2 A164 and Jock s Lodge Junction Improvement Scheme Introduction East Riding of Yorkshire Council is currently seeking funding from the Department of Transport s Large Local Major Transport Scheme fund to promote a major transport scheme based on further improvements for the A164 and Jock s Lodge Junction located to the south of Beverley town centre. As part of this process we would welcome your views on these outline option proposals. Background The A164 is a major route serving the south of the East Riding of Yorkshire, the west of the City of Hull, and the Principal Town of Beverley. It is also part of the East Riding of Yorkshire Council s Primary Route Network and is the most heavily trafficked transport corridor in the East Riding, carrying over 30,000 vehicles per day along certain sections. The A1079 is the primary route between the cities of Hull and York whilst also connecting local settlements including the Principal Town of Beverley and the towns of Pocklington and Market Weighton. On the approach to Jock s Lodge, the A1079 currently carries around 20,000 vehicles a day. Jock s Lodge Junction, where the A1079 and A164 meet, has historically always formed a pinch point on the local highway network. Traffic signal control at the junction was introduced in 2010 largely to address a significant injury collision problem and to help manage queues on the slip roads from the A1079. Whilst this arrangement has improved the road safety record, it has not been sufficient to accommodate the significant growth in background traffic, resulting in severe congestion at the junction. Minor changes to the phasing of the traffic signals and road markings have already been implemented and although this has had some impact, it has not addressed the problems outlined above. Therefore, the only solution is to consider a major engineering scheme to completely reconfigure the junction layout and make improvements along the A164. Proposals Following initial option appraisal four viable alternative junction variants are being considered for Jock s Lodge junction. They are as follows: PURPLE A164 dualling with free flow left slip from A1079 westbound to A164 southbound RED A164 dualling with grade separated two bridge roundabout BLUE A164 dualling with new A1079 Dumbbell roundabouts GREEN A164 dualling with completed Cloverleaf junction In addition along the A164, three separate dualling variants are being considered as follows: Option A (Minimum Dualling) (Victoria Road Roundabout to approximately 100m south of Jock s Lodge Junction) Option B (Partial Dualling) (Victoria Road Roundabout to Skidby roundabout); and Option C (Maximum Dualling) (Victoria Road Roundabout to Castle Hill roundabout)
3 PURPLE OPTION A164 dualling with Free Flow left slip from A1079 westbound to A164 southbound Features ' Southern signal controlled junction connecting the A164 and A1079 altered to remove the existing right turn facility and reduce the signals to a more efficient two stage operation ' Free flow off slip from the A1079 negates the requirement to perform a right turn at the southern junction of Jocks Lodge thereby removing this existing conflict ' Traffic travelling westbound on the A1079 and turning onto the A164 southbound would not need to negotiate the junction ' Formal signal control for pedestrian and cycle movements crossing the southern A1079 slip road maintained.

8 A164 Dual Carriageway The introduction of additional dualling options along the A164 provides links to previous schemes (A164, Humber Bridge to Beverley Route Improvement Scheme and Beverley Southern Relief Road), increased capacity and improved journey times along the route. Non Motorised Users Facilities for non motorised users will be incorporated into each of the junction layout options for the Jock s Lodge junction improvement to link with existing facilities along the A164 and Beverley Southern Relief Road. Your Views We welcome your views on these proposals and would ask you to complete the short questionnaire attached, which can either be handed in at either of the exhibitions or posted Freepost. In addition, this document is also available on line at where the questionnaire can be completed. What Happens Next? The results of this consultation will be incorporated into and form part of the Outline Business Case for the scheme. The Outline Business Case will be submitted to the Department for Transport before Christmas, with a decision on whether the scheme proposals will be supported and receive construction funding from the Large Local Major Transport Scheme Funding expected to be announced in late spring If the funding bid is successful detailed scheme preparation and statutory procedures will be undertaken followed by procurement and construction with a potential scheme completion in THANK YOU East Riding of Yorkshire will, on request provide this document in Braille or Large Print.
