3 March 217 Project: 1627 Diana Vlasic, M.C.I.P., R.P.P Metropolitan Consulting 445 Paletta Court Burlington, ON L7L 5R2 Dear Ms. Vlasic, RE: 2136 AND 2148 TRAFALGAR ROAD, TOWNHOUSE DEVELOPMENT TRAFFIC BRIEF Paradigm Transportation Solutions Limited has been retained to prepare a traffic brief to assist in gaining approvals for a rezoning of lands for a proposed 59-unit townhouse development to be located at municipal addresses 2136 and 2148 Trafalgar Road in the Town of Oakville. This letter will outline the location of the proposed development, provide estimates of the trips that will be generated by the site and will identify the potential impacts of the site-generated traffic on the adjacent road network. Site Location The proposed development is located on the northwest corner of the River Oaks Boulevard East/Briarhall Gate and Trafalgar Road intersection in the Town of Oakville. Access to the subject site will be provided from Lillykin Street via the existing intersection of Namron Gate/Mount Drive and River Oaks Boulevard East/Briarhall Gate. Direct access to and from the subject site will not be provided via Trafalgar Road. Figure 1 illustrates the location of the subject site. Existing Roadways All study area roads fall under the jurisdiction of Town of Oakville and are designated as public roads, with the exception of Trafalgar Road (Regional Road 3) which operates under the jurisdiction of Halton Region. The characteristics of the roadways in the vicinity of the subject site considered in assessing the traffic impacts of the development include: Trafalgar Road (Regional Road 3) is a four-lane major arterial roadway south of River Oaks Boulevard East/Briarhall Gate. North of River Oaks Boulevard East/Briarhall Gate, Trafalgar Road has a five-lane cross section, with two travel lanes provided in each direction along with a centre continuous two-way left-turn lane. Trafalgar Road functions as a major north-south roadway and transit corridor within the Town of Oakville. To the south, it connects to the Queen Elizabeth Way (QEW), Oakville GO station and downtown Oakville. To the north, it connects

5 to Dundas Street (Regional Road 5) and the Highway 47 Express Toll Route (ETR). It is noted that sidewalk facilities are provided on both sides of the roadway between Glenashton Drive and Upper Middle Road. The posted speed limit is 6 kilometres per hour throughout the study area. No dedicated cycling facilities are provided; therefore, all cycling trips are accommodated within the travel lanes or on a portion of a multi-use trail (MUT) exists on the west side of Trafalgar Road south of River Oaks Boulevard to just north of Sheridan Collage. It is noted that a small portion is missing just north of Upper Middle Road. No stopping signage is posted along both sides of Trafalgar Road throughout the study area. River Oaks Boulevard East is a two-lane east-west minor collector roadway west of Trafalgar Road. East of Trafalgar Road the road is known as Briarhall Gate. This roadway provides access to the River Oaks residential community. River Oaks Boulevard has an urban cross-section with sidewalk facilities provided on both sides of the roadway. Dedicated on-road cycling facilities are provided along River Oaks Boulevard beginning west of Namrom Gate/Mount Drive. The dedicated cycling facilities are delineated via line markings. The posted speed limit is 5 kilometres per hour. No parking signage is posted along both side of River Oaks Boulevard along the frontages of both the churches on the north and south side. Briarhall Gate is a two-lane east-west minor collector roadway east of Trafalgar Road. West of Trafalgar Road the road is known as River Oaks Boulevard. This roadway serves as a short entranceway to the residential area along the east side of Trafalgar Road between Upper Middle Road and Glenashton Drive. Briarhall Gate has an urban cross-section with sidewalk facilities provided on both site of the roadway. In both directions signage is posted indicating the roadway is a signed bike route. No posted speed limit signage is evident within the study area; therefore, it is assumed that the statutory limit of 5 kilometres per hour governs. Namron Gate is a two-lane local road north of River Oaks Boulevard East. South of River Oaks Boulevard East the road is known as Mount Drive. This roadway serves as a short entranceway providing access to Lillykin Street which provides the sole access to the subject site and an existing residential community. Namron Gate has an urban cross-section with sidewalk facilities provided on both site of the roadway. No posted speed limit signage is evident within the study are; therefore, it is assumed that the statutory limit of 5 kilometres per hour governs. Mount Drive is a two-lane local cul-de-sac south of River Oaks Boulevard East. North of River Oaks Boulevard East the road is known as Namron Gate. This roadway provides sole access to the residential community located west of Trafalgar Road between River Oaks Boulevard and Upper Middle Road. Mount Drive has an urban cross-section with sidewalk facilities provided on both sides of the roadway. 7 Existing Transit Service Oakville Transit currently provides service on a number of routes in the vicinity of the proposed subject site. The routes serving the study area are: Route 1 Trafalgar: This route operates between Oakville GO and the Uptown Core via Trafalgar Road. Weekday service is provided between 6:1 AM and 12:3 AM with 3 minute headways. Saturday service operates between 7:15 AM and 11:58 PM with one hour headways. Sunday and holiday service operates between 8:15 AM and 7:58 PM with one hour headways; Route 5 Dundas: This route operates between Oakville GO and the 47 GO Carpool lot located near Dundas Street and Walkers Lane. Transit runs east-west along Dundas Street and north-south along Trafalgar Road. Stops include Sheridan College, the Uptown Core, and the Oakville Trafalgar Memorial Hospital. Weekday service operates between 5:59 AM and 12:2 AM with 3 minute headways. Saturday service operates between 6:59 AM and 12:2 AM with 3 minute headways. Sunday and holiday service operates between 7:5 AM and 8:2 PM with one hour headways; Route 24 South Common: This route operates between Oakville GO and the South Common neighbourhood in Mississauga. Transit runs north-south along Trafalgar Road, east-west along Dundas Street, and north-south along Winston Churchill Boulevard. Stops include Sheridan College and the Uptown Core. Weekday service operates between 6:1 AM and 12:6 AM with 15 minute headways during the AM and PM peak hours and 3 minute headways during off-peak hours. Saturday service operates between 6:4 AM and 12:6 AM with 3 minute headways up to 8: PM, where service operates with one hour headways until 12:6 AM. Sunday and holiday service operates between 8:1 AM and 8:6 PM with 3 minute headways; and Route 19 River Oaks Express: This route services the residential community located west of Trafalgar Road and east of the Sixteen Mile Creek between Dundas Street and Upper Middle Road and provides an express connection to and from Oakville GO. This route provides weekday services to the Oakville GO station in the AM peak hour and transit services from the Oakville GO in the PM peak hour. Weekday AM service operates between 6:45 AM and 8:1 AM, and weekday PM service operates between 5:6 PM and 6:15 PM. The closest northbound and southbound Oakville Transit bus stops are located on Trafalgar Road at River Oaks Boulevard East, the eastbound and westbound stops are located on River Oaks Boulevard East at Namron Gate/Mount Drive and at Trafalgar Road. GO Transit bus stops are situated northbound and southbound on Trafalgar Road at the River Oaks Boulevard East intersection. These stops serve the Highway 47 GO Bus service connecting to the Mississauga City Centre and to York University, provided at a 3-minute headway operating weekly Monday to Friday. 9 Existing Traffic Volumes Existing traffic counts were collected for the AM and PM peak hours on 6 December 216 and 13 December 216 by Paradigm staff for the intersections of Trafalgar Road and River Oaks Boulevard East/Briarhall Gate and River Oaks Boulevard East and Namron Gate/Mount Drive respectively. Volumes along River Oaks Boulevard East have not been balanced due to existing driveways located between Trafalgar Road and Namrom Gate/Mount Drive. Figure 4 summarizes the AM and PM peak hour traffic volumes. Detailed count data is provided in Appendix A. Existing Traffic Operations Intersection Level of Service (LOS) is a recognized method of quantifying the efficiency of traffic flow at intersections. It is based on the delay experienced by individual vehicles executing the various movements. The delay is related to the number of vehicles desiring to make a particular movement, compared to the estimated capacity for that movement. The capacity is based on a number of criteria related to the opposing traffic flows. The highest possible rating is LOS A, under which the average total delay is equal or less than 1. seconds per vehicle. When the average delay exceeds 8 seconds for signalized intersections, 5 seconds for unsignalized intersections, the movement is classified as LOS F and remedial measures are usually implemented, if they are feasible. The operation of the intersections in the study area were evaluated using the existing lane geometry and traffic control and existing peak hour traffic volumes. The intersection analysis considered three separate measures of performance: The level of service (LOS) for each turning movement; The volume to capacity (v/c) ratio for each turning movement; and The 95th percentile queue lengths. The level of service conditions on the existing road network have been assessed using Synchro 9. Table 1 displays a summary of the existing traffic operations and the following is noted: The intersection of Trafalgar Road and River Oaks Boulevard East/Briar Hall Gate currently operates at acceptable levels of service during the AM and PM peak hours; and The intersection of River Oaks Boulevard East and Namron Gate/Mount Drive currently operates at acceptable levels of service during the AM and PM peak hours. A total of 59 units are proposed to be developed over eight blocks. Access to the townhouse units will be provided via private internal roads. Resident parking will be provided via private driveways/garages and nine visitor parking spaces will be provided on site. It is anticipated that the site will be fully built and occupied in one phase in 218. Figure 5 illustrates the proposed site plan. Site Trip Generation The vehicle trips generated by the proposed development were estimated for the AM and PM peak hours using the ITE Trip Generation Manual 1 Land Use Code (LUC) 23 Townhouse/Condominium. 13 The resulting trip generation for the site is shown in Table 2 and indicates that a total of 34 trips are estimated to be generated by the site during the AM peak hour and 39 trips are estimated to be generated during the PM peak hour. Site Trip Distribution and Assignment The estimated site-generated trips were assigned to the road network based on the existing distribution of traffic within the study area as determined using existing traffic volumes. Table 3 contains the estimated trip distribution at full development of the site. No trips have been assigned to and from Briarhall Gate as it is unlikely that any site-generated trips will be originating or destined to and from this roadway. The resulting site-generated trip assignment is displayed in Figure 6. The likely future background traffic volumes in the vicinity of the subject site are estimated to consist of: Increased non-site traffic (generalized background traffic growth); and Traffic generated by other area background developments. 15 Halton Region staff advised that a growth rate of two percent per annum should be applied to Trafalgar Road. In order to provide a conservative estimate of the 223 background traffic volumes, the growth rate was applied to all traffic movements at the study area intersections. The Town of Oakville provided information regarding developments that may contribute to the future traffic volumes in the study area. The developments included are Biddington Homes 2 and Dunpar Developments 3. Traffic generated by the Biddington Homes development was estimated for the weekday AM and PM peak hours using data from the ITE Trip Generation Manual, specifically Land Use Code (LUC) 23 Townhouse/Condominium for 36 townhouse units. These trips were distributed and assigned according to the estimated distribution summarized in Table 3. Development site traffic for the Dunpar Developments property was available from the Town s website and subsequently accounted for. The background traffic volumes for the 223 horizon within the study area are estimated to consist of generalized background traffic growth of two percent per annum, and traffic related to the nearby developments. Figure 7 illustrates the future background traffic volumes reasonably expected to occur at horizon year Future Total Traffic Operations The future total traffic volumes anticipated to occur in 223 were derived by adding the site-generated traffic volumes to the background traffic volume forecasts to produce the estimated future total traffic volume forecasts shown in Figure 8. The operations of the study area intersections under the 223 future total traffic condition were evaluated using Synchro 9 and the same analytical approach and methodology that was used for the existing traffic. The exception is that the future road network accounts for the widening of Trafalgar Road with the additional lane in each direction operating as a transit/hov lane as advised by Halton Region staff. In consideration of HOV the analysis utilizes the lane utilization factor specified within Halton Region s Transportation Impact Study Guidelines. Table 4 displays a summary of the 223 future total traffic operations and the following is noted: The intersection of Trafalgar Road and River Oaks Boulevard East/Briarhall Gate is forecast to operate at acceptable levels of service during the AM and PM peak hours; and The intersection of River Oaks Boulevard East/Briarhall Gate and Namron Gate/Mount Drive is forecast to operate at acceptable levels of service during the AM and PM peak hours. 18 The existing two-way stop control at the intersection of River Oaks Boulevard East/Briarhall Road and Namron Gate/Mount Drive will continue to provide adequate traffic control upon completion and inclusion of the proposed development. Specific emphasis has been placed on examining the movements at the end units at Blocks 2, 4 and 8 of the development. The analysis has been undertaken using Halton Region s White Goods truck. 20 Summary In summary, the overall impact of the proposed residential townhouse development at 2136 & 2148 Trafalgar Road is forecast to be minimal. It is estimated that 34 trips will be generated by the development in the AM peak hour, increasing to 39 trips in the PM peak hour. Trips of this magnitude are well within the realm of daily volume variation on arterial, collector and local roads and as such they will not impact the operations of the study area intersections to such an extent that remedial measures will be required. Based on the foregoing, it is concluded that: The development should be allowed to develop as planned based on the transportation impacts assessment; The intersection of Trafalgar Road and River Oaks Boulevard East/Briarhall Gate continue to operate under the existing traffic signal control with its current phasing and splits; The intersection of River Oaks Boulevard East and Namron Gate/Mount Drive continue to operate under the existing two-way stop control; and Waste management vehicles can enter, exit and traverse the site without any issues.
