1 KINO BASEBALL LEAGUE SUMMER JAYVEE + VARSITY DIVISIONS The Jayvee and Varsity Summer Divisions will be played in accordance with the National Federation High Schools (NFHS) with the following inclusions. 1.0 PLAYER ELIGIBILITY 1.1 JAYVEE DIVISION: Players that currently enrolled in high school and for the school year of that are incoming freshman, sophomores, juniors. Class of 2016 seniors are not eligible 1.2 VARISTY DIVISION: Players that currently enrolled in high school and for the school year of that are incoming freshman, sophomores, juniors, Class 2017 in-coming Seniors are eligible. The Class of 2016 graduating seniors not eligible. 2.0 TEAM COMPOSITION 2.1 Open roster for during the regular season. 2.2 Teams that participate in the post-season tournament a roster is to be submitted to the league prior to the team's first tournament game. 2.3 No further players can be added to a team roster once the tournament begins 2.4 Player from the same high school are permitted to play on a jayvee and varstiy team during the regular season only. 2.5 Player is not permitted to play on two teams during the post-season tournament 3.0 BATTING ORDER 3.1 Team has the following batting order options. Bat nine (9) with a DH for any defensive player. Bat ten (10) includes one (1) Extra Hitter. DH not permitted Bat eleven (11) includes two (2) Extra Hitters. DH not permitted Continuous batting order is NOT permitted 4.0 SUBSTITUTION 4.1 REGULAR SEASON: Open substitution provided the starter and substitutes that go in and out of the line up remain in the same batting order spot. Moving batters around in the line up is not permitted 4.2 POST-SEASON TOURNAMENT Any of the starting players may withdraw and re-enter once provided such player occupies the same batting position whenever they are in the line up. A substitute who is withdrawn may not re-enter. The pitcher withdrawn while a batter or base runner provided he has re-entry eligibility may re-enter the game immediately. If the pitcher is removed from the game because of the third mound trip in a game, may re-enter the game in any position provided he has eligibility, may play any position with the exception of pitcher. 4.3 COURTESY RUNNER Optional for the pitcher and catcher Player not in the line up at the time can be the runner. Same player not permitted to be a courtesy runner for the the pitcher or catcher in the same inning. Mandatory for the catcher with 2 outs. If no eligible players to be courtesy runner then the last player making an out is the courtesy runner
2 KINO BASEBALL LEAGUE BAT SPECIFICATIONS REGULAR SEASON 5.1 Player has the option of using either BBCOR.50 certified bat or solid one piece wood bat (maple or ash) that may not exceed 42 inches in length ILLEGAL BAT USE PENALTY 5.2 When a batter has been discovered having used an illegal bat, the infraction which is an appeal play by the opposing team, is discovered prior to the next pitch following the turn at bat of the player who uses the illegal bat, the defense may take the penalty, that results in the batter is OUT (restricted to the bench for the remainder of the game) and all runners return to where they were at the time of the pitch (no runs permitted) OR the defense may take the results of the play. 5.3 Subsequent violations in the same game to the same will result in the batter being restricted to the bench for the remainder of the game and the manager is ejected, 6.0 LINE UP 6.1 Line up cards are to be prepared and exchanged at the pre-game plate meeting with the umpires. Game will not start unless there is a line up card presented. Uniform number, player last and first initial, position are required for starters. Uniform number and player last name and first initial for the substitutes 7.0 BASEBALLS 7.1 Each team is to present two (2) new game baseballs to the home plate umpire at the pre-game meeting. If additional baseballs are needed during the game each team is to provide good condition "used" baseballs. 8.0 GAME LENGTH 8.1 Seven (7) innings or two hours (2:00) NOTE: Games played at Douglas are nine (9) innings or 2 hours and 30 minutes (2:30) 8.2 Inning starts it must be completed 8.3 There is no "sudden stoppage" in the middle of a play or inning. The inning once started must be completed. EXCEPTION: If the home team is ahead at the time limit and the game has reached regulation, the game will end 8.4 Game must first reach regulation (4 1/2-5 full innings) before the time limit can be invoked. 9.0 TIE GAMES REGULAR SEASON 9.1 Games that are tied after either seven (7) innings or the time limit (game has reached regulation) no additional innings shall be played. The regular season game will be official as a tie and each team shall receive one (1) point in the standings. EXCEPTION: POST-SEASON all games played until a winner is determined SUSPENDED GAMES 10.1 Games that are stopped due to man made circumstance, i.e. irrigation systems come on and cannot be turned off, lighting equipment failure, municipality light curfew, weather/field conditions in which a game does not regulatoin, etc. are considered suspended games and will be scheduled by the league and resumed from the point the game was halted and completed.
3 KINO BASEBALL LEAGUE WEATHER/FIELD CONDITIONS 11.1 Games that are stopped due to weather that causes field conditions to be unplayable, the umpires will wait a maximum of 30 minutes. If after 30 minutes the field conditions or weather forecast is not possible to continue, then the game will be cancelled at this point If a game is called and has reached regulation (4 1/2-5 full innings) and one team is ahead, the game is official and the team that is ahead is declared the winner. This rule is for both regular and post-season games If teams are tied when a game reaches regulation and the game is called due to weather, the the game will be official as a tie. EXCEPTION: POST-SEASON were such a tie game will be a suspended game and resumed from the point it what was stopped and played until a winner is determined 11.4 If a game has not reached regulation (regular season) and is called due to weather, the game will be re-scheduled by the league. point the game was halted. There are no appeals for an ejection Ejected individuals must immediately leave the field and go directly to the parking lot without delay. Any delay in the process in the judgment of the umpires will be reported to the league and the league will have the authority to impose additional penalties. EXCEPTION: Player whose parent is not in attendance shall remain on the bench, but shall not partake in any part of the game, i.e. warming up players, coaching, etc nd ejection in the same season to the same individual will result in two (2) game suspension Subsequent ejections in the same season to the same individual will result in the individual being suspended for the remainder of the regulair and post-season
4 KINO BASEBALL LEAGUE FORCE PLAY SLIDE RULE The intent of the force play slide rule is to ensure the safety of all players. This is a safety as well as an interference rule. Whether the defense could have completed the double play has no bearing on the applicability of this rule. This rule pertains to a force play situatino at any base, regardless of the number of outs. On any force play, the runner must slide on the ground and in a direct line between the two bases. It is permissable for the slider's momentum to carry the runner through the base in the baseline extended. EXCEPTION: A runner need not slide directly into a base as long as the runner slides or runs in a direction away from the fielder to avoid making contact or altering the play of the fielder. Interference will not be called. "On the ground" is defined as either a head first slide, or a slide with leg and buttock on the ground. "Directly into base" is defined as the runner's entire body (feet, legs, trunk and arms) must stay in a straight line between the bases. Contact with the fielder is legal and interference shall not be called if the runner makes a legal slide directly to the base and in the baseline extended. Actions by a runner are ILLEGAL and interferance shall be called if: 1 The runner slides or runs out of the base line in the direction of the fielder and alters the play of the fielder (with or without contact) 2 The runner uses a rolling or cross-body slide and either makes contact with or alters the player of the fielder. 3 The runner's raised leg make contact higher than the fielder's kneww when in a standing position. 4 The runner slashed or kicks the fielder with either leg. 5 The runner illegally slides toward or contacts the fielder even if the fielder makes no attempt to throw to complete a play. PENALTY FOR 1-5 A With less than two outs, the batter-runner as well as the interfering runner, shall be declared out and no other runner(s) shall advance. B With two (2) outs, the interfering runner shall be declared out and no other runner(s) shall advance. C If the runner's slide or collision is flagrant in the JUDGMENT of the umpire, the runner shall be ejected from the game.
5 KINO BASEBALL LEAGUE BASE RUNNING-MALICIOUS CONTACT The base runner attempting to reach a base OR home plate intentionally and maliciously in the JUDGMENT of the umpire runs into a defensive player, the runner will be called out and ejected from the game. When the defensive player has possession of the ball, the runner has the following options: 1 Slide to avoid the tag 2 Attempt to dance around the tag 3 Stop and give one self up 4 Return to the base the came from When the runner gives one self up and in the JUDGMENT of the umpire an unnecessary hard tag is applied by the defensive player, it will lead to an ejection of the defensive player. Running over a defensive player, lowering a shoulder, throwing an elbow, swiping at the ball is ILLEGAL and can be JUDGED by the umpire as an out and an ejection from the game PITCHING 16.1 No pitching limitations. Coaches are to manage the care and safety of the pitcher's arm TRIPS TO THE MOUND: NFHS RULE - Three (3) trips per game On the third trip to the mound in a game and for every trip after that, the pitcher must be removed as a pitcher. The player may remain in the game and play in any defensive position BALKS: NFHS RULE: Dead Ball While in contact with the pitcher plate, the pitcher feints to third and throws to first base is NOT a balk in this division 16.4 INTENTIONAL WALK NFHS RULE Team manager notifies umpire to put the batter on first base. No pitchers need to be thrown WIND UP/SET POSITION HYBRID will be called by the umpires 17.0 PLAYERS REQUIRED TO START AND END GAME 17.1 Team can start with eight (8) players. If a 9th player arrives after the game begins they can be added to the line up without penalty. If the team bats only eight (8) players, the 9th spot in the line up is recorded as an out. Player gets injured or ejected and leaves the team with seven (7) players the game is forfeited at that point. "Borrowing" players from another team not permitted FORFEIT 18.1 There is NO grace period granted to a team not having line up of eight (8) players. Game time is forfeit time When a game is forfeited, the umpires will leave the field--they will not stay and do a "scrimmage" game 18.3 If there is another league game scheduled on the field where the forfeit game occurred, both teams must leave the field--no scrimmage games or practices are permitted Player(s) that are physically in the parking at game time and they make the required number of players to start a game, the umpires will give the players the opportunity to get to the field and start the game. A forfeit will be enforced if a comment is "the players are on their way" CLARIFICATION: This comment means the players are not physically at the park.
6 KINO BASEBALL LEAGUE FORFEIT PENALTY: 18.5 Forfeiting team will be fined by the league in the amount of $ that is payable in full to the league prior to the team's next scheduled game Player that gets inured or ejected from a game and there are no eligible substitutes available, and it leaves the team with less than nine (9) players to continue the game, the game is forfeited at this point. There is no league fine imposed for this type of forfeit Team that in advance cannot make a schedule league game will forfeit to the opposing team. There is no re-scheduling of games due to a team cannot commit and make a scheduled game. Such forfeit will result in the league imposing a $100 fine to the forfeiting team UNIFORMS-PLAYERS POLICY: Teams should look professional and respect the sport when playing in a game regardless of whether it is designed to be competitive or developmental 19.1 All players must be in matching colored jerseys with a number on the back. CLARIFICATION: Players wearing camoflague jerseys and a player wearing a solid or other style jersey is considered NOT matching IDENTICAL NUMBERS NOT PERMITTED. Game will be played. The umpires will file a report to the league regarding the violation. The league will communicate with the team in violation with a 1st warning. Subsequent violations during the season will result in the team being fined $50.00 that is payable prior to the team's next scheduled game All players must wear baseball style pants and cap. Color of pant and caps at team discretion PENALTY: The scheduled game will be played. There is no protest. The umpires will file a report with the league. 1st uniform violation: letter of warning from the league to the team manager Subsequent violation to the same team will result in $50.00 fine that shall be payable in full prior to the team's next scheduled game COACH DRESS 20.1 Members of the coaching staff is to dress neat and appropriately 20.2 Members of the coaching staff can decide to wear either shorts or baseball style pants 20.3 Baseball cap must be worn by the coach when on the coaching lines NOTE: If coach goes out to the coaching lines without a cap, the umpire will instruct the coach to put a cap on. Refusal by the coach will result in restriction to bench for the remainder of the game 21.0 HOME TEAM 21.1 Coin toss prior to each game will determine the HOME TEAM Dugouts are on a first come first serve basis. EXCEPTION: School fields that are used, the host team may keep their dugout that they use during the season If a team is playing a doubleheader on the same field, they remain in the same dugout. The HOME TEAM provides the game official scorekeeper
7 KINO BASEBALL LEAGUE DUGOUTS 22.1 Dugout extension for COACHES ONLY will be established at the pre-game plate meeting The dugout extensions are considered "Dead Ball" area Under no circumstance shall a coach or player be out in front of the dugout when the team is on defense. PENALTY 1st violation-umpires will give a warning 2nd violation same game -individual(s) in violation will be restricted to the bench fo the remainder of the game and may not participate in the game in any capacity. Subsequent violations same game--individual(s) will be ejected from the game NOT PERMITTED--bat boys/bat girls ALTERATION TO RULES/AGREEMENTS Coaches and umpires shall not agree to altering or modifying any of these league rules at anytime prior or during a game.
8 KINO BASEBALL LEAGUE 8 SAFETY POLICY BATTING HELMETS 1 Players must wear double ear flap helmet while waiting to bat, as a base runner, as a coach, chasing down a dead ball in the field of play, or as a sentry in front of the pitcher who is warming on the field of play 2 Chrome batting helmets NOT PERMITTED 3 Helmets with tape on it will be removed from the game by the umpires 4 Any cracks in the helmet shell or ear holes, etc. not permitted for use and will be removed from the game by the umpires. 5 Helmet pads that are missing or thin in protection nature helmets will be removed from the game by the umpires. CATCHER EQUIPMENT 1 NO skull caps are permitted to be worn by the catchers. 2 Catcher helmet: It is required that the catcher shall wear a protective helmet and mask while fielding the position, warming up a pitcher (i.e. between innings) or catching in the bullpen. 3 Catcher Throat Guad: It is required all catchers have a built in or attachable throat guard on the mask. COMPRESSION SLEEVES 1 Can be worn by the pitcher on one or both arms. If the sleeve extends below the elbow it must be in the form of a solid dark color, WRIST BANDS 1 Wrist bands are permitted to be worn on the wrist. Writbands that extend to the forearm or bicep are not permitted. Pitchers not permitted to wear wrist bands. JEWELRY 1 NO jewelry or personal adournment is permitted on any player. 2 Medical bracelet or religious medallions are permitted and must be worn and taped to the inside of the player jersey. PENALTY 1st violation in a game--the umpires will give the violating team a warning. 2nd violation same game-bench restriction for the player in violation. Subsequent violations same game will result in ejection of the player, manager or designee coach. FIRST AID KITS Teams are to provide and have on hand in their dugout. 9 KINO BASEBALL LEAGUE 9 LIGHTNING When lightning is within 5 miles of the playing field, the umpires will stop the game and all players and coaches must go direclty to the parking lot and their vehicles. for safe shelter. DO NOT LEAVE THE PARKING LOT. The game will be stopped for 30 minutes. If there is additional lightning that occurs within the initial 30 minutes, then the umpires shall add another 30 minutes from that point of the lightninstrike. When conditions become safe to resume the game, teams will return to the field and the game will resume from the point that it was stopped and the time that the game was stopped will be added back to the time limit clock. If a team does not have 9 players to resume the game at the time the umpires declare to resume the game, the team will forfeit the game at this point. TOBACCO The use of tobacco products (e-cigaratte, vapor, cigarettes, cigars, smokeless tobacco) is not permitted on the field. If discovered by the umpires, the individal in violation will be ejected from the game. INSURANCE Players or coaches that get injured during practice or games and require medical treatment do so on their own health care plan and provider. This league does not provide medical/ accident insurance coverage.
