1 2014 Wisconsin State 12U 50/70 Cal Ripken Tournament Janesville, Wisconsin Saturday, July 12th Wednesday, July 16th (Thursday, July 16th if needed) Dear Team Representative via Janesville President Aaron Ellis: On behalf of our local Cal Ripken & Babe Ruth Organization we would like to congratulate your players, coaches, parents, family, and fans for choosing to enter the Wisconsin 12 year old 50/70 State Babe Ruth Tournament in Janesville, Wisconsin at the Janesville Youth Sports Complex. This tournament is open to all that want to join us in this tremendous city event. There are 5 tasks that need to be completed before July 1, 2014, after you have Chartered & paid your Wisconsin Fees for League and Tournament teams. (Due by June 13th). Only On-Line rostered Players and Cal Ripken/Babe Ruth certified Managers & two Coaches, in FULL uniform, will be allowed in the dugouts or on the field of play. 1st- Make hotel reservations. The Holiday Inn Express (608) and Baymont Inn (608) have been set aside Friday (7/11) Monday (7/14) respectfully, for this tournament. 2nd- Matt Stried mstried@jnbsigns.com, Tournament Director, with Player, Manager, & Coaches names and jersey numbers for the program. Manager s cell phone number and your team hotel information is also needed. Please do this by July 1st. 3rd- Schedule a time Friday night or Saturday morning to get all team bats checked & stamped. Managers are expected to bring ALL team bats to a 15 min. assigned time slot. Managers must show each bat is Cal Ripken/Babe Ruth acceptable for 2014, based on the memo found on the National Babe

2 Ruth Web site. Only stamped bats can be used in this State Tournament. Please be prepared & on time. The tournament team manager must place in the custody of the tournament officials the following documents prior to the start of competition: a. Birth document or records as specified by Rule 0.04, paragraph 1, for each tournament team player. b. Accord Certificate of Coverage of Group Accident Insurance Policy. c. Accord Certificate of Coverage of League s Commercial General Liability Insurance Policy. d. Tournament Team Roster certified and signed by league President. e. Babe Ruth League Inc. Letter of Tournament Eligibility Form.

3 f. Consent for Treatment Form for each player (Starting at State Level of play). g. A color team photograph with identification must be uploaded with your tournament roster thru Babe Ruth online. Print and place one copy in your team s credentials. Digital photographs may be ed. h. Coaching Certification I.D. Card or Certificate. Tournament Managers and Coaches must complete coaching education and certification prior to the start of their 1st level of tournament competition to be on the field. Note: These documents must stay in the possession of the Tournament Director during each tournament level. These same documents shall accompany the team as they advance in tournament competition. Note: If a team is not ready to play when game is scheduled, Official Baseball Rules 4.15 thru 4.17 will apply. 1. Each team, will get 5 minutes of warm-up time, before their game is scheduled to be played. The tournament director may wave this rule in order to keep the games on schedule. 2. Teams are reminded to be on time for their games. A coin flip, for home team, will take ½ hour before your scheduled game takes place. Please have manager and team captains at your field and ready for the toss at the scorekeepers table. 3. Line-up cards are due at the Official score table ½ hour before your scheduled game along with the name of the adult representing your team on the Protest Committee. 4. Line-up forms and the warm-up baseball for the pitcher may be obtained at the official score table. 5. Babe Ruth uses Official Baseball Rules, which does not permit a Designated hitter or Courtesy runner for the pitcher or catcher, or automatic walks. Appeal plays must be done with the baseball. 6. A tournament game must be terminated once becoming regulation (4 ½ or 5 innings) if one team is ahead by 10 or more runs and has equal times at bat, or home team is leading. 7. Teams may play only two games in one day. 8. Two trips to the mound in the same inning, the pitcher must be removed as a pitcher but can play another position, and cannot return as a pitcher. 9. Contact Rule (All Divisions) If a runner attempting to reach home plate intentionally and maliciously runs into a defensive player in the area of home plate, he will be called out on the play and ejected from

4 the game. The objective of this is to penalize the offensive team for deliberate, unwarranted, un-sportmanlike action by the runner for the obvious purpose of crashing the defensive player, rather than trying to reach home plate. Obviously, this is an umpire s judgment call. 10.Re-Entry Rule (All Divisions) Any of the nine starting players may withdraw and re-enter once provided such player occupies the same batting position whenever he is in the line-up. A substitute who is withdrawn may not re-enter. All pitchers are governed by the provisions of Official Baseball Rule 3.05 if withdrawn while on the mound pitching. The pitcher withdrawn while a batter or base runner may re-enter the game immediately. If the pitcher is removed from the game because of a second trip in the same inning, he may re-enter the game in any position with the exception of pitcher. 11.Re-Entry of Used Player (All Divisions) Babe Ruth League, Inc. will allow re-entry of already used players if all substitutes have been used and injury occurs or a player is ejected. Selection of this substitute must be made by the opposing manager. This type of re-entry can only take place when an injury prevents a player from continuing in the game, or a player is ejected. The injured player or ejected player, once removed from the game, cannot re-enter. 12.The umpires are in full control of the game. They must be respected. If a player or team is warned about conduct, we expect the manager to take control of his team s situation. After a warning, players must be ejected from the game but will be eligible to play in the next game. Keep players under control. Throwing of equipment or improper language in disgust will result in the umpires taking actions. 13. Bats- See Below: Babe Ruth League, Inc. Approved and Non-Compliant Bats "It is the policy of Babe Ruth League, Inc. to assure the safety of all participants. Accordingly, Babe Ruth League, Inc. reserves the right to ban any equipment, including bats, at any time, including during the season, based upon a change of existing policy and/or upon new information made available to Babe Ruth League, Inc."

5 APPROVED BATS: To follow up our previous correspondence and information posted on the Babe Ruth League website, the following details on all baseball bats approved by Babe Ruth League, Inc. for local league and tournament play. Such descriptions are included as part of the Babe Ruth League Rules and Regulations. CAL RIPKEN BASEBALL DIVISION The bat may not exceed 33"in length, and the bat barrel may not exceed 2¼" in diameter. Only 2¼" barrel non-wood bats marked BPF 1.15 will be allowed. Wood 2 ¼" barrel bats are allowed. NON-COMPLIANT BATS FOR - BABE RUTH/CAL RIPKEN: Contained below is a current listing of non-compliant bats that are not eligible, or approved, for use in any Babe Ruth/Cal Ripken Baseball program or activity. * Babe Ruth League, Inc. has been informed that Nike Bat Model #Aero CX2-BTO636 (light grey), CX2- BTO573 (dark grey) and CX2-BTO598 (blue)have failed recent performance standard compliance testing. Effective immediately and until further notice, Nike Bat Model #Aero CX2-BTO636 (light grey), CX2- BTO573 (dark grey) and CX2-BTO598 (blue), including all graphic variations, is not eligible, or approved, for use in any Babe Ruth/Cal Ripken program or activity. * The National Collegiate Athletic Association (NCAA) has advised Babe Ruth League, Inc. that the BBCOR decertification process has been implemented for the following bats: Marucci CAT inch model, CAT inch model, and Black 33-inch and 34-inch models Reebok Vector-TLS 33-inch model * Babe Ruth League, Inc. has been informed that Louisville Slugger TPX Dynasty -12, (black/red/grey) composite bat has failed recent performance standard compliance testing. Effective immediately and until further notice, Louisville Slugger (Hillerich & Bradsby) TPX Dynasty bat (Model - YB12D -- (black/red/grey) including all graphic variations, is not eligible, or approved, for use in any Babe Ruth/Cal Ripken program or activity. * Babe Ruth League, Inc. has been informed that Mattingly Sports, Inc., Balistk (blue) composite bat has failed recent performance standard compliance testing. Effective immediately and until further notice, Mattingly Sports, Inc., Balistk bat (Model - BTKYB, blue) including all graphic variations, is not eligible, or approved, for use in any Babe Ruth/Cal Ripken program or activity. Effective immediately and until further notice, the bats listed above are not eligible, or approved, for use in any Babe Ruth/Cal Ripken program or activity.

6 PENALTY If the illegal bat is discovered prior to a batter completing his at bat the bat is simply removed from play and the at bat continues. A player who uses an illegal bat or non-conforming barrel dimension and hits a fair ball will be ruled out.! No advancement on the bases will be allowed, and any outs during the play shall stand.! This is an appeal play.! The at bat will be considered legal once a pitch is thrown to the next batter. Any bat discovered prior to the game that does not conform to the above rule shall be directed to be removed immediately and not be allowed for use during the game.! 14. Refer to your 2014 BABE RUTH LEAGUE, INC. BASEBALL RULES AND REGULATIONS AND OFFICIAL PLAYING RULES for all other situations. 15. All coaches out on the field or in the dugouts must be dressed in complete baseball uniform per Official Baseball Rules. If not, the players will coach the bases. 16. A Protest must be lodged immediately after the alleged rule infraction. The game is stopped until the protest is finalized. 17. No Tobacco The use of tobacco of any kind will not be allowed by field personnel (Players, Managers,Coaches, and Umpires) during their active participation in a game. There will also be no smoking allowed in the confines of the stadium or on school grounds. 18. Warming up a Pitcher Anyone warming up the pitcher must wear protective headgear. 19. Please clean out your dugout when your game is over. 20. SHOULDERS EMBLEMS (ALL DIVISIONS)- All teams participating in Babe Ruth Local League and Tournament competition are required to wear the Official Cal Ripken Baseball (4-12 year olds) or Babe Ruth Baseball ( year olds) Shoulder Emblem ( shown in Official Babe Ruth Supply Catalog) on their left outer uniform sleeve, or if vest type, sleeveless jersey on the upper left chest of the jersey. The Official shoulder emblem is required to be permanently affixed for World Series Competition.

7 CAP EMBLEM OPTION Leagues have the option to purchase caps approved dealers of Pacific Headwear and/or Outdoor Cap or Replica Major/Minor caps licensed by Outdoor Cap containing the Official Cal Ripken Baseball or Babe Ruth Baseball emblem. These caps from Pacific Headwear and Outdoor Cap with the official Cal Ripken emblem and Babe Ruth emblem will satisfy the Official Shoulder emblem requirement for local league and tournament play not including the Babe Ruth League World Series. 21. Cal Ripken Baseball Major/70 Division; Babe Ruth Division; Babe Ruth Division Rule 8.05(c) Comment: Requires the pitcher, while touching his plate, to step directly toward a base before throwing to that base. If a pitcher turns or spins off of his free foot without actually stepping or if he turns his body and throws before stepping, it is a balk. A pitcher is to step directly toward a base before throwing to that base, and is required to throw (except to second base) because he steps. It is a balk if, with runners on first and third, the pitcher steps toward third and does not throw, merely to bluff the runner back to third; then seeing the runner on first start for second, turn and step toward and throw to first base. It is legal for a pitcher to feint a throw to second base. 22. Cal Ripken Baseball, Major/60 Division Dropped Third Strike 6.09(b) The batter becomes a runner when the third strike called by an umpire is not caught, providing (1) first base is unoccupied or (2) first base is occupied with two outs. There are 6 batting cages available at the Janesville Youth Sports Complex: 100 S. Wuthering Hills Dr. Janesville, WI Souvenir programs and t-shirts will be available for purchase at this tournament. There will be No admission charge for fans in this tournament. We do ask that you support our Concession Stand No carry in products are permitted!
