4 OVERVIEW Introduction Format is shorter and online webfriendly compared to prior draft Removed executive summary since plan shortened Definition section added Plan s guiding principles modified to reflect the Council Statement of Direction (SOD) Mission unchanged from 2017 draft, is a modified version of intro statement in Section 4.2, Non Motorized Circulation, of the 2012 General Plan Public input process/background section condensed down Added a safety tip section some revision needed Add Resort Loop others? 4

15 OVERVIEW The Plan Cross Sections Identifies typical cross sections for each street type (e.g., dimensions) Reproduced in Walk & Bike Plan Edits relate to matching the ped/bike facilities on the Walk & Bike Plan maps to the cross sections Acknowledges the Resort Loop Incorporates the optional 2 wide bike lane buffer, where applicable Creates separate cross sections for McDonald Drive Merges the 2012 General Plan cross section graphics with the text in that plan 15
16 OVERVIEW The Plan Toolbox Provides the definitions for the ped and bike facilities shown on the Maps Modifies the definitions in Section 4.6, Maps and Standards, of the 2012 General Plan Lists allowable types of supporting elements related to traffic calming, enhanced crossings, and wayfinding Based off state/federal standards and elements used by the Town Wayfinding new to this Plan, modified from 2017 draft to address SOD 16

20 OVERVIEW Moving Forward Goals/Policies Replaces the 3 non motorized goals/policies of 2012 General Plan Adds 3 goals as part of this Plan Traffic Calming Operations + Management Wayfinding Adds new policies to existing goals Provide for transfer points such as seasonal trolley stops Allow for low impact approach with the street serving as the pedestrian facility on local roads Allow for low maintenance design in requiring ped bike facility on only one side of the street Provide for on site connectivity for pedestrian routes to the main entrances of public and semi public buildings Provide an appropriate level of design, wayfinding, and crossings Explore modifications for bicycle signals where bike lanes and routes encounter traffic signals 20
21 OVERVIEW Moving Forward Implementation Modifies 9 of 14 Mobility measures of 2012 General Plan Adds 9 new measures (5) Complete high priority projects (7) Develop education programs/material (8) Install appropriate signage per Plan (9) Coordinate with resorts on routes, parking, seasonal trolleys (10) Designate a staff person on the MAG pedbike committee (13) Implement internal policies to ensure coordination between Town departments (14) Develop a pavement reduction plan on local streets where appropriate to save on maintenance costs (15) Review Town codes policies related to onsite connectivity for pedestrian routes to the main entrances of public and semi public buildings (16) Develop budgets to develop, maintain and improve the ped bike network 21

26 SOD Compliance SOD Focus Point FOCUS BICYCLE FACILITIES AVOID URBAN DESIGN ELEMENTS ADDRESS MITIGATION OF CONFLICTS How Complies The Bicycle Map in this plan has the exact bike facilities from the Town Council exhibit dated June 8, 2017 On only a few select non local streets Policies WB on pedestrian friendly streetscapes and policy WB that separate bike/ped facilities are discouraged on local streets Goal WB 4.6 on wayfinding with several policies that address limiting the number/type of signs, along with best fit character Existing policies include WB 4.1.4, WB 4.3.2, WB 4.3.3, WB New policies include WB 4.1.5, WB 4.2.4, WB Goal WB 4.5, Traffic Calming 26
27 SOD Compliance SOD Focus Point AVOID NEW SIGNAGE PAIR THIS EFFORT WITH THE VSC PLAN IDENTIFY ROUGH COSTS AND PHASING BE CLEAR AND LEGIBLE PRIORITIZE PROJECTS How Complies Sign section in the plan, policies under Goal WB 4.6, Wayfinding, address signs Regular communication throughout the process VSC referenced in Implementation Measure 4 Detailed probable cost estimates are provided Plan includes proposed phasing over a short, medium, and long range time frame Shorter than the prior draft and in a website online format Plan includes project evaluation criteria, with existing deficiencies addressed under Piggy Back criteria Verbal acknowledgement to encourage bicycling for people of all ages and bicycling abilities.
