1 1 CUERDEN TRANSPORT PROPOSALS The transport assessment, submitted with the Cuerden development planning application, looks at access to the site and the impact on the local road network in detail. This leafl et outlines the transport proposals for the site and responds to some of the key issues raised during the consultation in November Full details can be viewed online - applications

The area has direct access to the M65 and M6 motorways and benefi ts from frequent local rail and bus links. 3 3 PRESTON, SOUTH RIBBLE AND LANCASHIRE CITY DEAL The City Deal is an ambitious programme of work that will help to ensure central Lancashire continues to thrive by improving local transport routes to support the creation of thousands of new jobs. Signifi cant infrastructure improvement work has already been undertaken and there are further planned City Deal works that, when combined with our highways improvements, will enhance highway capacity and benefi t the Cuerden development. The City Deal work includes upgrading the A582 along its whole length to address congestion on Lostock Lane. You can see what is currently happening in your area by visiting:

6 6 PUBLIC TRANSPORT, WALKING AND CYCLING A travel plan framework with the planning application, provides a framework for future developers to encourage more sustainable travel, including car sharing, public transport, walking and cycling. Public transport Nearby rail stations at Lostock Hall and Bamber Bridge connect to Preston and Blackpool. Leyland rail links connect to Manchester and Liverpool. Current bus services on Stanifield Lane include the 109 and 111, which link the site with Chorley, Buckshaw, Leyland and Preston. The future demand for bus services through the site will be an attractive opportunity for bus operators. There have been initial discussions about the best way to serve the site, linking to local areas and railway stations, as well as new routes between Wigan Road and Stanifield Lane/Cuerden Way, connecting to Leyland, Chorley and Preston. New and enhanced bus stops are proposed for the A582, Stanifield Lane, Wigan Road and within the site itself.

7 7 Walking and cycling Pedestrian and cycle links throughout the site will provide safe and separate routes from traffic. New footpaths, jogging routes, publicly accessible open green space and woodland walks will be available for the whole community to use and enjoy. Footpath improvements on Stanifield Lane and Wigan Road will make the site easily accessible for pedestrians. A new cycle lane is proposed on Stanifield Lane and the cycle lane on Wigan Road will be extended. 8 8 OVERVIEW OF HIGHWAYS PROPOSALS We appreciate that Lostock Lane (A582) is already a very busy route with few pedestrian and cycle crossing routes. A new signalised crossing point, close to the Old School Lane junction is proposed. This will link to the footpaths and cycleways onsite and connect the. proposed residential and office areas. Off-site improvements Some additional off-site improvements are also proposed, such as additional lanes and changes to traffic light signal timings at the following junctions, to improve capacity on the wider network: A6/A582 roundabout Wigan Road/Station Road/A6 junction A6/M6 roundabout A582/Stanifield Lane junction The access to the residential area from Stanifield Lane has been moved further south, away from the Stanifield Lane/ Lostock Lane roundabout. Speed limit reductions are also proposed on Stanifield Lane. An improved bus stop on Stanifield Lane will link the new residential areas, through to Stoney Lane and across to the new shops. A further access point from Stanifield Lane is proposed to come forward in the second phase of the development. This access provides an alternative access point through the site and will help to alleviate impacts on the A582, including the Stanifield Lane roundabout. Wider footpaths and cycleways on Stanifield Lane will create better routes for pedestrians and cyclists. The southern access to Stanifield Lane will remain as the bus only route, which helps with connectivity to the southern employment zones and promoting a public transport route through the site.

9 The link from the employment area to the proposed pedestrian and cycle crossings has been enhanced. Traffic lights will be introduced on the main access roundabout. The proposed layout will incorporate at least three lanes on the roundabout itself, including widening of the existing northern arm, linking the A582 roundabout. The approach to the roundabout from the M6 slip road and M65 has been carefully considered and additional lanes will be added to increase capacity. With these improvements, there will be sufficient capacity at the roundabout to accommodate the development. 9 There will be a secondary access from Wigan Road. A new traffic light junction is proposed, along with pedestrian crossing points over Wigan Road, linking with the neighbouring Cuerden Valley Park. Significant footpath improvements and an extension of the cycle lanes are proposed on Wigan Road, improving links with the surrounding area. A separate access from Wigan Road will be created for delivery vehicles and staff car parking. Filter lanes will be introduced for vehicles turning right into the site and a filter lane is also proposed for vehicles turning right into Cuerden Valley Park.

10 10 TIMELINE Autumn 2017 The planning application has been submitted to South Ribble Borough Council and we anticipate a decision by the autumn. The plan on page 14 (Plan A) shows the areas of the development that are subject to the detailed planning permission and therefore will come forward first. Autumn 2017 Subject to approval, we will then discuss and agree detailed designs for the access and highways proposals. Spring 2018 Commencement of onsite highways works and infrastructure Winter 2017 Reserved Matters planning applications are intended to be submitted to agree the detail of residential, employment and mixed-use areas of the development (The areas shaded on Plan B on page 14). Winter 2017 A planning application and consultation is due later this year for the remaining City Deal works to dual the A582. If approved, work will begin as soon as possible. Winter 2017 Planned Start on Site. Commencement of offsite highway works. Summer 2018 Construction of the access roads for the Cuerden site and the highways improvements discussed in this leaflet, could begin in early 2018, with work on the retail units starting soon after. The accesses and improvements must be in place prior to the retail units opening.

11 PROPOSED JUNCTION IMPROVEMENTS 1 5 A summary of the proposed measures include: 1. Lengthening of Stanifi eld Lane approach arms including the left turn lane. 2. Lengthening of right turn lane and general widening on both the east and west approach of the A49 / A582 / A6 roundabout. 3. Lengthening and creation of an additional left turn lane on the A49 Northbound approach arm and additional left turn lanes on the A6 East and West approach. Redistribution of traffi c through a tertiary access on Stanifi eld Lane to relieve pressure on the Stanifi eld Lane signalised roundabout. This access point is not required for the retail phase of development, but is proposed for the wider outline application. 6. Widening and new signals introduced to the M65 terminus roundabout Further reviews of the existing highway network have been carried out in liaison with Lancashire County Council Highways. As a result, additional mitigation works have been identifi ed at junctions close to the site that are likely to be impacted by the development. These are primarily on the A6 and A582 junctions which already carry high volumes of traffi c during the network peak hours. The mitigation will create additional capacity at each of the junctions, alleviating the worst impacts of congestion in the local area. Improvements such as additional lanes and changes to traffi c light signal timings at some junctions, will improve capacity on the wider network.

12 12 Q&A YOUR QUESTIONS ANSWERED How will the additional traffic be managed? The highways proposals will improve the capacity of the road network and a travel plan will encourage staff to reduce car use and utilise sustainable transport measures. Along with improvements through the City Deal, there will be enough capacity on the road network to support the development. The improvements have been designed using traffi c forecasts and wherever possible, direct comparisons have been made with other similar developments. Traffi c growth fi gures from the Department for Transport and committed development fi gures have also been added into our forecasts and specialised traffi c modelling programmes has been used to help us understand the likely impact on the road network. Will there be increased traffic on Wigan Road? We predict visitors from Bamber Bridge, Chorley and the south are likely to use Wigan Road to access the site, equating to around 10% of the development traffi c overall. Most of the new traffi c will access the site from the M65.

13 Is the access on Stanifield Lane too close to the roundabout? The adopted Cuerden Masterplan sets out where each access point will be located, with access from Stanifield Lane carefully designed to make sure it is safe. Following feedback, we have reviewed the location of this junction alongside the Highway Authority and proposed a new location to further enhance safety and will incorporate a speed limit reduction on Stanifield Lane. Will there be more HGVs through Leyland? No, a dedicated HGV delivery access for the retail units is proposed from Wigan Road and access to the employment areas to the south will be from the M65. This will mean that the vast majority of HGVs will avoid smaller roads altogether. Vehicles accessing from Wigan Road are unlikely to travel through Leyland. Will customers just use Stoney Lane for parking? No, we believe that ample car parking is being provided as part of the scheme and therefore, there would be no need for customers to park on Stoney Lane. However, as a result of feedback, further measures to discourage parking on Stoney Lane are currently being reviewed. The car parking provided for the retail area is more than the usual number for a development of this size. Parking capacity at other IKEA stores has been tested at the busiest times and assessments show that there will be enough parking at Cuerden to satisfy demand. Separate staff car parking will also be provided. Will the site become a rat-run between Stanifield Lane, Wigan Road and the M65? No, we do not believe that the site will become a rat run. The Stanifield Lane third access would not come forward until the employment uses at the south of the site are developed. Providing a third access will provide an alternative route and improve traffic flow at peak hours. This route would primarily benefit local traffic to and from Leyland on Stanifield Lane and some local traffic from the west, accessing the employment areas to the south of the site. 13
