1 (Majr 11 and 12-year lds) Majr Baseball 11 and 12-year lds GENERAL: This year the kids will make the transitin t the next phase f yuth baseball, a game almst identical t adult, Majr League baseball. Nw that the kids have had the pprtunity t master the basic skills f baseball, it is time t intrduce mre advanced skills: taking leads, pitching frm the stretch, balks and passed balls. The gal this year is t intrduce these new skills in a staggered, measured fashin, cntinue t refine the basic skills intrduced in previus years, further increase their levels f awareness and respnsibility within the game by again expanding the range f ptential utcmes n the field and wrk n the intricate and subtle strategic maneuvers that make baseball the unique game f thinking, preparedness, and teamwrk that it is. NOTE: The Majr League Rulebk is always in effect, unless superseded by a league mdificatin in these rules FIELD: The field dimensins fr Majr League cnsist f bases 70 feet apart. The pitcher plays n a 10-ft in diameter pitching mund. The pitching rubber is 48 feet frm Hme Plate. The hme team is respnsible fr preparing the field fr each game. This includes setting the bases, lining and raking the field, ding any general tidying up needed and making all decisins n field cnditins due t weather. EQUIPMENT: Unifrm shirts and hats are prvided by the league, with the kids able t keep bth. Kids must prvide their wn pants, which must be the standard issue black baseball pants with n stripes. Bats, helmets and catcher's equipment are prvided in equipment bags issued t the managers. Balls will be prvided t the managers. STEEL-SPIKED SHOES ARE NOT PERMITTED. NO BIG BARREL (2 ¾) BATS PERMITTED! 2 ¼ IS MAX BARREL SIZE! PLAYERS: With teams f ten and eleven players, ne r tw must sit ut every inning in the field. Sitting ut must be talent-neutral, everyne shuld sit ut equally ver a game r tw and the rtatin cycle must cntinue accrdingly. When at-bat, the entire lineup bats, regardless f wh is in the field. When players are missing, a minimum f eight is required t have a regulatin game. CALLUPS: N call-up may play any mre innings in the infield, r in ttal than any regular player n the team, and must bat last in the lineup, unless smene shws up later. Pitching the call-up is prhibited. Managers must adhere t the IFPAA Handbk plicy regarding call-ups. GAME: Games shuld nt run int the next time perid. N inning may start later than fifteen minutes prir t the start f the next game. The inning being played at that pint may be played in its entirety. A game halted during play fr weather r time limit reasns will be cnsidered cmplete if the lsing team has batted at least fur innings. Games called befre this pint can be rescheduled with the agreement f bth managers. NOTE: During the playffs, n weather r time limits will be in effect. All games must be played t their lgical cnclusin. 1

2 (Majr 11 and 12-year lds) RAIN OUTS: If game is called early, umpires must be ntified at least 30 minutes prir t the start f the game. If the game is called after the umpires arrive at the field they will be paid full fee fr the game. LIGHTNING: The fficial IFPAA rule n lightning is: If an umpire sees any lightning (blt r flash) at any distance, play must be immediately stpped and all players must leave the field. Play may nly resume after fifteen cnsecutive minutes free frm lightning. The umpire will keep the fficial time. WARM-UP TIMES: Fr first games f the day, the visiting team will have the field 30 t 15 minutes prir t game time, and the hme team gets it frm 15 minutes until game time. The team nt n the field will have pririty in the batting cage. Fr all ther games, 5 minutes will be allwed per team, time permitting. If time is shrt, managers will split available pre-game time fr warm-ups. BATTING: Intentinal Walks are PROHIBITED. There is nthing wrng with pitching carefully t a batter, but nthing bvius shuld ever ccur in these kinds f situatins. On the third strike - batter is ut. The catcher must catch the ball. If the catcher drps the ball n a third strike the catcher must either tag the batter/runner, r thrw t first base t achieve the ut, unless there are less than tw uts and first base is ccupied. Slug-bunting (als knwn by ther names) is PROHIBITED fr safety reasns. This is defined as squaring arund t bunt and then stepping back and swinging away. BATTING ORDER: The full lineup always bats. BAT THROWING: Batter will be called ut and the ball is dead if he thrws the bat. There are n warnings. Runners will return t their psitins at the time f the pitch. BASERUNNING: Lead ffs and stealing is permitted. A direct steal f hme is nt permitted, except in the case f a passed ball. The frward mmentum f the base runner at third base must cme t a cmplete stp nce the ball has left the pitcher's hand until it passes the batter. If runner frm 3rd des nt stp upn release f the pitch, umpire may declare dead ball and runner must return t 3rd. Umpires als have discretin t halt the afrementined play in prgress when the safety f a base runner frm 3rd is in jepardy. Players are required t slide int all bases (except 1st) in rder t avid cntact. All slides are t be made feet first, with the exceptin f returning t a base, such as in a rundwn. AVOID CONTACT RULE: Runner must make an attempt t avid cntact at any base if a play is being made r he is ut. It is nt a MUST SLIDE rule, but sliding is recmmended. 2

3 (Majr 11 and 12-year lds) PITCHING: Pitchers MUST adhere t the fllwing rest requirements: 66 r mre pitches pitcher is required t rest 4 calendar days befre pitching again 51 t 65 pitches pitcher is required t rest 3 calendar days befre pitching again 36 t 50 pitches pitcher is required t rest 2 calendar days befre pitching again 21 t 35 pitches pitcher is required t rest 1 calendar day befre pitching again 20 r less pitches pitcher requires n days rest and may pitch again the next day Fr the year lds, a maximum pitch cunt f 85 pitches will be bserved. If the pitcher reaches their maximum pitch cunt limit in the middle f a batter, he may cntinue until the batter reaches base r is put ut. Nte: A pitcher wh delivers 41 r mre pitches in a game cannt play the psitin f catcher fr the remainder f that day. Tw innings must be pitched by players frm 11 yr ld age grup per game. The hme team must fulfill this cmmitment prir t cmpletin f the 5 th inning. BALK: If a balk r illegal pitch is called by the umpire, it will be a ball. The ffensive team has the ptin f waiving the illegal pitch call if it is t their advantage. UMPIRING: We will have paid umpires frm the assciatin. There shuld never be an argument with the Umpire, his wrd stands. If there is a legitimate disagreement ver a play with everyne cncerned, including the Umpire, it shuld be discussed in a mature manner. Judgment calls CANNOT be disputed r discussed. A rules questin can be discussed by the MANAGER asking fr "time" and speaking with the umpire wh made the call. The Manager is the nly adult wh may discuss a play with an umpire. Rudeness r prfanities will nt be tlerated. We d nt want t set such examples fr the kids. BE REASONABLE. 3
