1 CENTRAL CHESTERFIELD LITTLE LEAGUE White Sheet Rules & Points of Emphasis ALL LEVELS - LOCAL LEAGUE RULES Home Team is responsible for keeping the s official score book and that score keeper shall be positioned in the scorers' box behind the backstop. The official score book will be used by the umpire, as necessary, to maintain order during the. 2. Game clock starts at scheduled start time and no new inning will start 5 minutes prior to the scheduled end time unless required to complete a regulation. (Example: Majors start at 6:00 p.m. and have 1 hour and 45 minutes, no innings will start after 7:40 p.m.) The chief umpire shall keep the official time. Games will start on time even if there is only one umpire. 3. CCLL will not allow slash bunting at any level. Slash bunting is considered to be a safety hazard and any player violating this rule will be called out. Repeated actions will be governed by Rules 4.07 and CCLL has adopted free substitution and batting the roster shall apply to all levels. Therefore, no player shall sit more than 1 consecutive inning. (Rule 4.04) 5. ALL PLAYERS Triple A and below MUST sit once before any players sits for the second time. The ONLY players this does not apply to are the STARTING pitcher and STARTING catcher. This only applies to regular season s and NOT playoffs. 6. Manager and coaches shall not leave the dugout or position on field during a without permission from the chief umpire. This rule does not apply to the T-Ball. 7. Avoid Contact Rule: Runners must slide or attempt to avoid contact with a defender if the defender is waiting with the ball to make the tag. The runner may leap but is out only if the runner makes contact with the defender. If a fielder is blocking the base without the ball and no play is being made, then the fielder is guilty of obstruction (Rule 7.06). This rule is a judgment call and is not subject to objections or appeals. (Rule 7.08) 8. The offensive team may have two adult base coaches in the appropriate positions. However, one adult MUST remain in the dugout at all times. A player (with a helmet) may be used as a base coach. 9. Once the drop dead time limit has been reached, the will revert back to the score at the conclusion of the last fully completed inning. The will be stopped at the drop dead time regardless of the situation. 1

3 Rookie (Ages 4-5) LOCAL LEAGUE RULES 1. Each player shall have 3 thrown pitches to them. If they do not put the ball in play a tee will be introduced unless the 3rd pitch was a foul. They will have 3 attempts to put the ball in play from the tee. If after the 3rd attempt, the ball is not hit in fair territory, the batter is out. 2. When a ball is hit to a defensive fielder and the fielder has possession of the ball, all runners must stop at the base they are approaching. 3. Coaches may be used as umpires. 4. Coaches and or managers may be allowed in the outfield on defense. 5. A half-inning shall end with 3 outs or when all players have batted, whichever comes first. 6. Any ball fielded by the pitcher MUST be THROWN to the appropriate base for an out to be recorded. If the pitcher RUNS to ANY base with the baseball to record an out, the coach/umpire will call the runners SAFE and no OUT will be recorded, unless it is a natural baseball play. (Example: If the pitcher makes a play on a ball that is near a baseline and tags out the runner, the result is an out or makes a play on the ball near a base and steps on the base.) 7. A minimum of ten players shall be on the field defensively unless the manager chooses to play all players. Additional players added will be placed in the outfield. Outfield players must be behind the grass line of the infield until ball is batted. 3
4 Single A (Ages 6-7) LOCAL LEAGUE RULES 1. An inning ends with 3 outs or when 5 runs are scored, whichever comes first. 2. Player will get 3 pitches from pitching machine. Player will then hit off the Tee for 2 swings if unsuccessful hitting from the machine. The batter will be called out if they do not put the ball into play after two swings from the Tee. 3. Pitcher (player) stands with one foot on the bottom of the mound either to the right or left side of the machine pitching. The pitcher (player) is not allowed to stand to the front of the mound. 4. No base on balls or hit batters are allowed from the machine 5. Any ball fielded by the pitcher MUST be THROWN to the appropriate base for an out to be recorded. If the pitcher RUNS to ANY base with the baseball to record an out, the umpire will call the runners SAFE and no OUT will be recorded. Unless it is a natural baseball play. THIS IS A UMPIRE JUDGEMENT CALL (Example: If the pitcher makes a play on a ball that is near a base or baseline and tags the runner or steps on the base, the result is an out.) 6. Defensively 10 players on the field/four outfielders. 7. A maximum of 2 defensive coaches are allowed on the field, standing in the outfield grass. 8. When the ball is touched by a defensive coach on the field, the ball is dead and all base runners advance one base. 9. On a batted ball fielded in the infield, runners may advance at their own risk. In the event of an overthrow made on the first putout attempt, runners may advance an additional base at their own risk. No subsequent play or attempted play by any defensive player renews the ability of the base runners to advance, unless the ball is thrown out of play. For the purposes of this rule, the infield shall be defined as the entire dirt portion of the playing field, not just the area enclosed by the base paths. 10. On a batted ball fielded in the outfield, runners may advance at their own risk. Once the ball arrives to the infield dirt, all runners STOP. NO ADVANCING from any base already touched whether an infielder has the ball or not. In the event a player does attempt to advance they may be put out by the defense. If they reach the next base successfully, they will be returned to the base previously obtained upon play being stopped. No subsequent play or attempted play by any defensive player renews the ability of the base runners to advance, unless the ball is thrown out of play. For the purposes of this rule, infield shall be defined as the entire dirt portion of the playing field, not just the area enclosed by the base paths. 11. Maximum 4 coaches in the dugout. One coach must remain in the dugout at all times. 12. Each batter and runner must wear a helmet. Face Shields are not required. However, if the league issued helmet has a face shield, the face shield may not be taken off. 4
5 Double A (Ages 7-8) LOCAL LEAGUE RULES 1. An inning ends with 3 outs or when 5 runs are scored, whichever comes first. 2. Machine will be used for the first three innings of the. Players will pitch for all remaining innings of the. For the Championship only, the machine will be used for the first four innings of the. Players will pitch all remaining innings of the. 3. Players may not pitch in consecutive s. This rule is for regular season play only. Pitching rules as defined in the LLI rule book will be used during the playoffs. 4. Managers must keep a pitch count log sheet for all pitchers during both the regular season and playoffs. 5. Batters will get 5 pitches or 3 swings when facing the pitching machine. 6. During Machine Pitch, the pitcher (player) stands with one foot on the bottom of the mound either to the right or left side of the machine. The player is not allowed to stand to the front of the mound. 7. Batter will not be able to take base when hit by a pitch from the Machine. 8. When the ball is touched by a defensive coach on the field, the ball is dead and all base runners advance one base. 9. Any ball fielded by the pitcher MUST be THROWN to the appropriate base for an out to be recorded. If the pitcher RUNS to ANY base with the baseball to record an out, the umpire will call the runners SAFE and no OUT will be recorded, unless it is a natural baseball play. THIS IS A UMPIRE JUDGEMENT CALL (Example: If the pitcher makes a play on a ball that is near a baseline and tags the runner, the result is an out.) 10. The batter may not advance to second base on a walk. 11. BASE STEALING IS NOT ALLOWED AT THIS LEVEL. 12. On a batted ball fielded in the outfield, runners may advance at their own risk. Once an infielder has possession of ball in the infield, if a base runner has already left their base to advance they are not permitted to advance beyond the base to which they are currently advancing. No subsequent play or attempted play by any defensive player renews the ability of the base runners to advance, unless the ball is thrown out of play. For the purposes of this rule, infield shall be defined as he entire dirt portion of the playing field, not just the area enclosed by the base paths. 13. A maximum of 4 coaches may be in the dugout. One coach must remain in the dugout at all times. 5
6 Triple A (Ages 9-10) LOCAL LEAGUE RULES 1. An inning ends with 3 outs or when 5 runs are scored, whichever comes first. 2. A base runner may steal one base at a time. In an attempt to throw the runner out, should the throw from the catcher be missed or thrown into the outfield, the runner can advance as far as third base. 3. The batter may not advance to second base on a walk unless the ball is overthrown to the pitcher Major (Ages 10-11) LOCAL LEAGUE RULES 1. During the regular season, an inning will end after 3 outs or when 5 runs are scored, whichever comes first. During the playoffs, the run limit does not apply and inning will end after 3 outs. 2. Regular season s must reach the completion of a regulation. During the playoffs, the will end in accordance with the time limit established in ALL LEVELS rule 20 above and minimum innings will not apply. INTERMEDIATE (Ages 12-13), JUNIOR (Ages 13-14) & SENIOR (Ages 14-16) LEVEL LOCAL LEAGUE RULES 1. At the Intermediate and Junior levels ONLY an inning ends with 3 outs or when 5 runs are scored, whichever comes first. This applies to regular season only. 2. At the Intermediate level only there will be ONE BALK WARNING given per pitcher. 6
