Date: July 6, 2017 Subject: th reet South Redevelopment Existing Transportation Conditions Introduction This memorandum summarizes the existing transportation conditions for the th reet South Redevelopment project located in Arlington County, Virginia. The project site is located north of and is bordered by 9 th reet S. on the north, a public alley on the south, S. Adams reet on the west, and S. Wayne reet on the east. The site location is shown on Figure 1. The site currently contains a 7-story, 6,5 square-foot office building with a two-level, aboveground parking garage. The existing building will remain but will be adaptively reused and converted into up to 80 affordable apartment units. Portions of the parking garage will be removed and replaced with up to 10 market-rate townhomes. An amendment to the General Land Use Plan (GLUP) for the adaptive reuse of the property is required as a part of the site redevelopment. The property is currently designated as the Service Commercial land use. The project proposes to amend the current GLUP to modify portions of the site that will be converted to townhomes to the Residential Low-Medium land use, which allows for 16-6 units per acre. This memorandum summarizes the existing transportation information that is required as a part of the GLUP amendment. A full traffic impact study that evaluates the impact of the proposed residential redevelopment has not yet been prepared, but will be submitted as required as a part of the.1 Site Plan application. Area Transportation System The following sections describe the existing and future street network, area transit service, and pedestrian and bicycle facilities in the site vicinity. kimley-horn.com 1100 Commerce Park Drive, Suite 00, Reston, VA

2 Page 2 STREET NETWORK is one of the primary east-west roadways within Arlington County. extends from the Bailey s Crossroads area of Fairfax County to the west to Washington Boulevard (VA Route 27), Interstate 95, and the Pentagon to the east. is classified as a principal arterial. 9 th reet S., S. Wayne reet, and S. Adams reet are all urban local streets that serve residential neighborhoods. The existing lane designations at the surrounding intersections are shown on Figure 2. Multimodal reet Improvements The Multimodal reet Improvements project is a roadway and streetscape project that aims to transform into a complete street that balances all modes of travel and supports high-quality, high-frequency transit service. The project encompasses the entire corridor within Arlington County. The project will reconfigure the travel way to provide enhanced multimodal access including wider sidewalks, medians, curb ramps, and a cross-section capable of accommodating enhanced transit in the future. Improvements also include the undergrounding of existing overhead utilities. Design of the multimodal street improvements is underway and is expected to be completed by Construction is expected to be completed by The lane designations are not expected to change in the vicinity of the project site as a part of this project. TRANSIT SERVICE The proposed th reet South Redevelopment site is served by several Metrobus and Arlington Transit (ART) bus lines. The existing facilities are shown on Figure. Metrobus There are Metrobus stops along within 500 feet of the proposed residential building at the intersections of and S. Barton reet and at and S. Courthouse Road. These stops serve routes 16A, 16B, 16E, 16G, 16H, 16J, 16K, 16P, 16X, and 16Y, which provide service to Metrorail stations. A summary of these routes is below: The Line (16A, 16B, 16E, 16J, and 16P) connects passengers from Annandale (A, B, and E) and Culmore (B, E, J, and P) to the Pentagon Transit Center (Metrorail station). Line A provides weekday service approximately every 0 minutes between 5:00am and 11:00pm and lines B, E, J and P, provide additional weekend and latenight service. The Heights West Line (16G, 16H, 16K) connects passengers from Heights West to the Pentagon City Metrorail station (G and H) and from Skyline City to the Pentagon Transit Center (K). Line G provides weekday and weekend service approximately every 12 minutes during weekday AM and PM peak periods and every 15 minutes during offpeak hours. Routes 16X and 16Y are MetroExtra Lines, connecting to Federal Triangle and Farragut Square, respectively. 3 Page weekday AM and PM peak periods with Route 16X providing service every minutes and Route 16Y providing service every 6-8 minutes. Arlington Transit There are Arlington Transit (ART) bus stops along S. Barton reet and within 500 feet of the proposed residential building which serve ART Routes 5 and 7. A summary of these routes is below: ART 5 operates between the Rosslyn Metrorail station and at Four Mile Run Drive with stops in Clarendon and Courthouse. It runs approximately every 0 minutes between 6:00 am and 11:00 pm. This route stops at the intersection of S. Barton reet and. ART 7 serves commuters from the Arlington Village and Arlington View areas to the Pentagon City Metrorail station during weekday morning and afternoon peak hours. Service runs approximately every 0 minutes. This route stops at Arlington Village on S. Barton reet, at the intersection of S. Barton reet and, and on between S. Veitch reet and S. Courthouse Road. PEDESTRIAN AND BICYCLE FACILITIES The project site is located within an extensive pedestrian and bicycle network. The pedestrian and bicycle facilities are described in the following sections, and shown on Figure. Pedestrian Facilities All streets in the site vicinity contain sidewalks on both sides of the street. Signalized intersections contain crosswalks across each intersection leg. Bicycle Facilities S. Wayne reet and 9 th reet S. are designated on-street bicycle routes by Arlington County. The intersections of 9 th reet S. with S. Adams reet and with S. Wayne reet contain shared lane markings ( sharrows ). These bicycle routes connect with designated bike lanes on Walter Reed Drive to the west and 6 th reet to the north. Future Bicycle Facilities The Bike Boulevards project is a bicycle and pedestrian improvement project that will improve the bicycle routes along 9 th reet S. and 12 th reet S. between S. George Mason Drive and S. Wayne reet. Scheduled to begin construction in summer 2017, the project includes updates to facilities along 9 th reet S. in the vicinity of the site. This project consists of improvements to both the 9 th reet and S. Adams reet intersection and the 9 th reet S. and S. Wayne reet intersection including curb extensions, driveway aprons, and ADA compliant curb ramps. This project will also improve on-street facilities along 9 th reet S. leading up to its connection with S. Walter Reed Drive. kimley-horn.com 1100 Commerce Park Drive, Suite 00, Reston, VA

4 Page Capital Bikeshare There are three Capital Bikeshare stations located within 1,000 feet of the site. The stations are located at the intersections of and Courthouse Road, and S. Edgewood reet, and S. Walter Reed Drive and 8 th reet S. Existing Traffic Volumes Existing peak period vehicular, pedestrian, and bicycle counts were conducted at the following study area intersections on Tuesday, June 6, 2017 between 6:0 AM and 9:0 AM and between :00 PM and 7:00 PM: and S. Adams reet and S. Wayne reet 9 th reet S. and S. Adams reet 9 th reet S. and S. Wayne reet These counts were used to establish current peak hour traffic volumes. A common peak hour for all the study intersections was established by identifying the peak 60 minutes of traffic for all intersections combined during the AM and PM peak periods. Based on these traffic counts, the overall traffic peak hours were identified as 8:00-9:00 AM during the AM peak period and 5:00-6:00 PM during the PM peak period. The existing peak hour traffic volumes at the study intersections are shown on Figure 5. Existing peak hour pedestrian and bicycle counts for the same common peak hours are shown on Figures 6 and 7, respectively. The appendix of this memorandum contains the traffic count summaries. Proposed Development and Site Access The proposed th reet South development consists of the adaptive reuse of an existing office building and above-grade parking garage. The existing building contains 6,5 gross square feet of office area that will be converted into 80 multifamily affordable apartments. The portions of the parking deck located adjacent to S. Adams reet and S. Wayne reet will be demolished and replaced with up to 10 market-rate townhomes. Access to the second level of the parking deck that remains on the proposed site will still be provided via an existing ramp on 9 th reet S. Access to the lower level of parking will be provided at an existing entrance on 9 th reet S. and a proposed entrance on the alley located south of the site that connects S. Wayne reet and S. Adams reet. The existing exit on S. Adams reet will be removed. The existing and proposed site access is shown on Figure 8. Site Trip Generation Site generated traffic volumes were calculated for the proposed th reet South Redevelopment based on the peak-hour vehicle-trip generation rates for mid-rise apartments (Land Use Code 22) and residential condominium/townhouse (Land Use Code 20) contained in the ITE Trip Generation Manual, 9th Edition. Existing office peak-hour trips were calculated based on the vehicle-trip generation rates for general office building (Land Use Code 710), also contained in the kimley-horn.com 1100 Commerce Park Drive, Suite 00, Reston, VA

Summary The proposed th reet South Redevelopment project will provide affordable apartments and market-rate townhomes as a part of an adaptive reuse of an existing office building. The site is well served by public transit along the corridor. The site is also located along designated bicycle routes, and the surrounding streets contain adequate pedestrian facilities.
