4 Road safety management and speed management in ROSEE Road safety management and speed management are core concepts of ROSEE Road safety management Strengthening coordination among all relevant sectors and disciplines (transport, police, health, education, roads...) at national and local level Pilot project on secondary network Focus on speed management When networks are managed well, road crashes are infrequent and the severity of road crash injuries can be reduced. 4

5 What is road safety management? Emphasis on production of road safety with a management process composed of three main elements Institutional functions Interventions Results Institutional functions determine which interventions are implemented so that resources are allocated to the priority problems Interventions bring about road safety results 5

6 What is road safety management? RSM is neutral to (country) structures and cultures any (country) can use the road safety management framework RSM is a system for coordinating action and expenditure for road safety towards the achievements of specific objectives and to bring about measurable results Safety interventions focus on where the road network fails or is prone to failure (focus on priority problems, rather than ad hoc interventions) 6

9 Road safety management accountability is key Accountability in achieving results The most significant management function is a concentration on results Co-ordination among all agencies involved is crucial to achieving results Legislation is needed to establish responsibility and accountability 9

12 Why speed management?... Excessive or inappropriate speed contributes to about one third of all fatal crashes Speed influences the number and the severity of crashes: Higher speed = higher likelihood of crash Higher speed = more serious injuries The level of exhaust emissions, fuel consumption and noise increase with speed Speed effects the quality of life of urban residents, especially the safe mobility of vulnerable users 12

18 Field of view Driver s field of view is within a range of 170 and 180. At the speed 150 km/h is this field reduced to 50. At a distance of 30 m is clearly visible just 5,25 m in width field of a clear view 20 - field of a satisfactory view 18
