3 RELEVANCE FOR ROAD SAFETY IN INDIA According to official statistics 150,785 persons were killed and 494,624 injured in road traffic crashes in India in However, this is probably an underestimate for injuries, as not all injuries are reported to the police. CAGR of motor vehicles over 10%; growth in road network only 4% causing congestion impacting road safety. Road Accidents in India BRICS nations contribute to 20% of the world s road accident deaths & India tops the list India has 3% of world s vehicles but 11% of global road deaths

6 ASSESSMENT OF EXISTING CONDITION IN INDIAN CITIES The severity of road accidents have gone up significantly despite the reduction in the number of accidents, especially in larger town and cities Most of the accidents are caused in peak hours creating significant problems for other road users too

10 INDIAN POLICY INITIATIVES PERTAINING TO ROAD SAFETY GOM ON ROAD SAFETY A Group of Transport Ministers (GoM) of the States and Union Territories is hereby constituted to examine the best practices in Road Safety and Road Transport sector and to suggest actionable points for implementation notified on The group has submitted its 1st set of recommendation by It mandates to frame a National Road Safety Code with the objective to reduce fatalities and road accidents by 50% by 2020 It will also assist NRSC for performing its functions in addition many other functions
11 GLOBAL APPROACH FOR ROAD SAFETY DEVELOPED COUNTRIES Country Sweden Austria Denmark US Good Practices Fleet safety is part of quality management of the transport component of the enterprise (whether government or private). Quality assurance of transport aims to ensure that people and goods arrive at the right place, at the right time and in the right way (i.e., without danger of serious injury or damage to the goods or the environment). Thus, there is a linking of road safety and environmental outcomes. There is an emphasis on ensuring through education the quality of outsourced transport as well as the use of owned vehicles. Awareness activities along with political will have created several no-vehicle zones. A team of people crippled in road accidents visit schools as part of an RSE programme. Mothers Against Drunk Drivers often send representatives to schools to speak, especially to students in the age groups where they are starting to drive.
12 GLOBAL APPROACH FOR ROAD SAFETY DEVELOPING COUNTRIES Country Bangladesh Fiji Kazakhstan Nepal Good Practices The Centre for the Rehabilitation of the Paralysed, has begun sending current and format patients who were hurt in road accidents to visit schools and discuss their tragic experience. Has recently introduced traffic safety in the curriculum. A teachers guide is being developed and the NRSC in association with the Department of Education is introducing a number of initiatives. The traffic police are active in the organisation of road safety lessons by teachers in the schools. Parents are also involved by being tested on their road safety knowledge. Parents are requested to help their children identify and map out a safe route to school. A RSE project funded by the Overseas Development Administration (ODA) of the United Kingdom (UK) has produced local RSE materials, including readers, workbooks, posters, and teachers guides.

14 ROLE OF NGO S AND CIVIL SOCIETY IN ROAD SAFETY To reach out to Government, Media, Corporates and Community to solicit their support to prevent colossal waste of human life on Indian roads as India holds the dubious distinction of highest road crash fatalities in the World. To work as a pressure group to create political will and help improve road safety situation. Sensitize masses by raising awareness about road traffic injuries, their grave consequences and thus build community involvement around the issue of Road Safety. Develop cost effective road safety programs to increase knowledge, awareness and skills amongst the Indian road users.
15 ROAD TRANSPORT AND SAFETY BILL 2015 The Central Government shall, within a period of six months from the date of commencement of this Act, by notification, establish a National Authority to be known as the National Road Safety and Traffic Regulation Authority to exercise the powers conferred on, and to perform the functions assigned to, it under this Act. The National Authority shall for the efficient discharge of its functions, constitute as many Technical Working Groups as it may consider necessary, which shall consist of independent technical experts, having the ability to maintain and exercise independent judgment in the discharge of their duties. The Technical Working Group be entrusted with any of the following matters, namely:- Transport Infrastructure and Safety Traffic Management Crash Investigation and Forensics Development of Technology and its Application Insurance related to motor vehicles and third parties Data Collection and Analytics Motor Vehicle Standards Driving Skill Testing Vehicle Noise Standards Vehicle fuel quality
16 ROAD TRANSPORT AND SAFETY BILL 2015 The role of the National Committee will be: The standards of design, weight, construction, manufacturing process, operation and maintenance of motor vehicles and of safety equipment The registration and licensing of motor vehicles The formulation of standards for road safety, road infrastructure and control of traffic; Public-private partnership projects and schemes; The performance targets set by it annually; The promotion of new vehicle technology; The safety of vulnerable road users; o the determination of costs of safety equipment; o programs for educating and sensitizing drivers and other road users
17 SUPREME COURT DIRECTIVES Noting one death every three minutes due to road accidents in India, the Supreme Court on Thursday issued 25 directions for road safety and directed all states and Union territories (UTs) to implement a policy on the issue with all "earnestness and seriousness SOME OF THE DIRECTIVES ARE STATED AS UNDER Road Safety Fund: The corpus of the Road Safety Fund will be from the fines collected for traffic violations and the Fund will be utilized for meeting expenses relating to road safety Road Safety Action Plan: The purpose of a Road Safety Action Plan is to reduce the number of road accidents, as well as the fatality rate. The MoRTH has already requested all the States and Union Territories to prepare a Road Safety Action Plan. District Road Safety Committee: A District Road Safety Committee is required to be set up by the State Government for every district in terms of Section 215(3) of the Motor Vehicles Act, Engineering Improvement: it is directed that the MoRTH should publish a protocol for identification and rectification of black spots and take necessary steps for improving the design of roads to make them safe.
18 SUPREME COURT DIRECTIVES Traffic Calming Measures: It is suggested by the learned Amicus that traffic calming measures must be adopted at accident prone areas. This is agreed to by the MoRTH. Road Safety Audits: There is agreement, in principle, between the learned Amicus and the MoRTH to carry out Road Safety Audits. Drivers Training: This is the subject matter of the Motor Vehicles (Amendment) Bill, 2017 and no orders are required to be passed in this regard. Lane Driving: The MoRTH has already issued Motor Vehicles (Driving) Regulations, 2017 vide G.S.R. 634 (E) dated 23rd June, The Notification should be implemented by the State Governments and Union Territories strictly. Alcohol and Road Safety: The MoRTH has already written to the States to comply with orders of this Court in this regard. Road Safety Education: The learned Amicus as well as MoRTH are in agreement that road safety education and counseling should be incorporated in the curriculum by the State Boards by 1st April, 2018 Emergency Medical Care: There is agreement that at least one Trauma Care Centre should be set up in every district with necessary facilities and an ambulance. Permanent Road Safety Cell: All State Governments and Union Territories have already been requested by the MoRTH to set up Road Safety Cells.
19 NEW INITIATIVES ADB recently approved USD 346 mn for improving 419 km of state highways of Karnataka. It will carry out Road safety survey, identify critical accident spots and measures to improve them. NHAI also set up a road safety committee for taking a concerted action towards reducing accidents on NH
20 NEW INITIATIVES BEHAVIORAL SOLUTIONS TO ROAD SAFETY Making roads better should reduce the number of accidents. Yet that s exactly the opposite of what s happening in India Road safety is not just about creating infrastructure. It is about designing behavioral solutions that take human biases and irrational behavior into consideration To get drivers to reduce speeding, there have been several effective behavioral design nudges implemented around the world. At the curve of Chicago s Lake Shore Drive and Oak Street, a series of horizontal white stripes have been painted on the road, that get progressively narrower as drivers approach the sharpest point of the curve, giving them the illusion of speeding up, and nudging them to tap their brakes.
