Adjustments can be made to these rules and regulations in order to accommodate a participant with a documented disability. FOREWORD Babe Ruth League, Inc. is a non-profit, educational organization dedicated to developing better citizens by providing properly supervised softball competition for 9 through 18-year-old players. Unquestionably, one of the primary reasons for the success of this organization is that the rules and regulations have been established through democratic procedures with the guidance of professional recreation directors, high school athletic authorities and college coaches. Xtreme Fastpitch Rules and Regulations provide a framework under which local teams, annually chartered by Babe Ruth League, Inc., operate with simplicity and democracy. All rules and regulations of Xtreme Fastpitch were determined after much study and research by a committee of a cross section of people. Each chartered team administers its own program within this framework of rules and regulations as established by Babe Ruth League, Inc. It is the basic intent of Babe Ruth League, Inc. that every candidate be given the opportunity to play in the program within the rules and regulations as established by Babe Ruth League, Inc. Each team has the right to pick and form their own teams at the age groups of X10, X12, X14, X16, and X18. Play it Safe! The safety and well-being of young players is a primary concern of the International Babe Ruth organization and of local league officials, team managers and coaches. This is the main reason Babe Ruth International Headquarters stresses the following essential components of effective Accident Prevention: 1. Sound conditioning. 2. Immediate attention to injuries, however small. 3. Development of sportsmanship. 4. Proper execution of fundamentals. 5. Selection and care of equipment. 6. Proper field maintenance. 7. Thorough physical examinations. 1

4 0 0.1 Regulations for Membership Rule 0: Xtreme Fastpitch Regulations 0.11 Application for Charter must be submitted to Headquarters and approved. Application must include the annual registration fee per team (any age group) of $30.00 and a national admission fee of $12.00 per player and coach All teams competing in tournament play in 2013 must apply for charter on or before May 15, Teams chartered as Babe Ruth Xtreme teams by Babe Ruth League, Inc., shall thereby become subject to the powers and jurisdiction of District, State and Regional Commissioners within whose limits such teams operate All teams must be covered by group accident insurance before they will be permitted to try out, practice or start tournament play. All teams must be covered by commercial general liability insurance before they will be permitted to try out, practice or start tournament play. Note: Commercial General Liability Insurance must provide coverage for all participants and all league volunteers, and have a minimum limit of $1,000,000 coverage. Information regarding both types of insurance plans is available from Babe Ruth League, Inc. 0.2 Players, Sponsorship, Playing Rules 0.21 PLAYER. A player s age as of December 31, 2012 determines the age division in which the player is eligible to play in the upcoming season. All players who are at least 9 years of age as of December 31, 2012, and not older than 18 years of age as of December 31, 2012, are eligible for Babe Ruth Softball Xtreme competition as described in the following birth chart: 2013 Babe Ruth Softball Xtreme Birth Chart Year Between January 1st December 31st a. Therefore, any player who, by the above birth charts is younger than 9 years of age (December 31, 2003). or who is older than 18 years of age (born in or before 1992) is not eligible to participate in Babe Ruth Softball Xtreme for the 2013 season SPONSOR. Babe Ruth League, Inc. recommends that teams carefully screen applicants for sponsorship and suggests civic clubs, fraternal organizations, service clubs, etc., as typical examples of the broad field from which sponsors should be selected. Babe Ruth League, Inc. forbids sponsorship by any organization or individual whose activities may be regarded as inimical to the welfare of youth, and, therefore, strongly advises meticulous care in the selection of sponsors. 3

5 Rule 1: Field and Equipment 1.1 The Field 1.11 The softball field shall be level and contain an infield diamond (preferably a skinned infield) and outfield grass (that is highly recommended to be enclosed by a fence) Mandatory field distances are designated as follows: a) X10 division should have the rear tip of home plate measure 35 feet from the front edge of the pitchers plate. b) X12 division should have the rear tip of home plate measure 40 feet from the front edge of the pitchers plate. c) X14, X16, X18, divisions have the rear tip of home plate measure 43 feet from the front edge of the pitchers plate. d) Bases shall be 60 feet apart for all Xtreme divisions Recommended field distances are as follows: a) Fence distance of 185 to 235 feet for all age groups b) The outfield fence should measure 3 to 8 feet from the ground c) Foul ground within the depths of the field should measure a distance of 25 to 30 feet The catcher s box, batter s box, on-deck circle, coaches box, and the 3 foot running lane on the first base line should be clearly marked with chalk: a) Batter s box: a 3' x 7' rectangle 6" off each side of home plate with 4' in front of home plate s center point (toward pitcher s plate). b) Catcher s box: 10' from back of batter s box toward backstop extending entire width of both batter s boxes. c) Running lane: 3' off first base lines starting at the base and 30' toward home and a 3' width. d) Coach boxes: 8' off first and third base lines starting at the base and 15' toward home and a 5' width. e) Pitcher s circle: a circle of 16' in diameter shall be drawn with the middle of the pitcher s plate as the center point. f) On-deck circle: a 5' diameter on-deck circle should be placed in a safe location, with a recommended distance of 30' from home plate. g) All chalk lines should be approximately 2 ½ in width Anything to the right of the third base foul line and anything to the left of the first base foul line, including the foul lines, is in play. Anything else would be considered in foul territory Media, such as press, cameramen, etc., shall not be permitted in live ball areas unless the host site regulates it (a marked area is recommended). At that point, the media must have the proper credentials When creating a new field, make sure all the things listed above are done correctly and these other factors should be in place as well: protection for the players, protection of the fans, proper location of the field, no obstacles or barriers, etc Distance from the tip of the home plate to the center of second base should be 84' 10¼" and from that point measure 60' diagonally toward first and third base. When measuring distance from home plate to the bases, make sure you are using the rear tip of the plate. Also note that when you are going to chalk the base lines and use a strong cord from that tip to the end of the infield (going through and past the base). See section 1.12 for proper distances for the pitcher s plate. 1 4

6 1 1.2 Bases, Plates 1.21 Bases: Each of these three bases shall be white made of canvas, molded rubber or synthetic material and shall be securely in the ground with a peg or another form of anchor system. Each base shall be 15" x 15" and 2" to 5" thick. Note: If using a double first base, it will be treated as one base 15" x 30" with half of the base in fair territory and a contrasting color (usually orange) half in foul territory Home Plate: A 5-sided piece of whitened rubber or similar material with the long side of 17" facing the pitcher. The two side shall be 8½" and face toward third and first base. The two sides that create the tip facing the backstop shall be 12" inches. Home plate shall be flush with the ground unlike other bases Pitcher s Plate: A rectangular piece of whitened rubber of similar material, that is 24" long by 6" wide. The pitcher s plate should be in the ground and shall be flush with the ground. 1.3 Softballs 1.31 The balls used for all age groups shall be an optic yellow sphere formed by a solid core or yarn around a small core of cork, rubber or any similar material, and covered with a flat surface or smooth seam stitch. The maximum Coefficient of Restitution (COR) of the ball being used shall be.47 and a maximum compression of 375 lbs The cover shall be horsehide or cowhide with the stitches made of waxed cotton or linen thread (synthetic composition material may also be used on the cover) Ball specifications are: a) X10 shall use an 11 inch ball b) X12, X14, X16, X18 shall use a 12 inch ball 1.34 All official game balls shall have the Xtreme Softball logo clearly marked on it (Balls without logo are not permitted for game use). 1.4 Gloves/Mitts 1.41 Gloves shall be worn by all fielders and glove size restrictions are as follows: a) The catcher s glove may be of any size b) Any other fielder shall be allowed to use a glove that is no longer than 14 inches in length. c) Palm width measured across the glove should be no longer than 8" in width. d) Webbing measured across the top end shall not be longer than 5¼ in width Gloves should be a maximum of two colors unless the umpire adjudges it distracting. Glove lacing shall be any color other than that of the ball. Any part of the glove color that gives the appearance of a ball is illegal. One American flag is permitted. The pitcher s glove should have no contrasting colors and should be preferably one color. A batting glove is allowed on the pitcher s non-throwing hand but must not be gray, white, or optic in color. 1.5 Bats 1.51 Bats used shall be no longer than 34" in length and not more than 2¼ in diameter at the largest part. The bat shall not exceed 38 ounces in weight The bat shall have a safety grip that is no less than 10" but not more than 15". The knob should permanently be fastened and not be flush with the handle All bats must be marked by the manufacturer with OFFICIAL SOFTBALL, FASTPITCH SOFTBALL, or have the ASA approved logo. 5

7 1.54 Bats shall have no exposed rivets or sharp edges. Bats shall not have any dents, cracks, rattles, nor be altered from manufacturer s specifications. Broken or altered bats are prohibited Warm up bats used in the on-deck circle shall have all parts permanently and securely attached at the time of use. No more than one bat shall be used when warming up in the on-deck circle. Devices added to a bat for warm-up purposes shall be specifically for a softball bat and shall be securely attached, so as not to disengage during use. 1.6 Batting Helmets 1.61 All players that are in live-ball territory (except for the players on defense) are required to wear helmets and they include, but are not limited to, at bat, on the bases, on-deck circle, in the coach s box, ball shaggers and protectors Helmets must cover the top of the head and have extended ear flaps for protection of the ears and temples. Any batting helmet that is cracked or broken is prohibited All batting helmets shall be equipped with a properly secured face protector. The use of these face guards is required for all ages. 1.7 Catcher s and Defensive Equipment 1.71 The catcher or anyone acting as the catcher should be equipped with a catcher s mask while warming up the pitcher. Also any catcher in a game must wear a catcher s mask, throat protector, shin guards, and chest protector. * If wearing a hockey style mask, the dangling throat protector is not required Any other fielder may wear a defensive mask. It must be properly worn and free from glare. Rule 2: Definitions 2.01 Adjudged- is a judgment decision by the umpire Appeal- the act of a fielder claiming violation of the rules by the offensive team Ball- a pitch which does not enter the strike zone in flight and not struck at by the batter. Also, the sphere that is pitched, thrown or struck Base- one of the four points which must be touched by a runner in order to score a run; more usually applied to the canvas bags or other suitable material and the rubber plates which mark the base points Base Coach- the team member in uniform who is stationed in the coach s box at first or third base to direct the batter and the runners Base on Balls- an award of first base granted to a batter who, during her time at bat, receives four pitches outside the strike zone. Also called a walk Base Line- a direct line between two consecutive bases Base Path- a direct line between a runner and the base they are running to and three feet on either side of that line at the time a defensive player attempting to tag the runner Batter- an offensive player who takes her position in the batter s box Batter Runner- offensive player who has just finished her time at bat until she is put out or until the play in which she becomes a runner ends Batter s Box- area within which the batter shall stand during her time at bat Bench or Dugout- the seating facilities reserved for players, substitutes and other team members in uniform when they are not actively engaged on the playing field

8 Blocked Ball- a live batted, pitched or thrown ball that contacts non-game personnel, game personnel in unauthorized areas, loose equipment or an object that is neither official game equipment nor part of the official playing area, or dead-ball territory Bunt- a batted ball not swung at, but intentionally met with the bat and tapped slowly within the infield Bunt Attempt- any non-swinging movement of the bat intended to tap the ball into play. Holding the bat in the strike zone is considered a bunt attempt. In order to take a pitch, the bat must be withdrawn-pulled backward and away from the ball Called Game- one in which, for any reason, the umpire-in-chief, terminated play Catch- the act of a fielder in getting secure possession in her hand or glove of a ball in flight and firmly holding it; providing she does not use her cap, protector, pocket, or any other part of her uniform in order to get possession. If the fielder runs into an object, causing her to drop the ball it should be rule not a catch. If the fielder drops or loses the ball as she is in the act of throwing after the catch, it should be considered a catch upon judgment of the umpire. Runners may leave their bases the instant the first fielder touches the ball in flight. A fielder may reach over a fence, railing, or canvas to make the catch, but no interference will be allowed Catcher- fielder who takes her position behind home plate to receive the pitch Catcher s Box- that area within which the catcher shall stand until the pitcher delivers the ball Checked Swing- the restraining action taken by a batter to stop an attempted hit or slap Coach- a team member in proper attire appointed by the manager to perform such duties as the manager may designate, such as, but not limited to, acting as the base coach Conference- a meeting that takes place anytime a team representative(s) delays the game or requests a delay of play for any reason and delivers a message (by any means) to any team player, coach and/or representative Courtesy runner- the pitcher and/or catcher may have a courtesy runner run for them every time they reach base safely. Each courtesy runner used must be a player who is not in the game at the time and may only courtesy run once per inning Crow Hop- the replant of the pivot foot prior to delivering the pitch Dead Ball- a ball that is not in play. Also a term used by the umpire to temporarily suspend play Dead Ball Territory- that area beyond any real playing field boundary, such as a fence, backstop, rope, chalk line, bleachers, dugouts or any imaginary boundary line Defense- (defensive team) is the team, or any player of the team, in the field Delayed Dead Ball- a situation when a violation of the rules occurs and is recognized by an umpire, but is not ruled upon until the ball becomes dead DP/FLEX- the designated player (DP) will be in the lineup as one of the nine batters on offense. The flex player will be listed in the 10th position of the lineup and will only play defense Fair Ball- is a batted ball that: settles on or is touched in or over fair territory between home and first base and home and third base; touches or bounds over a base; touches first, second, or third base; while on or over fair territory touches the person of any umpire or player or clothing or equipment; while in fair territory passes out of the playing field in flight; first falls or is touched on or over fair territory beyond, first, second or third base Fair Territory- is that part of the playing field within and including the foul lines from home plate to the bottom of the home run fence (if applicable) and vertical. Home plate, the foul lines and foul poles are considered part of fair territory Fielder- any defensive player positioned on the field. 7

9 2.33 Fly Ball- a batted ball that goes high in the air in flight Force Play- a play in which a runner legally losses her right to occupy a base by reason of the batter becoming a runner. The force play ends when the runner touches the next base or a following runner is put out Forfeited Game- a game declared ended by the umpire-in-chief in favor of the offended team Foul Ball- batted ball that settles on foul territory between home and first base, or between home and third base, that first falls on foul territory beyond first and third base; that, while on or over foul territory, touches the person of an of an umpire or player, or any object foreign to the natural ground; or touches the batter or the bat in the batter s hand(s) a second time while the batter is within the batter s box Foul Territory- that part of the playing field outside the first and third base lines extended to the fence and perpendicularly upwards Foul Tip-a batted ball that goes sharp and direct from the bat to the catcher s hands and is legally caught. It is not a foul tip unless legally caught and any foul tip that is caught is a strike, and the ball is in play Ground Ball-a batted ball that rolls or bounces close to the ground Ground Rule- an allowable amendment of the playing rules to accommodate a particular circumstance (usually a field condition). Ground rules cannot conflict with or supersede a playing rule Home Team- team that bats last in each inning Illegal- contrary to these rules Illegally Batted Ball- one hit by the batter with one or both feet on the ground entirely outside the batter s box or in contact with home plate, or one hit with a bat which does not conform the bat rules (Rule 1.5) 2.44 Illegal Pitch- a pitch not made in accordance with the pitching rule Illegal Substitution- when a player, who is not entitled to do so, enters the game Infielder- fielder who occupies a position in the infield Infield Fly- a fair fly ball which can be caught by an infielder with ordinary effort, when first and second, or first, second, and third bases are occupied and before there are two outs. It is then in the umpires judgment to declare a fly ball an infield fly. The ball is live and the runners may advance at their own risk. At the calling of infield fly by the umpire the batter-runner is automatically out. If a declared infield fly goes untouched and then bounces into foul territory before first or third base then the ball is foul. If an infield fly is dropped intentionally, the ball remains in play and the batter is still out. Does not include a line drive or attempted bunt In-Flight a batted, thrown, or pitched ball which has not yet touched the ground or some object other than a fielder Initial Play- a fielder is considered to be making an initial play when she has a reasonable chance to catch a ball in flight or gain possession of a ground ball before it has passed another fielder other than the pitcher. If player fails to gain initial control of batted ball and is still within a step and a reach of the initial contact of the ball, they are considered to be making initial play In-Jeopardy- a team indicating that the ball is in play and an offensive player may be put out Inning- portion of a game within which the teams alternate on offense and defense and in which there are three putouts for each team. Each team s at bat is a halfinning. A new inning begins immediately after the final out of the previous inning. 2 8

10 Interference a) Offensive interference is any act, physical or verbal, by the team at bat which interferes with, impedes, hinders or confuses any fielder attempting to make a play. If umpire declares offensive player out, all runners must return to the previous base. In the event that the batter-runner has not reached first, all runners shall return to the base occupied at the time of the pitch. b) Umpires interference occurs when an umpire hinders, impedes, or prevents a catcher s throw attempting to prevent a stolen base or when a fair ball touches an umpire in fair territory before passing a fielder other than the pitcher. c) Spectator interference occurs when a spectator reaches out of the stands, or goes on the field, and touches a live ball. d) On any interference by the offensive team, the ball is dead Leap- when both feet are airborne by the pitcher prior to delivering the pitch Legal- in accordance with these rules Line Drive- a ball that travels near parallel or close to the ground during most of its flight Live Ball- a ball which is in play Manager- a person to be responsible for the team s actions on the field, and to represent the team in communications with the umpire and the opposing team. The manager shall always be responsible for his/her team s conduct, observance of the official rules, and deference to the umpires. If manager leaves the field, he shall designate a coach as his substitute. The substitute will take over all duties as manager Mercy Rule- If the home team leads by 15 after 2½ innings or the visiting team leads by 15 after 3 innings, the game will be over. If the home team leads by 10 after 3½ innings or the visiting team leads by 10 after 4 innings, the game will be over. Also, if the home team leads by 8 after 4½ innings or the visiting team leads by 8 after 5 innings, the game will be over due to the mercy rule No Pitch - a declaration by the umpire that halts play and nullifies the pitch Obstruction- is the act of the defensive team member that hinders or impedes a batter s attempt to make contact with a pitched ball or that hinders or impedes the progress of a runner or batter-runner that is legally running bases, unless the fielder is in possession of the ball or is making the initial play on a batted ball. The act may be intentional or unintentional, physical or verbal Offense- Player or team at bat attempting to score runs On-Deck Batter- An offensive player entitled to occupy the on-deck circle closest to the player s bench On-Deck Circle- The circular area in which the on-deck batter is restricted for warmup swings Out- one of the three required retirements of an offensive team during its time at bat Outfielder- a fielder who occupies a position in the outfield, which is the area of the playing field most distant from home base Overslide the act of an offensive player when her slide to a base, other than when advancing from home to first, is with such momentum that she loses contact with the base 2.67 Penalty or Effect- the application of these rules following an illegal act Person- a player or umpire that is any part of her body, her clothing, or her equipment Pitch- a ball delivered to the batter from the pitcher Pitcher- the fielder designated to deliver the pitch to the batter. 9

11 2.71 Pitcher s Pivot Foot- is that foot which must remain in contact with, or push off and drag away from, the pitcher s plate provided contact is maintained with the ground until the other foot, with which the pitcher steps toward home plate, has touched the ground Pitcher s Stride Foot- is the foot that steps forward toward home plate as she delivers the pitch to the batter Play Ball - the umpire s order to start the game or to resume action following any dead ball Quick Pitch- pitch made with obvious intent to catch a batter off balance Retouch- the act of a runner in returning to a base as legally required Run- is the score made by an offensive player who advances from batter to runner and safely touches first, second, third, and home bases in that order Runner- an offensive player who is advancing toward, or touching, or returning to any base Safe- a declaration by the umpire that a runner is entitled to the base for which she is trying 2.79 Slap Hit- is a batted ball that has been struck with a short, chopping motion rather than a full swing Slide legal - a legal slide may be either feet first or head first. If a runner slides feet first, at least one leg and buttock should be on the ground. If a runner slides, the runner should be within reach of the base with either hand or a foot when the slide is complete Starter- one of the first nine or ten (if DP/Flex option is used) players submitted to and accepted by the plate umpire before the start of the game Strike- a legal pitch when so called by the umpire which: a) is struck at by the batter and is missed b) is not struck at, but ball passes through the strike zone c) is fouled by the batter with less than two strikes d) touches the batter (including the hands) as she strikes at it e) touches the batter in flight in the strike zone f) becomes a foul tip g) if ball is bunted foul on third strike, batter is out and ball is dead 2.83 Strike Zone- space over home plate which is between the batter s armpits and the top of the batter s knees when the player assumes a natural stance. Any part of the ball passing through the strike zone in flight shall be a strike Substitute- a player not listed on the lineup card as a starter but who may legally replace a starting player; any player who enters or reenters the game Suspended Game- a game called which is to be completed at a later date Tag- the action of fielder in touching the base with any part of her body while holding the ball securely in her hand or glove; or touching a runner with the ball that is being securely held in that hand or glove Throw- the act of propelling the ball with the hand and arm to give objective and is to be distinguished, always, from the pitch Tie Game- a regulation game which is called when each team has the same number of runs Time or Dead Ball - is the announcement by an umpire of a legal interruption of play, during which the play is dead. 2 10

12 2.90 Timing Play- a defensive play in which the results are based on the time of the action. Tag plays and appeals may be timing plays; however, force plays may not Touch- to touch a player or umpire is to touch any part of her body, her clothing, or her equipment Unreported Substitution- when a player, not reported to the home plate umpire, enters a game Visiting Team- team that bats first each inning. 2 3 Rule 3: Players, Substitutes and Coaches 3.1 Players and Positions 3.11 Each team must start with 9 players and have the option to use a Designated Player/ Flex Player. The DP/ Flex position cannot be added after the game starts The team s lineup card shall include first initial and last name along with jersey number and position in the field. The substitutes should be listed at the bottom. Lineups should be exchanged when going over ground rules before the start of the game. Lineups become official after they have been exchanged, verified and then accepted by the plate umpire during the pregame conference. Making a change to the lineup card after this time must result in a legal substitution. *See section 3.4. Penalty: After the lineup card has become official and a change is made to a player name/number or a player is added to the lineup card, the umpire shall issue a team warning. Any further changes made will result in head coach being restricted to the dugout for remainder of the game When the pitch is being made, all fielders must be in fair territory; except the catcher, who must be in the catcher s box A player may change to a different position at any time except for if she is the pitcher *See substitution rule Player and Coaches Uniforms 3.21 The uniform for all team members must be the same color and style. Uniform should not be frayed, ragged, or slit. The uniform must have a number on the back and no two players shall have the same number. Caps, visors, or headbands may be worn but must be of team colors or a neutral color. The Xtreme patch shall be worn on the sleeve or the upper left torso. An American flag may also be appropriately worn. 11

13 3.22 Players and coaches must wear appropriate athletic footwear on the playing field. Metal cleats shall only be allowed in the X14, X16, and X18 divisions. Any member of the X10 or X12 division shall be only permitted to wear rubber cleats Exposed undergarments, if worn, are considered part of the official uniform. All exposed undergarments shall be a solid team color or neutral color. Upper body exposed undergarments don t have to be the same color as lower body exposed undergarments. All undergarments for a team should match in color Players are prohibited from wearing jewelry including but not limited to rings, watches, earrings, necklaces, etc Any equipment that the umpire rules as harmful/dangerous is illegal. The pitcher may not wear items on their arm, hand, wrist, or thigh that may be distracting to batter in umpires judgment Coaches uniforms must include one of the following: a) Uniform (jersey and pants) of the team s color. b) Coaching shirt (polo or collared shirt or the team) and shorts/slacks (solid team color or neutral color.) c) Fleece warm-ups in the colors of the team. * This is a required rule and should be followed by all coaches. Coaches not in uniform (including improper footwear) will not be allowed on the field. * The responsibility of proper uniforms and equipment rests with the manager, coaches, players and parents/ guardians. 3 Penalty: Illegal uniform violations shall be corrected in a reasonable amount of time before the player or coach may participate. If violation cannot be corrected, then player or coach will be restricted to the dugout for the game and will not participate. Illegal equipment should be removed immediately. 3.3 Substitutions 3.31 A player not listed on the lineup card shall not be permitted to play in the game (See 3.12 Penalty). During the game, a substitute from the lineup card may replace any player on the field when the ball is dead. The coach shall report to the plate umpire and the other team about these changes. * A pitcher may be removed as a pitcher and return as a pitcher only once per inning providing the return does not violate any other rules A substitute has entered the game in all of the following situations: a) a runner take the place of a runner on base (player is not a courtesy runner) b) a pitcher take the place of the pitcher on the mound c) a fielder takes the position of another fielder that she has replaced d) a batter takes a batter s place at the plate * All substitutions, courtesy runners, pitcher, catcher, or DP/Flex substitutions should be reported to the home plate umpire. If not, it is considered an unreported substitute (See Rule 3.4) Any player, including starters or substitutes, may be taken out of the game and re-entered once providing the player stays in the same spot in the batting order. A starter and her substitute may not be in the game at the same time. 12

14 DP/Flex player (optional). a) Both DP and Flex must be listed on lineup card prior to start of game b) The DP is listed as one of the nine batters on the lineup card c) The Flex is listed in the 10th position in lineup and only plays defense d) Both the DP and FLEX can be substituted for and return once under re-entry rule e) The DP may play defense for any player other than the FLEX to not be considered a substitution. (The other player would assume offense only role.) f) The DP or FLEX can only bat in the DP s starting spot at start of game g) The DP can play defense for the FLEX and lineup drops to 9. (FLEX has left game) h) The FLEX can bat only for the DP and lineup drops to 9 (DP has left game) i) If DP, FLEX, or legal substitute (for DP or FLEX) return, lineup returns to 10 *Any changes to DP/FLEX position must be reported to home plate umpire 3.35 Any player or coach who is bleeding, or has blood on their uniform may not return to the game until the blood has stopped or the uniform is changed or appropriately cleaned Any player that gets injured during the course of the game and is forced to leave the playing field is not allowed to return for the remainder of the game. If no legal substitute remains, the opposing coach can pick a player who is on the bench to enter for the injured player If a team is playing with less than 9 players, the empty spot in the lineup shall be an out 3.4 Illegal/ Unreported Substitutes 3.41 Illegal substitute discovered by the umpire or either team after the ball becomes live a) while at bat or on base b) while on defense and is involved with a play Penalty: Player and head coach are restricted to bench for the remainder of the game a) Player is called out and result of any play is nullified if detected before next pitch b) Offense has option of accepting result of play or out is nullified and runners return to base occupied at time of pitch 3.42 Unreported substitutes entering the game after the ball becomes live Penalty: Any play made by unreported substitute is legal. On first offense, a team warning shall be issued to head coach. Any further infraction, head coach will be restricted to dugout for remainder of game. 13

15 3.5 Coaching 3.51 A game may not begin until the manager goes to home plate to go over the ground rules with the umpires and opposing manager and submit a lineup card A coach shall not physically assist a runner during playing action Penalty: The runner is out and the ball remains in play 3.53 A coach may leave the bench to attend to an injured player at anytime 3.6 Bench and Field Conduct a) Team personnel shall wear or use legal and/or required equipment Penalty (a): First offense, equipment shall be removed and a team warning issued. Next offense, the player and head coach will be restricted to the bench for the remainder of the game. b) A player shall not fake a tag without the ball. (See obstruction) c) A team member shall not carelessly throw a bat d) Hitting the ball to teammates on defense is prohibited after the game has started e) Entering the area behind the catcher while the opposing pitcher and catcher are in their positions is prohibited. f) Only the batter, runner(s), on-deck batter, coaches in the coach s box, bat/ball shaggers and the nine players on defense are permitted to be on the field during live ball action Penalty (b-f): Umpire shall issue a team warning and the next offender will be restricted to the bench for remainder of the game. g) Tobacco products, in any form, are prohibited h) Unsporting acts shall not be committed, including, but not limited to: 1. use of words or action to incite or try to incite spectators to demonstrate 2. use of profanity, intimidation and/or deceitful tactics, baiting or taunting; 3. behavior in any manner not in accordance with the spirit of fair play i) Team personnel shall not charge an umpire j) Arguing ball and strike calls or other umpire judgment calls is prohibited k) Team personnel shall not deliberately throw bats, helmets, or any other equipment Penalty (g-k): If minor in nature, umpire may give a team warning. If second minor offense or major offense, umpire may restrict or eject offender for remainder of game. Umpire shall also inform tournament director of infraction to determine if there should be further penalties. l) Team personnel shall not intentionally remove any lines of the batter s box or field of play Penalty: A strike shall be called on the batter if a member of the offense intentionally removes the line and a ball awarded to the batter if a member of the defense intentionally erases a line. A team warning will also be issued with the next offense being the player/head coach being restricted to the bench as well as resulting in a ball/ strike. 3 14

16 3.7 Charged Conferences 3.71 Each team may be granted not more than three charged defensive conferences during a game to permit coaches or their representatives to confer with a defensive player or players. In any extra inning game, each team shall be granted one charged defensive conference in each extra inning. The number of charge conferences is not cumulative. The request for time for a conference may be made by a coach, player, substitute, or bench personnel. A conference is not charged when the pitcher is removed as the pitcher. This defensive team charged conferences rule coverage is effective when the ball first becomes live at the start of each half inning. Penalty: On the fourth charged conferences in a regulation game or for any charged conference in excess of one in each extra inning, the pitcher shall be removed as pitcher for the duration of the game Each team may be granted not more than one charged offensive conference per inning to permit the coach or any of that team s personnel to confer with base runners, batter, the on-deck batter or the other offensive team personnel. This offensive team charged conference rule coverage is effective when the ball first becomes live at the start of each half inning. Penalty: The umpire shall deny any subsequent request for a conference 3.73 When either team has a charged conference, the other team may also have a conference which is not charged, provided the non-charged concludes when the opposing team s charged conference concludes, thus not delaying the game. Rule 4: Starting and Ending Game 4.1 Starting a Game 4.11 The pregame conference should start about 5 minutes prior to the start of the game. The home plate umpire should cover ground rules (including any spots of interest and how those will be handled) and check lineup cards for both teams. Home plate umpire shall also ask coaches if players are properly dressed and equipped and remind coaches about proper sporting behavior. The foul poles and field lines should be clearly visible and noticeable. If there are any holes or places the ball can get stuck, that needs to be pointed out so the umpire can rule the ball dead The visiting team shall be the first team to bat and the home team will be in the field The game begins when the umpire calls Play Ball Once the game starts all calls are in the judgment of the umpire. This includes weather conditions, field conditions, and all on/off field softball matters. 4.2 Ending a Game 4.21 A game ends when the team behind in score has completed its turn at bat in the last inning of play. If the home team scores the go ahead run in the last inning of play, the game will be over at that point. If after the last inning the game is tied, the game will go into extra innings until one team scores more runs than the other team in a certain inning. If in tournament pool play, a game is allowed to end in a tie. Need to add somewhere, the length of a game for each age group. Length of games: X10 and X12 will be 6 innings and the older divisions will be 7 innings. 4.3 Suspended Game 4.31 If a game ends because of weather conditions or darkness, it is a regulation game if: a.) 4 innings have been played for 6 inning games or 5 innings have been played for 7 inning games; or the home team leads after 3 ½ innings in a 4 inning game or 4 ½ innings for a 7 inning game. If the game is a tie, the game will either end in a tie or finish at a different time, bearing tournament rules If a game is called before completion of the number of innings and conditions as specified in 4.31, the game may be completed at a different time bearing tournament rules. 15

17 4.4 Forfeited Game 4.41 A game shall be forfeited for the following reasons: a.) The offended team failed to start the game within 5 minutes after the umpire has called Play. This would be constituted as a late arrival for one of teams. b.) Refusal to continue play once the game has started. c.) Employs tactics that are designed to delay or shorten the game. d.) Fails to resume play after a suspended game within one minute of Play. e.) After warning by the umpire, willfully and persistently violates any rules of the game. f.) Fails to obey within a reasonable time the umpire s order for removal of a player/ coach from the game. g.) Cannot provide the 9 players to be able to start a game. Effect: If the non-forfeiting team is winning at the time of an official game and the other team has to forfeit, the score and statistics will remain in-tact. Otherwise, the final score is dictated by the number of innings that should be played. The offended team will score one run per inning of a complete game, therefore, 7-0 in a 7 inning game or 6-0 for a 6 inning game. 4.5 Protested Game 4.51 Tournament based rules that should be adopted to govern the procedure for protesting a game, when a manager claims the umpire s decision was in violation of the rules. All protests should be handled by the protest committee. The protest should be called at the time of the ruling in question and then the game should proceed like it normally would The protest committee will review all the issues in a protested game. They will bring out a solution and their solution is final. Rule 5: Dead Ball 5.1 Dead Ball 5.11 The ball becomes dead when an umpire calls Time. The umpire shall call Time when: a) When his judgment of the weather, darkness, or similar condition makes playing impossible for the players. b) When an accident incapacitates a player or umpire c) When a manager requests Time for a substitution or conference with a player. d) When an umpire wishes to examine a ball or consult with a manager/player e) When a fielder, after catching a ball, falls into the bench or stand, falls into a crowd or fielder goes into any dead ball territory with the ball. f) When an umpire orders a player or any other person removed from the playing field g) Any batted ball that is ruled foul by the umpire h) Any pitched ball that touches a batter or the batter s clothing. *The ball becomes dead even if batter strikes at it i) Any interference which would cause the ball to become dead immediately

18 5.12 Delayed dead ball occurs when: a) an illegal pitch is delivered b) a catcher or any fielder obstructs a batter or obstructs a pitched ball through use of detached player equipment c) any runner may advance when awarded a base or bases for an act which occurred before the ball became dead. All awarded bases must be touched. 5 6 Rule 6: Pitching 6.1 Pitching Regulations 6.11 The pitcher shall take position with the pivot foot on the pitcher s plate. The non-pivot foot should be in contact with or behind the pitcher s plate. Also, both feet should be within or partially within the 24-inch length of pitcher s plate. a) Prior to pitching, the pitcher must take the mound with shoulders in line with first and third base with ball in the glove or pitching hand and hands apart. While in this position, the pitcher shall take signals from the catcher. b) The pitcher shall bring the hands together in front of the body for not less than one second and not more than 10 seconds before releasing the ball c) The pitcher shall not be considered in pitching position unless the catcher is in position to receive the pitch d) The pitcher may not take the pitching position without having ball in her possession e) The pitcher may remove herself from the pitching position as follows: the pitcher may legally step back from the pitcher s plate with either foot The pitch starts when one hand is taken off the ball or the pitcher makes any motion that is part of the windup after the hands have been brought together The step forward by pitcher should be simultaneous with delivery of pitch and be within the 24" length of the pitcher s plate. The pivot foot must remain in contact or push off and drag away from the pitcher s plate. The pivot foot may not replant until the stride foot has landed and the pitch released A legal delivery shall be a ball which is delivered to the batter with an underhand motion a) The release of the ball and the follow through of the hand and wrist must move forward past the straight line of the body b) The hand shall be below the hip and the wrist not farther from the body than the elbow. c) The pitch shall be delivered on the throwing arm side of the body and not behind the back or between the legs d) The pitch is completed with the step toward the batter and release of the ball 6.15 The pitcher may use any windup desired provided: a) No motion to pitch is made without immediately delivering the ball to the batter b) The pitcher does not use a rocker action in which, after having the ball in both hands in pitching position, she removes one hand from the ball, takes a backward and forward swing and returns the ball to both hand in front of her body. c) The pitcher does not use a wind-up in which there is a stop or reversal of the forward motion d) The pitcher must not make two revolutions of the arm in the windmill pitch. A pitcher may drop the pitching arm to the side and to the rear before starting the windmill motion. 17

19 e) The pitcher does not continue to wind up after taking the forward step or after the ball is released 6.2 Infractions by the Pitcher 6.21 The pitcher shall not deliberately drop, roll, or bounce, etc. the ball while in the pitching position in order to prevent the batter from striking it The pitcher shall not at anytime during the game be allowed to use tape or other substance upon the ball, the pitcher hand, or fingers, nor shall any player apply a foreign substance to the ball. Under control of the umpire, a rosin bag may be used to dry the hand. Batting gloves may not be worn on the pitching hand Once the ball has been returned to the pitcher to prepare for the next pitch, the pitcher shall have 20 seconds to deliver the next pitch Once the pitcher takes position on the pitcher s plate, the pitcher shall have 10 seconds to deliver the next pitch A pitcher shall remove herself from the pitcher s plate to make a throw to a base after being in the pitching position The pitcher shall not deliver a pitch when the catcher is outside the catcher s box or other fielders in foul territory. Penalty: Any infraction of Rule 6.1 or 6.2 will be considered an illegal pitch and the umpire should give a delayed a dead ball signal. If the ball is hit in play, the manager has the option to take result of the play or the illegal pitch penalty. The illegal pitch shall be called immediately. A ball is given to the batter and base runners will be advanced one base without liability to be put out. 6.3 Additional Pitching Rules 6.31 No pitch will be declared when, a) The pitcher pitches during suspension of play or umpire calls time. b) The pitcher attempts a quick return of the ball before the batter is prepared to receive pitch. c) The runner is called out for leaving the base too soon d) The pitcher pitches before a base runner has returned to a base occupied after a dead ball has been declared e) a player, manager, or coach call Time or employs any other tactic for the purpose of trying to make the pitcher commit an illegal pitch. 6 Penalty: The ball is dead and all subsequent action is cancelled 6.32 When the ball slips from the pitcher s hand during the backswing or forward motion, it is a pitch At the beginning of each half inning or when a pitcher relieves another, no more than one minute may be used to deliver five warm-up pitches to the catcher or team member. The one minute begins after the third out from previous inning. Penalty: A ball will be awarded to the batter for each warm-up pitch in excess of five 6.34 The pitcher shall not, at any time, intentionally pitch at the batter Penalty: If the umpire s judgment, such a violation occurs, the umpire may elect to restrict either the pitcher and/or head coach to the bench for the remainder of the game. Give a team warning to either or both teams to which the next such act will be the immediate expulsion of that pitcher and manager from the game. 18

20 7 Rule 7: Batting 7.1 Position and Batting Order 7.11 Each player of the offensive team shall bat in the order that her name appears in her team s batting order. The first batter in each inning after the first inning will be the player who bats behind the last batted of the last inning. Effect: There are two fundamentals to keep in mind: when a player bats out of turn, the proper batter is the player called out upon proper appeal and the actions of the improper batter s time at bat negated, all outs stand, and runners are returned to the base at the time of the pitch. If an improper batter bats and reaches base or is out and no appeal is made before a pitch (legal or illegal) to the next batter, that improper is considered to have batted in proper turn and established the order that is to follow. The umpire shall not direct the attention of any person to the presence in the batter s box of an improper batter. The rule is designed to require constant vigilance by the player and the managers of both teams The batter shall take her position in the batter s box promptly when it is her time to bat. The batter shall not leave her position in the batter s box after the pitcher comes to the pitching position on the mound. The batter can ask for time from the umpire and only if it is granted will she be able to step out of the box. Time shall only be granted if the umpire feels that the batter has called in a timely manner. Penalty: If batter does not take her position, the umpire shall call a strike on the batter 7.13 The batter s legal position shall be with both feet within the batter s box. *The lines of the batter s box are considered within the batter s box A batter has officially completed her time batting when she is put out or becomes a runner. 7.2 Batter is Out: 7.21 Batter is out and ball remains live when: a) Her foul or fair fly ball is legally caught by a fielder b) A third strike is caught legally by the catcher. Caught Legally means in the catcher s glove before the ball touches the ground. If the ball goes off her glove and caught against the body or protector, before the ball touches the ground, it is a legal catch. If it gets lodged in her clothing or protector, or hits the umpire or the ground, the ball will be considered foul. c) A third strike is not caught by the catcher when first base is occupied before two are out. d) After a dropped third strike or after she hits a fair ball, she or first base is tagged before she touches first base Batter is out and ball is dead when: a) She bunts foul on the third strike b) Her fair ball touches her before touching a fielder and she is at least one step outside batter s box c) If a team is playing with 8 players, the 9th batter in the batting order will be declared out when her time at bat is reached. d) If after hitting/bunting a fair ball, her bat hits the ball a second time in fair territory. * If the bat is dropped and the ball comes in contact with the bat on the umpires judgment, the ball will still be alive and in play. e) After hitting/bunting a foul ball, the batter intentionally deflects the ball into fair play. f) An infielder intentionally drops a fair fly ball or line drive, with first, first and second, first and third, or first, second, and third base occupied before two out. 19

21 * The batter is not out if the fielder permits the ball to drop untouched to the ground, except when the infield Fly rule applies. g) The batter-runner runs outside of the three-foot line and in the umpire s judgment in doing so interferes with the fielder taking the throw at first base; except that she may run outside the 3 foot line to avoid a fielder attempting to field a batted ball h) A preceding runner shall, in the umpire s judgment, intentionally interfere with a fielder who is tempting to catch a thrown ball or throw a ball in attempt to complete any play. i) After the pitcher is in the pitching position, the batter moves from one batter s box to the other. j) If the batter hits the ball, fair or foul, with one or both feet completely out of the batter s box. Penalty: (7.22) The ball is dead immediately and runners must return to the base at time of pitch 7.3 The Batter Becomes a Runner and Entitled to First Base Without Liability When: 7.31 Four balls have been called by the umpire: the runner is awarded first base without any chance of being put out. Ball is live and any further advancement is at runner s risk She is touched by a pitched ball which she is not attempting to hit unless the ball is in the strike zone when it touches her or the batter deliberately attempts to be hit ( if in the strike zone the pitch is a strike and if it is outside the zone it will be a ball). Ball is dead 7.33 The catcher or any fielder obstructs her as the hitter Penalty: If a play follows the obstruction the manager of the offensive team may choose the result of the play or the penalty for the obstruction 7.34 A fair batted ball touches an umpire or a runner in fair territory before being touched by a fielder. If a fair ball touches an umpire or runner after touching a fielder except for the pitcher, the ball is in play. Effect- Ball is dead. 7.4 The Batter Becomes a Runner When: 7.41 She hits a fair ball 7.42 The third strike called by the umpire is not legally caught by catcher providing first base is unoccupied, or first base is occupied with two outs A fair ball, after having passed a fielder other than the pitcher, or having been touched by a fielder, including the pitcher, shall touch an umpire or runner on fair territory A fair ball passes over a fence or into the stands. Such hit entitles the batter to a home run when she shall have touched all bases legally 7.45 A fair ball, after touching the ground, bounds into the stands, or passes through, over or under a fence, or through or under a scoreboard, or through or under shrubbery, or vines on the fence, in which case the batter and runners shall be entitled to advance two bases. The same case occurs when the ball gets stuck in anything involving the fence, etc Any bounding fair ball is deflected by the fielder into the stands, or over the fence into foul territory, in which case the batter shall be entitled to advance to second base; but if deflected into the stands or over the fence in fair territory, the batter shall be entitled to a home run Any fair fly ball deflected by the fielder into the stands, or over the fence into foul territory, in which case the batter shall be entitled to advance to second base; but if deflected into the stands or over the fence in fair territory, the batter shall be entitled to home run. 20 7

22 7.5 Strikes, Balls, and Hits 7.51 A strike is charged to the batter when: a) a pitched ball enters any part of the strike zone in flight and is not struck at b) a pitched ball is struck at and missed c) a batted ball becomes foul when the batter has less than two strikes d) a pitched ball becomes a foul tip (even on a third strike) or a foul from an attempted bunt e) a penalty strike is called because a batter delays f) a batted ball contacts the batter in the batter s box (foul ball) g) a pitched ball contacts the batter while swinging at the ball or the batter is hit by the pitch that is in the strike zone (dead- ball strike) h) a pitched ball, in the umpire s judgment, is prevented from entering the strike zone by any actions of the batter (dead-ball strike). i) when a member of the offensive team intentionally removes a line j) when the batter delays the game by not taking position in the batter s box within 10 seconds of pitcher receiving ball to deliver the next pitch k) when the batter leaves the batter s box while pitcher is in pitching position and ball is live 7.52 A ball is credited to the batter when a pitch is not touched by the bat and is not a strike, when there is an illegal pitch, or for catcher s or pitcher s delay 7.53 A foul hit or fair hit, which may be a bunt, occurs when a pitch is touched by the bat of the batter who is in the batter s box Exception: Foul Tip. 7.6 Batter Infractions 7.61 The batter shall not interfere with the catcher s fielding or throwing by leaning over home plate, stepping out of the batter s box, or any other movement that hinders action. Penalty: The batter is out and the ball is dead. Runners must return to base at time of pitch 7 8 Rule 8: The Runner 8.1 On Base Runner 8.11 A runner acquires the right to an unoccupied base when she touches it before she is out. She is then entitled to it until she is put out, or is forced to vacate it for another runner legally entitled to that base. If a runner legally acquires title to a base, and the pitcher assumes her pitching position, the runner may not return to a previously occupied base A runner shall touch first, second, third, and home base in that order. If forced to return to a base she must pass through all the bases in reverse order, unless the ball was dead and she could return directly to the base. *All bases must be legally touched while advancing... even if bases have been awarded No two runners should be allowed on the same base at the same time while the ball is live. The following runner may be tagged out and the preceding runner is entitled to the base unless forced to advance 8.14 Each runner, without liability to be but out, advance one base when: a) When a batter advances without liability to be out forces the runner to vacate her base (such as a walk) or when the batter hits a fair ball that touches another runner or umpire before the ball has been touched by a fielder. Ball is dead and runners only advance if forced. 21

23 b) A fielder, after catching a fly ball, falls into a bench or stand, or falls across ropes into a crowd when spectators are on the field. Ball is dead c) While she is attempting to steal a base, the batter is obstructed with by the catcher or any other fielder 8.15 Each runner including the batter-runner may, without liability to be put out advance: a) To home base, scoring a run, if a fair batted ball goes out of the playing field in flight and she touched all bases legally; or if a fair ball which, in the umpire s judgment, would have gone out of the playing field in flight, is deflected by the act of a fielder in throwing or her glove, cap, or any article of her apparel b) Three bases, if a fielder deliberately touches a fair batted ball with her cap, mask, or any part of her uniform detached from its proper place on her person. The ball is in play and the batter may advance to home at her own risk c) Three bases, if a fielder deliberately throws her glove at and touches a fair ball, the ball is in play and the batter may advance to home at her own will. * In all cases the umpire must rule that the thrown glove or equipment has touched the ball. There is no penalty if the ball is not touched d) Two bases, when a fair ball bounces or is deflected into the stands outside of the first and third base lines; or it if goes through or under a fence anywhere on the field, or through or under shrubbery or vines in the fence; or if it sticks in the scoreboard, shrubbery or vines e) If a thrown ball goes out of play, the runners will get two bases from the base the last occupied at the time the throw was made. f) One base if a pitched ball goes into a stand or a bench, or over or through a field fence/backstop, the ball is dead. Note: If the ball is a wild throw from the pitcher and remains in play and then gets kicked or deflected out of play by a fielder, the runners will be awarded two bases. g) One base, if the batter becomes a runner on Ball Four or Strike Three, when the pitch passes the catcher and lodges in the umpire s mask or paraphernalia When a fielder not in possession of the ball or not making an initial play on a batted ball impedes the progress of a runner, obstruction has occurred. Penalty: when obstruction occurs the umpire shall give a delayed dead ball signal and should say obstruction and the ball remains live. If the obstructed runner is put out before reaching the base they would have reached had there been no obstruction or between the bases in which she was obstructed, the umpire shall call dead ball and the runner awarded the base she would have reached had there been no obstruction. (umpire s judgment). Effect- should an obstructed runner safely reach the base they are protected to, then the runner is no longer protected and may advance at the risk of being put out. Obstructed runners still must run bases legally and shall not commit interference. Interference takes precedence. 8.2 Any runner is not out when: a) A runner runs behind or in front of the fielder and outside the base path in order to avoid interfering with a fielder attempting to make the initial play on a batted ball. b) A runner does not run in a direct line to a base, provided the fielder in the direct line does not have the ball in her possession. c) More than one fielder attempts to field a batted ball and the runner comes into contact with the one who, in the judgment of the umpire, could not have made an out. d) A runner is hit with a fair, untouched batted ball that has passed an infielder, excluding the pitcher, and, in the judgment of the umpire, no other fielder had a chance to make an out. 8 22

24 e) A runner is hit with a fair untouched batted ball over foul territory that, in the judgment of the umpire, no fielder had a chance to make an out. f) A runner is hit with a fair batted ball after it touches, or is touched, by any fielder including the pitcher, and the runner could not avoid contact with the ball g) A runner is touched while off base: 1. with a ball not securely held by a fielder 2. with a hand or glove of a defensive player and the ball is in the other hand h) The defensive team does not request the umpire s decision on an appeal play i) A batter-runner overruns first base after touching it and returns directly to the base j) The runner is not given sufficient time to return to a base. The runner will not be called out for being off base before the pitcher releases the ball. Effect: No pitch will be called and the runner(s) will be permitted to return to the proper bases(s) without penalty k) She had legally started to advance when the pitcher receives the ball while in the 16-foot circle, or when the pitcher steps into the 16-foot circle with the ball in her possession. l) The runner stays on the base until a fly ball touches a fielder and then attempts to advance m) Hit by a fair batted ball when touching the base, unless the runner intentionally interferes with the ball or a fielder making a play. n) The runner slides into a base and dislodges it from its proper position. The base is considered to have followed the runner. Effect: A runner reaching a base safely will not be out for being off the base if it becomes dislodged. The runner may return without liability to be put out when the base has been replaced. A runner forfeits this exemption if they attempt to advance beyond the dislodged base before it is again in proper position o) A fielder makes a play (a pitch hit by the pitcher is not considered making a play) on a batter, batter-runner or runner while using an illegal glove and it is discovered before: 1. the next pitch (legal or illegal) 2. the pitcher and all infielders have left fair territory and the catcher has left her normal fielding position on the way to the bench 3. the umpires have left the field Penalty: The offended coach may have the entire play nullified with each runner returning to her original base and the batter batting over again, assuming the ball and strike count prior to the steal attempt or pitch that was hit; or the offended coach, may take the result of the play and disregard the illegal act. 8 p) A runner legally returns to a base left too soon or missed prior to an attempt appeal being made, or is returning to a base during a dead ball. q) A runner physically passes an obstructed preceding runner. 8.3 Any runner is out: 8.31 Runner is out and ball remains live when: a) She runs outside of her base path to avoid being tagged, unless her action is to avoid interference with a fielder fielding a batted ball. b) Abandoning effort to run; runner is out if she obviously abandons her effort to run bases. NOTE: intentionally removing helmet during live ball play would also be considered abandoning effort to run bases. 23

25 c) She is tagged out when the ball is live, while off base. * A batter-runner cannot be tagged out after overrunning, or oversliding first base as long as she doesn t make an attempt to advance. d) She fails to reach the next base before the fielder tags her or the base on a force play, after she has been forced to advance by reason of the batter becoming a runner. * If a following runner is put out on a force play, all preceding runners must be tagged out and no force play is in order. If runner over slides or overruns on a force play, the runner must be tagged out. e) She passes a preceding runner. * unless runner passed has been obstructed 8.32 Runner is out and ball is dead when: a) The runner is touched by a fair ball in fair territory before the ball has touched or passed an infielder. b) She intentionally interferes with a thrown ball; or hinders a fielder attempting to make an initial play on a batted ball. c) She attempts to score on a play which the batter interferes with the play at home with less than two outs. * With two outs the batter is out and no run counts. Penalty: The ball is dead and no runner may score or advance, except runners that are forced to advance. 8.4 A runner shall be called out on appeal when: a) After a fly ball is caught, she fails to retouch her original base before her original base was tagged. In this case the runner must tag up. b) With the ball in play, while advancing or returning to a base, she fails to touch each base in order before she, or a missed base is tagged c) She fails to touch home plate and makes no attempt to return to the plate, and she or home plate is tagged d) She fails to retouch her base after a foul or fair ball is legally caught before she, or her base is tagged by a fielder. She shall not be called out for failure to retouch her base after the first following pitch, play, or attempted play. This is an appeal play. If a runner goes to tag up ; they must return to the base and wait for the ball to be touched by a fielder before trying to advance to the next base. *Any appeals must be made before the next pitch or play at the end of an inning after all infielders have left fair territory Unless two are out, the status of a following runner is not affected by a preceding runner s failure to touch or retouch a base. If upon appeal, the preceding runner is the third out, no runners following her shall be allowed to score. 8.5 The players, coaches or any member of an offensive team shall vacate any space needed by a fielder who is attempting to field a batted or thrown ball. Penalty: The runner will be out if she is the one that interferes. If it is a coach or batterrunner that interferes, the batter/batter-runner will be ruled out. 8.6 When a pitcher is in contact with the pitcher s plate in possession of the ball and the catcher is in the catcher s box ready to receive the ball, the base runners shall not leave their bases until the ball is released by the pitcher. 8 Penalty: No pitch and runner is out. Only one runner may be called out if multiple runners leave base. 8.7 Look Back Rule 8.71 The look-back rule will be in effect when the ball is live; the batter-runner has touched first base or has been declared out, and the pitcher has possession of the ball within the pitcher s circle and is making no play on any runners. 24

26 8.72 The runner(s) may stop once, but then must immediately return to the base or attempt to advance to the next base Once the runner stops at a base for any reason, she will be declared out if she leaves the base Responsibilities of batter-runner after completing a turn at bat, and while the pitcher has the ball within the 16-foot pitching circle, including a base on balls or a dropped third strike are as follows: a) A batter-runner who rounds first base toward second base may stop, but then must immediately with out stopping, return to first attempt to advance to second base b) A batter-runner who overruns first base toward right field, turns left and immediately stops, must then return non-stop to first or attempt to advance to second base c) A batter-runner who overruns first base toward right field, turns left and moves directly toward second base and stops is committed to second and must attempt to advance non-stop to second base d) A batter-runner who overruns first base toward right field, turns left and moves back toward the infield in any direction except directly toward second base is committed to first and must return to first base e) A batter-runner who overruns first base toward right field, and turns right, is committed to first base and must return to first base Penalty: The ball is dead. No pitch is declared when applicable, and the runner is out. If two runners or more are off their bases, when one is called out, the ball is dead and other runners are returned to the last base touched. Only one runner may be called out. Exception: The runner will not be declared out if a play is made on a runner (any action by the pitcher toward a runner is a play), the pitcher no longer has possession of the ball within the 16-foot circle, or the pitcher releases the ball on a pitch to the batter. 8.8 Runner must return to her base A runner must return to her base when: a) A batted ball is foul b) An illegally batted ball is declared by the umpire c) A batter, batter-runner or runner is called out for interference. Each other runner shall return to the last base which, in the umpire s judgment, was touched by the runner at the time of the interference. d) Any part of the batter s person or clothing is touched by a pitched ball that is swung at and missed e) A batter is hit by a pitched ball, unless forced to advance because of the batter being awarded first base 8 Penalty: The ball is dead. Each runner must return to her base without liability to be put out, except when forced to go to the next base because the batter became a batterrunner. Runners need not touch the intervening bases in returning to their base. f) The plate umpire or any part of the plate umpire s clothing interferes with the catcher s attempt to throw out a runner stealing, or an attempted pickoff play. Effect: This is a delayed dead ball at the time of the interference. If the runner is ruled out, the ball remains live. If the runner is not out, she must return to the base occupied at the time of the pitch. It is not umpire interference if, on a passed ball or wild pitch, the umpire gets hit by a thrown ball from the catcher or if contact is made with the catcher trying to retrieve the ball. The ball would remain live. 25

27 8.9 Courtesy Runners Neither the pitcher nor the catcher will be required to leave the game under the circumstances of a courtesy runner. A courtesy runner may run for the pitcher or catcher should either reach base safely. The courtesy runner must be someone off the bench who is not in the game at the time. Each courtesy runner may only run once per inning. Rule 9: Umpires 9.1 Appointing of Umpires a) The host league or tournament director shall appoint one or more umpires to officiate each game. The umpires shall be responsible for the conduct of the game in accordance with this rule book. b) Each umpire is a representative of the host site and is authorized and required to enforce all of these rules. Each umpire has authority to order a player, coach, manager, league officer or any other person to do or refrain from doing anything which affects the administering of these rules, and to enforce the prescribed penalties. c) Each umpire has authority to disqualify any player coach, manager, team official or any other person for unsportsmanlike conduct or language and eject these persons from the playing field. 9.2 General Rules a) Any umpire s decision which involves judgment, such as, but not limited to, whether a batted ball is fair or foul, or whether a pitch is a strike or ball, or whether a runner is safe or out, is final. No person should object to any such judgment decisions. b) If there is a reasonable doubt that an umpire s decision may be in conflict with the rules, the manager may request that the correct ruling be made. c) On any decision that is requested, the umpire may ask another umpire for information before making the final decision. Appeals on check swings must come from the home plate umpire to the field umpire. It is upon the digression of the home plate on whether or not help is needed. d) No umpire may be replaced during the game unless he is injured or becomes ill. 9.3 Home Plate Umpire The home plate umpire will be in umpire-in-chief and they shall stand behind the catcher. His duties shall be to: a) Call and/or signal Play Ball to start or resume. Call and/or signal Time or Dead Ball whenever the ball becomes dead b) Take full charge of the proper conduct of the game c) Call and count balls and strikes d) Call and declare fair or foul ball except those commonly called by field umpires e) Make all decisions on the batter f) Make all decisions except those commonly reserved for the field umpires g) Decide when a game should be forfeited h) If a time limit has been set, announce the fact and the time set before the game starts i) Inform the official scorer of the official batting order, and any changes in lineups and battering order, on request j) Announce any special ground rules at his request k) Make final decisions on points not covered by these rules

28 9.4 Field Umpire A field umpire may take any position on the playing field he thinks best suited to make impending decisions on the bases. His duties shall be to: a) Make all decisions on the bases except those specifically reserved to the umpirein-chief b) The concurrent jurisdiction with the umpire-in-chief in calling Time, illegal pitches, or defacement or discoloration of the ball by any player c) Aids the umpire-in-chief in every manner in enforcing the rules, and accepting the power to forfeit the game, shall have equal authority with the umpire-in-chief in administering and enforcing the rules and maintaining discipline 9.5 Other Rules and Equipment Policy 9.51 The umpire shall report to the tournament director all violations of the rules and other incidents worthy of comment including the disqualifications of any manager, coach, or player and the reasons therefore. After receiving the umpire s report that a manager, coach, or player has been disqualified, the tournament director or his appointed committee shall impose such penalty as he deems justified, and shall notify the person penalized Umpires working the plate shall wear a mask with a throat protector that is part or attached to the mask. A throat protector that is part of the mask shall extend far enough to adequately protect the throat. An attached throat protector must be commercially manufactured, properly attached and unaltered. A chest protector, shin guards and any other protective equipment are highly recommended The proper uniform for an umpire shall be an official umpire shirt, heather gray or navy blue slacks,a cap for field umpires, and a ball bag for home plate umpires. 29 DETERMINATION OF POOL PLAY STANDINGS When competition begins with pool play format, each division will play a pool play schedule as determined by the commissioner under whose jurisdiction the tournament falls. At the end of the pool play schedule, a pre-determined number of teams from each division will advance to the single-elimination competition. Participating teams will be advised, in writing, prior to the start of tournament competition how many teams will advance to the double-elimination round. Pool play standings will be determined as follows: If still tied: If still tied: If still tied: 1. WIN - LOSS RECORD The tie breakers are used in order to advance or seed ONE team at a time. Each time a tie is broken to advance one team, leaving a tie between two or more teams, the situation reverts to criterion #2. (Head-to-head results). 2. RESULTS OF HEAD-TO-HEAD COMPETITION Example: Three teams are tied with identical records for the first place at the end of pool play. Teams A, B and C played against each other once in pool play. Team A won all of its games against Team B and Team C during pool play. Result Team A advances, which then creates a two-way tie between Team B and Team C. That tie then is broken by reverting to criterion #2. 3. FEWEST RUNS GIVEN UP If the results of the head-to-head match up(s) of the teams that are involved in the tie cannot break the tie (because no team defeated each of the other teams in the tie each time they played, or because no team has defeated all of the other teams involved in the tie, or because the teams involved in the tie did not play one another during pool play), then the tie is broken using criterion #3. The remaining teams tie is broken by reverting to criterion #2. 4. RUN DIFFERENTIAL WITH A MAXIMUM OF 10 PER GAME In the event a tie is created by virtue of a forfeited game, and the tie cannot be broken by criterion #2, the order of criterions #3 and #4 will be reversed and applied to the tie. Since the number of runs which might have been scored during the game may have affected the fewest runs allowed standing (and the awarding of the forfeit gives the winning team no additional runs given up), this order will better adjust for that event. 28
