1 CITY EMPLOYEES CLUB OF LOS ANGELES, SPORTS LEAGUES (800) COED SLOW PITCH SOFTBALL SUPPLEMENTAL RULES AND REGULATIONS Any rule not covered herein will revert to the City of Los Angeles Department of Recreation and Parks Municipal Sports Slow Pitch Softball Rules. The following rules supersede those covered by Municipal Sports Softball rules. Section 1: Participation Eligibility Section 2: Fees Section 3: This Modified Rule Book, Roster and Players: Section 4: The Game Section 5: Equipment Section 6: Uniforms 1) PARTICIPATION ELIGIBILITY: Be a member of the City Employees Club of Los Angeles (CEC) or an immediate family member of a CEC member. OR A TEAM defined as a limited member, grandfathered due to being a TEAM who played in the 2008 Summer Softball League with former sponsor, ACEBSA. o Up to three Non CEC players each are allowed to participate on limited member TEAMS. o Limited members whose TEAM did not merge with the league can be placed on the free agents list and join a current team. If a player fails to meet the criteria as described above, then s/he is ineligible to play and must not participate until membership is obtained. 2 2) FEES: A) TEAM: TEAMS must pay four hundred eighty dollars ($480) each to participate in the league. Members who played in the 2014 City Club tournament will have their player fees waived. For example: If a team has one member who played in the tournament, the equivalent of their team fee ($480), divided by the TOTAL number of names on the roster, will be subtracted from the team fee. If players are later added, the formula should be recalculated, and distributions reflected. Call the League Commissioner for assistance with this matter. B) UMPIRE FEES: The Club is responsible for umpire fees. C) FORFEIT FEES: Each team must pay a thirty dollars ($30) forfeit fee, to be refunded at the close of the season. Any team that forfeits must pay the full umpire fee for the forfeited game. CEC is billed for this fee, therefore the forfeit fee paid by the team at the beginning of the season, will be used to cover the charge. The forfeiting team will then be required to replace the forfeit fee to cover any future forfeits, within seven (7) calendar days or be removed from the league. 3) THIS MODIFIED RULE BOOK, ROSTERS AND PLAYERS: A) RULE BOOK: Each team must bring THIS Rule Book to EVERY game and show it to the Scorekeeper when line ups are turned in. It can be presented electronically or in hardcopy form. (A copy of this book will be sent electronically to all Managers to distribute.) 1) PENALTY will be gradual: First Offense: Loss of Home Team status, OR loss of three (3) runs if Visiting Team. Second Offense: Loss of Home Team Status AND loss of three (3) runs or six (6) runs if Visiting Team. Third Offense: Loss of Home Team Status and nine (9) runs if Visiting Team. Fourth and Final Offense: Forfeit with no refund AND MANDATORY meeting with CEC and the League Commissioner. RATIONALE: Promotes awareness for the policies and procedures of the league, and assists in the execution of fair competitive play. Assists fair determinations made by the referee. Minimizes the urgency for clarification. Removes the ability to deny notification of modified rules. *MANAGERS must sign in agreement of the rules included in this Rule Book in order to participate in the City Employees Club League. 3 B) ROSTERS: Finals rosters are due NO LATER THAN the THIRD game. C) PLAYERS (LINE UP/BATTING ORDER, SUBSTITUTIONS, PLAY OFFS/CHAMPIONSHIP): i) LINE UP: (1) Prior to each game, the manager/captain of each team will provide the opposing team/scorekeeper a legible copy of their lineup with players first and last name. The manager/captain should be able to check this list against the team s actual lineup. (2) Players should bring a valid ID to expeditiously resolve any participation eligibility protests. (3) A team may place a maximum of twelve (12) and minimum of eight (8) (minimum 3 female, maximum 6 male) players in the batting order. (4) The batting order must alternate male and female batters, and can start with either male/female. (5) A team must have at least three (3) female players to start and finish the game. (6) All players in the field (maximum of 10, minimum of 8) must appear in the line up. (7) The line up cannot be changed once the game has started, with the exception of adding late players. See Rule 8. (8) Any late player may be added to the bottom of the line up at any time. (9) If a team begins with only eight (8) or nine (9) players they may add players ONLY at the bottom of the line up. (10) Whenever a team is playing with only eight (8) or nine (9) players (minimum three (3) female), an OUT will be assigned whenever the 4 th lady in the batting order appears vacant. (11) Teams cannot play more than six (6) males defensively. ii) SUBSTITUTIONS: (1) There are no restrictions concerning field substitutions but, the batting order must remain the same. See Rule 2 and Ci7. (2) Any of the starting players may be substituted (straight sub) or replaced by the same sub and re enter ONLY once, and players MUST occupy their original positions in the line up. (3) The starting player and his substitute may not be in the line up at the same time. (4) Non starting players may only enter the game ONCE. (5) Defensive changes are unlimited provided that the game is not unduly delayed. Delay of game will be assessed by BALLS charged to the pitcher. The number of balls issued will be at the Umpire s discretion. (6) Courtesy runners will be allowed for injured players. All courtesy runners must be the last player of the same gender to have made an out unless that person is next at bat. Then, the player of the same gender who made an out prior to the last can run, and so on. COED Slow Pitch Supplemental Rules Summer d Page 3 of 6

4 iii) PLAY OFF/CHAMPIONSHIP ELIGIBILITY: (1) A player must play in a minimum of six (6) regular season games in order to be eligible to play in the playoffs/championships. (2) All managers/captains will be notified via of all players who are eligible to play in the play off/championship games. In the case that a player is prevented from playing in the playoffs due to unforeseen circumstances, a petition can be made to the league for consideration of the next player with the most games played. (3) ALL players MUST present valid picture identification with your signature, before you enter the game, regardless of popularity. (4) All decisions made based on eligibility by CEC and the League Commissioner are final. 4) THE GAME A) FORFEITS: GAME TIME IS FORFEIT TIME! Teams must be ready to play at scheduled time with a minimum of eight (8) players (3 MUST be female). i) See Section 2 FEES for Forfeiture fees. ii) Umpires can provide a grace period, however, said grace period counts toward play time. B) INNINGS: i) See 4Iv for Maximum six (6) runs per inning, including any penalties assessed. ii) Game time begins with umpire instructions to managers/captains. iii) No new inning will be started after sixty (60) minutes. iv) Seven perfect, uninterrupted innings will constitute an official game. Otherwise, five (5) innings (4½ if the home team is winning) will. v) There will be no extra inning play, during the regular season. vi) In a mercy situation, the inning/moment that will constitute a mercy will be considered the start of the Unlimited inning(s). (1) For example, if in the third inning, the visiting team has 15+ runs on the home team, the home team at bat begins the Unlimited innings for the rest of the game. (2) If at the end of the third inning, the home team has 15+ runs on the visiting team, the fourth inning begins the Unlimited innings. C) HOME/VISITING TEAMS; i) Home Team will be indicated on the games schedule. (1) If the schedule is incorrect, Home Team will be based on best record/status. ii) Home Teams MUST take the third base dugout. iii) Home/Visiting Teams MUST provide a GAME BALL. D) MERCY RULE: The game will be called, at the losing team s discretion, after 5 th inning with a lead of 15 runs or more, or if time has run out. E) PROTESTS: i) Protests can only be made by the Team Manager and can be accompanied by any written documentation. COED Slow Pitch Supplemental Rules Summer d Page 4 of 6

5 ii) Any protests MUST be submitted in writing within 2 days of the game in question, to the City Employees Club of Los Angeles and the League Commissioner, via , fax or delivery. iii) All decisions are final. F) SPECIAL CLUB MODIFICATION: i) If a team has 8 players, the opposing team MUST supply a non defensive courtesy catcher. Any defensive infielder MUST cover plays. ii) All outfielders must move behind the 160 area marked with markers and are NOT allowed within this 160 area while the courtesy belt is in effect. iii) Batters may not hit a ball OVER the right field fence on the right side of the light pole at both Shatto and Downey parks. If the batter hits the ball over aforementioned areas of these fences, the ball is dead (meaning the play stops and no runners advance), the batter is out, and the batter s team MUST replace/supply a VALID game ball. iv) MAXIMUM RUNS IN. Each team may score a maximum of six (6) runs per inning until the Unlimited inning, when each team may earn unlimited runs. v) Teams will abide by the actual/true stats and record, not by any error written on the schedule. vi) If a male batter is given three straight balls or walked when 2 outs are acquired, the female batter is given the option of a courtesy first base or to bat. (Remember, no batter is given the option of first base, if first base is not available.) G) UMPIRE: If no umpire is present within 15 minutes of the scheduled start time, s/he is considered dismissed. The teams may mutually decide upon an official from the stands or members from another team. If both teams agree, said umpire will receive all the respect due an official. i) If the contracted Umpire arrives before 30 minutes, s/he will take over the game. Please debrief the umpire and release the game to him/her. 5) EQUIPMENT: A) Tennis shoes or rubber cleats must be worn. Metal cleats are illegal in all leagues. Shoes deemed to be unsafe by the Intramural Sport Supervisor will also be prohibited. B) The Rules that apply to bats can be found in Rule 1.27 on page 10 of the Los Angeles Municipal Sports Softball Official Rule Book. i) Any batter using an illegal bat will be declared out, the team will be warned, and the bat will be removed from the field. If the bat is used again, the batter will be declared out and ejected from the game, whether it is the same player who previously used the illegal bat, or not. ii) Bats shall be made of Wood or Metal, No 100% Composite bats (handles may be composite, barrels can only contain metal). iii) Metal bats can have only one layer of metal on the barrel. (No multiwalled or exterior shell bats). iv) Outer surface of non wood bats must be metal. (No fiber wrapped bats or non metal coated bats). COED Slow Pitch Supplemental Rules Summer d Page 5 of 6

6 v) Bats cannot contain Titanium. vi) Bats must be designed for softball (no baseball or Little League bats) and cannot be tampered with or altered, including manufacturer s labeling. vii) Bats cannot exceed 1.20 BPF. viii) Please refer to the City of Los Angeles, Municipal Sports Office Banned Bat List to determine which bats can and which bats cannot be used and for additional information. Non conforming bat list can be found online at: 6) UNIFORMS: No uniforms are necessary, however numbers are strongly recommended. The City Employees of Los Angeles will supply Club patches to place on uniforms. ALL PRECEDING RULES AND REGULATIONS ARE SUBJECT TO CHANGE INTERPRETATION IS GRANTED TO THE CITY EMPLOYEES CLUB OF LOS ANGELES AND LEAGUE COMMISSIONER. A COPY OF THE MUNICIPAL SPORTS RULE IS AVAILABLE WITH THE CITY EMPLOYEES CLUB OF LOS ANGELES. ********************************************************************** I,, as manager/coach of team have received, fully agree, and will comply with the 2014 Rules and Regulations Booklet for the 2014 City Employees Club Softball League and any unwritten agreements.
