Geneva-Harney Bus Rapid Transit Feasibility Study Community Advisory Committee Meeting #6 Alternatives Update Baseline Concepts
Baseline Assumptions - Update Candlestick Point/Hunters Point Shipyard projects require strong BRT, bicycle, and pedestrian links from Executive Park area to Caltrain. Recology and City of Brisbane need and plan to make Alanna/Beatty link to Caltrain infeasible Only east-west streets that are feasible for BRT, bicycle, pedestrian link are Blanken or Blanken/Lathrop couplet. 2
Network Needs BRT Network Pedestrian Network Bicycle Network Need for interim BRT to stave off congestion impacts on travel time & reliability Regional requirements for Pedestrian-to- Transit connections at major transit stations Regional requirements for Bike-to-Transit connections at major transit stations Regional requirements for Transit-to-Transit connections at major transit stations Blanken is route for 56-Rutland Safety is a priority concern Sole existing link between Exec Park and Caltrain is Beatty (Class III) Safety is a priority concern 3
Baseline Assumptions Candlestick Point/Hunters Point Shipyard projects require strong BRT, bicycle, and pedestrian links from Executive Park area to Caltrain Recology and City of Brisbane need and plan to make Alanna/Beatty link to Caltrain infeasible Only east-west streets that are feasible for BRT, bicycle, pedestrian link are Blanken or Blanken/Lathrop couplet 4
Assumptions Update baseline bus routing Candlestick Point/Hunters Point Shipyard Plan Assumed Geneva Extension for BRT (long-term) 5
Assumptions update baseline bus frequency Increased frequency for many bus lines 29 to 5-min 56 to 15-min Retail shuttle to 7.5-min 6
Assumptions Update Bicycle Network Candlestick Point/Hunters Point Shipyard Plan Alanna assumed for bike and BRT undercrossing, but did not include needed Interim Plan 7
Baseline Assumptions Update Bayshore Station Access Study Recognized need for safe bike-ped access and BRT links that were separate from freeway traffic on Geneva Ext 8
Baseline Assumptions Update Bayview Transportation Improvements Project CPHPS Phase 2 Planning to recognize need for Interim Plan that did not rely on Geneva Extension 9
Baseline Assumptions Update Bi-County Transportation Study Recognized need for interim BRT links that were independent and separate from Geneva Extension AND that avoid Recology and Beatty Interim solution A (0-5 years) 10
Baseline Assumptions Update Bi-County Transportation Study Recognized need for interim BRT links that were independent and separate from Geneva Extension AND that avoid Recology and Beatty Interim solution B (5-10 years) 11
Geneva-Harney Bus Rapid Transit Feasibility Study Community Advisory Committee Meeting #6 Alternatives Update BRT Concepts
Guiding Principles Designing to meet the BRT project goals Requires parking removal on both sides 13
Concept Segments for GHBRT
3 Blanken existing cross section 10 travel lane too narrow for safe operation on frequent transit route Sidewalk width varies: 8 12 in locations 36 roadway 15
3 Blanken expected baseline 10 travel lane too narrow for safe operation on frequent transit route maintain sidewalk and roadway width 36 roadway widen travel lanes for better operating safety and reliability parking removal (one side) to accommodate lane expansion
3 Blanken BRT options Convert to one-way couplet w Lathrop to maintain parking on at least one side Maintain sidewalk width: 8 12 in locations 36 roadway Convert outside travel lane to bus only lane 17
Why widen bus lanes on high-frequency routes? Adequate bus lanes promote operations and safety Stockton Street between Vallejo and Sacramento streets 30-Stockton: 11/14 collisions were sideswipes (79%) 8X-Bayshore: 13/17 collisions were sideswipes (76%) Mission Street between 14 th and 26 th streets 14-Mission: 49/68 collisions were sideswipes (72%) 49-Van Ness-Mission: 34/44 collisions were sideswipes (77%) DRAFT 18
Adequate bus lanes promote operations and safety Example: Stockton Street Narrow segment of Stockton Street DRAFT 19
Stockton Street before Muni bus crossing double yellow line Narrow travel lanes force Muni buses to cross double yellow line to clear parked vehicles. When large vehicles or buses travel in opposite direction, buses must stop and wait for them to pass before safely proceeding. 8 parking, 9 3 travel lane 10 travel lane 10 travel/parking lane Stockton between Vallejo and Broadway DRAFT 20
North Stockton Street Proposal (Columbus Broadway) Eliminate parking on east side of Stockton Street Summary Widens northbound and southbound travel lanes to at least 12 by eliminating parking on east side of street. Extra right-of-way presents future opportunity to widen sidewalk. Several merchants on east side of Stockton Street, including a Walgreens (located 100 south of Vallejo), currently use east side parking for deliveries. 1. Eliminate parking on east side of Stockton 13 3 travel lane 12 travel lane 12 parking 2. Shift double yellow line to the east to create wider travel lanes in each direction 3. Maintain parking on west side of Stockton Street with 12 parking lane. Parking loss: 18 spaces including yellow zones from Columbus to Broadway DRAFT Retains right turn lane at Broadway. 21
Stockton Street: Vallejo Broadway Wider travel lanes with parking removed Proposed: DRAFT Existing: 8 parking, 9 3 lane 10 lane 10 lane/parking 13 3 lane 12 lane 12 parking/turn pocket 22
3 Blanken BRT options considered 6 sidewalks substandard for new construction (8 minimum) Sidewalk width varies: 8 12 in locations roadway longer time to benefits with sidewalk reconstruction greater costs, though may find savings if project bundling available reduce / narrow sidewalk widths to retain parking (6 feet in locations) roadway EXAMPLE ONLY 23
3 Blanken BRT options considered no impact on Lathrop, but parking removal on both sides of Blanken, and dedicated bus lane in only one direction maintain sidewalk and roadway width 36 roadway dedicated bus lane for greater reliability & travel time maintain two-way travel on Blanken EXAMPLE ONLY 24
Guiding Principles Designing to meet the BRT project goals Requires parking removal on both sides still in development
