Topics 1. Manatee County Roadway Network 2. Maintenance Plan 3. Future
(1) Manatee County Roadway Network 1266 Center Line Miles of Paved Roads 2620 Lane Miles 883 Center Line Miles of Local Roads 1776 Lane Miles 383 Center Line Miles of Collector Roads 844 Lane Miles
Pavement Condition Survey Ability to determine current condition Ability to determine it s future condition Is Objective and repeatable Pavement Condition Index (PCI)
Pavement Condition Index (PCI) ASTM (D6433) Numerical index, ranging from 0 for a failed pavement to a 100 for a pavement in perfect condition Roads are measured, segmented, and distresses identified PCI are calculated by identifying and measuring distresses per each roadway segment
Measured
Segmented
Distresses Identified
Examples Distresses Alligator Cracking Measured in Square Feet Longitudinal Cracking Measured in Linear Feet Alligator Cracking Longitudinal Cracking
PCI Established
MANATEE COUNTY PCI Collector (PCI) weighted average 80.38* Residential (PCI) weighted average 72.89* * Manatee County PCI data collected by Transmap Corporation, Upper Arlington, OH
PCI Range Categories Excellent (86-100) Very Good (71-85) Good (56-70) Fair (41-55) Poor (26-40) Very Poor (11-25) Failed (0-10) Collector (80.38) PCI Residential (72.89) PCI Network Avg (76.63) PCI
Total Lane Miles of Collectors Total = 844 Miles Miles 41% 329 Miles 39% Pavement Condition (PCI) Lane Miles Miles 10% 76 Miles 9% Miles 1% PCI PCI PCI PCI < 50 PCI Pavement Condition Scores Pavement Condition (PCI)

One of Manatee County s Largest Capital Investments? ROADWAY NETWORK To construct one mile of a two lane undivided road: a conservative estimate would be $350,000 per $350,000.00* per x 1266 miles = $440 Million Dollars *ftp://ftp.dot.state.fl.us/lts/co/estimates/cpm/summary.pdf (Rural undivided 2 Lane $2,044,323)
2. Maintenance Plan
Goals: Extend our pavements service life Maintain or Improve our PCI Budget and plan an effective strategy to maximize available funds Be proactive in our maintenance methods Communicating our methods accurately to the citizens
Managing vs. Maintained Pavement Management is the systematic method for routinely collecting, storing and retrieving the kind of decision-making information needed to make maximum use of limited dollars.
Pavement Management Program MicroPAVER Developed in the late 1970s to help DOD manage its vast inventory of pavement Recommended by American Public Works Association (APWA) Uses PCI for predicting future Maintenance and Rehabilitation (M&R) needs Ability to run Multiple Budget Analysis Proactive Approach to Pavement Management Based on your Strategies
Current Maintenance Strategies Non-Structural (Preventative & Preservation) Asphalt Rejuvenator $0.94 per S/Y 5-? Years of additional life Chip Seal / Cape Seal $2.77 per S/Y 5-10 Years additional life Micro Surfacing $2.94 per S/Y 8-10 Years additional life Thin Lift Asphalt $4.71 per S/Y Years additional life Structural (Rehabilitation & Reconstruction) Hot mix- asphalt (HMA) $6.92 per S/Y Years additional life Mill and Fill $10.85 per S/Y Years additional life Level and Overlay $9.71 per S/Y Years additional life Base Repair & Surface $15.40 per S/Y Years additional life Full Depth Reclaim $23.11 per S/Y Years additional life
Current Resurfacing Funding Major (Collectors) $2,100,000 Local (Residential) $2,100, Spending Strategies Major 98% Structural Local 66% Structural 34% Non-Structural
Network Budget Analysis Using MicroPAVER Major $2,000,000 at Current Funding YEAR WEIGHTED AVERAGE PCI CHANGE IN PCI ACTUAL COST # OF SEGMENTS TOTAL MILES $2,150, $2,003, $1,975, TOTAL 0.44 $6,129,

Network Budget Analysis PCI Calculated Changes PCI Local Residential Roads $0.00 Budget $2,000,000 Budget $3,000,000 Budget
Network Budget Analysis Using MicroPAVER Unconstrained Budget YEAR WEIGHTED AVERAGE PCI CHANGE IN PCI ACTUAL COST $41 Million $4 Million $700 K TOTAL $46 Million

Summary At current funding levels Collector Roads are stabilized and we can maintain our 80 PCI level. Residential Roads which represent 66% of our total area will require additional funding to stabilize and address deficiencies in the network with a more proactive approach to preventative maintenance. The program is an effective tool, but the human / common sense factor is required. Prices do fluctuate based on many different factors and all analysis are based on current costs.
3. Future
Goals: Extend our pavements service life Maintain or Improve our PCI Budget and plan an effective strategy to maximize available funds Be proactive in our maintenance methods Communicating our methods accurately to the citizens
Proactive Maintenance Methods Worst first approach does not work - Allow roads to age to get maximum value Right Treatment, Right Road, Right Time - Apply preventative maintenance strategies to better rated roads Pavement preservation in new developments - Apply rejuvenator early as a roadway accepted into network
Asphalt Rejuvenator 43 rd Ave Ter West Bradenton (1999) Canal Road Trailer Estates (2012)
Asphalt Rejuvenator 41 st Ave Cir West (1999) Cracks Less Cracks
Asphalt Rejuvenator 104 th Ave E off of Old Tampa Road (2012) Asphalt Rejuvenator not applied.
Micro Surfacing Baystate Road (2015) Hillcrest Drive (2010)
2015 Budget per Lane Mile Manatee County 4.2 million dollars for 2620 lane miles $1603 per lane mile Sarasota County 10 million dollars for 2300 lane miles $4347 per lane mile City of Lakeland 1.5 million for 790 lane miles $1899 per lane mile City of Sarasota 2 million for 232 center line miles Estimated 682 lane miles $ per lane mile City of Tampa 8 million dollars for 2600 lane miles $3077 per lane mile
