27 Race Specific Regulations The tour shall be governed by the UCI REGULATIONS, including the following provisions: 1. The Mpumalanga Tour is organized under the auspices and sanctioning of Cycling South Africa and Mpumalanga Cycling Union. 2. Any infringements of these rules and regulations by any competitor, team official or helper, may lead to time penalties, fines and/or disqualification. 3. The commissaires shall have the authority to expel any riders who represent a danger to the field. 4. The leaders of all classifications will be provided with a leader s jersey specific to each classification that must be worn by the leader. Yellow jersey -Leader on GC Men Green jersey -Leader on Points KOM -Leader on KOM classification White jersey -Best Young Rider Junior Men, U/23 Men Blue jersey -Best MPU/ex-MPU rider in Elite Men category 5. The following categories ride for the same jerseys: Junior Men and all Vets Men including Best Young rider jersey for first Junior At the final prize giving each winner in his own age category, will receive their own yellow jersey 6. Any riders suffering a mishap in the final 3 kilometres of any mass start road stage may be given the finish time had the mishap not occurred. The rider s finish order will be at the end of the group he was riding in when the mishap occurred. A commissaire must observe the mishap, and the rider must cross the line with his bicycle, provided he is physically able to do so. This rule is NOT applicable for the finish of Stages 2 and Any crossing of the centreline will be subject to penalty, whether it is done as an act of safety, rider neglect or intent to take unfair advantage during the race. The penalty can include a time penalty or disqualification from the event. 8. Riders hanging onto motor vehicles of any sort or paced behind it will be subject to immediate expulsion from the remainder of the race. This may include the team manager in question. 9. Any dangerous behaviour to other riders or spectators will be subject to penalty or expulsion. 10. Any use of profanities or inappropriate behaviour will be subject to penalty or expulsion. 11. No individual support will be allowed. Any violations will result in penalties to the rider being supported. Three violations will result in disqualification. 12. No radio communication between riders and team managers will be allowed. NO I-pods or any radio links are allowed during the race. 13. Race numbers must be worn in all stages. Riders are required to wear two body race numbers affixed to the appropriate position on the back. It is forbidden to fold or cut body or frame numbers issued to competitors. Altering numbers will subject to penalty.

28 14. Frame numbers will also be provided, and must be affixed just above the back wheel low enough for photo finish to pick number up. 15. An award ceremony will take place every night at 18h00 in the Forever Resort/hotel. The top three stage finishers and classification leaders must be available for this ceremony. The final award ceremony will take place at Loskopdam, a Forever Resort, with a gala dinner at 18h00 on the 18 th of January Riders that do not attend the final award ceremony will forfeit their prize and/or jerseys. 16. Gear ratios for Juniors must conform to the UCI distance and will be checked. 17. NO DISC BRAKES ALLOWED FOR THE JUNIOR CATEGORY. 18. Team vehicles to a maximum height of 1.66m will only be allowed in the race caravan by timely registration. Only managers with a valid license will be considered for registration. The team manager s details must be submitted with the entry to receive permission to provide service. Riders must come back to the support car to take bottles; it will not be permitted to advance through groups to service riders. 19. Transport assistance to assist riders will carry luggage daily between each stages. Luggage for these riders will be collected daily at the respective Forever Resort/Hotel, and be transported to the next resort at the finish of the stage. These vehicles will also be available to transport riders back from Loskopdam to OR Tambo on Friday morning the 19th after breakfast. Riders making use of the transport assistance that abandon the race during the Tour will have to carry on travelling with until the finish of the Tour. Alternatively they will have to travel back to Blyde Canyon on their own accord. 20. Trash and water bottles MAY NOT be discarded along the racecourse. Riders in violation of this rule are subject to fines, time penalties and/or disqualification. 21. Public urination in or near start/finish venues will not be tolerated and violation of the rule will result in fines and or disqualification in addition to any criminal charges from local municipalities. Riders will be allowed to take natural breaks during road race stages only in rural areas free of spectators. 22. Riders who fall behind the follow caravan during road race stages are not guaranteed traffic control at intersections and must follow all normal traffic regulations. 23. Should a rider abandon the race his/her number must be returned to the commissaire or the sweep vehicle and he/she is expelled for the remainder of the tour. 24. Any rider failing to finish within 6 hours taken from the start of each stage, will be withdrawn from the race at the discretion of the Commissaires Panel and a rider who are not able to complete a stage, for whatever reason, will not be allowed to participate further in the tour. 25. All riders in Stage 7, failing to reach the N4 by 13h00, will be withdrawn from the race and will not be allowed to participate further in the tour. 26. Radio transmission: the radio is for race direction, essential and emergency use only. The line of communication must be left available for these functions. Any person abusing this privilege will run risk of losing this essential service. 27. Radios will be provided by the organizer at a non-refundable cost of R The organizers will under no circumstances hold themselves responsible in any way for motor car, cycling, motor cycling or civil offences. 29. The Commissaires Panel will consist of:

29 The conduct of the race is the responsibility of the President Commissaire and Commissaires Panel who will decide on matters. Decisions taken shall be final and not subject to any overriding authority. Subject to a fine exceeding 200 SF, no competitor or team manager will be permitted to appeal to Cycling SA or to a court of law. The Commissaires Panel shall have the power to disqualify competitors without prior warning given. The Commissaires Panel reserve the right to make any kind of neutralization, this by common consent, should circumstances demand. The Tour Director, in consent with the President Commissaire, may neutralize, cancel a stage or part thereof, should circumstances demand such action. Control flags: Red flag indicates danger Red and white checked flag indicates a neutral zone Black flag stops the race The Tour Organizer will provide traffic control and medical support. Riders must be familiar with the routes and potential traffic hazards. Riders must also be aware of on-route traffic and must OBEY ALL ROAD TRAFFIC REGULATIONS. Please note: If there are less than 15 riders participating per category, only 50% of the prize money will be paid.
