32 Critic issue 1: bicycle thieving Try to understand the thief to contrast his behaviour (students, foreigner workers ) Give alternatives to the thieving: The Ricicletta (better second-hand than steal) Propose identification systems Offer bike-parkings with frame-locking racks Inform citizens and salesmen about more efficient locking devices

34 Critic issue 2: the accidents In Ferrara, accidents involving cyclists have increased from 85 (1992) to 199 (2007) In 2008, in Via Bologna only, cyclists involved have been 60 Ex-voto are not enough, well designed infrastructures are needed. A badly realised cycle path is more dangerous than a missing one.

36 In 1999, the City of Ferrara charged Eng. Marco Passigato to study security implementation in the city points with the highest bicycle accident probability. Government grant financed the adjustment of point 4, only (Viale Po)
