1 WATERTOWN PARK AND REC DEPARTMENT SUMMER SOFTBALL SPECIAL NOTES TO PLAYERS AND MANAGERS The Park and Recreation Department feels the following important items should be brought to your attention prior to the opening of the season: DRINKING & SMOKING: These practices are prohibited on the playing field or bench areas. Players arriving noticeably drunk will not be allowed to participate. During the course of a team's game, its players should remain in the area of the field or bench throughout this duration. Players are not allowed to leave the bench area for the purpose of smoking or drinking. Offenders will be warned, then ejected. BAT RESTRICTIONS: The Amateur Softball Association of America ( has identified a number of bats that have failed to meet their bat testing standards. These bats are listed on their website. These non-approved bats will not be allowed for use in the Watertown Softball Leagues. A current listing of these bats is attached to the rules. Enforcement: A player discovered using a banned bat will be called out and runners will return to the bases they had reached prior to said at bat. This player will also be ejected from the game and suspended from his/her next scheduled game in all the leagues he/she is participating in. A second ejection results in suspension from play for the remainder of the season. Two Strikes in All Leagues: Batters in all leagues will receive two strikes of any kind to be ruled out. NEW BASE DISTANCE: In accordance with the ASA rules, base distances will move from 65 feet to 70 feet this year for all leagues. CONDUCT: All players and spectators are asked to conduct themselves in such a manner so as to promote a family type atmosphere in the park system. DOGS AT RIVERSIDE PARK: The department would like to remind you that dogs are not allowed at any park per city ordinance. The only exceptions are Boomer Street Dog Park and the dog trail at Brandt/Quirk Park. RAINED OUT GAMES: In the event of rain, the department will make a decision on the status of games by 3:30 pm. Players and managers may call to receive recorded information regarding these games. Updates on status of games will be on our facebook page, by and group text (be sure to register your cell phone number and cell carrier with the department). Rained out games will be played at the conclusion of the regular season. Please note, that rain outs may not be made up on your regular scheduled night. *LINE-UPS: A full line-up must be given to the scorekeeper 10 minutes prior to the scheduled starting time of the game, including the last names of all players. BAT BOYS: To avert accidents, only one youngster is allowed on a team's bench during the game, and he or she should be at least 10 years old. GLASS BEVERAGE BOTTLES: These are not allowed in any of the city's parks. Violators are subject to a fine. SPEED UP PLAY: In an effort to be courteous to teams playing later games, we ask that all players hustle on and off the field between innings and do whatever they can to avoid delays in the game. FOR SAFETY S SAKE: Please refrain from soft toss, batting practice or any on-field, between field, or offfield warm ups. Should you wish to warm up, the department requests that you reserve one of the community parks. GOOD LUCK ON WHAT, HOPEFULLY, WILL BE ANOTHER VERY SUCCESSFUL SEASON!

2 WATERTOWN PARK AND RECREATION DEPT Men's Slowpitch Softball Summer Softball Rules and Regulations 3 Requests: All requests for special treatment will be considered on a case by case basis. Please note that all requests will be considered but may not be honored. Player Registration 1. Any team that does not have a current roster and league fees paid by the date listed on the registration flyer will automatically forfeit their scheduled games until these requirements have been met. NO EXCEPTIONS. 2. Each player must register on a Team Roster. This registration must be on file in the Park and Rec office by 4:30 pm the day they wish to play. 3. No player may be added to a team's roster after 4:30 pm on softball information flyer unless approved by the department on a player addition application. 4. Each player not living within the Watertown city limits is required to pay a player fee of $5.00 for each league played in. Player Eligibility 1. A player must be at least 18 years of age to play in the men's leagues, unless otherwise approved by the department. 2. During the season, no players shall be eligible to play with another team in the same league unless they have secured a release in writing from the team manager with whom they had promised to play. Forms are available in the park and rec office. Policy on Enforcement a. The department will investigate the eligibility of any player when receiving a written and signed request to do so from any player or manager in the league. b. Upon receiving the request, the department will contact the manager of the questioned player's team and give him 5 days to provide the department sufficient proof of the player's eligibility. c. If the player in question is found to be unregistered or ineligible, he will be suspended from further play in the league during the remainder of the season. The team manager will also be restricted from further play during the season and will lose his rights as a team's manager. d. Protests based on player eligibility will be handled in the same manner with the additional penalty of forfeiture of the game protested.

3 4 Rules of Play 1. The official ASA Slow-pitch Softball Rules shall govern play in all leagues with the exception of the following local rules. 2. Failure to field a team of 8 rostered players by game time will result in a forfeit win for the opposing team. A 5-minute grace period will be allowed. 3. Line-ups - A full lineup must be given to the scorekeepers 10 minutes prior to the scheduled starting time of the game including the last names of all players. Enforcement: When a team submits its lineup late, the scorekeeper will record this and inform the park and rec office. The game will be played as usual. The park and rec office will then issue the team's manager a written warning. Upon a second violation by a team, the game will again be played as usual, but the game will be recorded as a forfeit by the offending team regardless of the outcome. 4. Unlimited Batting Order A. Use of this rule is optional for each team. Teams must decide before each game whether they will use the rule or not. Once a team elects to, they must use it for the entire game. B. Teams must list at least 10 players in their batting order unless they have less than that number in attendance. C. Once a game begins, the number of positions in the batting order remains constant for the entire game unless the team begins the game with less than 10 players. Then they may add players to bring their batting order up to 10. These players must be added to the end of the lineup. D. If managers list all of their players in the batting order and a player is injured, no penalty will be assessed. If a player is ejected with no substitute to replace that player, an out will be assessed each time that player was to bat after the ejection. E. Teams may choose to bat any number of players desired over the minimum allowed. (Example: If 14 players come, you could choose to bat 10, 11, 12, 13 or all 14 players. If 12 batted, 2 players would serve as substitutes.) 5. The Re-entry Rule A. If all players are not listed in the batting order, a starter may be replaced by a substitute. B. The starter may re-enter at a later time, but must return to the same spot in the batting order. C. The substitute must come out of the game and cannot return under any circumstances. D. If a starter has re-entered once, that player maybe substituted for again but cannot re-enter a second time.

4 5 E. Any player listed in the batting order may substitute for another player in a fielding position at any time without affecting the batting order. However, if the constant switching of fielding positions causes delay of the game, it will be considered making a mockery of the game. 6. Two umpires will be assigned to each game. If only one umpire shows up, the game will be played. A second umpire may be agreed upon by the two teams. 7. Games will be called after 5 innings if a team is ahead by 10 runs or more. If a team is ahead by 12 runs or more the game will be terminated after 4 innings. When the time limit is reached the remainder of that inning will be completed. 8. There is a 50-minute time limit on all games. No new inning will begin after the 50-minute time limit is reached unless the game is tied, then play will continue until a winner is determined. 9. Balls and Strikes A mat will be used to determine balls and strikes. Any pitched ball within the legal arc limit that touches any part of the mat or home plate will be considered a strike. If the catcher touches a pitched ball before it has a chance to reach the ground, mat or plate, it shall be considered a ball. A batter receiving two called strikes, two swinging strikes, two foul balls, or a strike and a foul ball shall be ruled out. A batter shall be awarded a base on balls upon receiving three called balls. Foul Balls Intentionally hitting foul balls will not be allowed. Players who intentionally hit foul balls (in the judgement of the umpire) will be given one warning per season. Subsequent intentional foul balls hit by the warned player will count as an out. 10. The ball must be delivered with perceptible arc and reach a height of at least six feet from the ground, while not exceeding a maximum height of 12 feet from the ground. 11. No bunting or chop hitting (swinging down at the ball) is allowed. The batter will be ruled out if he/she bunts or chop hits. 12. No courtesy step will be allowed. A base runner is out when he fails to keep contact with the base to which he is entitled, until a pitched ball is batted or he/she advances because of a base on balls. 13. In the E-Z-Pace League only, on the home base line, a cross line will be marked 3/4 distance to home plate. Any player crossing that line while running for home base may not cross the line again without being called out. After a player has crossed the line, the baseman can make out simply by tagging home base after receiving the ball. The baseman does not have to tag the runner to make the out. 14. The next person to bat must be in the on-deck area. Penalty: First time-warning, second timeautomatic out!

5 6 15. When avoidable, crashing into a fielder who is in position to receive a throw, or a fielder who is holding the ball waiting to make a tag will not be allowed. It is the duty of the umpire to interpret whether the incident was flagrant. If declared flagrant, the runner is out and will be disqualified from the game. More than one infraction will result in further action from the department. 16. Shoes with metal cleats are prohibited. The soles of shoes may have soft or hard rubber cleats. Players found wearing metal cleats will be required to remove them immediately; however, the use of metal cleats will not be grounds for a protest. 17. A player who is bleeding or who has an open wound shall be prohibited from participating further in the game until appropriate treatment has been administered. If medical care or treatment can be administered in a reasonable amount of time, the individual would not have to leave the game. The length of time that is considered reasonable is umpire judgement. The reentry rule would apply to players. If there is an excessive amount of blood on the uniform, it must be changed before that individual may participate. 18. Courtesy Runners: Courtesy runners will only be allowed if an injury occurs to a batter or a base runner during an at bat and there are no available substitutions. This will be at the discretion of the umpire. In this event, the player making the last out will be named the courtesy runner. Ground Rules 1. Any ball hitting the fence within the field of play will be played live. Runners may advance at their own risk. 2. Any ball which is hit out of the playing area is a dead ball. Playing area boundary is designated by the second line running parallel to the base line. 3. Any fair hit ball that goes foul beyond 1st or 3rd base and goes out of the playing area on its own power limits the runner to 2 bases. 4. Any ball that is hit above the fence level and hits an obstruction (light post, foul pole, scoreboard), is a home run. 5. Any ball that goes under or bounces over the fence is an automatic two bases. 6. Any time a player catches a ball against the fence with both feet inside the park, the batter is out. 7. If a ball is caught in the playing area and taken out of the playing area, all base runners advance 1 base. 8. On a fly ball close to the out of play line, a fielder must have both feet in play when catching the ball to constitute a legally caught ball.

6 6 Equipment 1. All equipment must be kept in the bench area. 2. Balls are provided by the Park and Rec Department. 3. In the event of rain, the department will make a decision on the status of games as soon as possible. Players and managers should call to receive recorded information regarding these games. Updates on status of games will be on our weather line, facebook page, and text (you MUST register your cell phone number and cell carrier with the department). 2. If a decision cannot be made before game time or rain occurs during a game, the umpires will make the decision to play or not. 3. In leagues consisting of less than 8 teams, makeup games will be scheduled at 8:45 on regular league nights. Makeup games for other leagues will be played following the conclusion of the regular season. Championship and Awards 1. League championships will be determined by team's overall won-lost record unless otherwise specified on the league schedule. 2. An award will be presented to the championship team only. 3. Times, dates and pairings of all playoff games will be determined by the Park and Recreation Dept. with due consideration to teams involved. 4. The Park and Recreation Dept. will hold a city tournament, if time permits. Team managers will be contacted during the season.

7 Protests 7 1. Protests based on an umpire's judgement of play will not be accepted. 2. Protests on interpretation or violation of rules must be made at the time of the incident by notifying the home plate umpire before the next pitch. A written protest accompanied by a $10 protest fee must be filed at the Park and Rec Dept office within 48 hours of the time of protest. Should the protest be upheld, the fee will be returned. If it is rejected, funds will go into the department's revenue account. Protests will be ruled upon by the Park and Rec Dept. 3. Protests involving non-registered or ineligible players must be lodged in writing by the opposing team manager within 2 working days of the game. No protest fee is required. If the player in question is found ineligible, the game will be forfeited to the offended team, and the player in question and that team's manager will be suspended from play in that league for the remainder of the season. Conduct and Disciplinary Action 1. Participation in these leagues is a privilege that may be denied or suspended for just causes. By the act of participating, all players and managers acknowledge they are acquainted with and will abide by league rules as a condition of this privilege. 2. Participants shall be ejected from a game by the umpires for profanity, for indignities to umpires and other players, for disorderly or unsportsmanlike conduct, for violation of league rules, or for physical contact with an umpire. Penalty for failure to leave the premises immediately will result in forfeiture of the game. Enforcement: 1. Any player ejected from a game will be suspended from playing in the following game played by his/her team in that league. 2. Any player ejected from 2 games during play in a league will be suspended from further play in that league for the remainder of the season and the city tournament. 3. The Park and Recreation Dept. shall suspend for one year from all recreation dept. athletic programs, a participant or team which has any physical contact with an umpire. 3. Mockery of Game: Making a mockery of the game will not be permitted. Umpires will give one warning, if conduct continues, the team at fault will forfeit the game. Where such behavior has a direct bearing on the final league standings, members from the guilty team will be barred from the league for the next year. 4. Drinking or possession of beer or alcoholic beverages is strictly forbidden on the playing field or benches during games. The use of vulgar or profane language is not allowed. Smoking is not allowed on field or on team benches. 5.
