3 INTRODUCTION WHAT IS A UNIFORM CRIME REPORT? The FBI s Uniform Crime Reporting Program was implemented in 1930 by the International Association of Chiefs of Police to ensure uniformity among law enforcement agencies when reporting crimes to the Federal Government. Statistics are gathered from participating states on eight index crimes. UCR CRIME CATEGORIES ARE: MURDER BURGLARY RAPE THEFT ROBBERY AUTO THEFT AGGRAVATED ASSAULT ARSON With the exception of murder, attempted crimes are included in crime totals. Attempted murder is counted as an Aggravated Assault. 2 P a g e
4 OCTOBER 2018 LCPD Uniformed Crimes Reported Citywide In October 2018, twenty-nine (29) Lakeview crimes were reported to the New Orleans Police Department with 76% of those crimes involving unsecured vehicles either burglarized or stolen. 6 INCIDENT BREAKDOWN VEHICLE BURGLARY 16 Incidents reported. All vehicles were unlocked. AUTO THEFT 6 Incidents reported All vehicles were unlocked and stolen with the key or key fob. Three of the six vehicles were recovered and returned to their respective owners. AGGRAVATED BURGLARY Safe stolen from location by a known perpetrator and friend of the victim. Arrested: Darwin K. Alonzo, Hispanic Male, DOB Second person of interest identified and remains at large. BURGLARY Uninhabited dwelling burglarized of purse and possibly wedding ban. No other items in the dwelling disturbed. Investigation is ongoing. THEFT 5 Incidents Incident #1 Stolen gas can and tool box. Incident #2 - Unsecured bicycle stolen from front porch. Incident #3 Unsecured bicycle stolen from car port area. Incident #4 - Leaf blower stolen from the bed of pickup truck Incident #5 - Gun last observed at a friend s residence weeks prior, reported missing. 5 P a g e

8 NOPD 2018 v 2017 AUTO BURGLARY and AUTO THEFT Statistics: LAKEVIEW AUTO BURGLARY and AUTO THEFT STATISTICS: AUTO BURGLARY Year to date, one hundred and two (102) Lakeview auto burglary incidents have been reported to the New Orleans Police Department through October 24, 2018, in 95% of these incidents, victim s vehicles were unlocked or displayed no signs of forced entry when the crimes occurred. The Third District Property Crimes Unit, Supervised by Sgt. Jason Hickman and Commanded by Lt. Sandra Contreras, has done an amazing job investigating these crimes. The 3 rd District Property Crimes Unit has solved 16% of the Lakeview auto burglary cases which is well above the overall department average of 09% solvability rate in that category. AUTO THEFTS Year to date, Forty-two (42) vehicles were stolen from locations in Lakeview through October 24, Officers have recovered and returned 37 of the 42 vehicles to their rightful owners. Forty-one (41) unsecured vehicles were stolen with keys or key fobs left inside of the vehicles by its last user. Most key fobs and or keys were never recovered with the vehicles. Meaning the criminal may still possess these devices and could steal the vehicles a second time. As a precaution, we encourage auto theft victims who were fortunate enough to have their vehicles returned, to have their vehicles re-keyed or key fobs reprogrammed by the auto dealer to prevent future thefts. 7 P a g e
9 LCPD 2018 UNIT PRIORITY CALLS AVERAGE RESPONSE TIME: The goal of the New Orleans Police Department is to provide a priority call police response in under 7 minutes. Lakeview Crime Prevention District Officers responded to 88 dispatched priority calls for service averaging a 6 minutes 09 seconds response time for the current month. 11 PREVIOUS YEAR CURRENT YEAR LCPD OCTOBER 2018 CRIME PREVENTION REPORT 2018 v 2017 Lakeview Crime Statistics Comparison: PROPERTY CRIMES vs 2018 Lakeview crime statistic comparison through October 24, 2018 shows a 10% reduction in crime. Shoplifting was up during the first quarter of 2018 due to a habitual shoplifter targeting specific businesses. After an extensive investigation, habitual shoplifter Edward Walker, age 52, was arrested on April 15, 2018 by NOPD 3rd District Property Crimes Detective Khalid Watson. Mr. Walker has been charged with numerous thefts and Shoplifting incidents in the 3 rd District, Lakeview, and other districts. 10 P a g e
12 STOLEN FIREARM INFORMATION LCPD OCTOBER 2018 CRIME PREVENTION REPORT Opportunistic criminals count on the average law abiding citizen to provide them with the tools they need to commit other crimes. What I mean by that is the criminal is depending on you to leave your cars unlocked so they can steal your vehicles and firearms. Unlocked vehicles equipped with keys and firearms is the starter kit a criminal needs to commit other crimes which often results in shootings and sometimes murder. According to Crime Stoppers, over 70% of the auto burglaries reported in 2017 involved unlocked vehicles and resulted in 665 firearms being stolen. Year to date, 525 guns have been reported stolen to the New of New Orleans Police Department with 314 of these firearms taken in auto burglaries. The majority of these firearms were purchased legally by citizens exercising their Second Amendment right to bear arms but have now fallen into the hands of criminals. UNLOCKED VEHICLES, failure to secure property, failure to secure car keys, and failure to secure firearms properly, present a serious threat to public safety in your neighborhoods. As a responsible member of your community please encourage family, friends, and neighbors to remove valued property, car keys, and guns from vehicles on a daily basis. Crime has no address and can happen to anyone at any time when least expected. Crime prevention takes a community effort. Join NOPD and help protect your neighborhoods. Report any and all suspicious activity to the police department and by all means... Lock your Cars. 11 P a g e
13 COMMENTARY: The NOPD 3 rd District Detectives Unit, Commanded by Lt. Sandra Contreras, has solved 16% of Lakeview auto burglaries and 24% percent of Lakeview auto thefts year to date, exceeding the NOPD overall auto burglary clearance rate of 9% and auto theft clearance rate of 11%. The Lakeview solvability rate for these property crimes is outstanding. Investigators learned that most offenders were juveniles and at no time did these offenders smash windows to enter vehicles, nor have they used electronic device to unlock or start vehicles that were burglarized or stolen. Video evidence showed that if a car door was locked, perpetrators would move to the next target and pulled car door handles until they found a vehicle that was unlocked. Detectives also learned that subjects would search unlocked cars for keys and firearms. When keys or key fob were located and the criminal was unable to steal the vehicle at that time, they would hold on to the key or key fob and return at a later date to take the vehicle. In 2018, no vehicles were stolen whereby the steering columns were defeated. The vehicles were stolen using a key or key fob in 95% of Lakeview stolen vehicle cases year to date. I would like to convey to citizens that there are devices on the market that allows criminals to hijack electronic signals to steal vehicles with push to start ignitions. The NOPD has arrested several car thieves this year and have also acquired numerous home surveillance videos of crimes in progress and there is no evidence of subjects utilizing special devices to open vehicles in Lakeview. Videos from previous investigations always showed individuals walking up to vehicles without hesitation and pull car door handles to gain entry. If the vehicle were locked, the subject would move to the next target. Crime trends have declined over the years as a result of community awareness and good police work, but the fact remains that most of these crimes are preventable. We ask vehicle owners take a moment each day and ensure their car doors are properly secured. Reducing crime takes a community effort and can only be achieved with the help of the residents, business leaders, and concerned citizens who want to make a positive impact in their community. Lock your doors and dial 911 to report all suspicious activity in your neighborhood. 14 QUALITY OF LIFE ISSUES: DIAL 311 for QOL Matters. Quality of Life complaints involving City or State Agencies should be directed to 311. Once the complaint is called in to 311, a work order number is generated and issued to the caller. The complaints are redirected to the respective city agency to be investigated. Citizens can call 311 and give the operator that work order number, to track the progress of the complaint.
