1 2018 Sampson County Parks and Recreation Developmental Baseball/Softball Local Guidelines and Rules 1:00 DIVISIONS: Tee Ball: Coach Pitch Baseball: Coach Pitch Softball: Ages 4-5 years Ages 6-8 years Ages 6-8 years 2:00 AGE REQUIREMENTS: 2:01 Tee Ball Minimum Age: Four (4) years old - players must be 4 years old prior to September 1 st of the current year. Maximum Age: Five (5) years old players cannot reach their sixth (6 th ) birthday prior to May 1 st of the current year. 2:02 Coach Pitch Baseball Minimum Age: Six (6) years old players must be 6 years old prior to May 1 st of the current year. Maximum Age: Eight (8) years old players cannot reach their ninth (9 th ) birthday prior to May 1 st of the current year. 2:03 Coach Pitch Softball Minimum Age: Six (6) years old players must be 6 years old prior to January 1 st of the current year. Maximum Age: Eight (8) years old players cannot reach their ninth (9 th ) birthday prior to January 1 st of the current year. 3:00 FIELD SIZE and TEAM SIZE: T-Ball & Coach Pitch Pitching 40 Bases: 60 8 radius circle Around pitcher s mound Team size: 12 maximum 1

2 4:00 PARTICIPATION RULES 4:01 All players shall be required to play at least (3) defensive outs and complete one (1) time at bat in each game played by his/her team. 4:02 All Bat Policy Coaches may freely substitute on defense but the batting order will not change in any league. Tee Ball - the offensive side is retired when all players have batted one time in the half inning. * Note: when three offensive players are legally put out, then the bases are cleared and the offensive teams continues to bat with the next offensive player in the lineup until all players on the roster have batted one time in the half inning. Coach Pitch - the offensive side is retired when three offensive players are legally put out, when 5 runs are scored or when all the players on the roster have batted one time in the half-inning. *Note: Batting Line Up: Only players present at the start of the game may be recorded on a team s batting line up sheet. Players who arrive after the start of the game may be added to bottom of a team s batting line up. Before the player can be added, the arrival of the player must be announced to the Plate Umpire, the Official Scorer, and the Opposing Teams Manager. That player will be scratched from the position in the lineup and the batting order will continue. If the player shows up he/she may be added to the bottom of the line in accordance to the ruling. 4:03 ALL PLAYERS PRESENT FOR THE GAME MUST PLAY - All players in good standing will play the minimum time required for their league. FAILURE TO COMPLY WILL RESULT IN A TWO (2) GAME SUSPENSION FOR THE HEAD COACH. A SECOND OFFENSE WILL RESULT IN THE REMOVAL OF THE COACH FOR THE REMAINDER OF THE SEASON. Coaches are not obligated to play an individual the minimum time under the following conditions. 1. Player late for start of game or a no-show. 2. Player with unexcused absence from practice in the week before the game. (Disciplinary meeting required). 3. Player who has been a discipline problem. (Disciplinary meeting required). 2

3 A coach who suspends a player according to rule must notify the opposing coach, field supervisor, prior to the start of the game (exception - player injured or ejected during the game). *Coaches who use the exceptions to the all play rule to gain an advantage over another team will be removed from the coaching staff. 4:04 Only Three (3) Adults (a manager, and no more than two rostered coaches) may sit on the bench with the players. The team manager will be responsible for keeping unauthorized persons out of marked bench area. 4:05 GAME PLAY Tee Ball - Teams will field 7 players on defense, with a maximum of four (4) infielders. There will be no defensive pitching position. The offensive side is retired when all players have batted one time in the half inning. * Note: when three offensive players are legally put out, then the bases are cleared and the offensive team continues to bat with the next offensive player in the lineup until all players on the roster have batted one time in the half inning. Tee Ball one coach is allowed on the field during a team s defensive half of an inning to serve as the first baseman if needed. Coach Pitch Baseball - Teams will field nine (9) players on defense including catcher, four (4) infielders and four (4) outfielders. The pitcher position will not be a defensive position, only used to pitch by the opposing coach and to call time. If a team does not have 9 players, the game will continue with any amount of players. Coach Pitch - one coach is allowed on the field during a team s defensive half of an inning. Coach Pitch Softball - Teams will field nine (9) players on defense including catcher, four (4) infielders and four (4) outfielders. The pitcher position will not be a defensive position, only used to pitch by the opposing coach and to call time. If a team does not have 9 players, the game will continue with any amount of players. Coach Pitch - one coach is allowed on the field during a team s defensive half of an inning. 4:06 Tee Ball, Coach Pitch Baseball and Coach Pitch Softball - All games shall be (5) innings or 1 hour of play. No new innings will begin after the 45-minute mark. A designated volunteer/official will keep the official time on the field. 4:07 A player who is bleeding, or has an open wound, or has an excessive amount of blood on his or her uniform, must leave the game and may not return prior to the first opportunity for such player to re-enter. If there is an excessive amount of blood on the uniform, it must be changed before the player can re-enter. 3

4 4:08 Game Scores and League Standings 4:09 Hitting Rules a) Scores will not be kept for Tee ball. b) Runs will be kept for Coach Pitch Baseball and Softball. c) NO league standings will be kept for Tee ball, Coach Pitch Baseball or Coach Pitch Softball. T-Ball - Five (5) swings allowed per batter (batter will be out after the 5 th swing). Coaches will be allowed to pitch 3 pitches to players. If the coach feels that a child cannot hit a pitched ball, the player will be allowed to continue to hit off the tee. After three (3) pitches, the tee will be brought back out and the player will continue to attempt to put the ball in play with his/her two remaining swings. Coach Pitch Baseball and Softball - Five (5) pitches or three (3) swinging strikes allowed per batter. Foul balls will not count toward strike count, but they do count towards total pitch count. However, if the 5 th pitch is foul, the batter will continue to bat until the ball is put in play or a strike. Umpire s decisions are final. Coach Pitch Baseball and Softball - A batted ball, which hits the coach pitcher or pitching machine, is immediately ruled dead. a) Coach Pitch - batter replays pitch from last point in pitch count. Runners return to bases last occupied. Note: It will be up to the official to determine if a player intentionally throws a bat. 4:06 Pitching Rules 4:07 Base Running a) The pitch must be delivered without an arch. b) The pitcher may stand anywhere inside of the pitching circle, but must start with both feet on or inside the circle. c) The pitch for baseball will be delivered with an overhand throw. The pitch for softball will be delivered with an underhand throw. Tee Ball, Coach Pitch Baseball and Softball - No Stealing allowed. Runners may not leave base until the bat has touched the ball. Tee Ball, Coach Pitch Baseball and Softball play becomes dead when a defensive player holds the ball up and calls time in the infield or throws the ball to the pitcher inside the circle. If a player is running towards a base when time is called the runner will go to the base he/she is closest to. 4

5 5:00 EQUIPMENT The Recreation Department will provide game/practice balls, catchers equipment, batting helmets, a team bat, and game uniforms for each team. Bats may not exceed 33 in length and the bat barrel ma not exceed 2 ¼ in diameter. Only 2 ¼ non-wood bats marked BPF 1.15 will be allowed. Wood 2 ¼ barrel bats are allowed. All batters are required to wear batting helmets. a) Coach Pitch helmets are required to have faceguards attached. Each player will furnish their own pants, socks and shoes. Shoes must be tennis shoes or rubber molded cleats. Screw-in, metal, or steel cleats are not allowed. All equipment worn by players must conform to local or official baseball rules. All equipment will be purchased by the Recreation Department. No coach or parent has the authority to obligate the team, league, or Sampson County Parks and Recreation Department. 5:01 Interference Rule Coach Pitch Baseball and Softball - any coach who intentionally interferes with a player-pitcher fielding a ball in play, will be penalized as follows. Penalty: If the umpire declares interference on the coach-pitcher, the batter is called out and all runners return to the base they occupied at the time the batter took position in the batter box. 6:00 PRACTICE 6:01 Coaches are expected to closely observe their players at all times to be certain that the players do not become overly fatigued. 6:02 Coaches shall refrain from using exercises that may be harmful to the player s physical welfare. 6:03 Practices will be limited to maximum 2 hours in length (when and where time permits). 6:04 Teams cannot practice more than 3 times per week. 6:05 If the League is notified that a coach is in violation of a league policy, the coach will be notified and the violation will be investigated by the league board. 5

6 6:06 Penalty for violation: 1 game suspension of the head coach. 7:00 COMPLAINTS / INELIGIBLE PLAYERS 7:01 Complaints concerning officials, supervisors & other aspects of the youth program can be made in writing at any time after a game has been played. Please contact the field supervisor for a comment form. 8:00 POSTPONED GAMES/INCLEMENT WEATHER 8:01 In case of inclement weather, coaches and parents should call the following number after 4:00pm for a decision as to whether or not the game will be played: Sampson County Parks and Recreation If no cancellation is listed, teams must report to the field and wait for the officials or field supervisor s decision. 8:02 Prior to the start of the game, the field supervisor or Recreation Department staff on duty will have sole authority to postpone or play the game. After the game begins, the officiating crew chief will have the sole authority to postpone or play the game. 8:03 Make-up and unfinished games with less than 30 minutes may be rescheduled by the Recreation Department at the earliest convenient opportunity. 9:00 ROSTERS AND REGISTRATION REQUIREMENTS 9:01 No player will be allowed to participate in a game or practice without a signed registration form and a birth certificate submitted for review by the Recreation Department. 10:00 COACHES AND CONDUCT 10:01 ALL COACHES, TRAINERS/MANAGERS MUST ANNUALLY COMPLETE A COACHES VOLUNTEER APPLICATION TO BE ELIGIBLE TO COACH. VOLUNTEERS ARE SUBJECT TO ANNUAL BACKGROUND CHECKS. THIS FORM IS TO BE TURNED IN BEFORE THE SEASON STARTS. INDIVIDUALS REFUSING TO COMPLETE THIS FORM OR TO BE CHECKED, AUTOMATICALLY FORFEIT THEIR COACHING ELIGIBILITY. 10:02 All coaches must understand and agree to carry out the duties, responsibilities, and policies as established by Little League Inc. and the Sampson County Parks and Recreation Department. 6

7 10:03 Coaches, volunteers and spectators must set good examples of sportsmanship. Unsportsmanlike behavior such as but not limited to taunting, verbal abuse and/or arguing will not be tolerated. 10:04 Each coach should have a set of team rules that he/she expects the players and parents to follow. These rules should cover items such as practice schedule, attendance policy, disciplinary actions, providing refreshments, whom to call in case of rain, etc. Coaches must use discretion and good judgment if they feel it is necessary to suspend a player for violation of team policy. 10:05 No alcoholic beverages are allowed on school or recreation property. This includes athletic fields. This is a STATE LAW. If necessary, proper legal action will be taken to enforce this rule. NO TOBACCO PRODUCTS - SMOKING, CHEWING, DIPPING, ETC...ARE ALLOWED ON THE PRACTICE OR PLAYING FIELD. 10:06 A coach, player, or spectator with the presence of alcohol on their breath will be asked to leave the recreation area. 10:07 Any coach, player, volunteer, or spectator who is ejected from a game will be suspended for the remainder of that game and the next scheduled game and will not eligible to be an All-Stars coach. The suspension could be longer depending upon the severity of the infraction. Players guilty of a second offense during the same season shall result in a suspension for the remainder of the season and become ineligible for All Stars. 10:08 If a coach, player, volunteer, or spectator is ejected from the game, they shall leave the facility immediately and take no further part in the game. Managers and coaches may not sit in the stands or remain in the facility. 10:09 Any coach who is ejected from a game will be suspended for the remainder of that game and the next scheduled game and will not eligible to be an All-Stars coach. Coaches guilty of a second offense during the same season shall be suspended for the remainder of the season. 11:00 POST SEASON PLAY 11:00 Tee Ball and Coach Pitch Softball - There will be NO post season play. 11:01 Coach Pitch Baseball - All-Star team(s) will be selected in accordance to the selection policy. 7
