2 2 GENERAL POLICIES AND RULES FOR RECREATIONAL PLAY: NO metal cleats shall be wrn by any player in the CAB recreatinal league EXCEPT IN THE 13/14U LEAGUE. All scheduled games will be played as scheduled at the venue they are scheduled at unless the games are canceled by the Crinth Parks and Recreatin Department r CAB due t adverse weather cnditins. Caches are NOT permitted t cancel games under any circumstances. Scheduled games that are canceled by either the Crinth Parks and Recreatin Department r CAB can nly be rescheduled by apprval f the CAB Executive Cmmittee. The screbards at Crinth Cmmunity Park are the prperty t the Crinth Parks and Recreatin Department. The CAB des nt emply anyne t perate the screbards t keep the fficial scre. Anyne perating the screbard is nt keeping an fficial scre n behalf f CAB. The fficial scre is t be kept by the Hme Team's Screkeeper in all age grups frm 6U and abve. Please be cnsiderate that the screbards are mst ften perated by children wh can easily be intimidated by well-meaning fans wh are trying t insure that the prper scre is kept. Fr the enjyment f ur spectatrs and players, lud nise makers, public address systems, r ther distracting nuisances are nt allwed at Crinth Cmmunity Park. Alchlic beverages are strictly prhibited at any CAB-sanctined event. Smking is NOT permitted anywhere inside the park grunds. Caches, players and spectatrs are expected t be respectful f the fields and place their trash in the prper receptacles. After each game, each team is requested t clean the dugut. ABSOLUTELY NO FOUL LANGUAGE WILL BE PERMITTED INSIDE THE PARK GROUNDS. THERE IS NO MANDATORY SLIDE RULE IN CORINTH AREA BASEBALL. Runners are never required t slide, but if a runner elects t slide, the slide must be a legal slide. Legal slides are further defined in USSSA rules. As determined by the umpires, players may be ejected frm a game fr malicius cntact. This cntact can be further explained if the runner uses their elbw r arm t interfere with the catcher r the runner tries t run the catcher ver. Malicius cntact may als be used against a fielder. The hme team will keep the fficial scre during the game. Shuld there be any questin during the game by an umpire regarding scring (including but nt limited t batting rders, ball/strike cunts, uts r runs scred); the hme team screbk will always prevail. Umpires will maintain the fficial game time. And, the fficial game time will begin at the caches/umpires meeting which will help keep the games running n time. Any team with at least eight (8) players may begin and /r finish a game withut frfeit. The ninth batter will nt result in an ut unless that player was ejected frm the game. Players arriving late r after their riginally scheduled slt in the batting rder will be placed at the end f the batting rder withut penalty. Teams will nt be required t take an ut fr players departing the game early fr any reasn ther than ejectin. If a player is ejected frm a game, the team will be required t take an ut fr that player s psitin in the batting rder. N infield will be taken by any team prir t the game. This includes pitching frm the mund prir t the hme team taking the field befre the start f the game. All catchers will be required t wear a catcher s mitt as defined in the MLB handbk. Left handed catchers shuld be granted the ability t catch withut a catcher s mitt if the league des nt have ne available. Caches with left handed catchers shuld query the league fr usage f left handed mitts. Any base runner stealing hme n a swinging strike is ut at the time the bat is swung. If this ccurs, the cach f the team at bat will be immediately ejected frm the game. A bunt is nt a swinging strike. If a base runner is called ut fr attempting t steal hme under this rule, the ball is dead when the bat is swung. Please use cautin when running the player at third base in a bases-laded, tw ut, 3-2 cunt. All caches n the field are required t remain in dugut, with exceptin f the turf right utside the dugut, with the exceptin f Blast Ball and the 5U/6U leagues. All ther caches 2

3 3 must remain in the dugut. Cach s badge must be visible, either n clip r lanyard while serving in the active duties as a cach. Caches nt wearing prper identificatin will be remved frm playing field, despite familiarity f the cach. Curtesy runners will be allwed in 7U thrugh 13/14U age levels fr the catcher and pitcher (as lng as there are tw uts in the inning) r in the event f injury r illness (regardless f the number f uts in the inning). The curtesy runner will always be the player wh made the last batted ut f the inning. The batter is required t keep ne ft in the batter s bx at all times in rder t speed up play. Additinally, the caches (nt the umpires) are required t ensure the prper USSSA sanctined bats are being used during each game. This is a majr safety cncern and vilatins f this rule will be addressed as needed. Usage f the batting cages is given first pririty t teams that are playing. Teams that are practicing must ensure the teams that are playing are n lnger using the batting cage. Games are cnsidered fficial and cmplete after: All innings are cmpleted within the legal time, r Time expired and all innings cmpleted (tie), r Time expired with innings remaining and hme is ahead Games interrupted due t inclement weather r field cnditins: 05U thrugh 11/12U age grups are cnsidered cmpleted if 2 ½ innings are played and the hme team is ahead 13/14U age grup is cnsidered cmpleted if 3 1/2 innings are played and the hme team is ahead Incmplete games be scheduled at the discretin f the Crinth Area Baseball based n agreeable dates, times and field space PLAYER AGE GROUP DETERMINATION: Unless apprved by a CAB Officer Directr (President, Vice President, Cmmissiner, Treasurer, and Secretary) r the City f Crinth, all players will play within their age grup as utlined under USSSA rules. Age Waiver Request frms and Play-Up frms are available n the CAB webpage. Only dcumented mental and/r physical disabilities will be cnsidered fr a player t play with a yunger age grup. Sibling situatins are always cnsidered, but under n circumstance may a player play mre than ne (1) age grup abve his/her wn. Spring 2014 Player Age Divisin Breakdwn: Please see the City f Crinth Recreatin Department fr the age requirements fr recreatinal play. TEAM FORMATION FOR BLASTBALL AND 5U & 6U TEEBALL: Players will be gruped by the birth date guidelines f USSSA. Depending n the number f players registered, we will attempt t make all divisins age pure. Head Caches will have his/her wn child n their team. Head Caches may request the child f n mre than ne (1) Assistant Cach. Siblings will be placed n same team, unless therwise requested by the parent(s). Althugh parents may nt request a Cach t play fr, parents may request a Cach NOT t play fr as needed. That request is included n the dwnladable player registratin frm n the CAB webpage. Parents may request t have their child play with ne (1) nn-sibling. Bth players must request each ther and yu may NOT request a cach s child. Example: If Billy requests Chris, but Chris requests Sam and Sam requests Chris, then Sam and Chris will be placed n the same team. Once we meet the abve guidelines, we will try and place the remaining players n teams where the players will attend the same elementary schl, based n hme address. We will d ur best t balance rsters with players returning t CAB and players new 3

4 4 t CAB. Team rsters will nt have mre than 12 players. TEAM FORMATION FOR 7U-14U: We will nt accept cmplete team rsters int the recreatinal league. CAB teams may nt keep their entire rster intact frm ne seasn t the next. Head Caches may Prtect n mre than six (6) ttal players, including children f the caches, frm their CAB recreatinal rsters f the previus twelve (12) mnths. Head Caches may Prtect any player frm their Spring r Fall recreatinal rsters. All players must attend the recreatinal player skill evaluatins, aka tryuts. Fllwing the recreatinal tryuts, caches will draft players t their teams. Players and parents will NOT be present at the team draft. Team rsters will nt have mre than 12 players, and caches will keep pitch cunts during games. GUEST PLAYERS: Guest players may be used if a team is prjected t have eight (8) r fewer players in attendance. Prir t the game where guest players will be used, the prper CAB paperwrk must be cmpleted and submitted t the league. Guest players may nt be used if a team has nine (9) players in attendance. Guest players must bat at the end f the batting rder and may nt pitch in games 9U and lder. Guest players may nly play in the utfield defensively. Any guest player must be playing in the recreatinal CAB league during that seasn (e.g., if the game in which the guest player is in the spring, then the guest player must be playing n a spring CAB team). Guest players must be frm the same age grup as their hst team and can be members f a select team rster. The cach f the hst team must have a cpy f the medical release frm fr the guest player r parent/legal guardian f the guest player present. GAME SCHEDULES: Spring Seasn will be 12 Games. Fall Seasn will be 10 Games. Each team will play every team in the divisin ne time. After every team has played, the age divisin will be divided int tw leagues; Natinal & American. The divisin f the league will be up t the League Cmmissiner and Age Cmmissiner, with the ultimate gal f keeping the last games cmpetitive. EQUIPMENT: Teams will be respnsible fr the replacement f any CAB-issued equipment that is damaged r lst while in pssessin f the team. All batters are required t wear apprved helmets as sn as they exit the dugut. All batters are required t use USSSA apprved bats (please see fr up t date specificatins and regulatins). Offensive players may nt remve their helmet until they have re-entered the dugut. Any child serving as a Bat By must wear a batter s helmet after exiting the dugut. A maximum f tw (2) bat bys will be allwed in the dugut area. Caches will be respnsible fr ensuring the dugut area is safe and nly CAB apprved (backgrund checked) caches will be allwed in the dugut. Catchers are required* t wear: Helmet with facemask -- helmet must include ear flaps. chest prtectr shin guards 4

5 5 prtective athletic supprter (* = This includes any time a catcher is warming-up a pitcher t include utside f the fenced area r during the middle f an inning.) SPORTSMANSHIP: All players, caches and spectatrs will cnduct themselves prperly and with respect fr all thers at Crinth Cmmunity Park. Caches are expected t ensure the parents are shwing sprtsmanship during the games failure t cntrl the cnduct f the parents, caches will be subject t ejectin frm the game by umpire and/r CAB fficial. A cde f cnduct frm will be signed by ALL caches befre each seasn begins in CAB. All players, caches and spectatrs will abide by the rules f Crinth Cmmunity Park at all times while n the premises. Again, caches are expected t help keep games calm and shw respect t members f the umpire crew. Prfanity, assault (whether verbal r physical) r any ther abuse f any persn by anther at any CAB-sanctined event is strictly prhibited. The Crinth Plice will be immediately summned shuld any player, caches r spectatrs becme invlved in a fight. A duly elected member f CAB Bard may eject any spectatr that is exhibiting disruptive behavir. An ejected spectatr must leave the park immediately. In the case f a parent wh is ejected, must leave the field immediately and wait fr the end f the game at their car in the parking lt. The CAB Bard reserves the right fr the Sprtsmanship Cmmittee t review instances in which players, caches r spectatrs engage in activity that is deemed as negative fr the league and may require disciplinary actin t include ptential remval frm CAB. TOURNAMENT OR SELECT PLAYERS PLAYING IN THE RECREATIONAL LEAGUE: Turnament and Select players (AA) are welcme t play in CAB recreatinal league, assuming they fllw USSSA rules and play in the prper recreatinal age/skill divisin. N USSSA AAA r Majrs divisin (r equivalent) players are permitted t participate in CAB recreatinal leagues r events. EJECTIONS: Any player, cach r spectatr ejected frm a game must leave the field immediately, including the immediate vicinity f the field n which the game is being played. Any ejected party may have n impact n the game frm that pint frward. Shuld a cach r player be ejected frm a game, this als carries an autmatic negame suspensin. The determinatin date f the ne-game suspensin will be served at the discretin f CAB Sprtsmanship Cmmittee. Additinal discipline may be applied as determined by CAB Sprtsmanship Cmmittee. Players may be ejected fr deliberately attempting t injure anther player thrugh rugh play (previusly defined as malicius) r deliberately thrwing equipment. These decisins will be made by the umpires at their sle discretin. CANCELLATION OF GAMES/ INCLEMENT WEATHER POLICY: In its sle discretin, CAB r the City f Crinth may cancel games fr the fllwing reasns: WEATHER / ILLNESS (MAJOR OUTBREAK) / APPROVED SCHOOL FUNCTIONS (MUST HAVE 48 HOUR NOTICE) / UMPIRE SAFETY ISSUES. CAB will attempt, subject t field availability, t reschedule all games lst due t cancellatin. 5

6 6 Depending n when cancellatins ccur, there may nt be enugh time in the seasn t reschedule cancelled games. CAB will attempt t reschedule games, but cannt guarantee that rescheduled game times r dates will be cnvenient fr caches and team members. The "fficial" determinatin f game cancellatin based n field cnditins will be made in the fllwing line f successin (based n availability) by ne r tw (in cnsultatin if pssible) f the City f Crinth r CAB Bard Members: President, Directr f Umpires, Vice President and League Cmmissiner. One r tw f these members shall make themselves available fr cnsultatin, (by phne if nt in attendance) t any duly elected Bard Member t render the "fficial" determinatin regarding game cancellatins. Please nte that if field cnditins are deemed acceptable fr play fr the reasns nted abve, while rain is falling at the time f the start r the game, the game will be started and the respnsibility fr determining whether field cnditins are safe fr play will be transferred t the game umpires. Saturday games which are suspended in prcess due t weather will nt be cmpleted that day if the delay ends after the scheduled time has expired fr thse games. If the delay ends after the time alltted fr the game which was suspended, the next game t start will be the game that has the start time clsest t the end f the delay. Delayed games will be cnsidered cmplete if the games meet the fllwing criteria fr a cmplete game; 1) 5U thrugh 11/12U age grups are cnsidered cmpleted if 2 1/2 innings are played and the hme team is ahead. 2) 13/14U age grup are cnsidered cmpleted if 3 1/2 innings are played and the hme team is ahead. 3) Incmplete games will be scheduled at the discretin f CAB based n available dates, times and field space. The hme team's screkeeper will be respnsible fr asking the Umpire fr the time remaining and fr nting it n the fficial screbk t determine hw much time is remaining, the number f uts and the runners n base shuld the suspended game be allwed t be cmpleted at a later date. Week night games which are suspended due t weather will be suspended with the remaining time nted by the hme screkeeper and the teams will wait fr up t an hur until either the umpires determine the field is safe t play. Play will nly resume, prvided there is nt a game scheduled after the delayed game n that field. Call the City f Crinth Rain-Out Line at (940) r check fr updated field playability infrmatin. When inclement weather ccurs prir t r after games have cmmenced CAB will attempt t update the Rain-Out Line and the CAB Web site as rapidly as pssible. If rain is in the frecast n the day r evening f a scheduled game, please check bth frms f cmmunicatin as ften as pssible t determine the status f yur game prir t leaving fr the fields. Fur (4) utfielders must be used if ten (10) r mre players are present at the game. If a team has less than ten (10) players present, they will play with the number they have. The utfield will be cnsidered the grass prtin f the utfield. Any ball hit must pass the grass cut ut in frnt f hme plate t be cnsidered in play. On verthrws, players may prceed t the next base nly at their wn risk. N mre than three (3) scheduled activities per week, e.g., if tw games are scheduled fr a team, that team may nly have ne practice. Each team must fill the catcher psitin with a player. N adult catchers will be allwed. Play stps when the ball crsses the base path frm thrw-ins frm the utfield. Play stppage is called by the umpire and is nt subject t appeal. The batter is ut after failing t hit a fair ball after six (6) swings. It is the cach s ptin t give the batter 3 pitches prir t taking 3 swings n the tee. A batter will be called ut upn the third swinging strike r six pitches, whichever ccurs first. Hwever, unlimited curtesy fuls will be allwed after the 6 th pitch. Game length is 1:15 r six (6) innings, whichever cmes first. N inning will be started after the time limit is reached. The next inning begins as sn as the hme team makes the final ut in the previus inning. The mercy rule fr the 7U/8U divisin is: 15 run lead after the 4th inning. 10 run lead after the 5th inning. If the hme team is leading by the mercy rule run amunt ging int the bttm half f the inning, the game is ver. N mre than five (5) runs per inning. 8

9 9 The defensive player in the pitcher psitin will take his psitin t the left r right f the cach pitcher and must keep ne ft in the dirt prtin f the mund until the ball is hit. The defensive player may nt be psitined in frnt f r behind the cach pitcher. The cach pitcher: Must pitch frm the pitching rubber and keep ne ft in cntact with the rubber until the ball is thrwn. Can pitch frm a standing psitin and/r a kneeling psitin. The cach pitcher may nt cach the players at any time while perfrming his cach pitcher respnsibilities, including caching f the player at bat and caching while play is in prgress. The cach pitcher must leave the field f play immediately after the ball is batted. The cach pitcher must remain in ful territry n either the first base r third base side until the play is ver. The cach pitcher may nt be behind the plate in ful territry. A batted ball that: Strikes the cach pitcher is a dead ball and is treated as a ful ball and a pitch fr the batter. Hits the cach pitcher and is the final allwed pitch t the batter, the batter is ut. Is in fair territry des nt need t reach the cut ut grass prtin. A thrwn ball hitting the cach pitcher anywhere n the field (whether in fair r ful territry) results in a call f interference and the batter will be ut. If the batter has already been put ut, anther ut may be awarded t the defensive team at the umpire s discretin. If the cach pitcher interferes with the fielding r thrwing f a ball in fair r ful territry, interference will be called and the batter will be ut. If the batter has already been put ut, anther ut may be awarded t the defensive team at the umpire s discretin. A pitch hitting a batter by the cach pitcher: Is treated as a pitch and first base is nt awarded The final pitch, the batter is ut. Age grup pitching rules: 45 maximum pitches per pitcher per day (age times 5): pitcher can pitch in multiple games befre limit is reached in single day (i.e. 24 pitches in game ne and 21 pitches in game tw). Pitcher can finish current batter if maximum pitch cunt is reached 10

Tight bases ( n leading ff ) will be played during all games. Base runners may leave the base they ccupy nce the pitch has crssed the plate. Running n a drpped third strike is nt permitted. Runners may advance ne base nly at their wn risk n any passed ball. If the catcher attempts t thrw ut a runner n a passed ball, the runner may nt advance past the base t which he was attempting t steal. Game scres are recrded by the winning cach. CAB will nw be able t track the number f innings pitched based n infrmatin calculated by the umpires.
