(MDM) October 29, 28 review of the Traffic Impact and Access Study (TIAS) and the Site Plans prepared for the proposed residential development, Ramshead, in Merrimac, Massachusetts. The purpose of this letter is to jointly respond to the comments raised on the TIAS and the site plans. Comment No. : Response: Comment No.2: Response: Study Area: The study area includes the Site driveway and nearest major intersections north of the Site (Broad Street at -495 ramps) and east of the Site (Broad Street at High Street Connector). MDM concurs that these study locations are appropriate and in context with the likely traffic impacts for the Project. Bayside concurs with this statement. However, as requested at the October 29, 28 Zoning Board of Appeals hearing, the study area has been expanded to include the intersection of River Road and High Street. New peak period turning movement counts were conducted on Wednesday November 4, 28 at this intersection and the count sheets are included in the Appendix. Traffic Volumes: Traffic volumes for study locations were conducted in late March 28 for the weekday AM and PM peak hours, adjusted to reflect seasonal correction factors derived from nearby MassDOT permanent count stations. MDM has also reviewed these seasonallyadjusted data against traffic volumes taken from a spot count of one study intersection in October 28. The seasonally-adjusted traffic volumes presented in the TIAS are a reasonable representation of typical/average traffic volume conditions for weekday peak AM and PM peak hours along Broad Street. Bayside concurs with this statement. The new peak period turning movement counts conducted in November were found to be slightly lower than average month conditions. The seasonal adjustment data is included in the Appendix, as well as the revised existing traffic flow networks. Comment No. 3: Response: Comment No. 4: Response: Comment No. 5: Crash Data: The TIAS presents relevant crash data for the study intersections for the period 2-25 confirming that crash rates are below statewide and district-level average rates. Likewise, the study locations are not listed as high crash locations on the MassDOT HSIP crash clusters. As a supplemental to the TIAS, the Applicant summarized 26 crash data (the latest data available from MassDOT) for the study intersections. While the 26 data showed an increase in crashes at the study locations compared to prior years, the intersections still exhibit crash rates that are below Statewide and MassDOT District 4 averages. MDM concurs with the crash analysis methodology and conclusions as presented in the TIAS. Bayside concurs with this statement. The supplemental crash data is summarized in Table and the crash rate worksheets are included in the Appendix. Observed Delays and Queues: The Applicant recorded vehicle delays and queuing for the critical -495 Northbound Ramp/Broad Street intersection during the weekday morning and evening peak hour. MDM conducted a site visit in October 28 and observed similar vehicle delay and queuing operations and therefore concurs with the reported results. Bayside concurs with this statement. Vehicle Travel Speeds: Vehicle travel speeds were summarized in the TIAS for Broad Street and indicate an 85th percentile travel speed of 38 miles per hour in the eastbound direction and 36 miles per hour in the westbound direction. According to the TIAS, the posted speed limit is 3 miles per hour on Broad Street. MDM verified that a 3 mile per hour speed limit sign is posted at High Street Connector for the eastbound direction and 35 mile per hour speed limits are posted to the west of the -495 interchange for both travel directions. As a supplemental to the TIAS, the Applicant provided travel speed data to support the findings. Table 3 in the TIAS should be corrected to reference March 27, 28 as the day speed data was recorded. 4 Merrimac ZBA December 4, 28 Page 4 Comment No. 6: Response: Comment No. 7: Response: Comment No. 8: Response: Sight Distance: MDM conducted site visits on October th and 23'd, 28 to review the existing sight lines at the Broad Street at High Street Connector intersection with respect to regulatory and measured 85th percentile travel speeds following American Association of State Highway and Transportation Officials' (AASHTO) guidance. AASHTO standards reference two types of sight distance that are relevant at the existing Broad Street at High Street intersection: Stopping Sight Distance (SSD) and Intersection Sight Distance (lsd). Sight lines for critical vehicle movements were compared to minimum SSD and lsd recommendations for the regulatory and observed speeds in the area. Bayside concurs with this statement. Public Transportation: MDM concurs that no site trip adjustments should be made to account for public transportation because of the limited Merrimack Valley Regional Transportation Authority (MVRTA) service proximate to the site. Bayside concurs with this statement. Traffic Growth: Future traffic volumes are projected to a 7-year horizon using percent annualized growth in accordance with the Town of Merrimac's Planning Board. MDM concurs that these growth factors are consistent with protocols customary to the industry and present a reasonable basis for estimating "No Build" traffic volume conditions for purposes of the Project TIAS. MDM notes that the Background Traffic Growth section claims a 4% annual rate, however, the Applicant has subsequently clarified the that a % per year growth rate was applied to existing traffic conditions. Bayside concurs with this statement. The background growth rate used in the TIAS was one () percent, compounded annually. However, at the ZBA Public Hearing of October 29, 28, two potential projects were also identified that could have an impact on future traffic volumes. The first one was the Atlantic Sports Center, located in the neighboring City of Amesbury on South Hunt Road. Bayside contacted the City of Amesbury and obtained the relevant traffic studies and traffic projections. These data were further extrapolated through the Ramshead study area intersections. The projections are included in the Appendix. A second possible project was also identified. This was for a proposed gas station at the intersection of Broad Street and High Street. Also, in order to construct a gas station at this site, a re-zoning of the property would be needed and confirmation by Town Meeting. As no plans have been filed at this time, it has not been included as a background project. It should be noted that if a gas station were to be permitted and constructed, most of the traffic would not be new traffic as traffic for gas stations is mostly already on the streets and public ways passing by the site. The future No-Build traffic flow networks were adjusted to account for the Atlantic Sports Park and the revised No-Build traffic flow networks are included in the Appendix. Comment No. 9: Response: Trip Generation: Site trip generation estimates for the Project are based on the Institute of Transportation Engineers (ITE) in Trip Generation th Edition for mid-rise apartment uses, Land Use Code (LUC) 22 and indicates 64 vehicle trips during the weekday morning peak hour and 82 vehicle trips during the weekday evening peak hour for the 89 unit apartment complex. The site trip generation peak hour estimates appears reasonable for the proposed residential complex based on industry standard trip generation rates. Bayside concurs with this statement. At the ZBA Public Hearing of October 29, 28, as a comparison, the project proponent was requested to perform trip generation counts at Longview in Georgetown, MA. Longview is a similar scale, 4B project and consists of 86 apartments. In November 28, traffic counts were conducted at the three existing driveways to the Longview project. The count sheets are included in the Appendix. Table 2 summarizes the observed count data for the weekday morning and weekday evening peak hours. Table 2 also compares the projected trips using the Longview rates to the proposed Ramshead trips. During the weekday morning, Longview generates trips at a slightly higher rate than the ITE data (used in the original Ramshead TIAS) and at a rate lower than the ITE rate during the weekday evening peak hour. Therefore, moving forward, the higher volumes were used (the highlighted volumes in Table 2) for the subsequent capacity analysis. Comment No. : Response: Comment No. : Trip Distribution: Regional trip patterns for Site traffic presented in the TIAS are consistent with a "Journey-to-Work" assessment of residents of Merrimac. The site trip distribution appears reasonable for the proposed residential complex. MDM notes that the TIAS describe the Trip Distribution as being based on "existing traffic flows", however, the Applicant has clarified the that the site trip distribution was based on US Census Workplace data. MDM notes that while 8% of the site trips are expected to travel southeast to River Road, the study does not provide a complete analysis of these trips in the River Road area. Nevertheless, the site trips are not expected to have any material impact on the existing River Road intersection operations given the low volume of traffic in this area. Bayside concurs with this statement. The intersection of River Road and High Street has been included in the analysis and the results are summarized in Table 3. While minor increases in delay are reported for turns from I-495 NB and SB ramps and at the study intersections on High Street Connector, modest trip increases due to the Project are not expected to materially change operations relative to "No Build" conditions. Response: Comment No. 2: Response: Comment No. 3: As a result of adding the River Road and High Street intersection, the additional background project and the change in the site traffic generation (during the weekday morning peak hour), updated intersection capacity analyses were performed. These results are summarized in Table 3. Site Circulation: Based on a review of the Fire Truck Auto TURN plan submitted, the internal aisles appear to accommodate the Town's aerial ladder truck. The Applicant should consult with the Town of Merrimac Fire Department for additional requirements relative to vehicle accommodations and emergency response. A shelter for a school bus stop and loading zones (including trash/recycling) for moving and refuse trucks should be shown on the site plans. As the Comment notes, internal site circulation has been deemed adequate. The Applicant objects to any requirement of a second, emergency access because it constitutes unequal treatment under 76 CMR 56.7(2) (4). School children will be picked up on High Street and a shelter will be provided at that location. The trash and recycling facility will have a pick-up area that will not block emergency vehicles. Site Access: As stated in the TIAS, the primary access to the site will be via High Street. MDM concurs that the section of High Street west of the High Street Connector should be reconstructed to provide a uniform 24-foot travel width to provide continuous two-way travel. New sidewalk, Stop signs, pavement markings and street signs should be installed with this improvement. In addition, the Applicant should consult with the Town on their preference for eliminating the existing "cul-de-sac" along High Street at the extension to the site. A gated emergency access is proposed to connect the site with Colonial Drive. As this connection will promote pedestrian activity along Locust Street, the Applicant should consider constructing a short section of sidewalk missing between Locust Grove Road and the I-495 overpass should adequate right-of-way be available. Response: Comment No. 4: Bayside concurs with the proposed work on High Street. At this time, no emergency access is being proposed. MDM estimates a peak parking demand of 235± spaces for the project based on average characteristics published by the Institute of Transportation Engineers (ITE) in Parking Generation 4th Edition for Low/Mid-Rise apartment uses, Land Use Code (LUC) 22. The proposed 384 parking spaces are therefore expected to accommodate the project. The Applicant should consider reducing parking or land banking of parking spaces until needed given the expected surplus parking spaces (49± spaces or 38% surplus). Response: The applicant believes the parking shown on the design plans are appropriate for the project and there are no more than 327 spaces proposed. 10 Merrimac ZBA December 4, 28 Page Comment No. 5: Response: High Street Connector: Work proposed along the High Street Connector includes a new sewer line, sidewalk, wheelchair ramps and a crosswalk. MDM recommends that the proposed crosswalk on High Street Connector be located at the Broad Street intersection, instead of 5-feet in advance of the roadway. In addition, the short missing segment of sidewalk along the westerly side of High Street Connector should be constructed as part of this work. These changes will be made on the final plans, the sidewalk will be extended and the crosswalk located as requested.
