1 2018 YOUTH BASEBALL RULES (AGES 7 9) Coach Pitch Sports Branch Semper Fit Division Marine Corps Community Services Lejeune New River, NC
2 Eligibility and Participation 1. Participants must be 7 years of age on or before 1 May of the current season, but must not be 10 years of age on or before 1 May of the current season. 2. A coach must follow the substitution rule as described here. All substitutions will enter the game to begin the top of the 3 rd inning. A starter that has not has a time at bat cannot be substituted for. Starters may re enter the game during or after the top of the 5 th inning, if their substitute has also had a time at bat. This rule is mandatory, and must be enforced by the scorekeeper and/or Youth Sports Staff. Page 2 If a shortened game, (time limit, weather, etc) prevents a player from playing two innings on defense and getting at least one (1) at bat, then that player(s) must start the next game. This rule is mandatory and must be documented in the score book/enforced by the scorekeeper and/or Youth Sports Staff. Penalty: 1 st offense coach is suspended for the next game. 2 nd offense coach is suspended for the remainder of the season. 3. Each team will consist of a maximum of 14 players. The minimum number of players per team will be determined by enrollment. Playing Field and Field Equipment 1. The distance between all bases shall be 60 feet. The distance from the rear tip of home plate to the nearer edge of the pitcher s plate shall be 46 feet. 2. There will be a circle with a 16 foot diameter (8 foot radius) around the pitcher s plate. 3. Home plate, bases, batter s box, coaches boxes, etc. shall all be accordance with current NFSHSA regulations. The pitcher s plate may either be regulation baseball size or official Little League size. Equipment 1. The ball shall be an official Little League baseball (McGregor or equivalent brand). 2. The bat shall be any official Little League bat not to exceed 2¼ in. in diameter. 3. Catchers must wear all protective equipment in accordance with NFSHSA regulations. 4. Tennis shoes or molded rubber cleats must be worn. 5. Batting head protectors (helmets covering both ears) must be worn in accordance with NFSHSA regulations (including youth coaches). Helmets are optional for adult coaches. Face masks are mandatory for batting helmets.
3 Coaching and Substituting 1. The responsibility of following all rules lies with the coaches of each team. However, the official scorekeeper (home team is the official scorebook in coach pitch) shall notify a coach of violations whenever possible to prevent a violation and/or protested game. Coaches must notify the opposing team when subs enter the game and if starters re enter. 2. It is strongly encouraged that players not in the lineup be utilized as base coaches. Time in the coaches box by a player is not considered playing time. 4 coaches are permitted in the 7 9 division, one adult pitcher and 3 others; one will be the designated scorekeeper. One defensive coach is permitted on the field positioned between the outfielders/infielders. A Team Mom/Dad may be in the dugout during the game, but it is not mandatory. 3. Substitutions shall be in accordance with NFSHSA regulations. EXCEPTION: if a team has used all available substitutions and a player becomes ill/injured, then the opposing coach will pick a substitute to replace the injured/ill player. Substitutions will be made if there are available players to be picked. Page 3 Starting and Ending a Game 1. Games will be six (6) innings in length or one and a quarter (1.15) hours. No new inning will start after 1 hour and 10 minutes. Time will be kept by the home plate umpire s watch. Starting time will be noted in the official scorebook. It is recommended that players and coaches arrive a minimum of 30 minutes prior to scheduled game time. 2. Line ups (players in the game) will consist of a maximum of ten (10) eligible players, and a minimum of eight (8) players. 3. Each team must start a game with ten (10) eligible players, if ten (10) are present. Teams may begin a game with eight (8) or nine (9) players and then add the 9th and/or 10 th player(s) at the bottom of the line up upon arrival. A team cannot continue to play with less than eight (8) players. a. Outs will not be assessed when teams can only field the minimum number of players at the start of the game when the absent players are due at bat. When players are ejected from the game and there are no others players eligible to replace them, then an out shall be assessed. 4. Protests on official s judgment calls will not be considered. 5. Double headers may be played in extenuating circumstances. 6. In case of inclement weather, both teams must have been at bat four (4) innings to constitute a legal game. Pitching 1. Each team will provide an adult coach/pitcher 18 years of age or older for their own batters. 2. There will be a youth defensive pitcher standing on either side of the pitcher s plate and within the pitcher s circle. Youth pitcher must have both feet in the circle until the ball leaves the adult pitcher s hand. 3. The adult pitcher will stand within the pitcher s circle to deliver the pitch. They will stay in the circle.
4 PENALTY: 1 st Offense adult pitcher will receive a warning 4. Adult pitcher cannot make a play or attempt to make a play on a batted ball unless it is in selfdefense. If the adult catches or attempts to catch a hot ball, it will be a dead ball no pitch, and the batter will return to the plate and the runners will not advance. PENALTY: 1 st Offense adult pitcher will receive a warning 5. If the ball strikes the adult pitcher before it is played upon, the batter will advance to first base and base runners will advance only if forced. If the ball has been played upon before it strikes the adult pitcher it is a live ball and play continues. 6. The adult pitcher will talk only to his batters. A player is considered a batter until he/she is put out of reaches first base safely. Once a batter reaches first base safely, he/she is then considered a runner. PENALTY: 1 st Offense adult pitcher will receive a warning 7. A player has seven (7) pitches to put the ball into play. Balls will not be called; swinging strikes will be called. If a player does not put the ball in play after the conclusion of the 7 th pitch, or third swinging strike, then an out is recorded. 8. If a pitch hits a batter, he will NOT advance to first base nor will the base runners advance. The pitch counts as a one of the batter s seven pitches. 9. Time will be called when the ball is legitimately attempted to be returned to the youth pitcher/pitching circle whether caught or not. Additionally, when ball is returned to the pitching circle, where and when the ball breaks the plain of the circle, with the youth pitcher in the circle. 10. Once time has been called, the umpire will determine the position of base runners. Runners who are at least halfway to the next base will be allowed to continue to that base. Runners who are not at least halfway, will be returned to the base last touched. Page 4 Batting 1. The offensive team will end its turn at bat when 3 outs are made OR all batters in the lineup have had their turn at bat. 2. No bunting. 3. No infield fly rule. 4. No designated hitter (DH) is allowed. 5. A batter will not throw or sling the bat in a way that could potentially injure someone. a. Penalty: 1 st offense batter will receive a warning. 2 nd offense offending batter will be removed from participation in the remainder of the game. 6. A batter will not strike out on a third strike foul ball, unless it is the 7 th pitch.
5 Base Running 1. Base stealing is not allowed. A baser runner must stay in contact with the base until the ball has been hit or swung at. Runners cannot advance on a passed ball or wild pitch. PENALTY: Base runner is out 2. A courtesy runner may be used for the catcher (required with 2 outs). A courtesy runner must be an eligible substitute. If an eligible substitute is not available, then the last player to have been put out will be the courtesy runner. Page 5 Governing Bodies 1. The current National Federation of State High School Association rules will govern play in all leagues, except where superseded by rules stated in this document put forth by Lejeune New River Youth Sports. 2. The Youth Sports section has authority in interpreting the foregoing rules and regulations.
