1 Methuen Youth Baseball 2014 Methuen Youth Baseball Home Rules Major League Ages: Majors: Introduction: These rules are meant to provide further guidance and reflect the spirit of the league. This league, while competitive, remains instructional in nature and as such, the league encourages and will implement rules to ensure that forfeits are minimized and that the games are decided by the players on the field of play. Forfeits should NOT be planned for! The League will accept forfeits ONLY as a last resort. Forfeits mean that a breakdown in communication has occurred somewhere along the line. While we cannot fix every scenario we will attempt to ensure that games are decided by the players not coaches and a reading of the rules to its finest points. Coaches MUST recognize that they are there for guidance and establishing the foundation of COOPERATION, EDUCATION and GUIDANCE. The players AND parents look to you. If you are out-of-bounds, your players and your parents will be out-of-bounds. Not every circumstance can be anticipated. Under certain conditions, the VP of the League, in coordination with the President, may implement adjustments to rules to deal with unforeseen circumstances. These Home Rules are a living document that will be modified as coaches identify gaps and new circumstances arise. Page 1 of 9
2 Section 1: Player Rules 1 General 1.1. The local league rules identified are adopted with the intent of maximizing every players involvement, enjoyment and contribution in each game, without regard to age or ability. 2. Rosters 2.1 A team will have 1 Manager and a maximum of 3 coaches Only 4 Adults (managers/coaches) are allowed in the dugouts during games. Teams can have additional CORI d assistants, but during games not more than 3 adults may be in the bench area. 2.2 Due to availability of players, the league shall set the amount of players to be carried on a team prior to the draft. Unless modified by the president of the league, this number shall be At any time during the season, if a team drops below 11 on the roster, the coach must promote another player from the minor leagues. Playing Time 3.1 All team members (who are not being disciplined) are to play at least three defensive innings per game. The innings do not need to be consecutive, nor do coaches need to follow starter/substitute rules. In the playoffs the minimum defensive playing time drops to two innings. 3.2 All team members must play at least one inning in the outfield. For the avoidance of doubt, one inning consists of three consecutive outs in the same half inning. This rule applies to the regular season only, not the playoffs. 3.3 Free substitution is allowed. 3.4 A continuous batting order will be used and managers may reset the order each game. 4. Pitching Restrictions Pitchers under the age of 11 are limited to 75 pitches per game. Pitchers aged 11 and over are limited to 85 pitches per game. 3 4.1 If a pitcher reaches his or her maximum pitch per game limit while facing a batter they may finish pitching to the batter. 4.2 Each team is required to record pitch count and at the conclusion of every half inning each team will confirm their tally with the other team. In the event there is a difference in the pitch count the count recorded will defer to the home team s. Pitch counts must be recorded on the game summary sheet. 4.3 Playoffs: Pitching rest rules continue from the regular season through the playoffs. Therefore, if a pitcher has pitched in a game toward the end of the regular season, that pitcher is not eligible to pitch in the playoffs until he/she has satisfied the required days of rest as stipulated above. 4.4 Games where an ineligible pitcher pitches may be considered a forfeit. The League Director(s) will review all games where an ineligible pitcher is used and implement any necessary corrective actions If it is rectified and a score change occurs, the League Director, VP and President may agree to keep the results intact It is up to the coaches to request such a review If the game is protested, the parties will look to see if the managers did everything in their power to correct the problem during the game Each coach is responsible to ensure that the game is decided by the kids. Should it be determined that coaches were aware, or should have been aware, of the ineligible pitcher on either side the ruling will be in favor of completing the game from where the mistake is made and should have been corrected Regardless, the Manager of a team using an ineligible pitcher may be suspended for up to (2) games as a corrective action. 4.5 If a game is determined to be no game, due to weather or other circumstances, the pitching eligibility reverts to the same as it was prior to the beginning of the no game situation. 4.6 The quick pitch is an illegal pitch The umpire may request removal of a pitcher if more than one quick pitch is done per game and the umpire believes it is a potential safety issue. 4.7 At the end of each game, the managers shall record the pitching statistics and it should be reported under the comment field on the web site so that all pitchers and their innings are accounted for and made visible to all other coaches 4.8 A pitcher hitting 3 batters in an inning or 5 batters in a game must be removed from pitching and cannot return as a pitcher during that game. The player may remain in the game in another position; however, if said player is moved to an outfield position for the remainder of the inning, that does not constitute an outfield inning for that player as defined in Section Pitchers throwing more than 40 pitches in a game and / or pitching more than 3 innings may not re-enter the game as a catcher Catchers who catch more than 3 innings may not re-enter the game as a pitcher Intentional Walks are NOT allowed in this division. This is in-town baseball. Players should be taught the skill to pitch around a batter if necessary without the use of an intentional walk. 5. Borrowing players 5.1 In order to avoid a game forfeit the league prefers that teams borrow players from the Minors division. Our goal is to never have a forfeit. Coaches are responsible for Page 3 of 9
4 proactively working with the League Director, league VP or President to ensure there are no forfeits. 5.2 Borrowed players do not follow the same rules. They must play outfield for the game and they must bat last. 5.3 During the Regular Season if a team is unable to borrow from the Minors Division the team may play with 8 players, and borrow a right fielder from the other team while in the field. For playoffs, each team must have at least 9 players. Any team with less than 9 players will forfeit that playoff game. For this reason, we allow borrowing from the Minors Division. 5.4 A players primary responsibility is to games for their team and their division. 5.5 A player which is borrowed: Cannot pitch Must bat last Must play outfield 5.6 The team that borrows a player must inform their opponent of this prior to the start of the game. 5.7 Borrowed Minor League players must be approved by both the Minor League and Major League Directors prior to being able to play in any game (regular season or playoff). Section 2: Game Rules 1. Game Times / Length 1.1. Games are expected to be no longer than 2 hours. This is NOT a LIMITATION, only an EXPECTATION used by coaches to guide the speed of play The time limit rules are waived for the playoffs Games can be extended for another 1 hour (at the discretion of the umpire) if there is no game scheduled to follow and enough light is available to continue play. Both coaches can petition the umpire to end (regular season) or suspend (playoffs) the game, should they agree that conditions do not warrant the continuation of the game at that time Games must start on time. If a team cannot field 9 players within 15 minutes of the posted start time, they are allowed to start the game with 8 players, providing that the opposing team is able to provide them with a player to be used as a right fielder, during the defensive half of the inning. Any team with less than 8 players at the start of the game will forfeit that game When a field is scheduled for another game, for the game in progress, no new full inning can begin 10 minutes prior to the scheduled start time of the next game. Example: With a game scheduled for 7:00 PM on the field they are playing on, a game in progress may not start a new inning after 6:50. Results of that game are final Umpires will be responsible for implementing this rule and cannot be questioned There is a 10 run Mercy Rule. This applies when one team is ahead of the other by 10 runs or more and the losing team has batted in the fourth inning. If at any point in time that one team is up by 10 or more, the game ends as long as the losing team has batted within that inning The 10 run does not apply in the playoffs. Page 4 of 9
5 1.7. Games in progress during rainouts or called due to darkness are official after the losing team has batted in the fourth inning. If a game is rained out or called due to darkness after the fourth inning but that inning is not complete, the score reverts to the score after the last full inning completed. 2. Advancing Runners 2.1 Balks do not cause the advancement of the runner. However, umpires and coaches are encouraged to bring balks to the pitchers attention. 2.2 The batter becomes a runner when the third strike called by an umpire is not caught, providing (1) first base is unoccupied or (2) first base is occupied with two outs. 3. Safety 3.1 When a player is hurt play will stop IMMEDIATELY. The player will then be attended to by the Manager and/or Coach. The umpire should keep all other players away from the injured player. Parents should remain in the stands unless summoned by the Team Manager. NOTE: When play is resumed, the umpire(s) will decide if any base advancement is warranted. 3.2 All batters and runners must wear helmets. Catchers also must wear helmet/mask with billy goat (no skull caps) and cup. There is no on-deck batter allowed. The only player with a bat is the batter. 3.3 All players not active during any given point in the game, must remain in their dugout (their bench area behind the fence). No on deck hitters are allowed on the field while ball is in play. 3.4 Slashing is not allowed. A player may not square to bunt, pull back the bat, and then take a full swing. Penalty the batter is out, dead ball and no runners may advance. 3.5 Any player warming up a pitcher must wear a catcher s mask with throat guard. 3.6 Bat Weight Restriction: A bat may not exceed 33 in length and the barrel may not exceed 2 ¼ Little League/Cal Ripken bats must be stamped with approved for Little League or Cal Ripken and be printed with a BPF for a 1.15 or less If not BPF is printed then the bat may be a drop 10 or less (-9 is ok, -11 is not) Any player found using an illegal bat during an at-bat will result in that player being ruled out and the team manager is warned If it is found prior to an actual hit it may be replaced and the batter may continue his at-bat If a player using an illegal bat gets a hit and the bat is determined to be illegal prior to the next at-bat being completed, that player will be ruled out and removed from the base paths (runners must return to previous positions) If a player is found to have used an illegal bat beyond the completion of the next player s at-bat, as a method of penalty, the next time that player comes up he will be ruled an out If no benefit is derived from the illegal bat it is simply removed from the game with a warning to the coach A second infraction by that team will result in a forfeit. 6 4. Base Runners 4.1 Players must slide to avoid collision. 4.2 Players are not allowed to barrel into any player to dislodge the ball. 4.3 Players MUST slide at home where there is a play at the plate. If the catcher has the ball, the base runner must slide. If there is no reasonable defensive play at the plate, the player may run through the base. If, in the judgment of the umpire, the runner did not slide to avoid the collision at home plate on a close play, the runner may be called out. 4.4 Although not recommended, sliding into first base is allowed. Players should be taught and encouraged to run through First Base. 5. Pinch Runner 5.1 Only one pinch runner per inning is allowed. 5.2 A player may be removed for a pinch runner, but that player may be pitch run for only once per game Exception: Coaches are expected to act in the best interest of the kids. If there is a player who is injured and this is made known, then it is expected that the coaches will act on the player s behalf and allow a pinch runner. 5.3 Catcher: In addition to any other pinch runner, coaches may elect to pinch run for the player scheduled to catch in the next half inning; however, rule overrides this rule. 5.4 The pinch runner must be the player who recorded the previous out, regardless of the inning. Section 3: General Rules 1. Umpiring 1.1 Only the manager may question an umpire s call in regards to a rule. Judgment calls cannot be questioned. 1.2 There is a zero tolerance policy towards making comments to the umpire. All comments and concerns are to be addressed to the Umpire Coordinator, Division Director or League Vice President. 1.3 Any manager or coach ejected from a game will receive an automatic one game suspension. The board reserves the right to take any further disciplinary action it may deem appropriate. 2. Administration 2.1 The home team will be assigned the third base dugout. 2.2 Rainouts are determined by the League (President / VP) after an evaluation of field conditions. If games are cancelled, a message is left on the League telephone number If the coaches involved need to cancel/reschedule a game; a call must be made to the League Director and Scheduler. 2.3 Bench area: Spectators, friends and family must be kept away from the bench area during games. 7 2.3.2 The bench should be kept orderly during games (no climbing on fences, water fights, or other activities should be stopped) Each coach must ensure that the bench area is clean after each game. 2.4 Players are not allowed to taunt any player from the other team. This includes chants that are intended (or even unintended if they coincide directly with pitches, swings or attempts to field) to disrupt the other teams pitcher or batter. 2.5 Lightning; it is the responsibility of all (including umpires, coaches and parents) to report lightning observed to the coaches and umpire. It is the umpire s obligation to suspend the game and coaches and parent responsibilities to guide players and spectators off of the field to safe locations Coaches and spectators should not continue the game after lightning has been observed assuming that the umpire has deemed it safe. Coaches should call time and bring the situation to the umpire s attention In the event of suspension for lightning the game cannot be restarted until 20 minutes after the last lightning has been observed. Games should not be immediately cancelled because of a brief thunder storm. Many storms are of short duration, and result in acceptable weather, once they pass through. More sustained storms will result in postponements or game terminations, depending on the score and number of innings played. 2.6 Bases should be obtained and placed on the field by the Home team prior to the game. Bases should be picked up and returned by the Visiting team after the game has ended. After the game has ended, both coaches (Home and Visitor) are responsible for ensuring the field has been raked and all trash has been removed from the dugouts. Specific attention should be placed on ensuring the holes in the batter s box and pitcher s mound have been filled and packed in. 2.7 The regular season MUST be concluded in time so that ALL playoffs may be completed PRIOR to District Play If, for whatever reason, this cannot be done within the planned format. Then modifications to the format will be made so playoffs conclude prior to District play. 2.8 Should playoffs be scheduled, the order will be determined as follows: Wins are two points. Ties are one point. The web site will maintain the standings and this will be the sole source of records. If a team is missing games on the site on the date of the pre-communicated pairings, the SITE will be used regardless of missing information In the event of a tie: Head to Head record will be used If tied, record against teams IN FRONT of them (better winning records) will be used If tied, a coin flip will be used AT NO TIME, will total runs be used (either scored or scored against). 2.9 Trophies are awarded to the team that wins the championship round of the playoffs and the runner-up All teams qualify for the playoffs, regardless of regular season record. Regular season record is used to determine the seeding for the playoffs, but coaches are encouraged to emphasize skill development over winning, during the regular season. Page 7 of 9
8 2.11 The board reserves the right to modify the format of the playoffs, if necessary (e.g. chronic bad weather.) However, in those cases, all teams would still be included in the playoffs. 3. Conduct 3.1 If, in the Umpire s judgment, a batter intentionally throws a bat or helmet, that player will be called out, the ball is immediately dead, any runners if advanced must return to their previously occupied base and the player will be removed from the game. Fielders can also be ejected for intentionally throwing his glove or for other overt displays of temper or poor sportsmanship. 3.2 The Umpire is authorized to eject any participant for actions intended to injure, using profane, abusive or threatening language, or other overtly unsportsmanlike actions during a game. 3.3 Any player, manager, or coach ejected from a game has to leave the field of play immediately. 3.4 Any player, manager, or coach ejected from a game will be subject to a one (1) game suspension that must be served during the next scheduled game. 3.5 The Discipline Director will review all behavior issues by coaches, parents and players and may, at its discretion, alter the punishment. If it is to be less severe, it must be approved by the Board. If it is more severe, they have the authority, on behalf of the Board, to make this decision. 3.6 A suspended player must show up at team's next game in uniform and sit on the bench. If they fail to show up or fails to be in uniform, they must show up for the next game in uniform and sit on the bench. Procedure continues. 3.7 Suspensions with extenuating circumstances. The league reserves the right to extend a suspension based on the nature and intent of the action. Said suspensions will be determined by the league Discipline Director. 3.8 There is an appeal process for suspensions. Suspensions maybe appealed through the (by phone call or in writing) Discipline Director. All suspensions will be reviewed by the division director, vice president, league president and umpire-in-chief. Appeals must be made known to a league official (Discipline Director, League president, League VP, Division director) within 24 hours of the incident. Time maybe a factor if there is a game the day after the incident. Answers to appeals will be made before the next game. 4. Playoffs 4.1 During play-off competition, all games shall be played in their entirety. (Six innings or more) regardless of any interruption or run advantage. 4.2 All teams make the playoffs. 4.3 Depending on the number of teams in the league, the format and number of teams with a bye is determined. 4.4 Format: The preferred system for determining the American and National League Conference champions is a round-robin double elimination tournament A 2 game elimination series is played based on rankings For each round robin playoff game, the higher seed shall be home team In the final round robin round the winner of the Winners Bracket is home For the if necessary game a coin flip will determine home team. 9 4.1.6 If, for whatever reason, this cannot be completed prior to District Play then playoffs will be reduced to a single elimination tournament. 4.5 The format for the league championship round will be a best 2 out of 3 game series The three games are always considered to be played over a 4-day span. Games 1 and 2 are back to back on days 1 and 2. Day 3 is an off day and game 3 will be played on day 4. This schedule will be followed regardless of how many days it takes to play the games If this cannot be completed prior to District Play, then it will either be eliminated or will be modified to a single winner-take-all game. 4.6 The board reserves the right to modify the format of the playoffs, if necessary (e.g. chronic bad weather). However, in those cases, all teams would still be included in the playoffs. 4.7 Players are not eligible for the playoffs unless they have participated in at least half of the regular season games. If the player was unable to due to injury this must be approved by the VP of Cal Ripken and/or the President of the league. 5. Any rules not mentioned above will default to the National Babe Ruth/Cal Ripken Rule Book. Page 9 of 9
