umpire interpretation, and protest able No head first slides into base. Player may dive back into a base head first. This is subject to umpire interpretation, and protest able All players on the team must bat all the way through the batting order Once a team scores eight (8) runs in one inning, that team's turn at bat is over, regardless of the number of outs in that inning. However, if the eighth run is scored as part of an out of the park homerun (not an inside the park homerun), all runs will count, including the homerun. The eight run rule will not apply to either team in the last inning of any game Minimum play rule: Every player must play at least six defensive outs and have one at-bat. If unable to comply due time constraints the player must start next game If any coach in any age division is ejected from a game, he ll have to go before the board to be eligible for coaching his next game. If any coach in any division is then ejected a second time, he will forfeit his coaching position for the rest of the season. Said coach must re-submit a letter and must be re-voted by the board in order to be considered for a coach position for the next season. 6. Draft Rules: 6.1. Any 9 year old wishing to be drafted to majors team must attend AA tryouts (if new to the league), and major s tryouts. If said player declines being drafted by a major s team, he/she is ineligible to play on any major s team that season, and will not be eligible to be a coach s option EVER. 9 year olds not making a majors team must return to AA. 9 year olds are in-eligible to play in AAA.

9 6.2. All returning AAA players that were on any all-star team the previous season only "MUST" attend tryouts. If said player is not drafted to a major s team he will return to his previous year's team. Any player that does not comply with this rule is in-eligible to return to their previous year s AAA team. NO EXCEPTIONS. If a AAA player declines a draft and/or coach option position to a major s team he/she will forfeit this return rule and must go into the hat to be redrafted by any AAA team. NO EXCEPTION. Any new player to the league that lives outside Taylorsville boundaries will not be eligible to be a protected player/coaches option Each AAA coach is allowed ONE coach option - NO EXCEPTIONS Draft order will be reverse order in standing from prior season. Last two place teams will draw for 1st & 2nd pick (that is if there are 2-6 teams, 7-10 teams it will change to the last three (3) teams that will draw.) Order of the draft will be consecutive last to first (1-6, 1-6 consecutive) Brother/sister/son/daughter/grandson/granddaughter must be declared prior to the beginning of the draft Any unprotected player drafted with a sibling, he/she must be picked up in the following round No trades Maximum Players: Each AAA team can carry a maximum of six (6) players of any one age group. 7. All-Stars: 7.1. Coaches for all-stars are chosen by season winning standings Any two board members shall record the number of votes cast for each player st team first choice down through 6 th place Head coach cannot pass a team down All-stars are not announced at closing ceremonies Any boy wishing to be eligible for all-stars must have played in half of his eligible games Coaches vote on 12 from each age group. A shorthanded team will be assessed one out for each absent player at the time the player would come up to bat. (Based on 9 players.) 4.8. No mercy rule to end the game early (please do not run up the score, i.e. do not steal or advance runners on pass balls.) 4.9. Each player can only sit one inning per game All 8 and 9 year old pitchers will pitch at 46 all 7 year olds will pitch at Pitchers can pitch 6 innings per week (pitching week is Monday-Sunday.) If a player pitches 2 innings one day no rest is needed If a player pitches 3 innings in one day the player must rest one day full day before pitching again If a player pitches 4 innings in one day the player must have two full days rest before pitching again (i.e. pitch 4 innings on Monday, can not pitch again until Thursday; pitch 4 innings on Saturday, can not pitch again until Tuesday.) Only the starting pitcher may return to the same game to pitch, unless of course the starting pitcher has no pitching innings left A base runner may steal a base as soon as the ball crosses home plate If any base runner is caught leaving early, the base runner must return to the base the player left from Once the pitcher is on the rubber with the ball in hand, no runners can advance During the game please limit coaches in the field area to three (3) Have a coach warm up the pitcher between innings as the catcher is putting their gear on No new inning after 1:15. Drop dead if home team is winning If a tie game exists after the time has expired, the last batter from the previous inning will be placed on second base and the batting order will resume in its order until three outs and the home team will do the same The "must slide" rule applies to bases in which there is a play being made. If a play is being made at the base and the runner does not slide the runner is automatically out. 5. Draft Rules: 5.1. All returning players to AA will remain on their parent team (example: If you played as a Cub in 2004 you can remain a Cub in 2005.) 5.2. New players will be in the draft (except for the players being optioned.) 5.3. If a player wants to change teams, he or she must go to the draft and will be drawn out of a hat, they cannot be optioned Sons/daughters/grandsons/granddaughters of the head coach will be on the team, with no option being used The head coach may have two (2) options. They must be new players moving into AA Last place team will draft first and etc. 6. All-Star Selection: 6.1. The first place team has first choice of age group to coach in all-stars, second place team has second choice, third place team has third choice, etc The President and Player Agent shall record the number of votes cast for each player Twelve (12) players per all-star team An all-star player must play on his age groups all-star team The head all-star coach for each team will get to choose any 4 kids as their own selections The other 8 selections will be voted on by remaining head coaches One 9 year old team (A team) will play in the Cal Ripken primary (Minor) all-star tournament One 8 year old team (A team) will play in the Cal Ripken primary (Pee-Wee) all-star tournament If there are enough coaches and players a second 9 year old team (B team) will play in the Cal Ripken secondary (Minor) all-star tournament If there are enough coaches and players a second 8 year old team (B team) will play in the Cal Ripken secondary (Pee Wee) allstar tournament.
