BACKGROUND: During the creation of the 2015 Corporate Strategic Plan a strategy to enhance accessibility and multi-modal transportation within the District was prioritized for development. The first element of this work involved a review of previous studies at both the local and regional level combined with a gap analysis to identify potential projects. These potential projects were then assessed to determine a prioritized list based on several criteria including enhanced connectivity, road classification, regional importance and safety. The existing studies evaluated multi-modal transportation within the District of Central Saanich but did not specifically identify projects related to mobility or accessibility presented by deficiencies in existing infrastructure, for example the presence of curb drops in village centres to assist persons with mobility challenges. This information could be obtained via engagement with stakeholders in areas undergoing review, such as the Saanichton Village area, and would allow for direct community input in this regard Mount Newton Cross Road, Saanichton, B.C. 3 To: Patrick Robins, April, 27, 2015 For: April, 27, 2015 Standing Committees Re: Prioritization of Multi-Modal Transportation Projects DISCUSSION: In 2002, the District engaged a consultant to assess the existing transportation network and provide recommendations as to potential enhancements for both bicycle routes and pedestrian facilities. The analysis is summarized in the maps presented as Appendix B. The existing and recommended facility separation identified by the Pedestrian and Cycling Master Plan are depicted in Appendix C along with the list of recommended projects by jurisdiction. The Pedestrian and Cycling Master Plan identifies Wallace Drive, West Saanich Road and Mt Newton Cross Road, along with the Douglas Street Connector on the Patricia Bay Highway, as priority bikeway projects. PRIORITIZED PROJECTS: Several common gaps have been identified in both the CRD Pedestrian and Cycling Master Plan and the District of Central Saanich Transportation Plan. The most significant gaps occur where connectivity is not maintained along a corridor, as is the case for Wallace Drive between Saanichton and Brentwood Bay, and there is the potential for significant use due to traffic volumes. This schedule of projects ensures that projects that have higher multimodal use, connect larger population centers within the community and enhance safety are prioritized. Page 6 of 16
