1 SAFETY PERFORMANCE MEASURES AND TARGET SETTING Transportation Subcommittee September 15, 2017

3 BACKGROUND Safety Performance Management (Safety PM) is part of FHWA s overall Transportation Performance Management program Started in MAP-21 Continued in the FAST Act 23 CFR490: FHWA s Safety Performance Management Measures Final Rule Supports the Highway Safety Improvement Program (HSIP)
4 BACKGROUND FHWA Performance Measures Based on five-year rolling averages 1. Number of Fatalities 2. Rate of Fatalities per 100 million Vehicle Miles Traveled (VMT) 3. Number of Serious Injuries 4. Rate of Serious Injuries per 100 million VMT 5. Number of Non-motorized Fatalities and Non-motorized Serious Injuries
5 BACKGROUND Target Setting Establishment: State: August 31, 2017 MPO: February 27, 2018 (180 days after the State)
6 BACKGROUND MPO Target Setting Requirements Agree to plan and program projects so that they contribute toward the accomplishment of the State DOT safety target for a safety performance measure - or - Commit to a quantifiable target for a safety performance measure for the metropolitan planning area
7 Recommendation from the Safety and Operations Council Adopt the state targets (1% reduction for all target areas) ODOT s Highway Safety Improvement Program (HSIP) and NOACA s Regional Safety Program (RSP) share parallel goals ODOT: Strategic Highway Safety Plan NOACA: Transportation Safety Action Plan (draft) Both safety plans share a zero deaths vision Similar emphasis areas
8 ODOT SHSP Emphasis Areas: Improve Data Reduce roadway crashes such as roadway departure, intersection, rear-end and highway/railroad crossings Address high risk drivers such as young drivers, impaired driving, low seat belt use, distracted driving, older drivers and excessive speed. Target motorcycle and bicycle riders, pedestrians and commercial vehicles NOACA TSAP Emphasis Areas: Roadway Departure Crashes Young Drivers Impaired Driving Motorcycles Bicycles and Pedestrians
9 State Safety Target Setting Workshop February 8, 2017 Included MPO s, RTPO s, ODOT, FHWA, ODPS Input provided on the state targets by MPO safety staff in February 2017 Discussed at the OARC meeting in March 2017 State targets established in annual HSIP report August 31, 2017

16 MPO Support of State HSIP Targets Address areas of concern for fatalities and serious injuries Draft Transportation Safety Action Plan Emphasis Areas Include performance measures in the Metropolitan Transportation Plan (Long Range Transportation Plan) Performance Measures for the Emphasis Areas of the NOACA draft TSAP were included in Aim Forward 2040 Integrate the safety goals, objectives, performance measures, and targets into the MPO planning process Safety and Operations Council, Long Range Transportation Plan, TSAP, State of Safety, TIP Prioritization Scoring Link investment priorities of the TIP to achievement of HSIP targets. Will be included in the TIP development
17 NEXT STEPS Discussion: Staff will proceed as directed by input received from the subcommittee
18 NOACA will STRENGTHEN regional cohesion, PRESERVE existing infrastructure, and BUILD a sustainable multimodal transportation system to SUPPORT economic development and ENHANCE quality of life in Northeast Ohio.
