1 Minutes Approved as Submitted Date: 2/8/18 Initials: EC BICYCLE AND TRAILS ADVISORY COMMISSION Meeting Minutes December 14, 2017 The Bicycle and Trails Advisory Commission was called to order at 4:00 p.m. by Chair Sill in the City Hall Committee Room, located at 955 School Street. 1. Call to Order / Roll Call: Commission Members Present: Jean Hasser, Jimmy Kawalek (Vice Chair), Joel King, Jeremy Sill (Chair), and Mark Lucas (Parks and Recreation Commission Representative) Commission Members Absent: Karen Staff Present: Eric Whan, Deputy Public Works Director Engineering; Tim Wood, Senior Civil Engineer; Lorien Clark, Transportation Planner; and Elizabeth Clark, Public Works Secretary Public Present: Patrick Band, Napa County Bicycle Coalition 2. Agenda Review and Supplemental Reports: No changes to the agenda were requested. Two supplemental items for Agenda Item 6A were distributed to the Commissioners: (1) Napa Countywide Bicycle Plan Vision, Goals and Policies with City staff comments, and (2) City of Napa Bicycle Plan current Vision, Goals, and Policies. 3. Public Comment:. 4. Approval of Minutes: The minutes of the regular meeting on August 10, 2017, were reviewed by the Commissioners prior to the meeting. Joel King requested a correction to Public Comment, first bulleted item, to change Kids Bike Review to Kids Bike Rodeo. Action: Moved, seconded and carried (King/Kawalek) that the minutes of the regular meeting on August 10, 2017, be approved as amended.

2 Page 2 of 5 5. Presentations:. 6. Administrative Reports: a. Countywide Bicycle Plan Update Transportation Planner Clark explained that Napa Valley Transportation Authority has asked for comments on the updated draft Vision, Goals, and Policies of the Countywide Bicycle Plan. The first draft was brought to NVTA s Active Transportation Advisory Commission (ATAC) on November 27, 2017, where they provided comments. The document with ATAC s comment was brought before NVTA s Technical Advisory Commission (TAC) on December 7, 2017 for review, and it was requested that TAC hold off making a recommendation until the local jurisdictions could comment on the document s language. City staff met with Patrick Band of the Napa County Bicycle Coalition to obtain input from the bicycling community, and the supplemental attachment provided to the Commissioners for review includes ATAC s comments plus red-lined comments from City staff. The timeline for approval of the draft Vision, Goals, and Policies was brought up, and Transportation Planner Clark explained that TAC will make a recommendation on the document s language at their January 2018 meeting. The Commission then reviewed and discussed the Goals and Policies in detail. Discussion included addressing goals and policies from prior plan which are not included in the proposed draft, safe routes to schools, Level of Traffic Stress (LTS) tool, improving bicycle safety, bicycle education, and positive benefits of cycling. After discussion, the following changes were proposed: Connectivity Goal should be revised to: Develop a comprehensive, well-designed, connected bicycle network Revised Policies should read: Build and maintain a local and countywide bicycle transportation and recreation network that connects Napa County s incorporated cities/town and unincorporated communities and provides access to public transportation and community destinations. (not revised) Develop and maintain continuous low Level of Traffic Stress (LTS) bicycle facilities of all types to provide seamless intra-city connections that serve as the backbone of the Countywide Bikeway System. Strive for interagency cooperation. Focus on the completion of regionally significant primary bikeways including the Napa Valley Vine Trail, the Bay Trail and the Ridge Trail, and of local connections to those facilities.

3 Page 3 of 5 Provide secure bicycle parking and support facilities at public and private destinations throughout Napa County. Integrate the bicycle network and bicycle facilities into land use decisions and developments. Equity Goal should be revised to: Improve bicycle access for underserved communities Revised Policy should be: Consider projects that improve access for underserved communities, particularly those reliant on walking, biking and transit for transportation. Safety Goal should be revised to: Improve safety for all ages and abilities Revised Policies should read: Work to reduce the number and severity of bicycle collisions. Work to reduce bicycle fatalities to zero by Target and improve areas that have high incidences of bicycle collisions, and/or impediments or conflicts to bicyclists. Implement Complete Streets policies that accommodate and enable safe access for all users. Implement appropriate, well-designed bicycle facilities utilizing accepted design standards. Enforce traffic safety laws for all users of the roadway. Add new Goal: Education & Encouragement: Increase mode share of bicycling New Policies should read: Encourage education programs for all users of the roadway in all jurisdictions and school districts. Develop programs and public outreach materials to promote safety and the positive benefits of bicycling. Action: Moved, seconded and carried (King/Kawalek) that the revised Goals and Policies of the Napa Countywide Bicycle Plan be approved. b. Project Updates Transportation Planner Clark reviewed the status updates from the Agenda Report on the following capital improvement projects that will improve bicycle access in Napa: State Route 29 Bicycle and Pedestrian Undercrossing First Street Roundabouts Stanly Lane Bicycle Path

4 Page 4 of 5 Imola Avenue Corridor Improvements Measure T Trower Avenue Storm Drain Improvements Soscol Avenue Southern Railroad Crossings Vine Trail (Third Street to Vallejo Street) Garfield Park Master Plan Central Napa Pedestrian Corridor There was additional discussion on the SR29 Bicycle and Pedestrian Undercrossing path from the undercrossing to California Boulevard as well as D Street; the Measure T work plan which has been rescheduled to the Council meeting on January 16, 2018; and the changes and study of the signals on the Oak Knoll section of the Vine Trail to optimize the timing. c. Caltrans D4 Bicycle Plan Transportation Planner Clark asked for input from the Commissioners on the Caltrans District 4 Bicycle Plan draft Project List for Napa County, with a focus on City of Napa projects. The following projects were reviewed and comments noted: #918, #227, #248, #229, #244, #246, #243, #245, #242 & #241 Reviewed with no changes #224, #223, #221 & #225 Improvement already existing #231 Should be edited to more appropriately reflect the routes in the City of Napa Bike Plan #228 List location as Imola Avenue/Freeway Drive #226 Complete Class I path to cross Trancas Street/Redwood Road #222 Study for Class II on Salvador Avenue is included in City of Napa Bike Plan #247 Delete language about removing slip lanes, and correct Impala to Imola Avenue It was explained that these bike projects are on Caltrans facilities, i.e., State Route 29 and State Route 121 (Imola and Silverado Trail). It is important that the projects be included in the Caltrans Bicycle Plan and consistent with the City s plan so if Caltrans moves forward with any projects the improvements are included. Action: Moved, seconded and carried (King/Hasser) that the recommended changes to the draft Project List of the Caltrans D4 Bicycle Plan be approved. d. Vine Trail Art Photos were provided of the three murals that have been completed along the Vine Trail and Napa Valley Wine Train corridor between Soscol Avenue and Jackson Street, as well as a public art project on the chain link fence at the City s Corporation Yard. There was also a brief discussion about the Rail Arts District along the Commuter Bike Path section of the Vine Trail.

5 Page 5 of 5 e. Senate Bill (SB) 1 Transportation Planner Clark discussed Senate Bill (SB) 1 which provides an on-going increase in state transportation funding over the next decade. The Commissioners were provided the Implementation Plan for SB1, the Implementation Plan Overview, and the Implementation Schedule. There was additional discussion about the formula-based funding the City will receive. f BTAC Calendar The schedule of 2018 meetings was reviewed. It was requested that if a meeting is cancelled, then a special meeting be called so there is not a four-month gap between meetings. There was also discussion about monthly meetings, but this would require an Ordinance and Bylaws change. Action: Moved, seconded and carried (Hasser/King) that the 2018 calendar for the Bicycle and Trails Advisory Commission meetings be approved and continue to be bi-monthly. g. Agenda Items for Next Meeting The following agenda items were requested by the Commissioners for the February 8, 2018 meeting: 2018 Work Plan Stanley Lane Update Pedestrian Corridor (Brown Street) Striping at north railroad crossings on Soscol Avenue Countywide Bicycle Plan Update 7. Comments by Commissioners and Staff Eric Whan reported that staff are reviewing proposals from consultants to assist with the City General Plan Update. Adjournment: The meeting was adjourned at 6:04 p.m.
