1 MINORS 2018 Twin Rivers Girls Softball Special League Rules This season will be played by the Iowa Girl s High School Athletic Union Official Softball Rules 2015 books, except for those that have been amended by a vote of the League s coaches as follows: 1. Each town s league is responsible for supplying its coaches with the current Iowa High School Girls Athletic Union Softball Rules book. 2. All Tuesday/Thursday games shall start at 5:15 p.m. with no new inning beginning after 6:15 p.m. However, any inning started before the determined cut off time shall be played in its entirety unless the home team has a lead in what is determined to be the last inning of the game. If it is a minors only game start time will be moved to 5:45 and games will be 1:30 with no new inning after 1: Age limits: Students 2nd grade through 4th grade can play regardless of age. 1st graders can play on minor s team at the discretion of her parents & coach. 4th graders may play up on a majors team if needed. 4. If each member participating in the Twin Rivers League has enough players to have more than one team, that member must perform an open draft prior to April 1st. Participating members include I-35, MSTM, Norwalk, SEW, & Winterset. 5. A girl is only allowed to play on the team that their name appears on the rosters, the only time that a name would appear in duplicate would be when a minor girl is playing on a major team. If a community has more than 1 team and they chose to move a player from team to team, this should be brought to the attention of the Twin Rivers League President. If found guilty of this action, both teams will be disqualified for the rest of the season and or tournament. 6. Umpires behind the plate must be a Certified Umpire for softball, who knows the softball rules and Twin Rivers special league rules. If a replacement needs to be brought in that is not certified, the coaches must be notified and both coaches must agree that it is acceptable before the game starts. A base/field umpire is optional. The home coach is responsible for supplying a base/field umpire if the visiting team wants to have one. A certified umpire behind the plate is required for tournaments. 7. The certified umpire shall provide a stop watch (or some other device that measures time) to keep track of the official time limit. 8. Pitching rubber will be set from the back point of home plate to the front edge of the pitching rubber at 35 feet for minors. 9. Player s socks, visors and hats do not have to match. 10. Double safety bases required at 1st base.

2 11. If after 5 innings, or 4 ½ if the home team has the lead of 10 or more runs, the head coach of the losing team shall concede the game. This rule shall apply in all regular and tournament games. 12. Minors shall use an 11 yellow, leather softball. 13. Strikes will be called in the minors. After the pitcher has reached a four-ball count the batting team s coach will pitch to the batter from the pitching rubber until she either hits the ball or strikes out. If both coaches agree, coaches may do all of the pitching to the batters. The strike count will carry from the pitcher to the coach that the batter has already received. The Umpire will call strike while the coach is pitching. 14. When a coach is pitching, until the time at which the ball reaches the plate, the pitcher/fielder must have one foot completely inside the 8 foot pitching circle (16 ft. diameter) and must remain behind a line drawn parallel to the front edge of the pitching rubber. 15. If the coach while pitching interferes with a batted ball, the ball becomes dead and no runners can advance to the next base. The batter who hit the ball will return to the batter s box and re-bat. The pitch will not be counted as a strike or a ball. 16. The ball becomes dead when the pitcher has control of the ball and both feet are in the 8-ft. circle (16 ft. diameter) around the pitching rubber. Any runners must be past the halfway mark to be able to advance to the next base; otherwise they must return to the last base touched. 17. If a batter is hit by a pitch it is up to the batter and or batters coach to advance to 1st base (this does not mean being hit by a coach pitching the ball) See rule 8 sec 1 letter b in the Iowa Girls Softball Rule book. Batter becomes a Runner- A pitched ball not swung at nor called a strike touches any part of the batter s person or clothing. It does not matter if the ball strikes the ground before hitting the batter. The batters hands are not considered a part of the bat. The Penalty is the ball is dead and the batter is entitled to one base without liability to be put out, unless she made no effort to avoid being hit. The umpire calls either a ball. 18. A batter may not advance to 1st base on a dropped third strike. 19. Maximum of 5 runs per inning or 3 outs, whichever comes first. The last inning to be open ended only during the Minor Tournament. 20. When the pitcher, pitches the ball the stealing of second and third base is allowed with advancement limited to one base per pitch. Even if the catcher plays on the runner, only 1 base is allowed. (No stealing home) There is no stealing allowed if the coach is pitching. 21. If a team has more than 10 members they must bat all members listed on roster. If both coaches agree during regular season games you may play all your players on the field at one time. If they chose only to play only 10 members at a time, each member limit shall play no less than ½ the game (unless the game is ended by the 10 run rule).

3 22. Only 6 players are allowed to play on the infield. All other players must play in the outfield. After the ball has been pitched, an outfielder may run in and assist with a play being made on the infield. 23. All teams shall use 9 position players and one outfield rover. To avoid a forfeit, a team must start with at least 7 players and play with no less than 7 players at any time during the game. If you do not have the 10th player you do not have to take an out for that 10th player. However for every player less than nine, the coach of such team shall inform the official scorer as to the positions in the batting order he desires the absent players to come to bat and when such turn at bat occurs, the umpire shall declare an out. 24. A starting pitcher who has not left the lineup may re-enter as a pitcher once per game 25. There is NO inning limit on pitchers. 26. No bunting allowed. This rule has been modified to allow bunting the last 3 weeks of the season(starting 5/28/18 this year). You are only allowed to bunt when the kids are pitching. We will revisit this rule before the tournament to see if we will allow it in the tournament. 27. The Home team will be responsible for recording the game result within one week of the game being played. If no score has been recorded in said timeframe, the Visiting team will be awarded the victory despite who actually won the game. 28. If a rainout/postponement occurs, it is the responsibility of the Home team to reschedule the game. At least two attempts must be made to qualify as a no contest. A no contest shall be applied when at least 2 attempts have been made to reschedule or if both teams cannot agree on a date to play the game. The League President shall be included in all attempts of rescheduling the games. All rescheduled games must be played prior to the Tuesday of the Minor Tournament. 29. If the umpire feels a spectator is displaying excessive protests, arguments, complaints or behavior not appropriate in a recreational setting, the umpire will notify the coach of the offending team s spectator. That coach will give one warning to that spectator. If there is a second incident with the same spectator, the umpire will again notify the coach and the coach will ask the spectator to leave the game. 30. If a player slides head first while she is advancing to another base (versus diving back to a base she has rounded), she will be called out. 31. The league will follow the Iowa Girl s High School Athletic Union Official Softball Rules as to when a girl has to slide at home plate. 32. Rosters from all communities must be submitted to the Twin Rivers League President by April 1st. These rosters will be considered final for the season games and for the season ending tournaments and cannot be changed unless Rule 5 applies. All player must have played 50% of the regular season games before being allowed to play in the tournament. Reserves must have play 50% of games with the minor or Pee Wee team. 33. Section Unsporting acts shall not be committed, including but not limited to: Any use words or actions to incite or try to incite spectators to demonstrate. B. Use of profanity intimidation and/or deceitful tactics, or baiting or taunting. C. Behavior in any manner not in

4 accordance with the spirit of fair play.

5 2018 Twin Rivers Minor Girls League Tournament Rules Tournament Rules also includes Special League Season Rules Minors Tournament June Winterset 1. All Iowa Girl s High School Athletic Union Official Softball Rules (2015) except those that have been amended by the League s Coaches and are listed in the 2016 special rules. 2. Minor s tournament will be double elimination. 3. Games will be 5 innings or 1 1/2 hour time limits, whichever comes first. No inning will begin after the one hour and twenty minute point in the game. The umpire will determine what is to be called the last open inning. 4. (Yellow) 11 leather ball shall be used. 5. No more than 10 members are allowed to play on the playing field at one time; you must roster bat. All players over the ten player limit sitting on the bench shall be allowed to play on the field and bat no less than half of the game. 6. The run rule for tournament games will be 5 runs per inning or three outs, whichever occurs first. 7. One Certified umpire is required behind the plate. A responsible adult (over age 18) from each team who knows the rules shall be used to umpire the bases in the first games. The certified umpire shall have a stop watch (or some other devices that measures time) to keep track of the official time limit. A coach of the defeated team must stay or show up the following day/ night to umpire the bases in the following game. Unless their team is playing when they are to be umpiring. If there is a no show, the defeated team s league will be charged the cost of umpire fees. If this should occur please let the League President know. Consolation and Championships games are to have 2 certified empires. 8. Each site will have a tournament director. The director may be appointed by the League President. The tournament host shall provide an official scorer. Only the official score book will be utilized where questions arise. Coaches, as a courtesy, please notify the opposing team of any changes after notifying the Official scorer. 9. Each team will share equally in the cost of umpires with payment due to the hosting team at the time of the tournament. 10. The host tournament team will provide games balls and pay for the trophies. 11. All players on rosters at the beginning of the game must play part of a game unless the game ends early due to the 10 run rule.

6 12. Exception to rule 11. If a player on the lineup arrives late or leaves early, to or from a game, it is up to the coach as to how much playing time that player will receive. 13. Bunting will be allowed in the tournament. You are only allowed to bunt when the kids are pitching. 14. Tournament Awards: First place team will be awarded 6-8 inch trophies. The following information will be placed on the trophies. 1st Place 2018 Minor Girls Twin Rivers Second and third place teams will be awarded silver and bronze medals with the following information on the back of the medal: 2nd Place/ 3rd Place 2018 Minor Girls Twin Rivers Rotation for town responsible for hosting the tournament: Minor Girls WINT SEW MSTM I-35 NOR Minor Boys NOR WINT SEW MSTM I-35 Major Girls I-35 NOR WINT SEW MSTM Major Boys MSTM I-35 NOR WINT SEW No Tourney SEW MSTM I-35 NOR WINT
