3 Main Functions The main functions of the Road Administration are: 1. road management and creation of conditions for safe traffic on national roads; 2. improvement of traffic safety and reduction of harmful environmental impact of vehicles; 3. organization of traffic and public transport; 4. state supervision over compliance with the provisions of legal acts within its area of activity and implementation of the enforcement powers of the state; 5. management of the National Road Databank, the Vehicle Register and the Public Transport Information System; 6. participation in the development of the legislation regulating its area of activity and making recommendations for amendments in the legislation as well as participation in working out the terminology connected with its area of activity; 7. participation in the elaboration of policies, strategies, and development plans in its area of activity and participation in the preparation and implementation of international projects; 8. implementation of the state policy and development plans in the field of traffic safety and environmental safety of vehicles, and required management of the register of vehicles, tachograph cards, driving licences and other documents prescribed by law.

7 Pros and Cons Pros: Actions in traffic safety improvement by ERA and ARK have merged We have much more technological solutions than we had before Support services are consolidated (finance and personal management) Even thou ERA merged into one organisation and has one central management we have retained considerable local management all over the contry Merged organisation has better tools to work as a whole (human, road, vehicle) Cons: The legislation of public procurement allows companies to slow down the process Financement of the road sector is unstable The cost of basic materials have beed changing a lot during economic changes Due dates doesn t consider seasonal and technological pauses In bigger towns ERA should take part in building the main roads Merger of the organisations hasn t gone as excpected different groups remained
