4 RULES THE PLAYING FIELD Games will be played at David R. Romero Community Park, 1317 Parsley Blvd. o Romero Park is west of the Youth Activity & Community Center, open space next to large pavilion. o Should games need to be moved to a different location, teams will be notified the Monday before their game(s), or in the event Monday has past, as soon as possible. Field of play will equal the dimensions of a standard softball field. o Bases: 60 or 20 paces apart o Home plate to Second base: /4 or 28 paces o Pitching mound to Home plate: /8 or 14 paces Cones are to be placed on the OUTSIDE corner of each base. EQUIPMENT Field equipment will be provided. This will consist of a 10-inch kickball, bases and cones. SUPERVISORS/OFFICIALS Games will be officiated by a supervisor/referee who will be scheduled and provided by the Cheyenne Recreation Division. The supervisor/referee has jurisdiction over the play and may penalize a player, including game ejection, for unsportsmanlike conduct. PARTICIPANTS The Recreation Division reserves the right to suspend any player at any time for unsportsmanlike conduct, violation of any rules, for failure to pay appropriate dues or for being disruptive, without any refunds. Any team wishing to suspend any member for just reasons must do so on their own and provide the Recreation Division a written reason as to why, with no refunds. At the discretion of Recreation Division, any member suspended may not be allowed to participate in any future Recreation Division leagues and/or events. TEAMS Each team must consist of a minimum of seven (7) players and no more than twenty (20). A team may not play more than ten (10) players at a time in the field (four (4) outfielders). Each team is required to have at least four (4) women on the field in each inning (if more than seven (7) players). Every player present is required to play at least one (1) inning in the field and have at least one (1) kick. If a team does not have the required minimum number of female players in the lineup, then the team must forfeit. If a team cannot field at least seven (7) players (minimum of three (3) females), they automatically forfeit. Each team shall have a team representative(s) who is charged with: o Making sure that only players registered on their team are participating on their behalf in a game. o Assure that their players kick in the same order throughout the game (if necessary, teams can exchange kicking lineups prior to the game). o Disputing a call on the field. o Making sure everyone on their team understands the rules. o Turning in the game results to the appropriate person. o Staying in contact with the Recreation Division and attending all required league meetings. o Communicating any changes in regards to scheduling or rules with his/her team. o Ensuring that everyone on his/her team is eligible to play. o Signing the scorecard at the end of each game. Any team that forfeits three (3) or more games will be removed from the remaining schedule and not be allowed to participate in any playoff situations. No refunds will be given and a team dropped by the league may, at the discretion of the Recreation Division, not be allowed to rejoin the next season. Matching team shirts/jerseys are not required, but are encouraged. REGULATION GAME
5 Game time is forfeit time. A regulation game shall consist of 7 innings or a running 45-minute clock. o At the end of time, the last completed inning will constitute a complete game. If time expires in the middle of an inning, the inning will be competed, unless the Home team is in the lead (bottom half of inning is excluded). Home and Away teams will be determined by the league director prior to the game starting. The away team will always kick first. The game will be called in the event of uncooperative weather. The rules for game cancellation are defined by the parks in which games are played. The Recreation Division will attempt to reschedule any canceled game(s). If a game is called due to weather, and less than four (4) complete innings have been played, the game is canceled and will be rescheduled (and replayed starting at 0-0, top of the 1st). If more than four (4) full innings have been played, the final score will be the score at the end of the last complete inning. SPORTSMANSHIP Players should have no intentional or unwelcome physical contact with any/all players and/or spectators. Doing so will be considered unsportsmanlike conduct and will be at the discretion of the supervisor/referee to issue warnings or eject offending players. A player must make the supervisor/referee aware if he or she feels any contact was unwarranted. Any talk that is cruel, racially motivated, hateful, or a personal attack on another player is not allowed. Threats of physical violence are in no way allowed. The team captain shall assure that their players act appropriately. Due to Cheyenne regulations, consumption of alcohol and/or drugs on a field is strictly prohibited. If a person is under the influence of alcohol and/or drugs and comes to the field, that person s team immediately forfeits that day s game and may, at the discretion of the League Director, be removed from the league. PITCHING/CATCHING The pitcher must plant their foot on the pitching strip as they wind-up to pitch. No running up to the strip to launch a pitch. Pitches must be underhanded. Any side-arm or over-hand pitches will be considered a ball at the discretion of the supervisor/referee. A strike is considered anything on-top-of the plate or within one (1) foot of the plate. The ball may not be more than six (6) inches off the ground as it crosses the plate (bouncy-style pitch). This is at the discretion of the supervisor/referee. The pitcher must stay behind the pitching strip until the ball is kicked. Failure to do so results in a ball. All infielders must stay behind the imaginary line stretching from designated cones lined on the field until the ball is kicked. The cones will be approximately thirty (30) feet from home plate. Failure to do so results in a ball. The catcher must field behind home plate before the ball is kicked. The catcher shall not interfere with the kicker in any way. Failure to abide by this rule results in a ball. KICKING All kicks must be made by the foot. Any lower leg contact while attempting to kick the ball will be considered a kick regardless of where it strikes the leg or foot. All kicks must occur at or behind home plate. Both feet must be on or behind home plate at the time the ball is kicked. If one or more feet are in front of home plate at the time the ball is kicked, it is a foul and the kick is called back (if such a kick is caught on the fly, it is an out). A kick must remain within bounds until it crosses past first or third base. Bunting is not allowed. A bunt is defined as a kick that does not travel past the thirty (30) foot line/markers and remain in fair territory. Any kick that does not travel past the thirty (30) foot line/markers will result in a foul. RUNNING
6 Runners must stay within the baseline (three (3) feet on either side of a direct line from base-to-base). Fielders must stay out of the baseline unless they are attempting to tag a runner out or catch the ball. Fielders trying to make an out on a base may have their foot on base, but must lean out of the baseline. Runners unfairly hindered by any fielder within the baseline shall be safe at the base to which they were running. Neither leading off base, nor stealing a base is allowed. A runner may only move off his/her base after the ball has been kicked and you can t pass the runner in front of you. These are outs. Hitting a runner with the ball above shoulder level is not allowed. Any runner hit above the shoulders (neck or head) is safe and advances one base. o Exception: If the runner intentionally uses his head to block the ball. The runner is out. Sliding is permitted into any base and runners are able to avoid a throw-out as long as they remain within the baseline. If a kicked ball is caught on the fly, runners must tag to their originating base (on or after the moment the ball is first touched by a fielder) before running to the next base. There is no infield fly rule. Only one base on an overthrow is allowed to the runner. If there is an overthrow at second base, then this rule does not apply because the ball is still in play. The one base is not automatic and the runner must take the risk of being thrown out. The one base is only available before the play ends. STRIKES A strike is considered anything on-top-of the plate or within one (1) foot of the plate. This is at the discretion of the supervisor/referee. BALLS A ball is: o A pitch outside the strike zone. o The catcher playing next to or in front of the kicker before the ball is kicked. o Any player crossing the line from the defense that runs from the designated cones on the field. o Three (3) balls will get you to first base FOULS A foul is: o A kick landing out of bounds. The foul is determined by where the ball lands not how it travels to get there. Remember that if such a kick is caught on the fly, it is an out. o A kick landing inbounds, but traveling out-of-bounds on its own before reaching first or third base. (Any ball touched by an inbounds fielder is automatically in play). o A ball that is tipped while being kicked but continues to travel behind the kicker; but if such a kick is caught on the fly, it is an out. o A kicker touching (or kicking) the ball twice while on or behind home plate (i.e., in foul territory); but if such a kick is caught on the fly it is an out. o Any foul that hits a tree or other outside object is a dead ball and is not eligible to be caught for an out. OUTS An out is: o A count of three strikes. o A count of three fouls. o A runner touched by the ball at any time while not on base (unless a head shot). o Any kicked ball (fair or foul) that is caught before it hits the ground. o A ball tag on a base to which a runner is forced to run. o Kicking out of order. o A runner leading off the base or stealing. o A count of three outs completes the team s half of the inning. BALL IN PLAY Once the pitcher has the ball in control and is within five (5) feet of the pitching strip, the play ends.
7 BYLAWS INTRODUCTION The City of Cheyenne Co-Ed Kickball League is organized, administered and supervised by the Cheyenne Recreation Division. Any questions as to policies, rules or regulations should be referred to the Recreation Division at The primary objectives of the league are fun and enjoyment. Good sportsmanship will be required of all league participants. Individuals and teams that register for this league accept as a condition of participation the following bylaws and code of conduct they are subject to disciplinary actions and/or fines as outlined therein. League administrators will render any necessary decisions regarding situations that may develop which are either not addressed, or only partially addressed in the league rules, code, and bylaws. Games will be played under the Cheyenne Recreation Division Co-Ed Kickball League Rules for 2018, and as amended by league bylaws and code of conduct. REGISTRATION INFORMATION Team entry fees will be $ per team ($ per team if registered after May 25). NOTE: Only one (1) check for sponsor and team fees will be accepted. (One check from sponsor and one (1) check for team fees from Team Representative and/or all cash is acceptable as well. No bulk individual checks/cash for fees will be accepted. No refunds will be given for dropped players. No refunds will be allowed after the registration deadline). Teams must have all fees paid by the end of the second week of the season or teams will forfeit games (no refund) until all fees are paid. Team representatives are ultimately responsible for all fees associated with play in the league. All player fees must be paid at time of registration. Team fees must be paid as well, unless a letter of sponsorship accompanies registration form. Teams with sponsors who wish to be billed for payment must make arrangements with the League Director prior to registering to avoid a late fee. Checks are to be made payable to City Treasurer. Holding of checks will not be allowed. There will be a $10.00 fee for any of the following adjustments to the rosters after June 11, 2018; adding a player, deleting a player, or substituting players. Must be approved by League Director Teams must be available to play Monday and Wednesday evenings. Teams may be scheduled to play on certain nights, but not on all nights. Rescheduling of weekday games will not be possible unless the cancellation is due to the Recreation Division. We cannot guarantee any team s requests to play or not to play on certain nights. We will try to accommodate these requests if the schedule allows. League play will begin the first full week of June 2018 and may run through August with a possibility of running longer due to cancellations. Number of games is dependent on the number of teams. League entry fee covers the regular season but DOES NOT cover team health or liability insurance. All players who participate in the Cheyenne Recreation Division Co-Ed Kickball League waive and release for all times, all rights, and claims for damages they may have against the City of Cheyenne, the supervisor/referee, and the Cheyenne Recreation Division, for any and all injuries suffered by themselves as a result of participating in the Cheyenne Recreation Division Co-Ed Kickball League. NO ONE under the age of 18. A player may participate on only ONE TEAM. ELIGIBILITY TEAM REPRESENTATIVE RESPONSIBILITY Each team shall have a team representative(s) who is charged with: o Making sure that only players registered on their team are participating on their behalf in a game. o Disputing a call on the court and remaining professional at all times. o Making sure everyone on their team understands the rules, and bylaws. o Staying in contact with CLSD and attending all required league meetings. o Communicating any changes in regards to scheduling or rules with his/her team. o Ensuring that everyone on his/her team is eligible to play. o Making sure the bench only has their players, sponsors and scorekeepers on it.
8 o Signing the scorecard at the end of each game. Team Representative s must notify the Recreation Division as soon as possible of any make-up concerns their team may have. If there is any conflict which may affect a team s ability to play either a weekday make-up or weekend make-up, call the Recreation Division as soon as you know about the conflict. After the make-up schedule is started, NO changes will be made. We will do our best to work our make-up schedule around your schedule, but you must notify us prior to the making of the schedule. New players must be called into the Recreation Division to be added to the roster and must pay a player fee before participating in any game. Only the team representatives are allowed to call the Recreation Division to request a player to be added to their roster or to get player passes. Any player can remove PROTESTS All protests will be handled by a protest committee made up of Departmental personnel. o Supervisor/referee(s) protests must be filed at the Recreation Division within two working days of the protested game. The Recreation Division is open Monday through Friday from 8:00am-5:00pm. o All protests will be screened by the Recreation Division supervisor/referee(s) to verify validity of protest. o A $50.00 (CASH) bond is required to be deposited with the Recreation Division at the time the protest is filed. o If the protest is considered valid, the Protest Committee shall render its decision within two working days of the filing of the protest, and the $50.00 bond will be returned. If the protest is not considered valid, the Protest Committee shall render its decision within two working days of the filing of the protest and the $50.00 bond will be forfeited. Player eligibility must be protested before the end of the game in question. Evaluations of supervisor/referee(s) may be made by Team Representative(s). Evaluation forms are available upon request from the supervisor/referee at the field and must be returned to the Recreation Division. The League Director will review the evaluation of the supervisor/referee(s) and will give a written response to the evaluation. A copy of such response will be mailed to the team representative(s). Supervisor/referee(s) may not call and play in the same league division, the exception being if they are the only supervisor/referee(s) available to call the game. Forfeits will result if a team refuses to play a game because of this rule. AWARDS A trophy will be awarded to the league champion. FORFEITS AND DISQUALIFICATIONS Game time is forfeit time. Teams must be on time for their games as scheduled. *Any team forfeiting an entire game will be fined $50.00*. The fine must be paid, in cash, or credit card by the next scheduled game or the offending team will not be allowed to play and will be penalized with another forfeit. This fee may be avoided by notifying the Recreation Division, at , by 1:00pm on the day of the game your team needs to forfeit. A forfeited game shall result in the favor of the team not at fault. Supervisor/referee(s) will not be required to officiate any forfeited game. Teams may agree to a scrimmage with the understanding that the game will be called 20 minutes prior to the next scheduled game time. Dodgeball supervisor/referee(s) have the authority to terminate any such game at their discretion. If a team forfeits two games without good reason, that team MAY be dismissed from league play. If you are having trouble getting enough players, please call the Recreation Division so additional players can be added to your roster and your games will not be forfeited. Teams will be allowed to add approved player s to keep from forfeiting a game even if it s the last game of the season. Games passes will also be available to use the day of a team s game(s). Players, coaches, and spectators are expected to control their tempers. Any coach or player given one flagrant foul is out of the game and must leave the premises.
9 o A flagrant foul may be personal or technical. A flagrant foul may involve violent or savage conduct. A flagrant foul is always unsportsmanlike, and may or may not be intentional. A flagrant foul always leads to suspension from play for that game. Examples follow: Violent or savage contact such as striking with the fist or elbow, kicking or kneeing, undercutting an opponent in the air, or any other act that could cause injury to an opponent. Extreme or abusive conduct such as extreme disrespect in addressing or contacting an supervisor/referee(s) including gestures, displaying extreme disrespect such as making degrading or critical remarks about or to an opponent, or excessive vulgarity, such as the use of profanity, whether or not directed to someone. Fines must be paid before players will be allowed to participate. Players with unpaid ejection fines will not be allowed to be placed on a roster in any Cheyenne Recreation Division League until that fine has been paid in full (cash or credit card only). Any coach or player receiving two (2) unsportsmanlike fouls (technical) in one game will be ejected from the game. Any coach or player who is ejected from a game by a supervisor/referee(s) must leave the gym within one minute. If the ejected player fails to leave the area, the game will be declared a forfeit, and player will be eliminated from the league for at least the remainder of the season. If the player returns to the field he/she will be dismissed from the league for the remainder of the season. DO NOT RETURN TO THE PARK FOR ANY REASON. Any coach or player suspended from games is not allowed to be in attendance for games during the length of the suspension. Any coach or player who is ejected from two (2) league games due to unsportsmanlike or flagrant (technical or personal) foul shall be dismissed from the league for at least the remainder of the current season, with possible probation for additional leagues. Two (2) ejections within one (1) game from one (1) team will result in a forfeit against that team. If this rule is violated a second time, that team will be ejected from the league for at least the remainder of the season. League directors reserve the right to extend any dismissal into the following season or permanently. GENERAL INFORMATION Friends, Spouses, and children are all encouraged to come watch the game. If you do bring children to the park, you must have another adult available to provide immediate supervision while the game is being played. o FIRST OFFENSE: The non-offending team will be awarded one (1) additional player. o SECOND OFFENSE: A team offending this policy a second time in one (1) game will forfeit the game. NO smoking at the facility. Violation of these rules may result in team suspension from league play. NO alcoholic beverages will be allowed at games. Players, Team Representatives, and Spectators are requested to refrain from drinking alcoholic beverages before or during the game. Anyone violating this rule will be suspended for at least the remainder of the season and their team will immediately forfeit that day s game(s). They may, at the discretion of the League Director, be removed from the league. People take their families to watch these games. Help control the swearing in the stands and on the player s bench. Teams should control both their players and spectators.
